The article analyzed the approaches to the concept of «meritocracy». The article determined that the meritocratic principle in the selection of management personnel is revealed in the early selection of talented individuals who have managerial abilities, charisma, high level of intelligence, communication abilities, and are honest, responsible, unbiased with their own personal core. The author noted that the principle of meritocracy in the formation of a management elite is manifested in equal access to the system of public administration of all professionally trained persons with a high level of moral qualities that have been appropriately selected and have experience in management activities. The article analyzed the experience of forming a managerial staff in Singapore. The success of the Singaporean model of public administration is based on meritocratic principles, a strict bureaucratic hierarchy and administrative impartiality, and is based on four major strategies: Singapore’s comprehensive civil service reform; strong and effective anti-corruption measures; decentralization of the Civil Service Commission; payment of competitive wages to attract and retain the best personnel. The author identified the main stages of selection of management personnel in accordance with Ukrainian legislation. In our opinion, the meritocratic principle should be central to the formation of the national managerial elite through the prevailing system of qualifying tests, examinations on the basis of objective, impartial and comprehensive evaluation.

AbstractThe goal of this paper is to document and to analyse public administration reform dynamics and outcomes in three selected areas – transparency and accountability, civil service and local self-governments.The high level of potential access to government information in Slovakia does not “produce” increased accountability, predictability and also does not effectively serve as a tool to control corruption. We argue that citizens are not only victims, but also accomplishers: their tolerance for corruption, excessive bureaucracy and rentseeking is confirmed by many existing studies.Concerning civil service reform, Slovakia shows a substantial reform reversal towards politicisation and centralisation after 2001, which clearly threatens the fundamental features of democratic governance. Soon after the EU accession in 2004 major regressive changes took place, and the Civil Service Office was abolished in 2006. The new legislation in force from 2017 (forced by the EU conditionality) should return the Slovak civil service back on the right track – let us to see.With regard to self-government the reforms aimed towards the establishment of more independent local and regional self-government. However, the major issue here is the extreme fragmentation on the municipal level – almost 3,000 municipalities in the country, most of them bellow 1,000 inhabitants. Many studies confirm that amalgamation (or at least functional amalgamation) is necessary – but there is no political will to start it.What are the main lessons from the Slovak case ? The information provided indicates that the Slovak Republic belongs to the “standard” group of CEE countries – after the first wave of democratisation reforms immediately after 1989, most of the later changes were realised “thanks to” external motivations and pressures – and not always really welcomed. The specific issue, however, is the decentralisation reform in 2000 – 2005. This change, providing really fragmented local self-government by extra rights and responsibilities, was internally driven, with positive results from the point of view of self-government principles, but with many hurdles caused by too large a number of too small municipalities.

The nature of the relationship between the public administration and politics and the subsequent role of the administration appear to be incompatible with the emergence of an administrative elite. After analysing the reasons for this incompatibility, the article explores the impact of the measures taken in the wake of the economic crisis on the civil service and its reform, and also the prospects for the development of a senior civil service. The key, and also the challenge, to any change in this direction remains the rebalancing of the relationship between the public administration and politics. Points for practitioners What might interest practitioners is the issue of the conditions of effectiveness of civil service reform in times of economic crisis and significant pressure.

The article is devoted to the actual issues of the civil service reform in the direction of motivating the civil service, where a personal interest of a public servant is the key to the success of execution of the government tasks that are necessary to perform state functions at the appropriate professional level. An analysis of the existing features of the motivation of the civil service, which are determined in accordance with current regulations in Ukraine, was performed. The possibilities of improving the modern civil service as part of effective public administration by forming effective proposals, which are based on the analysis of the experience of European countries, were identified. The analysis of the legislative and regulatory framework in the field of civil service revealed problematic issues regarding the unequal of the financial remuneration of employees. The current state of ensuring the remuneration of civil servants was assessed. The formation of the salary of employees with mandatory and incentive payments in relation to the minimum wage in the country as of December 2020 was analyzed. Intangible motivations, such as positive honors (awards) for achievements in the professional activity of civil servants, offering remote work, and encouraging employees with corporate culture, which can be used by the head of the civil service office to create a favorable positive atmosphere. Contrary, in certain situations in a public body, negative incentives, e.g. punishment for improper performance of duties or inaction, were investigated. The peculiarities of the motivation of the civil service in Ukraine were identified taking into account experience of France in building a career matrix for the promotion of civil servants in public administration. Shortcomings in the practical components of the application of motivation in working with staff are partially revealed. The directions of reforming and methodical approaches of the civil service in terms of motivation were suggested. The ways of solving and improving the mechanisms of realization of the state policy in the sphere of civil service, namely the improvement of the system of motivation of civil servants were offered. The practical components of motivation were revealed, new mechanisms for improving the implementation of civil service reform were proposed.

