The article is devoted to the problem of interaction of the labor market and higher education in modern Ukrainian society. On the basis of the analysis of statistical data and the results of sociological surveys of different categories of the population, it is concluded that the market of educational services in the present-day Ukraine functions, mainly in itself, poorly interacting with the labor market. It is noted that the significant manifestation of the structural imbalance of supply and demand in the labor market is the discrepancy between the structure, volume and quality of graduates’ training of higher education institutions for the needs of employers, the economy of Ukraine as a whole, as well as informal and part-time employment, part-time, and the widespread practice of employment of graduates of educational institutions is not specialty, labor migration, the inability of the educational services market to react in a timely manner to the changes taking place in the labor market. Overcoming the separation of higher education from the domestic labor market is impossible without increasing of relationship between theoretical and practical training of students. The article emphasizes that this, as the European experience shows, can be effectively carried out through the introduction of dual education in Ukraine under the current conditions. After all, the dual education system, as one of the modern models of co-operation in training with production, meets the interests of all parties involved in it - employers, students, higher education institutions, as well as the state. It is noted that the elements of dual education in the form of a combination of work with education in the format of education in the evening or correspondence form of study, as well as in the format of educational institutions at large industrial enterprises, existed in the Soviet Union during the heyday there planning and administrative systems, but in the transition to a market economy in the post-Soviet countries were neglected. Attention is drawn to the fact that dual education should not be idealized, it has not only advantages but also certain limitations. A dual form of training is not suitable for all and not always, not for each specialty. It is best suited for training professionals in areas such as economics, business administration, engineering, social security. Limited possibilities of using dual education in the preparation of art critics and humanists. The article states that the idea of introducing dual higher education in Ukraine is positively perceived as the direction of the branch ministry of education and ordinary citizens. The data of the sociological survey of inhabitants of the Dnieper in the city about the fact that the introduction of dual education, according to citizens, should not be obligatory for all universitys or all students and should start only from the senior courses of study.

The article seeks to discuss important implications of higher education quality in various society areas of – politics, management, pedagogy, economics, etc. Insights on international best practice convincingly demonstrate that assuring high quality of education and enhancing its further development are the key governance and public administration priorities in all developed countries. It is argued that the quality of life is greatly affected by the level and quality of education. Moreover, it is highlighted that Ukraine has built a robust institutional paradigm of the education system and its governing bodies which focuses on retaining and accumulating strong human capital and research potential. Among the shortcomings in the implementation of the education quality assurance process, the study has identified the following: weak links in the relationships between higher education institutions and business; immaturity of monetization system for university students in the context of their cooperation with private companies; lack of university involvement in promoting the creation of business incubators, science & technology parks, technocities, etc. Apart from that, the findings have revealed significant imbalances in the national economy that translate into the supply shortage in certain occupations and labor market surplus in other professionals, along with displaying another negative trends associated with the processes of skilled workforce migration from rural areas to more developed cities and regions, or the outflow of the working-age population abroad. In turn, labor migration challenges drastic demographic changes that according to statistics, negatively affect the number of higher education applicants. A special emphasis is placed that the national higher education system is facing serious competition from higher education institutions of economically developed neighbouring countries that offer educational services in prestigious high ranked universities, as well as create ample scholarship and grant opportunities to international students. Thus, from the tuition fee perspective, domestic HEIs are often far behind their European counterparts, too. The study presents an in-depth analysis of the range of various impact factors affecting the education quality, the most essential of them are reported to be the legal and regulatory framework for higher education; government policy for higher education management; higher education funding rates; labor market saturation; the effectiveness of quality management tools in rendering educational services, etc.

Under the influence of globalization and integration of economic processes in the domestic economy, the importance of intellectual resources is growing. Based on its use in economic activities, enterprises and organizations are able to realize their intellectual capital. The main condition for the formation of this special type of capital is the presence of intellectual potential that arises in the process of manifestation of intellectual abilities and professional competencies of the company's staff. The intellectual component is the fundamental basis of the system of relations between science, industry and society. Therefore, educational institutions play an important role in raising the intellectual level of the national economy. The theoretical approaches to determining the economic essence of the intellectual capital of higher education institutions have beem summarized in this article and the main aspects of realizing the intellectual potential of educational and research institutions in Ukraine have been explored. The availability of intellectual capital allows scientific organizations to formalize and implement in the market various forms and types of knowledge: research, skills, experience, competencies, professional skills. The purchase of knowledge allows commercial organizations to significantly increase the level of their technical and technological solutions, develop know-how, to acquire ownership of the right to use knowledge in the form of patents, licenses, franchises. On this basis, the production of new products can be carried out; use of new technologies, new management methods; creation of a trademark; development of new activities; entering new markets. The implementation of the socio-economic policy of the state should be based on the intensification of intellectual activity of higher education institutions, because in market conditions it is the state that should stimulate educational institutions to form intellectual capital. The important role of intellectual capital of higher education institutions is manifested in the fact that it allows them to become intellectual enterprises and significantly affect the national economy by increasing its competitiveness.

