Abstract:Family planning is a slogan in the modern era that dictates community members to plan the number of children to be born in a household. For this reason, pregnancy prevention is carried out with this family planning program. This program is carried out with medical technology tools that are modern and traditional. In the study of Islamic jurisprudence itself, there has been a way to prevent pregnancy behavior by way of Azl, even though it has drawn controversy and differences in views from the jurists. This behavior is considered by some experts as natural family behavior that is permissible. Further discussion will be explained in this paper.Keywords: Family Planning, Hadith, Law Abstrak: Keluarga berencana merupakan suatu slogan di era modern yang mendoktrin anggota masyarakat untuk melakukan perencanaan jumlah anak yang akan dilahirkan dalam suatu rumah tangga. Untuk itu dilakukan penanggulangan kehamilan dengan Program KB ini. Program ini dilakukan dengan alat teknologi kedokteran yang modern maupun dengan cara tradisional. Dalam kajian fiqih Islam sendiri pernah terjadi bagaimana perilaku pencegahan kehamilan dengan cara Azl, walaupun hal tersebut menuai kontroversi dan perbedaan pandangan dari para ahli fikih. Perilaku ini dianggap oleh sebagian ahli sebagai perilaku KB alami yang dibolehkan. Pembahasan lebih lanjut akan dijelaskan dalam makalah ini.Kata Kunci: Keluarga Berencana, Hadis, Hukum

This study is intended to pursue the previous attempts in examining the relationship between low fertility regime and the case of births which had been delivered unintendedly in Yogyakarta. Using an unweighted sample of 575 married women in the Indonesian Demographic and Health Survey 1991, this study found that 75 cases out of 474 last birth children were bom unintendedly (beyond the range of ideal number of children). Most of the 75 cases were bom by women who have 2 or 3 ideal number of children and by a devoted Family Planning acceptors. Most of the women have limited accesses in education and economic activities. The case of unwantednes were found predominantly among women older than 25 years. Even though only a tentative findings, this study shed some light to the fact that Family Planning program to some extent may contribute to the rate of unwantedness. Apolicy is needed especially in reducing the risk of unwantedness among the low-income women.

Family planning is one of the four pillars of safe motherhood, which plays a role in ensuring that each person or partner has access to family planning information and services so that they can plan the right time for pregnancy, the length of pregnancy, and the number of children . The factor of the lack of success of the family planning program cannot be separated from the lack of interest in the community, especially couples of childbearing age (PUS) using contraceptives. of them still consider the high cost and not easy to use the stable contraceptive method. The steady method of contraception is a method of contraception which in men is called a vasectomy . Based on data from the 2017 Indonesian Demographic and Health Survey (IDHS), the percentage of male contraceptives using condoms is 2.5%. There are several factors that make men reluctant to take family planning, including low knowledge and understanding of reproductive rights, limited equipment. male contraception, social conditions, rumors about vasectomy and negative condom use (Depkes RI, 2010). According to Notoatmodjo (2010), knowledge is a big factor in increasing men's participation in family planning. One's knowledge of health can be obtained through health education, Ali (2000) revealed that health education is an educational activity carried out by spreading messages, instilling confidence, so that people are not only aware, know and understand, but also want and can do something. advice that has to do with health . Learning media or health education media that can and quickly deliver health messages include: television, radio, newspapers / magazines, posters / pamphlets, billboards / banners / banners, and the internet . One of the scope of reproductive health is the mother health service that support for healthy living and able to give birth to a healthy generation and quality. The family planning program (KB) is an attempt to regulate pregnancy, the number of children, and distance of child birth to realize the quality family. Family Planning Program is also a strategy to reduce maternal mortality rate especially with 4T mother condition; too young to give birth (under 20 years of age), overeat, too close to birth spacing, and too old childbirth (over 35 years of age). The use of injectable contraception is choice of contraception most in the city of Bandung . This study aims to determine the relationship between the use of injectable contraception with the incidence of amenorrhea. The cross sectional study method. The independent variable is the duration of the use of injectable contraception, the dependent variable is the incidence amenore. The population in this study were all injecting contraception users in RW 06 Kelurahan Campaka with purposive sampling. Total sample that is 5 to 6 people. The instruments used in these two variables are interview guidelines and record medical . Analysis using Chi Square test . Results terdapat research ties between prolonged use of injectable contraceptives with the incidence of amenorrhea, with p value 0,000. As prevention of droup out on acceptor , then counseling should be done by power health take precedence and focus on replacementmethod contraception on acceptor the vulnerable there was a drop out that is acceptor the aged > 3 5 years.

