We study the budget stimulus effects and government spending to help foster the recovery of Indonesia's current economic growth that was hit by the monetary crisis 1997 and 2008. Using government spending allocation policies through capital expenditures, infrastructure expenditures, financing through government debt, private debts, and increased productivity through export and import activities. This research provides to proves the extent to which macroeconomic variables could promote Indonesia's economic growth due to the crisis—using quantitative analysis of time series in the analysis of cointegration autoregressive distribution lag and bounds testing cointegration starting from 2001 Q4 to 2018q4 data. We can prove that in the short term, the most influential factor in economic growth is the first lag of the GDP growth itself; The first lag of exports, and the first lag of government spending and imports. However, some factors still negatively affect corruption control, government effectiveness, and government debt. ABSTRAKPembangunan merupakan suatu proses perbaikan atau kemajuan dengan melakukan  upaya ke arah perubahan yang lebih baik. Perubahan yang dimaksud adalah mencakup seluruh sistem yang ada dalam suatu wilayah atau negara seperti sistem politik, ekonomi, infrastruktur, pertahanan, pendidikan dan teknologi, kelembagaan serta budaya. Pembangunan ekonomi suatu daerah pada hakekatnya ialah suatu rangkaian kegiatan yang dilaksanakan secara sadar dan terus menerus untuk mewujudkan keadaan yang lebih baik secara bersama-sama dan berkesinambungan. Dalam kerangka itu, pembangunan ekonomi juga untuk memacu pemerataan pembangunan dan hasil-hasilnya dalam rangka meningkatkan kesejahteraan rakyat secara adil dan merata. Salah satu tolak ukur penting dalam menentukan keberhasilan pembangunan ekonomi adalah pertumbuhan ekonomi yang menggambarkan suatu dampak nyata dari kebijakan pembangunan yang dilaksanakan.Tujuan dari penelitian ini untuk menganalisis bagaimana pengaruh belanja pemerintah  dan investasi terhadap pengangguran melalui pertumbuhan ekonomi di Kabupaten Minahasa Selatan. Teknik analisis yang digunakan adalah analisis jalur (Path Analysis). Hasil penelitian menunjukan bahwa belanja pemerintah dan investasi berpengaruh positif terhadap pertumbuhan ekonomi di Kabupaten Minahasa Selatan akan tetapi tidak signifikan secara statistik. Belanja pemerintah berpengaruh positif terhadap pengangguran akan tetapi tidak signifikan secara statistik. Investasi dan pertumbuhan ekonomi berpengaruh negatif terhadap pengangguran di Kabupaten Minahasa Selatan. Kata Kunci: Belanja Pemerintah, Investasi, Pertumbuhan Ekonomi, PengangguranABSTRACT                    Development is a process of improvement or progress by making efforts toward a better change. The change in question covers all existing systems within a region or country such as political, economic, infrastructure, defense, education and technology, institutional and cultural systems. Economic development of a region is essentially a series of activities that are carried out consciously and continuously to realize a better state together and sustainable. Within that framework, economic development is also to stimulate equity of development and its results in order to improve the welfare of the people fairly and equitably. One important benchmark in determining the success of economic development is economic growth that illustrates a real impact of development policies implemented.                    The purpose of this study is to analyze how the influence of government spending and investment on unemployment through economic growth in South Minahasa District. Analytical technique used is path analysis (Path Analysis). The results show that government spending and investment have a positive effect on economic growth in South Minahasa regency but not statistically significant. Government spending has a positive effect on unemployment but is not statistically significant. Investment and economic growth negatively affect unemployment in South Minahasa District. Keywords: Government Expenditure, Investment, Economic Growth, Unemployment

This study aims to determine and analyze how much influence the amount of labor, education and government spending on economic growth in the city of Makassar. The hypothesis is that the amount of labor, education level and government spending have a positive and significant impact on economic growth in Makassar. The type of data used in this study is secondary data. The data is then processed using a computer program that is SPSS 16 with multiple linear regression analysis method. The results showed that the number of labor force, education level and government expenditure had a positive effect on the economic growth in Makassar City, the regression result between dependent variable and independent variable was R-Square = 0,979 and F statistic = 93,880 so that together variable of labor force, and government expenditure has a positive effect on economic growth in Makassar City

