Under the influence of globalization and integration of economic processes in the domestic economy, the importance of intellectual resources is growing. Based on its use in economic activities, enterprises and organizations are able to realize their intellectual capital. The main condition for the formation of this special type of capital is the presence of intellectual potential that arises in the process of manifestation of intellectual abilities and professional competencies of the company's staff. The intellectual component is the fundamental basis of the system of relations between science, industry and society. Therefore, educational institutions play an important role in raising the intellectual level of the national economy. The theoretical approaches to determining the economic essence of the intellectual capital of higher education institutions have beem summarized in this article and the main aspects of realizing the intellectual potential of educational and research institutions in Ukraine have been explored. The availability of intellectual capital allows scientific organizations to formalize and implement in the market various forms and types of knowledge: research, skills, experience, competencies, professional skills. The purchase of knowledge allows commercial organizations to significantly increase the level of their technical and technological solutions, develop know-how, to acquire ownership of the right to use knowledge in the form of patents, licenses, franchises. On this basis, the production of new products can be carried out; use of new technologies, new management methods; creation of a trademark; development of new activities; entering new markets. The implementation of the socio-economic policy of the state should be based on the intensification of intellectual activity of higher education institutions, because in market conditions it is the state that should stimulate educational institutions to form intellectual capital. The important role of intellectual capital of higher education institutions is manifested in the fact that it allows them to become intellectual enterprises and significantly affect the national economy by increasing its competitiveness.

In the era of rapid development of the information society, there is a problem of accumulation and rational use of intellectual capital, as well as the need to ensure its development. Now it is impossible to carry out the effective activity of enterprises without technologies, know-how, inventions, knowledge and experience of workers. Since world globalization and rapid transformation of the domestic economy led to some kind of economic and financial instability, which leads to an increase in interest in the research and use of information, it becomes necessary to study the possibilities of providing intellectual capital development in entrepreneurship and in the country. It should also be noted that sufficient funding for the development of intellectual potential leads to increased competitiveness of the country as a whole. Therefore, intellectual capital in a society with information as the main source holds key positions and is at the centre of a number of issues related to the development of entrepreneurship in the country, the development of the information society, the knowledge society, and the digital economy. Taking into account the cultural and value aspect and the explicit and implicit problems of multi-agent interaction in the information society, we believe that the approaches to the definition of the “information society” should not be antagonistic to each other, but symbiotic, and integrate the workings of each area of research of scientists, taking into account rapid development, globalization and informational synergistic effects that arise in recent years, it can be argued that the concept will be repeatedly transformed. It is investigated that, in the context of the information society, the concept of “intellectual capital” appears. We determine that intellectual capital is an aggregate of knowledge, experience, skills, creativity, abilities, relationships, accumulated in the process of intellectual activity, that have economic value and are used in the process of production and exchange for the purpose of obtaining income. The conducted research allows generalizing the conclusion that exactly the development of information and communication technologies has led to the emergence of an information society, which was an impetus for the development of e-economy, which precisely determined the emergence of e-commerce as its inherent part. It is proven that financing for the development of intellectual capital is required for many reasons; however, one of the keys is to raise the level of competitiveness not only of enterprises but of the state as a whole. Thus, the intellectual potential of citizens is aimed at the economic, technical, and cultural development of enterprises and their own state. Therefore, the support and development of the information society and its main good, namely, information and knowledge, should be actively implemented in enterprises for further development of entrepreneurship, the economy of the country and the state. That is why the research of models of financial provision of intellectual capital, which was carried out in the article (investment, crowdfunding, innovative), are defined as perspective directions of development of science and practice.

The problem of financing higher education is becoming increasingly important in both domestic and international practice. Changing approaches to financing models and simultaneous reduction of public funding depends on several factors, mainly due to the transformation process related to the changes in technology, the wave of innovations, the effects of the Covid-19 pandemic, financial and economic crises causing the review of the role and priorities of the institution of the state, public finance potential on the financing of higher education. The aim of the article is to study theoretical approaches to understanding the concept of the «financing model», assess the results of the introduction of the formula for the allocation of the state budget expenditures between higher education institutions of Ukraine to identify the most impactful components of the model and trends. In the process of our research, we used such methods as: analysis, synthesis, comparison, system analysis, statistical methods (regressions, means, grouping, data distribution), data visualization method and others. Based on a synthesis of approaches of foreign and domestic scholars to the concept of «the funding model», the author proposes to consider it at two levels: macro (public funding, which is a tool for allocating budget funds between the state and higher education institutions under pre-defined conditions, agreements, parameters, indicators) and micro (formed at the level of a separate university, and includes budget and additional funding in certain proportions). The article examines the macro approach to the results of the introduction of the funding formula in 2020–2021, assesses the level of funding for the HEIs, determines the interdependence of the integrated performance indicator and the estimated student body of the HEIs, assesses the strength of relationship, distribution criteria and obtained values (estimated body, scale of activity, regional support, scientific activity, international recognition, employment of graduates). The positive effects of the introduction of the formula model of financing are the implementation of the state educational policy, strategic positioning of universities, the introduction of innovative approaches to management, conducting educational and scientific activities, improving quality indicators. The disadvantage is the dependence on student body studying at the request of the state, limited resources (material, human, financial, etc.) to achieve efficiency (as a result – underfunding), so powerful, innovative universities able to respond to stakeholder requests, produce quality services and effectively promote them in the market of educational services have advantages.

