Introduction. The rhetoric of the leaders of the countries of the European Un ion shows large-scale contradictions on key issues as well as the “geocultural” incompatibility of views. The objective of the study is to prove the need for a dichotomous division of the European Union into “West” and “East”, the conceptual application of the idea of “multi-speed Europe” being the theoretical basis for such separation. Materials and Methods. The method of unity of the qualitative and quantitative parameters of the countries of the former socialist bloc and Western European states was used to establish a sufficient evidence base. Empirical and theoretical studies as well as statistical data from international organizations were used as the materials for this study. Results. In the process of a comprehensive study, an up-to-date geocultural analysis of the comparative characteristics of the countries of the European Union was carried out. On this basis, the effectiveness of the concept of “multi-speed Europe” as a way of formalizing the existing differences within the European Union has been proved. An assessment of the consequences of the regionalization of Europe, optimistic for Russia, has been given. The actual application of this concept will improve the socio-economic ties between Russia and Western Europe. Discussion and Conclusion. The study has revealed the controversy and ineffectiveness of the existence of a united Europe. A comprehensive study of the concept of “multi-speed Europe” will make it possible to predict the further development of the European Union and evaluate the role of Russia in modern Europe. The results may be used by scientists and politicians to analyze the consequences of the enlargement of the European Union.

Poland accepted the alien and asylum policy of the European Union. But what does it mean, in the face of the fact that most of the refugees don´t want to sojourn a lot of time in Poland, but want to join their families or friends in Western Europe? How the transfer of policies does work, if the local conditions are quite different than in Germany or France? The answer seems to be the dramatization of the refugee situation in Poland, especially the adoption of emergency measures towards refugees of Chechnya.

The article describes and sets the definition of different farm models under the categories of being family, small, and large-scale commercial farms. The distinction was based on the structure of the workforce and the relationship between agricultural income and the minimum wage. Family farms were dominated by the farming family providing the labour and their income per capita exceeded the net minimum wage in the country. The larger commercial farms feature a predominance of hired labour. Based on surveys, it was found that in 2016 in the EU-28 there were 10,467,000 farms (EU-13—57.3%, EU-15—42.7%). They carried out agricultural activities on an area of 173,338,000 ha (EU-13—28.5%, EU-15—71.5%). Countries of the EU-28 generated a standard output (SO) amounting to EUR 364,118,827,100 (EU-13—17.2% and EU-15—82.8%). After the delimitation, it was shown that small farming (70.8%) was the predominant form of management in the European Union (EU-13—88.2% and EU-15—79.8%) compared to family farming (18.4%) (EU-13—10.5% and EU-15—29%). In most EU countries the largest share of land resources pertains to small farms (35.6%) and family farms (38.6%) (UAA—utilised agricultural area of farms).

This article makes a contribution to discussion on the neo-liberal reshaping of education in Western Europe. It argues for a greater attentiveness on the part of education researchers to collective social actors such as trade unions and social movements. Making use of concepts from Gramsci and from Poulantzas, it suggests that such actors had a formative role in the making of post-war education systems, and that reducing their influence is now an important objective of governments across the European Union. Focusing on educational conflict in England, France and Italy, it explores the extent to which traditions associated with post-war reform continue to possess political vitality.

This article assesses the efficiency of non-judicial grievance mechanisms in providing victims of corporate human rights violations with improved access to remedy. As no such mechanism is currently available, this article formulates a proposal for a new mechanism in the form of a corporate responsibility ombudsman, which would offer a great deal of flexibility as well as being an inexpensive, expeditious and informal manner of dealing with such issues. The article argues in favour of utilizing states’ regulatory arsenal to improve victims’ access to remedy extraterritorially. Based on recent international developments, I elaborate approaches to human rights due diligence regulation and export credit financing by means of two corporate responsibility ombudsman proposals. In relation to these proposals, I divide the effectiveness criteria of Principle 31 of the United Nations Guiding Principles into three main categories: empowerment, investigation and enforcement. Since obtaining sufficient evidence is of paramount to those seeking remedies for violations of corporate responsibility, states should bestow quasi-judicial powers on corporate responsibility ombudsmen to achieve efficiency, which could also create legitimacy. This article provides decision-makers and scholars with insights into how access to remedy could be synchronized with the momentum of human rights due diligence legislation in the European Union and beyond.

