The need to update and develop new provisions of the policy of regional social and economic development as a centre-peripheral system is determined by the impossibility to ensure balanced social and economic development and smooth spatial development of central and peripheral territories only within the framework of the long-term strategy and programmes of social and economic development. The factor of economic space, its qualitative characteristics, as well as life-affirming properties in the context of the transition to the post-industrial paradigm of economic dynamics began to perform a much larger range of functions than just a topographic placement of economic agents within the framework of the concept of physical and metric use of elements of space. This circumstance can no longer be ignored in the framework of regulating interterritorial proportions and developing adequate approaches ensuring the equal spatial and economic development of the relevant centre-peripheral systems. The inclusion of the center-periphery conditions into the processes of forming and implementing the regional social and economic policy makes it necessary to look at the problems and order of regional strategic targeting from another point of view. This process, i.e. the process of strategy development, as well as the resulting strategic document of regional perspective development, is quintessential of the general philosophy and ideological concept of development of the region taking into account its spatial position, specialization of economy and specificity of the center-peripheral architecture within the region. The article justifies the relevance of developing new approaches to the formation of a strategy of regional spatial development for the territories of the central-peripheral type or agricultural and industrial regions. It details the principles of strategy development, the recommended diagnostic procedures used in the development of the strategy document, as well as the technological routing of the strategy development process and its key components. The presented scientific results have practical value within the implementation of the policy of spatial development of agricultural and industrial regions.

Problem statment: The article discusses the theoretical and methodological foundations of creating tourist and recreational areas, formation criteria, the study of natural, environmental, cultural, socio-economic prerequisites, management features, its certification, the formation of destination centers as part of recreational areas. In the formation of tourist and recreational zones of Azerbaijan, natural, environmental, socio-cultural factors, development strategy development, prerequisites for the establishment of destination management centers are studied. In addition, the article reflects the creation of regional destination centers, the effective use of existing potential, improved management, which stimulate the development of various types of tourism and general economic development. The formation of recreation areas is associated with economic and social factors, as they develop based on the use of available resources. Recreational systems are a complex form of socio-economic management system, which includes the management of individual subsystems of various tourism entities within a particular center. The purpose of the study: To analyze the tourist and recreational areas of Azerbaijan and to study the theoretical and methodological foundations of the creation of tourist and recreational areas. Methods The study used the method of comparative historical methods, statistics. Results: The formation of tourist and recreational areas and the prerequisites for the establishment of destination centers in their composition can lead to the following conclusions: - The formation of tourist and recreational areas is based on the joint use of natural, environmental, geographical and socio-cultural resources, which serves to reveal the attractiveness of the territory from the point of view of tourism . - Certification of tourist and recreational areas and criteria for dividing the destinations are carried out using the resource potential and the assessment of infrastructure prerequisites, which contributes to the formation of control centers for destinations. - The formation of tourist and recreation zones gives an impetus to the economic development of the regions, which contributes to the development of certain destinations, environmental protection, and the presentation of cultural heritage as a tourist product. Scientific novelty: The article explores the activities of regional destination centers and the implementation of marketing strategies in this area. Here, the natural and environmental features of the region were studied and areas of application for the formation of small specialized recreational zones were shown. It was also noted the importance of creating centers of destination management to protect the ecological environment of the territory, to prevent degradation of the landscape. Practical relevance: Natural tourism resources have led to an increase in the number of tourists coming to the fore in the demand of people for tourism. As can be seen from the figure, natural tourism resources play a role in attracting tourists, which indicates the importance of taking into account the types of natural tourism when compiling passports of tourist and recreational areas.