This study was aimed at uncovering the anomalies in the implementation of the Population, Family Planning and Family Development Program  in Central Java province. Qualitative-naturalistic approach was employed. The results of the study about the population and family planning in Central Java Province is showed an alarming rate of TFR (Total Fertility Rate) indicator of 2.3 to 2.5. In addition, the public mind set about the ideal number of children in a family also increased from the TFR indicator of 2.6 to 2.8. This mindset would hinder family planning program. To overcome the anomalies, BKKBN Central Java Province made various strategic efforts. The high rate of CPR (Contraseptive Prevalence Rate) which was not followed by the low rate of TFR was assumed to be related to the active family planning participants were not using long term contraception method, leaving them vulnerable to drop out. Therefore, an increase in long term contraception method, would be a top priority in the population and family planning program in Central Java. In the "anomaly" of having high CPR numbers but low TFR, operational strategy required to be conducted was to increase the Educational, Information, Communication (EIC) Program, especially for the younger generation, because young age marriage was prevalent in those areas.

The family planning program also aims to improve the quality of the family in order to generate a sense of security, peace and hope of a better future in realizing the prosperity of birth and inner happiness. Allegedly the factor causing EFA participation in the family planning program is characteristic. The purpose of this research is to know the relationship of attitude and characteristic of Elderly Age Couple (PUS) with participation in family planning program at UPT Puskesmas Sungai Raya Sungai Raya District, East Aceh regency 2018. The research design used was analytic survey with cross sectional design. The population of this study is all Pairs Age of Fertile located in Work Area UPT Sungai Raya Public Health Service Center in January to December 2017 which amounted to 1897 people. Sampling using Slovin formula, obtained as many as 95 samples. The study was conducted from 7-17 July 2018 using questionnaires by interview. Statistical test using chi-square test. Result of research indicate that majority of fertile couple couples (PUS) participate in family planning program as much as 67 respondents (70,5%). Statistically there is relationship of attitude and characteristic of Elderly Age Couple (EFA) with non participation in family planning program in Working Area of UPT Puskesmas Sungai Raya Sungai Raya District of East Aceh Regency 2018 with p value <0,1. It is recommended that the family planning program holders in UPT Puskesmas Sungai Raya Sungai Raya District of East Aceh District to invite cross-sectoral figures to hold meetings to create mini workshop plans at least once a month to increase the participation of the Elderly Age Couple (PUS) in family planning programs. Tujuan penelitian ini untuk mengetahui hubungan sikap dan karakteristik Pasangan Usia Subur (PUS) dengan keikutsertaan dalam program KB di Wilayah Kerja UPT Puskesmas Sungai Raya Kecamatan Sungai Raya Kabupaten Aceh Timur tahun 2018. Desain penelitian yang digunakan adalah survei analitik dengan rancangan bedah lintang. Populasi dari penelitian ini adalah seluruh Pasangan Usia Subur yang berada di Wilayah Kerja UPT Puskesmas Sungai Raya pada bulan Januari sampai dengan Desember tahun 2017 yang berjumlah 1.897 orang. Pengambilan sampel menggunakan rumus Slovin, didapatkan sebanyak 95 sampel. Penelitian dilaksanakan dari tanggal 7-17 Juli tahun 2018 menggunakan kuesioner dengan cara wawancara. Uji statistik menggunakan uji chi-square. Hasil penelitian menunjukkan bahwa mayoritas Pasangan Usia Subur (PUS) ikut serta dalam program KB yaitu sebanyak 67 responden (70,5%). Secara statistik ada hubungan sikap dan karakteristik Pasangan Usia Subur (PUS) dengan ketidakikutsertaan dalam program KB di Wilayah Kerja UPT Puskesmas Sungai Raya Kecamatan Sungai Raya Kabupaten Aceh Timur tahun 2018 dengan p value < 0,1. Sebaiknya pemegang program KB di UPT Puskesmas Sungai Raya Kecamatan Sungai Raya Kabupaten Aceh Timur agar mengajak tokoh lintas sektor agar mengadakan pertemuan untuk membuat rencana loka karya mini setidaknya satu bulan sekali untuk meningkatkan keikutsertaan Pasangan Usia Subur (PUS) dalam program KB.Kata Kunci : Program KB, Sikap, Karakteristik

AbstractThis commentary is intended to take China as a case to discuss the mission of the family planning program under low fertility scenario. After a brief review of the initiation of family planning program in the 1970s, as well as the reorientation of family planning program since ICPD in 1994, it will focus on the new mission for the family planning program under low fertility scenario in the twenty-first century, in particular concerning the issue of induced abortion among the others. Given the enormous evidence of unmet needs in reproductive health as identified in the discussion, it is argued that family planning programmes are in fact even more needed than ever before under low-fertility scenario, and should not be abandoned but strengthened, which clearly has nothing to do to call back to the program for population control in the 1970s–1980s, and nor even go back to the program for “two reorientations” in the 1990s, but to aim to serving the people to fulfill their reproductive health and reproductive rights in light of ICPD and SDGs, and to become truly integral component of “Healthy China 2030” Strategy.