The focal aim of this study is to examine the validation of education-led economic growth hypothesis in Malaysia under the recovery period following the 2008 world economic crisis. Specifically, this study implemented the augmented Cobb-Douglas model in order to observe the dynamic relationship between selected variables including, industrial production index, gross fixed capital formation, employment, government spending on education and broad money supply. This study adopted the Vector Error Correction Model (VECM) in analysing the dynamic impact between variables and generally supports the education-led growth hypothesis in the short and long run. Specifically the study corroborates the bidirectional causality between education spending and economic growth, and vice versa, in the short run. The result also reveals that long-run equilibrium relationship exists between government expenditure in education and economic growth in Malaysia during post-crisis recovery regime. The education-led growth hypothesis can thus be inferred for the economy following crisis. The government should thus be advised that increasing education sector spending should increase post-crisis economic growth in both the short and long run. This is further strengthened by Granger causality test result which suggests unidirectional causality that runs from financial variable to economic growth. It is accordingly suggested that financial variable is a determinant of government spending on education in the aftermath of the economic crisis. Additionally, the study also supports the role of capital and employment on economic growth in the long term. By implication, the study suggests that financial planning as related to national education policies must be carefully and meticulously crafted, to ensure future success. This is linked to the investment in human capital which includes education expenditure at different levels that is essentially important to national long-term planning. The specific financial planning for human capital development is therefore very important to ensure the expenditure incurred contributes to sustainable economic development in Malaysia in the long term.

Motivated by inter-regional disparities condition that occurs persistently, this study examines the Indonesian economy in the long run in order to know whether it tends to converge or diverge. This convergence is based on the Solow Neoclassical growth theory assuming the existence of diminishing returns to capital so that when the developed countries reach steady state conditions, developing countries will continuously grow up to 'catch-up' with developed countries. Based on regional economics perspective, each region can not be treated as a stand-alone unit,therefore, this study also focuses on the influence of spatial dependency and infrastructure. Economical and political situations of a region will influence policy in that region which will also have an impact to the neighboring regions. The estimation results of spatial cross-regressive model using fixed effect method consistently confirmed that the Indonesian economy in the long term will likely converge with a speed of 8.08 percent per year. Other findings are road infrastructure has a positive effect on economic growth and investment and road infrastructure are spatially showed a positive effect on economic growth. In other words, the investment and infrastructure of a region does not only affect the economic growth of that region but also to the economy of the contiguous regions.

The growth of central government debt in Indonesia is the subject of endless discussion for both economists and experts in other fields. Although the government uses this debt in order to increase Indonesia's competence through infrastructure development, there are problems in the form of previous accumulated debts. This accumulative debt is known as the concept of “debt stock” which is assessed through Indonesia's fiscal resilience (APBN) to measure the repayment capacity of new debts that will be made in the future. This ability will be seen using long-term data from 1990 to 2016 which is reflected in the variables of central government debt, government spending and revenue so that it is known that Indonesia's central government debt can still be said to be sustainable and the Indonesian government should prioritize productive expenditures in order to increase government revenues.

This study aims to investigate the relationship between government expenditure and economic growth in each province on the island of Sumatra during the period 2007-2016 using panel data. The method used is a quantitative approach by applying the Granger Causality model. The findings of this study indicate that there are no two-way relationships from the 10 provinces in Sumatra. But there is a one-way relationship between government spending and economic growth, which is found in the Province of West Sumatra and Bengkulu Province. Whereas the other 8 provinces have no one-way and two-way causality relationship

