The deepening digital transformation of society and the resulting changes in the organization of power have a significant impact on the process of creating electronic communities. One of the current trends is the active introduction of elements of the e-government system in the work of local governments. This is more active in cities, but has recently become more widespread in united territorial communities (UTGs). The purpose of the study is to systematize the problematic issues that arise during the creation and operation of electronic communities. The materials of the research "Electronic readiness of OTG of Dnipropetrovsk region" in the framework of preparation of the program "Electronic Dnipropetrovsk region for 2020-2023" are used.

Municipal authorities increasingly view environmental protection as one of the goals of city management. The pro-environmental orientation of cities can, therefore, foster the creation of new management methods and instruments and promote reorganization of determining material flows in a municipal system. Activities of this kind should result not only in the reduction of generated waste but also in the creation of closed material cycles. Considering the tasks of Polish local governments, municipalities should pay the most attention to municipal waste. Accordingly, the goal of this study was to identify the problem of mixed municipal waste in cities and assess the influence of investments into fixed assets for environmental protection in the scope of waste management on the quantity of mixed municipal waste in cities. This article also identifies activities for circular resource management that need to be realized by Polish municipalities. The analysis was performed using the panel model, dynamic indexes, and critical analysis of city documents. The conducted research revealed positive trends in cities with respect to the amount of waste collected non-selectively that is conducive to circular resource management. The fact that municipal waste quantity is on the increase should encourage urban authorities to promote pro-environmental waste management behaviors among city dwellers.

The article considers the model of development of modern megacities and substantiates the need for the formation of a polycentric structure of the spatial development of agglomerations. The current trends in the placement of educational, research, innovation, business and shopping and entertainment functions for the development of the agglomeration territory are analyzed, the structure of the risks of implementing a polycentric model of the development of the St. Petersburg agglomeration and the directions of their leveling and overcoming are proposed. As the most important driver for the polycentric development of the St. Petersburg agglomeration, the author highlights the creation of places of employment, both in the production and post-industrial spheres – the service economy and the knowledge economy, the IT sector.

Aim.The digital transformation of the traffic safety management system in JSC RZD involves top-level integration with the operating processes of all business units in terms of integral assessment of the risk of possible events and achievement of specified indicators. The result will be the merger of the traffic safety management system with the processes of all levels of the company’s management enabled by an integrated intelligent system for managing processes and services whose functionality includes real-time traffic safety management.Methods. The paper uses system analysis of existing approaches and methods of processing of large quantities of structured and unstructered data.Results. The paper examines the development stages of train traffic safety management, as well as automated information and control systems that enable traffic safety management. General trends in the creation of systems for collection and processing of information are analyzed. The applicability of such technologies as Big Data, Data Mining, Data Science as part of advanced control systems is shown. The paper examines the performance of the above technologies by analyzing the effect of various factors on the average daily performance of a locomotive, where, at the first level, such factors as average daily run of a locomotive, average trainload are taken into consideration; at the second level, the focus is on the service speed, locomotive turnover at station, etc.; at the sixth level, the focus is on the type of locomotive, its technical state, etc. It is shown that statistical methods of factor analysis and link analysis combined with such other methods of Data Mining as methods of simulation and prediction, the average daily performance of a locomotive can be planned proactively. The author proposes a procedure of migration towards a digital traffic safety management system that would be based on models of interaction of safety and dependability factors of all railway facilities at all railway levels of hierarchy, as well as in association with other factors that have no direct relation to dependability, yet affect the safety of the transportation process.Conclusions. The primary benefit of migration towards Big Data consists in the development of a dynamic model of traffic safety, the elimination of human factor in control systems. Most importantly, it enables the creation within the Russian Railways company (JSC RZD) of an integrated intelligent process and service management system that enables real-time traffic safety management. An extensive process of development and deployment within the company of the URRAN Single Corporate Platform (SCP) enabled executive decision support as regards risk-based functional dependability and safety of transportation facilities. Thus, the URRAN SCP sets the stage for the digital transformation of the traffic safety management system in JSC RZD.

A set of trends in the development of the world banking system is proposed, which is directly related to the processes of digitalization of society and the widespread dissemination of information technologies.

