The article aimed to analyze the features of methodological approaches of the efficiency assessment of the public private partnerships implementation. For this reason we analyze international experience of assessment approaches of the PPP projects and determine its advantages and disadvantages. Also the possibilities of use in practice basic estimation methods are defined and proposed the way to improve assessment process of PPP.

The research involves determination of the extent to which the public-private partnership model can contribute to the improvement and enhancement of the healthcare services in Macedonia. To achieve this purpose, the research embraces comprehension of the common advantages and disadvantages of this model, encompassed with a case study of the public-private partnership in the specialized-consultative health protection for the health activity-dialysis, together with other efforts to ensure high quality health protection. It also reflects the attitudes of the public authorities and private sector entities regarding the significance of the public-private partnership model, consideration of the advantages and disadvantages before entering public-private partnerships and the ways public-private partnerships affect the employees and employments.The study outlines planned and realised efforts to implement this model to ensure better and more efficient healthcare system.Generally, the results from the survey and the outlined case study present this model as good solution for many healthcare challenges, since public-private partnerships offer different services to the citizens that neither the public nor the private sector could separately achieve. The public-private partnership model leads to new employment opportunities according to the opinion of the public authorities, while the private sector entities consider that public-private partnerships increase the responsibility of the employees in such partnership in comparison to the public sector. The outlined case study is an example of successful public-private partnership model in the field of healthcare and can serve as motivation for further implementation of this model to ensure better, enhanced and modern health system.

Public private partnerships have been gaining the interest of emergency management and security-related federal organizations. In 2010, the National Academies Press published a framework for resilience-focused private-public sector collaboration which may be the catalyst for how resilience-oriented public private partnerships are developed in the future (National Academies Press. 2010). Public private partnerships can be utilized to increase citizen awareness and preparedness, to address a specific need in a community, or to accomplish any other function that brings a community and government together. “Utilized correctly, a public private partnership is a win-win situation for all participants” (Hahn, 2010, p. 274). Although perceived as very successful, no prior systems analysis has been conducted on these partnerships. In this chapter, a successful public private partnership is evaluated using systems analysis techniques. Results of that analysis, along with details of the original case study and the public private partnership itself are presented.

In this article the relevance and economic goals of public-private partnership (PPP) implementation in Russia are defined. The analysis of the realization of PPP projects for public infrastructure creation is carried out. The regions-leaders by the level of PPP development in Russia and the Southern Federal district are identified. The study of the public-private partnerships sphere in the Rostov region is conducted. The influence factors and the basic directions of increase of PPP mechanisms efficiency in the regional economy are considered.

International experience demonstrates both the effectiveness and difficulties of using the mechanism of a public–private partnership (PPP) in solving socially significant problems of investment development of an innovative economy. The lack of tools to make an informed choice of the best PPP model in terms of the risks diversification is one of the significant problems of the predictive and analytical support of the relationship between business and government structures. The purpose of the study is to create and empirically test a multi-criteria modeling toolkit for the choice of the public–private partnership mechanism in relation to managing territorial sustainable development projects. Such problems as a structural representation of PPP risk factors and development of principles for their diversification, development of the algorithm and criteria for multi-criteria evaluation, testing of a multi-criteria model needed to be solved to achieve the research goal. The innovativeness of the author’s approach consists in substantiating the algorithm of the multi-criteria modeling for the choice of the public–private partnership mechanism in relation to managing sustainable development projects of the territory. Criteria for alternative PPP models evaluating have been developed. Based on the results of testing, the advantages and disadvantages of applying the algorithm of the multi-criteria modeling in sustainable development management are identified, the directions for the model using in regional management are disclosed.

Public-private partnership (PPP) is a method for developing sustainable development that has been proven worldwide and endorsed in practice, and its ultimate aim is to increase the overall well-being of society. In a variety of ways, it brings together the interests of the public, private and civil sector in meeting specific needs for augmenting the quality and/or availability of services and products The European Union (UN) has not always supported the co-financing of projects devised as PPP. Recently, however, it has begun to encourage a wider application of this form of financing that demonstrates a huge potential in accomplishing public services, that is, projects intended for the public. Marketing and promotion, product development, education, financing and investment, and environmental protection are but some of the areas of public-private collaboration in tourism in a global setting. The purpose of this paper is to provide an outline of world experience and practice in PPP with emphasis on the EU, so that Croatia, by taking under consideration these experiences, advantages and disadvantages, may define an appropriate legal and business framework and identify the criteria for the successful implementation of PPP in its economy, and in particular, in tourism, one of its highest-growth industries.

In recent years, many governments have embraced new modes of economic governance that rely on public-private partnerships. These forms of governance effectively devolve authority and responsibility from the state, and instead rely on the policy networks found in civil society.This article argues that despite the general enthusiasm for such decentralized collaboration, there is significant variation in its meaning and practice. Comparing the public-private partnership strategies of two governments in Ontario in the 1990s, the article analyzes the origins and progress of two distinctive governance paradigms, looking for signs of economic innovation.The case studies demonstrate that each of the social democratic and neoliberal paradigms contains its own specific representational logic, organizational design, and policy purpose. The article underscores the analytical importance of linking the study of decentralized policy networks at the meso or local scale to macro-level political and economic factors that condition their operation and effects. It concludes with a discussion of the obstacles to institutional innovation in Ontario, and the conditions that facilitate successful public-private partnerships in economic governance.

This work aims to verify how the Public-private Partnership contracts can be used as a tool for the policy makers to provide infrastructure in health services, specially seeking to fight the coronavirus pandemic, like the construction of hospitals and health centers, plus research and development of vaccines and medicine. An analysis of PPP cases already currently working in Brazil was conducted, based on the empiric literature. The PPPs arise as a feasible alternative of investments in this sector, particularly in a fragile moment of public accounts, in addition to the need of healthcare improvements throughout the country. Besides being more efficient, this kind of contract also attenuate the pressure on the public accounts since it is financed by private investments.

In the modern economy, very often there is the problem of lack of state funding in major infrastructure projects. In this regard, partnership between the public and private sectors of the economy is becoming a more effective way of solving problems related to the modernization of transport infrastructure, construction and provision of services, the development of urban areas. Especially of public-private partnership mechanism true for regional economies, where thanks to it there is a more dynamic development of local capital markets, goods and services. The study analyzed the conceptual apparatus, essence and forms of public-private partnership, identified the features and risks in the implementation of PPP projects, assessed the results of global and domestic experience in the use of public-private partnerships, developed recommendations for improving the procedures for implementing public-private partnerships in the field of development of the infrastructure of the Russian airport enterprises.

This article is devoted questions of use of concession agreements as the most effective and specific forms of public-private partnerships. The concession provides efficient management of property in state and municipal property. Introducing a mechanism of private initiative for the concession agreement provides the maximum benefit for the public and private sectors.