Purpose The purpose of this paper is to examine the relationship between government expenditure and economic growth in Botswana over the period 1985‒2016. The study employed the auto-regressive distributed lag (ARDL) bounds testing approach in investigating the nexus. The study makes the argument that the effectiveness of public spending should be assessed not only against the amount of the expenditure but also by the type of the expenditure. The empirical findings showed that aggregate expenditure has a negative short-run and positive long-run effect on economic growth. When expenditure is disaggregated, both forms of expenditures have a positive short-run effect on economic growth, whereas only a long-run positive impact of recurrent expenditure is observed. The study suggests the need to prioritize scarce resources in productive recurrent and development spending that enables increased productivity. Design/methodology/approach This study examined the effectiveness of government spending in Botswana, within an ARDL framework from 1985 to 2016. To achieve this, the analysis is carried out on both an aggregate and disaggregated level. Government spending is divided into recurrent and development expenditures. Findings This study examined the effectiveness of government spending in Botswana, within an ARDL framework from 1985 to 2016. To achieve this, the analysis hinged on both the aggregate and disaggregated levels. The results of the aggregate analysis suggest that total public expenditure has a negative impact on economic growth in the short run; however, its impact becomes positive over the long run. On disaggregating government spending, the results show that both recurrent and development expenditures have a significant positive short-run impact on growth; however, in the long run, the significant positive impact is only observed for recurrent expenditure. Practical implications The results provide evidence of the diverse effects of government expenditure in the country. In the period under investigation, 73 percent of total government expenditure in Botswana was recurrent in nature, whereas 23 percent was related to development. From the results, it can be observed that although the recurrent expenditure has contributed to increased growth and must be encouraged, it is also pertinent for the Botswana Government to endeavor to place more emphasis on productive development expenditure in order to enhance short- and long-term growth. Further, there is a need to strengthen the growth-enhancing structures and to prioritize the scarce economic resources toward productive spending and ensuring continued proper governance over such expenditures. Originality/value The study provides empirical evidence on the effectiveness of government spending in a small open, resource-reliant middle-income SSA economy and argues that the effectiveness of public spending must be assessed not only against the amount of the expenditure but also on the type or composition of the expenditure. The study contributes to the scant empirical literature on Botswana by employing the ARDL approach to cointegration technique in estimating the long- and short-run impact of government expenditure on economic growth between 1985 and 2016.

This study analyzed the asymmetric effects of financial development on economic growth using a model augmented with inflation and government expenditure asymmetries to inform model specification. The research question used entails, Do their asymmetry changes significantly influence growth? Using the nonlinear auto-regressive distributive lag (NARDL), the most significant results posit that positive shocks in financial development in the short run and its negative shocks in the long run increase and decrease economic growth, respectively. Regarding inflation, its positive (negative) shocks in both runs, respectively, reduce (increase) economic growth. In comparison, positive shocks in financial development that spur growth in the short run and negative shocks in financial development (government expenditure) that increase (reduce) growth are the most domineering effects as the rest of the shocks insignificantly affect growth. Results clearly demonstrate to an environment steered by stable and sustainable inflation that regulated government expenditure and comprehensive financial system deepening would positively cause economic growth. Therefore, appropriate policies that favor low inflation and reduced government spending, expansion of feasibly reformed financial institutions, capital accumulation, and increased resource mobilization should be instituted if real growth is to positively happen.

Abstract: The Effect of Economic Growth and Government Expenditures on Absorption ofLabor and Public Welfare in the Province of Bali. This study aims to determine the conditionof employment in the Province of Bali, analyzing the effect of economic growth and governmentexpenditure on employment and community welfare. This data is obtained from the Central StatisticsAgency of Bali province. The analysis technique used is Path Analysis. The results showed that economic growth had a positive and insignificant influence on the absorption of employment in the province of Bali and government expenditure had a positive and significant effect on employmentin the Province of Bali. Government expenditure and employment have a positive and significantinfluence on the welfare of the people in Bali Province while economic growth has a non-significanteffect on people’s welfare. Labor absorption mediate economic growth towards the welfare of thepeople in Bali Province while the absorption of labor does not mediate government spending onthe welfare of the people in Bali Province in 2013-2017.

Purpose The purpose of this paper is to provide more reliable estimates of the relationship between government spending and economic growth in the European Union (EU) during the period of 1995-2015. Design/methodology/approach The methodology consisted of several different stages. In the first stage for an assessment of dynamics of government spending and economic growth indicators over two decades, descriptive statistics analysis was employed. Correlation analysis helped to identify the relationships between government expenditures (GEs) and economic growth. In the third stage, for modeling the relationship and the estimation of causality between GE and economic growth, Granger causality testing was applied. Findings The research indicated that eight EU countries have a significant relationship between government spending and economic growth. Research limitations/implications This study has been bounded by general GE and economic growth only. The breakdowns of general GE on the basis of the activities they support have not been considered in this paper, which is the main limitation of the research. Despite the limitation, it might be maintained that the research highlights key relationships in the EU countries. Originality/value These insights might be useful for policy makers. In countries with unidirectional causality running from GE to economic growth, the government can employ expenditure as a factor for growth. The governments should ensure that resources are properly managed and efficiently allocated to accelerate economic growth in the countries with unidirectional causality from GDP to GE.