The purpose of the article is to analyze the implementation of civil service reform to increase citizen participation in investment processes for European and Euro-Atlantic integration of Ukraine. Methodology. Various forms of citizen participation in public administration processes, which allows to form a good balance of advantages and disadvantages in this process for the implementation of European integration reforms is based on the methods of theoretical generalization, grouping and comparison have been researched. The analysis of the main advantages and disadvantages of promoting citizen participation in public administration processes is based on the methodology of system analysis and synthesis. Results. It was identified on the basis of the analysis of the main advantages and disadvantages that the advantages of citizen participation in public administration processes far outweigh the disadvantages to ensure better quality of services and living standards of citizens. The main shortcomings of citizen participation in public administration processes have been studied, which will help solve the problems of citizen participation in public administration processes in the context of European integration. Various forms of citizen participation in public administration processes have been developed in order to form a good balance of advantages and disadvantages in this process in order to implement European integration reforms. Different levels of citizen participation in public administration processes are analyzed, which contributes to the effective involvement of citizens in public administration processes for the implementation of European integration reforms. It was found that supporting the processes of socio-economic reform of the civil service through the strategy of public administration will help to implement the main European administrative reforms of public administration in Ukraine. Based on the analysis, it is concluded that supporting the transformation processes in Ukraine by investing in civil service reform helps to build the basic European principles of public administration in Ukraine. It is substantiated that measures to support civil society will be possible due to the training of civil servants, which will provide an opportunity to build the stable and efficient economy of Ukraine. Scientific novelty. The expediency of creating different levels of citizen participation in public administration processes is substantiated: informing, consulting, recommendations, joint development of plans, joint decisions, delegation. Practical significance. The results of the study form the scientific and practical basis for conducting various analytical and forecasting studies in terms of justifying greater participation of citizens in investment processes of public administration.

The article deals with the issues of personal and professional development of the management personnel reserve. The authors focus on the problems of staffing the public administration system, primarily the public civil service, emphasize that one of the key issues that directly affect the quality of public administration and the effectiveness of the public civil service is the personal and professional development of management personnel, effective leadership. Based on the analysis of the results of sociological research and statistical data, key problem areas in staffing and the implementation of personnel policy in the civil service, the possibility of implementing personnel strategies are determined. Noting the role of the managerial personnel reserve, the directions for improving the work with the personnel reserve in the context of a personality-oriented approach are substantiated, trends in changes in career expectations and the possibility of taking them into account in the formation of developmental activities are noted.

In the context of traditional public administration, there is a concept known as "good admi-nistration". Good administration is understood primarily as a professional and ethical civil ser-vants' activity. However, "good administration" is more of a subject of public or administrative law, which shows an important but relatively narrow aspect of public governance. The aim of this article is to analyze the latest concepts of public governance and to evaluate their adaptability in analysis of civil service reforms. Such adaptability is relevant because the concepts of public governance reveal the most important attitudes of contemporary public administration, primarily in a normative sense. The aim of the article is met by analyzing the latest scientific literature on public governance, evaluating the place and weight of good governance and participatory governance in the concepts of public governance, and discussing the concepts of good governance developed by international organizations. Subject Outlook for civil service reform in Myanmar. Significance On April 21, the government confirmed that permanent secretaries, abolished in 1962, will be reintroduced into the public administration system. The decision is part of President Thein Sein's "third wave" of reforms, following commensurate political and economic measures after the 2010 elections and Myanmar's transition to semi-civilian government. By restoring this most-senior bureaucratic post, Naypyidaw intends to enhance the bureaucracy and signal its intention to modernise public administration. Impacts Further civil service reform will require the government to define the centre-province administrative balance. Until then, civil service reforms may initially be felt in urban centres only. Additional pay may be required for civil servants.


Subject Civil service reform. Significance Prime Minister Boris Johnson’s chief strategist, Dominic Cummings, has declared that the main priority in the new parliament will be fixing the machinery of the UK government. Cummings believes the public administration is not fit for purpose in dealing with post-Brexit challenges: cabinet has too many ministers, which makes it impossible to take rational decisions; the civil service lacks delivery expertise and is weak at getting things done; there are too few genuine experts; and the centre of government is brittle and struggles to enforce decisions. Impacts Uncertainty in the civil service will undermine the government’s efforts to negotiate an EU-UK trade deal. Expected initial conflict between civil servants and ministers will result in greater incidence of policy blunders. Cummings will likely leave government sooner than expected, exasperated by the impediments to change within the public service bureaucracy. Cummings's departure would raise questions about Johnson’s strategy and durability as prime minister.

AbstractThe article focuses on the problem of the civil service’s dependence on its political superiors in Poland in 1996–2017. It aims to analyse the motivations of politicians responsible for civil service reforms and to assess the impact of these reforms on the effectiveness of the corps’ functioning. The authors conceptualise the problem of politicisation of the civil service by referring to the theory of politicisation adding an extra dimension of political ideas and institutions as an important factor of change in Poland’s public administration system. The article describes the stages of civil service reform in Poland over the last twenty years, taking into account the political context, the most important postulated changes and the associated controversies with reference to the concepts outlined in the theoretical part. The study also comprises a relevant literature review based on a number of sources, including the reports published by the Head of the Civil Service in Poland, international databases (including Quality of Government) and specialist reports with a particular emphasis on research devoted to Central Europe. The findings paint a multi-layered and nuanced picture of the evolution of the Polish civil service and its strong associations with the issue of the so-called “unfinished transformation”. In addition the article confirms that both the instrumentalisation of institutions by the “camp” of political opportunists and their formal, radical reconstruction by the “ideological contrarians” resulting in the centralisation of power around the ruling parties have had a negative effect on the quality of civil service functioning in Poland.

<p>In many Asian Countries, public administration is in the process of considerable change and reform. Citizens in these countries have demanded faster, better, and cheaper public service. They have also demanded more efficient goverment. In order to meet these demands, the nation has to change its public services into more democratic, efficient, and citizen-oriented goverment.