Die Ableitung konkreter Auswirkungen der digitalen Transformation auf Tätigkeitsinhalte und Qualifikationsanforderungen im Bereich des Shopfloors ist wünschenswert, in der aktuellen Literatur jedoch nur schwerlich zu finden. Dies ist mitunter der Komplexität geschuldet, die sich aus dem Verhältnis Mensch-Technik-Organisation ergibt. Die Bildung verschiedener Szenarienfamilien kann alternativ dazu herangezogen werden, Anforderungen der neuen Aufgaben für die Mitarbeiter abzuleiten.   References in current literature as to how digital transformation specifically affects job content and qualification requirements on the shop floor would be desirable but are difficult to find. This is partly due to the complexity resulting from the human-technology-organization relationship. The creation of different scenario families can alternatively be used to derive the requirements of the new tasks for the employees.

Digital transformation is an emerging trend in developing the way how the work is being done, and it is present in the private and public sector, in all industries and fields of work. Smart cities, as one of the concepts related to digital transformation, is usually seen as a matter of local governments, as it is their responsibility to ensure a better quality of life for the citizens. Some cities have already taken advantages of possibilities offered by the concept of smart cities, creating new values to all stakeholders interacting in the living city ecosystems, thus serving as examples of good practice, while others are still developing and growing on their intentions to become smart. This paper provides a structured literature analysis and investigates key scope, services and technologies related to smart cities and digital transformation as concepts of empowering social and collaboration interactions, in order to identify leading factors in most smart city initiatives.

Nanoparticles, due to their broadly tunable functions, are major building blocks for generating new materials. However, building such materials for practical applications by self-assembly is quite challenging. Following the Faraday Discussion on “Nanoparticle Assembly: from Fundamentals to Applications” we discuss here the current trends in the field of self-assembly, including: understanding the unique interplay of molecular and nanoscale effects, a development of novel approaches for the creation of targeted nanoparticle architectures, advances in controlling dynamic behavior of systems and enabling new functions through specifically formed structures.

The article analyzes trends in the development of digitalization of the economy of the Russian Federation and the Republic of Kazakhstan; reveals the regional aspect of the state of digital transformation of the Russian economy; examines the correlation of the digital economy of the Russian Federation and the Republic of Kazakhstan. Digital transformation of the economy, and in particular the bilateral cooperation plan between the Ministry of industry and trade of the Russian Federation and the Ministry digital development, defense and aerospace industry of Kazakhstan in the field of industrial and scientific-technical cooperation, promotes more effective engagement of countries in all regions. In the sphere of building a digital economy, cooperation between countries can have an emergent effect. An important component of the transition to the digital economy is the exchange of experience and accumulated knowledge at the interstate level. Russia and Kazakhstan, as strategic partners, have many points of contact in the field of digital economy. The authors noted the need for an integrated approach to the digital economy development in Russia and Kazakhstan, both at the microeconomic and at the macroeconomic level, the features of the digital economy in the Russian Federation and the Republic of Kazakhstan, the basic characteristics of the directions of the state support in the field of digital economy, as well as the criteria of selection of projects, explored the actors involved in the creation of the digital economy, able to organize meetings of various institutions, ready to implement advanced information and communication solutions in various spheres of life. The paper analyzes the areas of cooperation between the Russian Federation and the Republic of Kazakhstan on the development of information and digital technologies. Both in Russia and Kazakhstan, serious work is being done in the field of digitalization, programs have been adopted at the state level, and detailed schemes for moving the economy into a digital future are being developed. The creation of infrastructure for the digital economy implies a constant exchange of experience, the creation of a common digital agenda, to ensure technological compatibility of the two countries' actions. Digital transformation requires people who have a clear understanding of how to integrate new digital methods and processes into existing ways of working. Currently the Eurasian Economic Union defines its main tasks as the creation of an image of the significant center for the development of international trade, enhancement of mutually beneficial partnership with member states and other countries, the creation of new formats for international cooperation. At the present days the Eurasian Economic Union is filled with real economic content. Multilateral projects are being implemented, primarily in key sectors of the economy, that are energy and transport. In the long run, the formation of a monetary union is possible. Development of currency integration, as a component of economic unity, presupposes the process of implementing a coordinated policy of the EAEU countries, as well as the creation and functioning of the organizations performing interstate currency regulation. In the article the dynamics of the main economic indicators of the Eurasian Economic Union functioning is considered. The data on the trade turnover of the EAEU member countries for 2019 is provided. The main directions of EAEU cooperation with third countries and integration associations are revealed, with particular attention being paid to the creation of free trade zones with Vietnam and Singapore. In the context of the organization and functioning of interstate unions, each of the member states of such unions, while ensuring their own security, also needs to manage both the threats to the security of other partners that have an indirect adverse effect and the threats that directly impact the whole union. The directions of digital transformation of the economies of the Eurasian Economic Union member states are considered. The problematic aspects of its functioning are highlighted.