Introduction. Higher education has been constantly upgrading, competition in the educational services market is intensifying in recent years. This leads to an increase in the role of marketing in the activities of higher education institutions. It is necessary to constantly look for new ways to improve the efficiency of the management of higher education institutions. Such an opportunity exists only with the constant use of marketing and the improvement of its tools. In connection with the mentioned, important and actual tasks of the present time is research and improvement of the methodology of developing an advertising campaign of higher education institutions in order to enable educational institutions to overcome existing problems in their marketing activities and develop this trend in the future. Methods. Commonly used methods of research are used in the course of the research: dialectic, monographic method, abstract and logical, method of scientific generalization, and specific methods of statistical processing of information. Results. The article deals with the general situation on the domestic market of educational services. The specifics of advertising activity of educational institutions are revealed, in particular, the necessity to study this issue, due to its urgency and lack of elaboration, is substantiated. Advertising activity is considered as a necessary condition and factor of sustainability, the competitiveness of the educational institution and its success in the education market. It is indicated on the preconditions of reorientation of priorities of educational activity into the sphere of improvement of marketing activity and advertising process of an educational institution, as well as tasks, which should carry out advertising activity in the field of educational services. Discussion. Further research is planned to be carried out in order to assess the effectiveness of the use of modern marketing tools by higher education institutions. One of priority problems of modernization of system of the higher education in Russia is overcoming the disproportions revealed during different years of monitoring of activity of higher education institutions, reduction of the contents, structure of vocational training of shots, technologies of realization of educational programs in compliance with requirements of employers and also taking into account the forecast of labor market, welfare and economic development. The article analyzes the transformational shifts in the higher education system of Ukraine and presents proposals for their extension and support. A review of legislative, regulatory and policy documents governing and directing the processes of ensuring the quality of higher education has been carried out. The idea of the depth and effectiveness of reform measures and the processes of improving the quality of higher education is formulated. It was stated that the Ukrainian higher education system has come close to academic traditions and modern practice of organizing the functioning of higher education in the European university system. The steps to enhance and further ensure the quality of higher education in Ukraine are identified. The importance and urgent need for attracting to cooperation and specific participation of the Ministry of Education and Science of Ukraine, line ministries, the Ministry of Social Policy, employment organizations and trade unions of scientific and pedagogical workers of Ukraine in creating and supporting a training system and practical training of future specialists in the workplace, respectively chosen specialty and forecasting current and future long-term needs for training specialists, interest te business to finance higher education. It is emphasized that the quality assurance system of higher education can be achieved only if a motivational system of scientific and pedagogical workers is created to constantly and systematically improve the quality of education. The reasons that lead to insufficient attention to the innovation of the learning processes of students are identified. They include: the issue of continuing education of teachers, improving the standardization of their working time, solving the problem of free publication of the results of scientific research, deepening motivational factors and remuneration of teachers in higher education institutions and others. It is proved that the solution of these problems will create a dynamically updated quality management system of higher education in Ukraine at the level of European quality standards.

The article substantiates the need to study the methodological aspects of digital communication as a separate higher education institution and in the country as a whole. It is determined that one of the tools to increase the competitiveness of educational institutions is the development of communication policy and the use of modern digital technologies. And also that the formation of digital communication policy of higher education institutions is a key issue for the promotion of educational services at this stage of the country's development. The target audience of the market of educational services for the main users of the official site of the higher educational institution is outlined. The main tasks of information and social technologies in education, which provide general computerization of students and teachers, are listed. The author highlights the main components of educational sites and their general characteristics. The author also formed a complex analysis of the site using modern methods of analysis: general characteristics, design and description of the site; qualitative for quantitative analysis of the site; analysis of the site in accordance with the requirements for the sites of educational institutions at the legislative level regarding the disclosure of information; results of psychological verbal-communicative method of site research; SEO analysis (search engine promotion) of the site. The article presents the results of the application of the proposed comprehensive analysis on the example of a specific site of a higher education institution, namely the site of the State Dnipropetrovsk University of Internal Affairs, with a thorough explanation of the results. According to the results of the study, the author came to the conclusion that the development of communication policy using integrated marketing tools, namely site development, is achieved by successfully promoting higher education institutions in the market of educational services, image formation and competitiveness of educational institutions.