The growing changes brought about by new concepts and new technologies, such as Industry 4.0, have demanded that educational institutions seek new teaching and learning methodologies, as well as new resources that can contribute to the training of the future engineer. This chapter demonstrates some practices adopted in the process of training the future engineer in a university center in the interior of the state of São Paulo through the use of the CDIO initiative. The results presented confirm the importance and necessity of changes in the teaching and learning process in higher education institutions.

The paper is devoted to identifying patterns of activity of Russian universities in the national innovation ecosystem. Decisions on the development of innovative activity, effective commercialization and implementation of scientific developments are substantiated in strategic documents of state development. In fact the level of innovative security of a country, the state of protection of national interests of the state from internal and external threats arising from the conditions of innovative development, depends to a large extent on the success of the implementation of scientific and development projects. The leading higher education institutions are entrusted with the task of becoming centers of regional innovation ecosystems, transforming universities into active participants of socio-economic and innovative development. Official statistics on national research universities of the Russian Federation have been used in order to identify patterns of the activity of higher education institutions in this area. An analysis of the changes in the analyzed indicators has made it possible to single out universities that implement the most promising models of scientific activity management in terms of world experience. These are primarily universities for which there is a positive relative increase in indicators of total R&D, the share of extra-budgetary funds in university income from R&D, and the share of income from R&D in total income. It has been established that the current stage of development of universities is characterized by the presence of both competitive advantages and challenges that form the features of their modernization. The response to the challenges should be the creation of a business model of the University 4.0 activity which includes new technologies, products and services that are in demand in the country.

The aim of the article is to study the problems of reforming the system of financing higher education in conditions of compliance with world quality standards of education. Besides, another aim of the article is also to substantiate of the perspectives of their use in Ukraine, on the basis of analysis of the main foreign models of higher education institutions financing. The subject of the study is the financing model of institutions of higher education in foreign countries. Methodology. The research is based on a comparative analysis of funding systems for higher education institutions in Ukraine and in foreign countries. The advantages and disadvantages of different systems of the financial provision of higher education are determined based on the analysis of the peculiarities of financing higher education institutions in Germany, USA, UK, Sweden, Norway, and Australia and in some other countries. On the basis of a comparative legal research of certain provisions of Ukrainian legislation, the possibilities and limits of the application of positive foreign experience in this field are defined. The results of the study showed that the financing of higher education at the expense of state funds should be directed only to the needs of the state. And the state, in its turn, should provide graduates with jobs that will help reduce unemployment among them. Currently, there is a partial improvement of diversification of funding sources in Ukraine. We mean that the provision of the status of a non-profit organization will give the first impetus to the formation of contract relations between higher education institutions and private organizations and will improve their financial position. The implementation of the foreign experience will make financing more transparent and will give an opportunity to distribute it according to the quality criteria of providing educational services. Practical impact. Experience of the developed economies and the analysis of the existing condition of financing of educational institutions of Ukraine allow defining the priority directions of improvement of a system of financing of the higher education. As the budget of Ukraine is not able to compensate all needs for financial resources of higher educational institutions, it is necessary to encourage private investments into education, training, and high technologies more actively. Besides, conducting researches, the international consultations, modelling and discussion of the schematic diagram and funding mechanism for the higher education in Ukraine is also expedient. Correlation/originality. Conducting a comparative analysis of financing models of higher education institutions in Ukraine and foreign countries is the basis for developing the most promising directions for the development of domestic legislation in this field.

The article deals with the works of domestic scientists who have researched the problems of creation, management and intellectual use. The views of scientists are focused on understanding the management of processes of intellectual use, the study of intellectual resources in the knowledge economy, the study of aspects of valuation of intellectual capital and the influence of factors on its management mechanism, the establishment of the place of intellectual assets in the national innovation system. The purpose of the research is based on the development of ways to manage the process of intellectual use in the domestic knowledge economy. This will maximize the efficiency of the use of individual, corporate and state intellectual capital. It has been established that developed countries implement and implement knowledge management programs that help achieve business efficiency, society and the state. Declining government funding for higher education institutions is hampering the creation of new knowledge, leading to lower revenues for the business sector and budget revenues. State levers in the field of education that can improve its quality and prevent the migration of knowledge are revealed. At the state level, education reforms should be implemented that focus on the quality of the teaching staff of higher education institutions. Illuminated tools for managing knowledge based on innovation and serving as intangible assets. Models characterizing the influence of knowledge on financial and economic activity have been formed. These models reflect the process of exchanging intellectual resources between partners. A cyclic-conectic model of the application of new knowledge for the purpose of their commercialization or capitalization is proposed. It is noted that knowledge as a resource is dual in nature and requires a specific approach to assessment and management. A price-margin model of intellectual use has been developed that includes certain components that affect the size of the margin.

