<p>In many Asian Countries, public administration is in the process of considerable change and reform. Citizens in these countries have demanded faster, better, and cheaper public service. They have also demanded more efficient goverment. In order to meet these demands, the nation has to change its public services into more democratic, efficient, and citizen-oriented goverment. Subject Civil service reform. Significance Prime Minister Boris Johnson’s chief strategist, Dominic Cummings, has declared that the main priority in the new parliament will be fixing the machinery of the UK government. Cummings believes the public administration is not fit for purpose in dealing with post-Brexit challenges: cabinet has too many ministers, which makes it impossible to take rational decisions; the civil service lacks delivery expertise and is weak at getting things done; there are too few genuine experts; and the centre of government is brittle and struggles to enforce decisions. Impacts Uncertainty in the civil service will undermine the government’s efforts to negotiate an EU-UK trade deal. Expected initial conflict between civil servants and ministers will result in greater incidence of policy blunders. Cummings will likely leave government sooner than expected, exasperated by the impediments to change within the public service bureaucracy. Cummings's departure would raise questions about Johnson’s strategy and durability as prime minister.

The nature of the relationship between the public administration and politics and the subsequent role of the administration appear to be incompatible with the emergence of an administrative elite. After analysing the reasons for this incompatibility, the article explores the impact of the measures taken in the wake of the economic crisis on the civil service and its reform, and also the prospects for the development of a senior civil service. The key, and also the challenge, to any change in this direction remains the rebalancing of the relationship between the public administration and politics. Points for practitioners What might interest practitioners is the issue of the conditions of effectiveness of civil service reform in times of economic crisis and significant pressure.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. The complex structure of the institution of public service is defined as a set of individual institutions, which organizationally and conceptually determine its qualitative and quantitative characteristics. It is shown that the nature of the processes taking place in the institute of civil service of Ukraine is determined by external volitional management decisions, the purpose of which is the implementation of urgent socially significant goals, which do not have a direct impact on the institute of civil service. The indirect influence of public administration on the institution of public service is indicated. In particular, the author emphasizes the decisive role of political processes that form the conceptual directions of the state's development and determine the priorities of management activities. The influence of actions on the Ukraine-EU association on the processes of institutionalization of the civil service is shown. A striking example of the synergistic effect of complex management decisions is actions aimed at eliminating the informal destructive institution of corruption. This prompts the search for and application of a new scientific and theoretical toolkit and methodological apparatus for studying the processes of institutionalization in the postmodern synergetic paradigm. In turn, this contributes to the qualitative analysis and forecasting of the prospects for the development of the civil service; will provide a scientifically grounded choice from among possible alternatives to modernize the research institute and will guide the practical development of targeted comprehensive programs and strategies for managing changes in its structure. Thus, taking into account the influence of complex bifurcation processes in public administration at the present stage will make it possible to identify trends in the institutionalization of public service in new qualitative and quantitative characteristics.

Public services are the primary channels and government activities in which citizens contact public organizations. In turn, public services provided by the government are critical for citizens to recognize public organizations and governments according to their content and procedure. With the onset of COVID-19, the existing face-to-face public service delivery system has shown limitations in meeting citizens’ needs for public services (fastness, transparency, and safety); as a result, a shift to non-face-to-face public services is required. The study proposes the question: “How does citizens’ satisfaction with non-face-to-face public services affect public organizations (response and transparency) and government satisfaction?”. The purpose of this study is to verify the effect of satisfaction (content and procedural) with non-face-to-face public services on the perception (responsiveness and transparency) of public organizations and governments’ satisfaction. Specifically, non-face-to-face public services are divided into content and procedural aspects to analyze the responsiveness and transparency of public organizations and their impact on government satisfaction. This study used a structural equations model for analysis and used data collected in 2019 by the Korea Institute of Public Administration, a representative public research institute in Korea. The main analysis results are as follows: the responsiveness and transparency of public organizations increased alongside satisfaction with content and procedural satisfaction with non-face-to-face public services, and government satisfaction increased with responsiveness to and transparency toward public organizations.

Fast and effective public services are a supporter of public administration so that continuous innovation is needed to improve the quality of public services. The city of Surabaya as one of the cities with the title of smart city has tried to always make innovations in an effort to improve the quality of public services, one of which is through the Surabaya Single Window. Surabaya Single Window is an online-based licensing service created to create effective public services. This article attempts to describe how the licensing service innovation carried out by the City Government of Suraya through the Surabaya Single Window covers five important aspects. The method used is descriptive qualitative using secondary data. It was found that the City of Surabaya succeeded in creating public service innovations through the Surabaya Single Window. The Surabaya Single Window has a positive impact on licensing services in the City of Surabaya, although in its implementation there are still certain guarantees.

The COVID-19 pandemic is sending shockwaves through communities and economies, and public servants have risen to the novel policy challenges in uncharted waters. This crisis comes on top of considerable turmoil for public services in recent decades, with public management reforms followed by the global financial crisis (GFC) leading to considerable change to public sector employment relations and a deprivileging of public servants. The research adopts the lens of the ‘public service bargain’ to examine the effects of the pandemic across Australian public services. How did Australian public service jurisdictions approach public employment in 2020, across senior and other cohorts of employees? How did this pandemic response compare to each jurisdictions’ response to the GFC a decade earlier? The research also reflects more broadly of the impact on public sector employment relations and to what extent pandemic responses have altered concepts of the diminished public service bargain or the notion of governments as model employers? The article presents the results of the author’s attempt at developing a complex of methodological recommendations for the preliminary assessment and analysis of the public amenities capacity and status in different constituent entities of the Russian Federation. The recommendations as developed by the author are based on specific examples, and are supported by information sources regarded by the author as necessary to use in the course of the analysis. The author also provides recommendations on the graphic representation of the results of the analysis (spread sheets) as well as recommendations on rating of the regions (ranking and grouping the regions in accordance with the level of public amenities development they demonstrate), a thorough analysis of the system of the public administration of the industry, the competences and authority of the federal executive bodies, regional agencies of State power and the local authorities responsible for the regulation of relations in the sphere of public services, an assessment of the capacity of public service providers, and a comparison of public service user prices as quoted by municipal entities in different constituents of the Russian Federation.

The public administration principles characteristic of many Commonwealth countries served as the foundations for building the Hong Kong civil service. These have continued to operate in line with the `one country two systems' concept under which Hong Kong has been administered, since 1997, as a Special Administrative Region (SAR) of China. Career employment, hierarchy and public service values combined to provide an overarching unity to a system that nevertheless has developed considerable differentiation over time. This article examines the developments that are currently modifying Hong Kong's public sector. The discussion draws on documentary sources and a recently completed qualitative study on the experiences and perspectives of senior Hong Kong managers working in a dozen government departments and agencies. The discussion addresses questions about whether greater differentiation across government departments, in combination with increasing differential within these organizations, will ultimately bring about the demise of the traditional civil service system.