The author shows how additional professional education (APE) helps professional educational institutions to train competitive specialists under the conditions of integration in the professional education sphere. It is argued that professional education establishments (PEE) should carry out labor market research and forecasting in order to maintain competitiveness at the educational services market. The concept of �competitive specialist� is explored, and the necessity to work out a model for forecasting the set of graduates� competences for the highly-demanded professions. The paper suggests practical recommendations to enhance competitiveness of PEE graduates through the development of the additional professional education system.

This article focuses first on fundamental trends weakening the European—specifically, the Slovenian—economy and social structure, which are creating a two-class system consisting of an undereducated/uneducated population unable to compete for employment in an economy increasingly requiring more education to update employees’ skills. Learning and education have become an imperative for people wishing to upgrade their employability to counter increasing unemployment and the impact of an aging society. The study next addresses its purpose—to discover higher educators’ and folk high school educators’ perceptions of an initiative developed to address this social and economic problem, namely, by creating a lifelong learning approach to accredit informal and experiential learning experienced outside the formal higher education system. A national Slovenian conference was organized to focus on these issues. A convenience sample of participants attending this conference were asked to what extent they perceive and expect Slovenian higher education institutions and other educational organizations to accredit nonformal and experiential learning and what criteria and conditions are necessary for a successful initiative. The study explores the European social model, which aims to improve employability to avoid increasing the two-class social system of uneducated and undereducated citizens as the economy increasingly requires more highly educated employees. Although a third of the respondents were unaware of the issues of such an approach to lifelong learning, participants overall perceived that creating a flexible education system, including procedures for validating previous education and other forms of knowledge, should be one of the objectives of higher education institutions, as well as other institutions engaged in adult education. To be effective, the system must be developed and implemented in partnership with employers, individuals, and educational institutions. This article describes the situation with respect to recognizing prior learning in European Union countries and the Slovenian reactions to them. Moreover, it presents results of empirical survey research into the motivation of participants in educational institutions to cooperate in the system established to validate nonformal and informal learning. Respondents recognized a need for and supported developing a system of accrediting lifelong learning experiences. A lifelong learning policy appears to include the three dimensions of innovation, social inclusion, and active citizen participation. The concepts of the learning society, the knowledge society, and lifelong learning have been relatively slow to emerge to become significant influences in Slovenian higher educational attendees’ perceptions as national goals for higher education. A huge discussion among participants manifested support for such an enterprise as a social good, and they recommended forming a commission of higher education institutions to develop a system consisting of a common framework within which accreditation could be implemented to meet increasing social employment needs affecting Slovenian society, with one major criterion: that it be fair and just. Another recommendation was to include employers, individuals, and higher education reference groups in developing the system.

The conditions of the functioning of state higher education institutions at the present stage of development of the Ukrainian economy require new approaches to solve the problem of the relationship between the volume of training of specialists with higher education and their employment in the sphere of economic activity. The purpose of this article was to provide theoretical substantiation and practical recommendations for the development of a higher education institution development strategy for making managerial innovative decisions on balancing the demand and supply of educational services in a competitive environment. The following methods were used in the study: abstract logical; comparative economic and system structural; statistical; sociological; modeling; the algorithm of practical application of the theory of constraints of systems; and the apparatus of the theory of fuzzy sets. Methodological approaches to the implementation of the optimal allocation of budget places of the university by means of a practical application of system restriction theory and fuzzy set theory were proposed. The result was the allocation of budgetary places, taking into account the demand for specialties in terms of the economic situation of the region, the demand in the labor market, the demand among entrants, and the proposal of the institution of higher education and the Ministry of Education and Science of Ukraine. It will make it possible to reach the optimum balance between demand for specialists in specific specialties and their supply. The practical value of the research results lies in the development and use of methodological provisions for forecasting the demand and supply of educational services of higher education institutions, which are means of prospective reflection, predicting the ways of further development of the higher education system and modeling of various options for its functioning.