Introduction. In the context of current trends in the development of the modern world, the successful solution of numerous socio-economic problems is possible only on the condition of effective functioning of higher education system, in which higher education institutions do not only implement the mission of providing society with high-quality and relevant educational services, but also carry out research and development of entrepreneurial nature. In this regard, search for opportunities to fulfill such missions currently takes precedence. The formation of alliances between higher education institutions can be considered as one of the promising mechanisms for performing such missions, as well as for integrative solution of issues in the field of public policy to support and develop higher education. In Russia, insufficient attention is paid to the issues of alliance formation within the sphere of higher education. Therefore, it is relevant to analyse foreign practices, i.e. a specific strategic alliance by higher educational institutions in Germany - The Berlin University Alliance.The aim of the present work is to contribute to the evidence base of research in the field of development of strategic cooperation between higher educational institutions, as well as to define the prospects for alliance formation through the analysis of foreign practices.Methodology and research methods. The methodological framework involves the following general scientific methods: systematisation and generalisation, structural and functional analysis, comparative and retrospective analysis of data from international rankings. The study was based on materials presented on the official Internet resources of “The Berlin University Alliance”, German programme “The Excellence Strategy”, international ranking agencies QS and THE, as well as scientific publications included in international citation databases Web of Science (RSCI) and Scopus.Results and scientific novelty. Based on established research, theoretical approaches to understanding the essence of alliances were structured; the criteria for classification of alliances were defined; the possibilities of alliances and factors, which serve as prerequisites for their formation, were investigated. The novelty of the current research lies in the fact that the author presents his own opinion on the phenomena in relation to such categories as “university alliance”, “strategic partnership” and “alliance formation”. Moreover, the author reports on the results obtained in the course of the analysis of the Berlin University Alliance as an example of the development of strategic partnership between higher education institutions in Germany.Practical significance. The present research may be a useful guideline for forming alliances between higher education institutions and generating new ideas for its development. The research outcomes can be used not only by the leaders of higher education institutions, but also by the experts and specialists involved in forming and implementing state policy in the field of higher education development.

The article is devoted to the problem of interaction of the labor market and higher education in modern Ukrainian society. On the basis of the analysis of statistical data and the results of sociological surveys of different categories of the population, it is concluded that the market of educational services in the present-day Ukraine functions, mainly in itself, poorly interacting with the labor market. It is noted that the significant manifestation of the structural imbalance of supply and demand in the labor market is the discrepancy between the structure, volume and quality of graduates’ training of higher education institutions for the needs of employers, the economy of Ukraine as a whole, as well as informal and part-time employment, part-time, and the widespread practice of employment of graduates of educational institutions is not specialty, labor migration, the inability of the educational services market to react in a timely manner to the changes taking place in the labor market. Overcoming the separation of higher education from the domestic labor market is impossible without increasing of relationship between theoretical and practical training of students. The article emphasizes that this, as the European experience shows, can be effectively carried out through the introduction of dual education in Ukraine under the current conditions. After all, the dual education system, as one of the modern models of co-operation in training with production, meets the interests of all parties involved in it - employers, students, higher education institutions, as well as the state. It is noted that the elements of dual education in the form of a combination of work with education in the format of education in the evening or correspondence form of study, as well as in the format of educational institutions at large industrial enterprises, existed in the Soviet Union during the heyday there planning and administrative systems, but in the transition to a market economy in the post-Soviet countries were neglected. Attention is drawn to the fact that dual education should not be idealized, it has not only advantages but also certain limitations. A dual form of training is not suitable for all and not always, not for each specialty. It is best suited for training professionals in areas such as economics, business administration, engineering, social security. Limited possibilities of using dual education in the preparation of art critics and humanists. The article states that the idea of introducing dual higher education in Ukraine is positively perceived as the direction of the branch ministry of education and ordinary citizens. The data of the sociological survey of inhabitants of the Dnieper in the city about the fact that the introduction of dual education, according to citizens, should not be obligatory for all universitys or all students and should start only from the senior courses of study.

This paper explores the problem of inequality in education in Indonesia. Educational facilities have stood firm and can be found up to the district city, its existence cannot be utilized optimally by the nation's children. The high school graduates who want to go to college, can not realize their dreams because of various obstacles. First, the adequacy of information about higher education is not evenly distributed. Access to information is more known to certain circles so that they can also choose institutions as a place to continue education. Information on scholarships, for example, is very limited. Second, the standard of acceptance used by higher education institutions is still 'unbalanced'. Competition for entry to the best colleges is only contested by graduates who come from the best schools as well. Graduates from certain schools, especially those away from access to education, are unable to compete and are marginalized. Third, the design of educational institutions is still ambiguous. The existence of the dichotomy of the state-private, common-religion, modern-traditional and various another naming also influenced the practice of the gap of the Indonesian higher education to the present. Higher education should be a space for all children of the nation and provide services without discriminating treatment