Subject. The article considers and compares methods used in the European and domestic practice for determining the poverty line. Objectives. Our aim is to underpin the need to abandon the absolute approach to determining the poverty line in Russia in favor of relative approaches. Methods. We employ general scientific methods of cognition (comparison, analysis, and synthesis) and special methods of economic science (rationed assessments). The data of the Federal State Statistics Service and its territorial bodies, the Statistical Office of the European Communities, etc. serve as the information base of the study. Results. The paper shows the failure of the absolute approach to poverty measurement, reveals its shortcomings, determines that it distorts the picture of economic reality in the study of poverty. We apply the European monetary approach to poverty measurement. The comparative analysis of poverty rates in Western Europe and in Russia confirms the existence of extreme forms of poverty, both in developed European States and in our country. The paper uses the ‘zone theory’ to assess the severity of poverty in Russia; the actual values of these indicators in Western Europe serve as thresholds. Conclusions. The use of the relative monetary approach to measure poverty in the country gives a more accurate idea. Since 2021, Russia has switched to a similar method of calculating the subsistence rate and the minimum wage. Hence, the officially recorded level of poverty in the country will increase, and this will require additional measures to support the poor by the State.

Dennis Smith argues that the development of the European polity that has become the European Union has been shaped by social processes similar in many respects to those analysed by Norbert Elias in The Court Society and The Civilizing Process. However, these processes have occurred at the supra-state level whereas Elias described them as they occurred at the level of the developing national state, especially during the sixteenth and seventeenth centuries. During the 1940s and 1950s the United States played a key role in pacifying the European nations and imposing a framework of rules for the conduct of their economic and diplomatic affairs. States in western Europe were increasingly locked into tight bonds of interdependence. This movement towards integration was complemented by the disembedding of regions and large businesses from their close ties to the national state; they became ‘Europeanised’. Brussels became Europe's Versailles, a place where the courtier's skills were employed by the lobbyist. It is suggested that just as France represented, in Elias's eyes, a vanguard society within Europe in respect of the civilising process at the level of the national society, the European Union may play such a role globally in respect of developments at the supra-state level.

Reflecting on European colonialism in 1950—at a time when discussions about what we now know as the European Union emerged in western Europe—Aimé Césaire wrote, “… Europe is morally, spiritually indefensible.”2 This idea is fairly commonplace in much of the post-colonial world and it has some purchase within certain academic and intellectual circles elsewhere. And yet, in the process of denouncing the widely noted3 presence of racism in Hungary, thirty-six leading Hungarian intellectuals have, in a recent public document, felt compelled to thank France, and through France, a generic, trans-historical notion of “Europe,” for what they saw as the latter's profound, longue-durée goodness.

IntroductionThe European Union regulation for orphan medicinal products (OMPs) was introduced to improve the quality of treatments for patients with rare conditions. To mark 20 years of European Union OMP regulation, this study compared access to OMPs and the length of their reimbursement process in a set of European countries and Canadian provinces. Access refers to their full or partial reimbursement by the public health service.MethodsData were collated on European Medicines Agency orphan designation and marketing authorizations, health technology assessment (HTA) decisions and reimbursement decisions, and the respective dates of these events for all the OMPs centrally authorized in 14 European countries (Belgium, England, France, Germany, Hungary, Italy, the Netherlands, Norway, Poland, Scotland, Slovakia, Spain, Sweden, and Switzerland) and four Canadian provinces (Alberta, British Columbia, Ontario, and Quebec).ResultsSince the implementation of the OMPs Regulation in 2000, 215 OMPs obtained marketing authorization. We found that Germany had the highest level of coverage, with 91 percent of OMPs being reimbursed. The three countries with the lowest reimbursement rates were Poland, Hungary, and Norway (below 30%). We observed that Germany had the quickest time to reimbursement following marketing authorization, followed by Switzerland and Scotland. We observed that Poland, Hungary, and Slovakia consistently had the longest time to reimbursement.ConclusionsWe observed substantial variation in the levels and speed of national reimbursement of OMPs, particularly when comparing countries in Eastern and Western Europe, which suggests that an equity gap between the regions may be present. The data also indicated a trend toward faster times to reimbursement over the past 10 years.
