Adapun tujuan dari penelitian ini adalah melihat pengaruh kebijakan perubahan tarif impor terhadap kinerja sektor kelautan dan perikanan. Data dari tabel Input dan Output dianalisis dengan menggunakan computable general equilibrium mode (CGE).  Simulasi dilakukan dengan Focus Group Discussion, pertama menggunakan tarif impor yang berlaku saat ini untuk produk perikanan yaitu sebesar 5%, kedua menggunakan tarif impor 10 persen jika tarjadi peningkatan tarif, dan ketiga menggunakan tarif 0 % dimana terjadi penurunan tarif impor karena kesepakatan kerjasama regional (Masyarakat Ekonomi Asean). Akibat pemberlakukan Masyarakat Ekonomi ASEAN (kebijakan penurunan tarif impor) terhadap kinerja makro sektor kelautan dan perikanan meningkatkan pendapatan pemerintah (GDP) sebesar 0.009%, dan peningkatan ekspor 0.040%. Kebijakan penurunan tarif impor akibat pemberlakukan MEA hanya berpengaruh negatif pada indikator neraca pembayaran, dimana penurunan tarif impor menyebabkan penurunan neraca pembayaran 0.070%. Kebijakan penurunan tarif impor  meningkatkan nilai tambah  produk TTC, patin, kerapu, dan garam, masing-masing sebesar 0.047%, 0.004%, 0.003%, dan 0.039%. Selain itu, kebijakan penurunan tarif impor akibat pemberlakukan MEA menyebabkan ekspor TTC naik sebesar 3.367%., sedangkan impor perikanan ikan kering dan ikan olahan naik secara signifikan menjadi 11.498% dan 11.010%.  Sebaliknya kebijakan peningkatan tarif impor (dalam hal ini menjadi sebesar 10%) maka membuat penurunan pada output ikan kering dan ikan olahan  impor masing-masing turun adalah sebesar 18.502% dan -17.873%. Kebijakan peningkatan tarif impor malah menyebakan peningkatan input produksi untuk ikan olahan dan ikan kering dimana masing-masing sebesar 32% dan 34,5%. Dampak kebijakan peningkatan tarif impor terhadap input produk olahan selaras dengan tujuan kebijakan pengenaan tarif impor untuk meningkatkan nilai tambah komoditas, maka diharapkan pemerintah masih mengenakan tarif impor terutama untuk komoditas yang memiliki daya saing.Title: Effect of Import Tariff Change Policy On Marine and Fisheries Sector PerformanceThis research was aimed to analyze the effect of import tariff change policy on marine and fisheries sector performance. Data was collected from Input and Output tables anddata analyzed using Computable General Equilibrium method (CGE). The simulation was conducted by Focus Group Discussion approach method, first simulation using current import tariff for fisheries product 5%, secondly using import tariff of 10% if there is increase ofimport tariff, and third using tariff 0% where there is decrease of import tariff because agreement of regional cooperation ASEAN Economic Community. As a result of the implementation of the ASEAN Economic Community (import tariff reduction policy) on the macro performance of marine and fisheries sector increased government revenue (GDP) by 0.009%, and 0.040% export increase. The import tariff reduction policy due to the imposition of the MEA only negatively affects the balance of payments indicator, where the decline in import tariffs leads to a 0.070% decrease in the balance of payments. The import tariff reduction policy increases the added value of TTC (tuna alike), catfish, grouper and salt products by 0.047%, 0.004%, 0.003% and 0.039% respectively. In addition, the import tariff reduction policy due to the introduction of the MEA caused TTC exports to increase by 3.367%, while dry fish and fish processing imports increased significantly to 11.498% and 11.010%. On the contrary, the policy to increase import tariff (in this case become 10%), the decrease of dried fish and imported fishes decreased by 18.502% and -17,873% respectively. The policy to increase import tariffs led to increased production inputs for processed fish and dried fish which were 32% and 34.5%, respectively. The impact of the policy on increasing import tariffs on refined product inputs is in line with the objective of import tariff policy to increase commodity-added value, it is expected that the government still impose import tariffs, especially for competitively priced commodities.

Facing the implementation of ASEAN Economic Community (AEC) at the end of 2015 requires strategic measures to make Indonesia ready to compete with other nations in ASEAN. East Java Province has great potentials and contributions in the national agribusiness. Establishing agribusiness in East Java towards increased competitiveness is the right step to welcome AEC 2015. This research attempts to study the appropriate model of agribusiness development strategy for East Java. The selection of strategy model is expected to prepare a strong and competitive economy in East Java. Through three principles of data analysis model of Miles and Huberman with the emphasis on data collection, data display, and verification, this study also used a variety of data collection techniques and verifications such as Focus Group Discussion (FGD), observation, and others. This research was conducted in four regions as the focus of the study area: Probolinggo District, Sidoarjo District, Pasuruan District and the City of Batu. The results provide the following conclusions: (a) the agribusiness development strategy in East Java should be done with the target approach. This means that the introduction to the target is the most important factors to determine the strategy to be implemented; (b) the role of the government is highly important and strategic in developing agribusiness in East Java. These can be implemented through a variety of program models that are tailored to the target.

ASEAN Economic Community (AEC) has implemented in 2015. Implementation of AEC means there will be freedom of movement of goods, labor, and capital among the members of the AEC. This study aims to evaluate the impact of the implementation of AECs in the textile and clothing (T&C) industry in Indonesia. We used computable general equilibrium (CGE) model with model GTAP version 8 to evaluate this impact. This study showed that the country will enjoy the greatest benefits of the liberalization of the T&C industry of AEC regions are Vietnam, followed by Thailand and Indonesia.