The article is devoted to the analysis of the content of strategies for social and economic development of southern old industrial regions (Volgograd, Rostov and Astrakhan regions) if the set of measures suggested in them correspond to the goals of providing competitiveness, stability, security and balance of the development of regional social and economic spheres in the medium and long term periods. The relevance of the research is due to the need to improve the efficiency of regulation of social and economic development of old industrial regions, which are seen as promising platforms for neo-industrial transformations. When identifying the criteria, the authors take into account the provisions: a) competitiveness of a region is ensured by the presence of effective development institutions that encourage exportoriented industrial production, its import-substituting constituent, innovative activity of enterprises and organizations, investment attractiveness of the territory; b) sustainability is founded on the methodological positions of sustainable development; c) security should be assessed on the basis of indicators of development of economic, financial and social sphere, reflecting the ability of the economy to function in order to achieve expanded reproduction: structural proportions in economic sectors; d) balanced development is understood as the functioning and development of the object, environmental, project and process subsystems of the region. The analysis of development strategies of old industrial regions of the South of Russia showed that their content, as well as the package of measures, were determined on the basis of the prevailing characteristics of social and economic development of these entities, as well as the management practices that have been developed, which influenced the choice of approaches to the development of regional strategies. While in Volgograd and Astrakhan regions a project-oriented approach prevails, allowing to specify a package of formed measures, in Rostov region the “challenge-reaction” approach dominates, reflecting to a lesser extent the specifics of the opportunities to use regional potential.

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.

Abstract The purpose of this research is to create Economic Development Strategy in Halal Tourism Area in Sembalun of East Lombok Regency and formulate economic development strategy by doing analysis of AHP (Analythical Hierarchy Process). How to take informants in this study using Purposive Sampling. Based on the results of the analysis and discussion that has been done before, the strategy of Economic Development of Halal Tourism Area In Sembalun, East Lombok Regency is still in the low category seen from the income of society and life is still very simple. To overcome these problems then need some strategies that are growth strategy, development strategy and equity, and strategy with insight of space. The criteria for economic development are 1) capital assistance for society (0.863) 2) IT based technology (0.819) 3) Increasing employment opportunities for the community (0.781) 4) Higher education 0.716 5) Reducing Unemployment (0.673).

In recent years, Hungary has frequently declared its special position on various issues, which differs from the point of view represented by Brussels. Brussels has, in return, criticized the Hungarian administration for restricting political rights, the growing role of state in the country's social and economic development, its persistent refusal to accept compulsory migrant quotas, its confrontation with Ukraine, and even its alleged anti-Semitism. The disaffection of Brussels with Hungarian Government policies was reflected in the Sargentini Report, which led to the threat of launching a procedure under Article 7 of the Treaty of Lisbon, which would have potentially suspended Hungary's voting rights in the EU and cut off its EU funding. Despite the existing divisions, Hungary values its EU and NATO memberships, as well as the improvements in relations with the US, although it still strives for independence while standing up for its own sovereignty. One of the tools of Hungarian foreign policy is the turn to the East, first and foremost to China and Russia, that allows Hungary to maneuver in a more effective way between the contemporary centers of power.

