Introduction. The authors analyze the peculiarities of the formation, evolution and prospects of Russian ethnofederalism, based on the achievements of Russian and Western researchers. Methods and materials. Along with classical approaches to the nature of ethnofederalism, the authors proceed from the concept that relations between the elites of the center and the regions in the Russian Federation are based on the so-called “incomplete contract”, which is characterized by the absence of guarantees for its implementation. Analysis. This political practice comes as a source of the elites desire to change the distribution of power and resources in their favor while the Constitution remains unchanged, the “pendulum” nature of relations along the “federal center – regions” line. In modern Russia federalism does not have a value dimension, both for the elites of the center and the elites of most regions, and it remains a purely instrumental concept. The authors build their analysis of interethnic relations and the prospects of ethnic federalism in Russia, proceeding not from any ideal model, but starting from the existing ethnic political reality with its already existing imperfect institutions of ethnic federalism. At the same time, a differentiated approach is used to assess the correlation between federalism and ethnicity. Results. The authors come to the conclusion that, despite the numerous shortcomings of the ethnic model of federalism (organizational complexity, special requirements for political elites, asymmetry with its inherent “injustice”, etc.), there is no real alternative to it in Russia.

This article presents an analysis of the linguistic conflict in republics of the Russian Federation in 2017–2018. These contradictions can be reasonably interpreted as being a conflict. Three dimensions of the conflict are considered based on the example of the republics of Tatarstan and Bashkortostan. The institutional dimension lies within the contradictions between the Federal center and regions on based on legal discrepancies between regional and Federal legislation in the field of language and education. Legal practice has not been able to resolve these contradictions, because it did not have a single direction. The nature of interaction between the Federal center and republics when contradictions arise is connected to the obvious trends of centralization and the reduction of regions’ authority. Analysis of contradictions at the level of “regional power – group of the population” leads to the conclusion that another significant reason for intensifying conflict lies within the continued lack of attention from regional authorities to issues concerning how part of the population perceives the language policy in education within the context of insufficient teaching of republican state languages. The “group – group” dimension consists of contradictions in the discourse between supporters of the compulsory study of official republican languages and supporters of the voluntary study of official languages. Language contradictions have led to activists and nationalists in the republics becoming more active (to varying degrees), while stimulating them to make new statements and partake in actions, which may have some impact on attitudes when it comes to interethnic relations and on the strengthening of ethnic borders.

Subject. The article addresses problems and prospects for the banking supervision development in the Russian Federation under modern conditions. Objectives. We review the essence and methods of organization of the banking supervision, and identify the main problems and prospects for its development. Methods. To provide valid, reliable and reasoned recommendations, we apply normative and integrated approaches to the study of the banking supervision effectiveness in the current circumstances. Results. The paper investigates main problems and development prospects for the Russian banking supervision. The essential importance of supervision comes from the main role of the banking system in maintaining accounts of economic entities and making settlements. Even minor failures or delays in operations can lead to negative outcomes and disastrous consequences for the entire monetary system and the national economy. Therefore, we highlight issues that require attention, and make proposals for further development of the banking supervision. Conclusions. In the context of dynamically developing economy, the banking practice is becoming more complex. As a result, there is a need for new financial instruments that can reduce risks, increase the speed and efficiency of operations and document flow, and help achieve the world levels of introduced standards.

Data of the Federal Information Fund for Social Hygiene Monitoring conducted on the basis of the Federal Center for Hygiene and Epidemiology of Rospotrebnadzor have been analyzed to assess environmental risks, as well as to develop environmental safety system as a factor for sustainable development of the territory in the regions of the Russian Federation. Atmospheric air pollution in Russian regions was evaluated by content of priority pollutants. Ranking of Russian regions according to the quality of drinking water supply was carried out. The possibility of using Federal Information Fund for Social Hygiene Monitoring as an integral part of the model for optimizing the social and environmental conditions of populated areas is estimated.

The publication proposes to discuss the problem of teaching children of immigrants who have arrived in our country and need to adapt to the new social, linguistic and cultural environment. The principles underlying the organization of education for children of immigrants in the Russian Federation, and the conditions for their education in educational institutions of our country, which were formulated at a meeting of the Council under the President of the Russian Federation for Interethnic Relations on March 30, 2021, are given. The content of the state order of the Ministry of Education of the Russian Federation to the Federal State the budgetary scientific institution “Institute of Education Development Strategy of the Russian Academy of Education” to study the difficulties faced by children of immigrants in the process of adaptation. The result of the study should be the creation of a set of guidelines for teachers organizing the work of classes in which children of immigrants study.

Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.

Modern constitutional transformations, asserting a “value” legal understanding, actualize theoretical and practical problems of legislative regulation, serve as a prereq- uisite for rethinking the essence, role and significance of law in the life of society, and determine the formulation of a number of issues related, first of all, to the qualitative implementation of novelties. This collection reflects the diversity and depth of scientific discussions of the XV In- ternational school of young legal scholars on the topic “Constitution and modernization of legislation”, which was held by the Institute of legislation and comparative law under the Government of the Russian Federation in cooperation with the International Union of lawyers. In the context of a difficult epidemiological situation related to the spread of corona- virus infection, in order to protect the health of conference participants, the organizing Committee decided to hold the XV School remotely (by correspondence). For the first time, all its scientific events were held online. The participants had a unique opportunity to communicate with the direct developers of amendments to the Constitution of the Russian Federation, present their reports in a new format.