The ASEAN Economic Community (MEA) is a form of ASEAN economic integration, including the free trade of goods and services in health sector, which one of them is health services facilities. The study aimed to determine the readiness of health service facilities in Indonesia in dealing with free trade in health goods and services within the framework of the ASEAN Economic Community (MEA). This was qualitative study with descriptive analysis. The data used was secondary data from the Ministry of Health, health professionals, health-related associations, research reports and other data sources. The steps of the study were data searches, in-depth interviews and Focus Group Discussion with related parties. The facilities were specialist hospitals, specialistic clinics (medical specialist, dentistry specialist, medical and ambulatory evacuation clinics, specialist nursing clinics), acupuncture service facilities and primary clinics. Readiness was justifi ed by the availability of the health services facilities and supported regulation. The results of the study indicated that health service facilities in Indonesia are quite ready to face the free trade in health-related goods and services, except residential health facility. This study recommended the preparation of related regulation, fulfi llment of health service equipments, providing data of spscialistic clinic, collaboration with Capital investment  coordination board (BKPM), promortion and advocacy of foreign investment, acreditation for all health services fasilites, and monitoring and evaluation for health services. Abstrak Masyarakat Ekonomi ASEAN (MEA) merupakan sebuah bentuk integrasi ekonomi ASEAN, termasuk dalam halperdagangan bebas barang jasa di bidang kesehatan, dan salah satunya adalah fasilitas pelayanan kesehatan. Kajian bertujuan untuk mengetahui kesiapan fasilitas pelayanan kesehatan di Indonesia dalam menghadapi perdagangan bebas barang dan jasa kesehatan dalam kerangka Masyarakat Ekonomi ASEAN (MEA). Kajian ini adalah kajian kualitatif dengan analisis deskriptif. Data yang dikumpulkan adalah data sekunder yang bersumber dari Kementerian Kesehatan, profesi, asosiasi yang berkaitan, hasil penelitian maupun sumber data lainnya. Langkah kegiatan adalah melakukan penelusuran data, wawancara mendalam dan focus group discussion (FGD) dengan pihak yang berkaitan. Fasilitas pelayanan kesehatan meliputi rumah sakit spesialistik, klinik utama (kedokteran spesialis, kedokteran gigi spesialis, klinik evakuasi medik dan ambulatory, klinik keperawatan spesialis), fasilitas pelayanan akupunktur dan klinik pratama. Kesiapan dilihat dari ketersediaan fasyankes dan peraturan yang mendukung. Hasil kajian menunjukkan bahwa fasilitas pelayanan kesehatan Indonesia cukup siap dalam menghadapi perdagangan bebas barang dan jasa kesehatan, kecuali fasilitas kesehatan jasa pemukiman. Saran yang diberikan adalah penyiapan regulasi terkait, pemenuhan sarana danprasarana, pendataan klinik utama, kerja sama dengan Badan Koordinasi Penanaman Modal, sosialisasi dan advokasi tentang investasi asing, akreditasi seluruh fasyankes, dan monitoring dan evaluasi pelayanan kesehatan

The ASEAN free market era (ASEAN Economic Community) encourages countries that are members of ASEAN organizations to compete globally, including Indonesia. This research is a qualitative research with focus group discussion method (FGD). The subject of this research is home industries that joined in Self Help Group (SHGs) group of 19 groups. These SHGs are chosen because they have high entrepreneurship power. Entrepreneurship is needed as a fundamental force of SHG in order to create a sustainable and growing business. The result of focus group discussion is the formation of the same perception and goals in making the home industry business is survive and sustainable through several strategies. Some of the strategies adopted based on FGD results are marketing strategy through exhibition both national and international. This strategy is expected to introduce local products from home industry in the eyes of the world to face MEA competition. This will increase local wisdom value in the era of ASEAN Economic Community (AEC).

AbstractThe National Education System has grown so rapidly over time. A variety of efforts have been made to build every prosperous, dignified Indonesian human being, so that the quality of Indonesian thinking is progressing. The ASEAN Economic Community which has been launched since 2015 has resulted in free competition, both in trade, employment, and there is free competition for educators in ASEAN countries. Besides that, Indonesian education is faced with challenges and developments in the times, where the culture between ASEAN countries has no limits, this is the challenge faced when implementing the Asean Economic Comunity (ASEAN Economic Community) MEA. Indonesia as a country in the ASEAN region must prepare domestic educators to have professionalism and character so that they can compete with the AEC. Educators must be aware of the essence of the existence of their profession, continue to struggle to make changes in order to realize professionalism with noble character. Efforts made in preparing professional educators to face the challenges of the AEC must touch the most fundamental aspects of changing their competencies, namely the mindset. A student must be more advanced and innovative in developing his learning so that he can change the mindset of students to do agent of change. Indonesia dengan jumlah penduduk yang terbanyak dikawasan ASEAN harusnya itu menjadi modal besar untuk meningkatkan produktifitas menjelang era MEA 2015. Sebagai salah satu dari tiga pilar utama ASEAN Economic Community 2015, ASEAN Economic Community yang dibentuk dengan misi menjadikan perekonomian di ASEAN menjadi lebih baik serta mampu bersaing dengan Negara-negara yang perekonomiannya lebih maju dibandingkan dengan kondisi Negara ASEAN saat ini. Dalam memberdayakan sumber daya manusia yang ada, khalifah umar bin khattab melakukan berbagai macam cara untuk memberdayakannya, yaitu: Tazkiyah dan Taklim, Pelatihan dan Meraih Keterampilan, Makanan, Kesehatan, dan Kepedulian Sosial. Dengan melakukan langkah-langkah yang telah dilakukan umar bin khattab dalam memberdayakan sumber daya insani, penulis yakin indonesia bisa berjaya para era ASEAN Economic Community (AEC) 2015 nanti, dan bisa bersaing dengan negara-negara maju.