The article deals with the place and role of the territorial self-government sector in the process of tourism development, the influence of tourism on the social and economic development of a region as well as the role of strategic regional planning in the sphere of tourism development. The article also analyzes the development of tourism on the level of gmina self-government which is the lowest and the most important level of self-government in Poland, the tasks of gminas in the tourism sphere as well as the role of local authorities in the process of tourism promotion. The work highlights an institutional system of tourism development support in Poland on regional level, the role of local self-government bodies in financing infrastructure that is need for tourism development, the role of regional tourist agencies in promoting and creating tourist attractions in a region, as well as the tourism promotion system at the gmina self-government territorial level. In modern times, the potential opportunities of the regions are studied using  different methodological approaches to achieve sustainable socio-economic development,  and zoning is carried out in different directions to stimulate their future activities. The  zoning is based on the demand for available resources and takes into account the level of  socio-economic development of the region. At present, the study of tourism in the Republic of Azerbaijan by regions is encouraging  attention due to its relevance. However, research work on the identification of tourism zones in the country and the zoning of these  areas is weak. From this point of view, the article studies the tourism potential of Gusar region and provides a scheme for its tourismrecreation zoning which meets present-day requirements and attracts attention due to its relevance. The article analyses the development  strategy of tourism, which is a new and promising field in the Republic of Azerbaijan, identifies the main directions of this strategy,  and explores ways to solve existing problems. For this purpose, first, the criteria for zoning of tourism and recreation resources were  determined; then natural and anthropogenic tourism resources were assessed through the example of Gusar region; information on  natural and historical-architectural monuments of interest to tourists was provided; the number of hotels operating in the region over  the past five years, the number of rooms, full hotel capacity and overnight stays, as well as the income, expenses, and the difference between them were made on the basis of statistical and comparative analysis. Based on the information obtained, for the first time, a  “Zoning Map of Tourism and Recreation Resources of Gusar Region” was compiled; the strengths and weaknesses of the tourism sector  were identified, and future threats and opportunities for the development of this sector were analysed by means of the SWOT analysis.  According to the analysis, the strengths of the region included the favourable economic and geographical position, the availability of  unique natural and historical-architectural monuments, the availability of natural and ecological conditions to provide recreation for  tourists, and opportunities for ecological, rural, religious, trekking, and other tourism types, etc. Weaknesses included the concentration  of hotels mainly in the region’s centre, insufficient promotion of tourist attractions, poor level of service and vocational training, lack  of guides, etc. The opportunities were high tourism potential, organisation and development of local tourist routes, an abundance of  labour resources, etc., while the threats included the aggravation of the geopolitical situation in the border areas, the intensification of  natural disasters, etc.

The article describes conditions of spatial development of Russian regions in view of ‘The Strategy of Spatial Development of the Russian Federation up to 2025’ adopted in February 2019. Today the social and economic development of regions has technogeneous character. The anthropogenic impact on nature and climate is increasing, the quality of mineral resources is deteriorating. In this connection ecologic-economic balance becomes an important component of spatial development. The authors provide systematization of factors determining the spatial economic development at the level of regions, including ecological restrictions. During the research they used general academic methods of quantitative and qualitative analysis, scientific abstraction, synthesis and comparison. The current ecologic-economic restrictions for regions with unique natural systems and objects were identified and studied. Focus was made on particularly protected natural territories, which form the basis of ecological framework of regions. Principle groups of factors of spatial development were identified and ecologic-economic restrictions of regional development were described by using two big federal districts – the Republic of Buryatia and the Altay Territory. The authors put forward the lines of spatial development of regional economies with regard to ecological restrictions.

Strategizing the spatial development of the Russian Federation is an extremely complex, multifaceted task, which affects not only the traditional problem of the location of productive forces, but also a wide range of issues, concerning the ratio of different types of settlements, agglomeration processes, strengthening the role of each type of settlements and agglomerations in ensuring sustainable socio-economic development of the country and its regions. The active discussion around the dilemma “mega-cities and/or small and medium-sized cities”, which actively unfolded during the discussion of the draft of the spatial development Strategy, naturally didn’t lead to the formation of a mono polar position on this issue. Formally, newly adopted document paid tribute to the leading role of mega cities and large agglomerations in the development of the country’s economy and its modernization on the innovative basis, but also proceeds from the fact that the implementation of this trend of socio-economic development should not lead to the launch of the bulk of small settlements. This situation gives the reason to presume that many questions of the spatial development of the Russian economy haven’t yet received an adequate answer. This, in particular, concerns the settlement aspect of spatial Strategy. In addition, it is not clear what should be the program-target tools of the Spatial development strategy of the Russian Federation and what role national projects can play in this sphere.

The article analyzes changes in ownership relations in post-Soviet Ukraine from the point of view of their adequacy to the goals of the Ukrainian society and countrys economic system development. The author considers deformations in reforming the corresponding institution that impose restrictions on achieving desirable parameters of social and economic development and forming the effective owner. The attention is focused on the impossibility of overcoming deviations in ownership relations development without ousting structural, organizational and technological backwardness of the Ukrainian industry. Recommendations are given on further reforming ownership relations that are based on the idea of subordination of ownership institutions separate components to the tasks of modernization of the countrys economic basis.
