In modern times, the potential opportunities of the regions are studied using  different methodological approaches to achieve sustainable socio-economic development,  and zoning is carried out in different directions to stimulate their future activities. The  zoning is based on the demand for available resources and takes into account the level of  socio-economic development of the region. At present, the study of tourism in the Republic of Azerbaijan by regions is encouraging  attention due to its relevance. However, research work on the identification of tourism zones in the country and the zoning of these  areas is weak. From this point of view, the article studies the tourism potential of Gusar region and provides a scheme for its tourismrecreation zoning which meets present-day requirements and attracts attention due to its relevance. The article analyses the development  strategy of tourism, which is a new and promising field in the Republic of Azerbaijan, identifies the main directions of this strategy,  and explores ways to solve existing problems. For this purpose, first, the criteria for zoning of tourism and recreation resources were  determined; then natural and anthropogenic tourism resources were assessed through the example of Gusar region; information on  natural and historical-architectural monuments of interest to tourists was provided; the number of hotels operating in the region over  the past five years, the number of rooms, full hotel capacity and overnight stays, as well as the income, expenses, and the difference between them were made on the basis of statistical and comparative analysis. Based on the information obtained, for the first time, a  “Zoning Map of Tourism and Recreation Resources of Gusar Region” was compiled; the strengths and weaknesses of the tourism sector  were identified, and future threats and opportunities for the development of this sector were analysed by means of the SWOT analysis.  According to the analysis, the strengths of the region included the favourable economic and geographical position, the availability of  unique natural and historical-architectural monuments, the availability of natural and ecological conditions to provide recreation for  tourists, and opportunities for ecological, rural, religious, trekking, and other tourism types, etc. Weaknesses included the concentration  of hotels mainly in the region’s centre, insufficient promotion of tourist attractions, poor level of service and vocational training, lack  of guides, etc. The opportunities were high tourism potential, organisation and development of local tourist routes, an abundance of  labour resources, etc., while the threats included the aggravation of the geopolitical situation in the border areas, the intensification of  natural disasters, etc.

The article deals with the place and role of the territorial self-government sector in the process of tourism development, the influence of tourism on the social and economic development of a region as well as the role of strategic regional planning in the sphere of tourism development. The article also analyzes the development of tourism on the level of gmina self-government which is the lowest and the most important level of self-government in Poland, the tasks of gminas in the tourism sphere as well as the role of local authorities in the process of tourism promotion. The work highlights an institutional system of tourism development support in Poland on regional level, the role of local self-government bodies in financing infrastructure that is need for tourism development, the role of regional tourist agencies in promoting and creating tourist attractions in a region, as well as the tourism promotion system at the gmina self-government territorial level. The growth of poverty and spatial asymmetry in the socio-economic development of territories contributes to the growth of social tension and the discontent of people living in these regions. The article presents a comparative analysis of regional strategies for seven constituent entities of the Russian Federation – the Vologda Region, Voronezh Region, Kostroma Region, Krasnoyarsk Territory, the Republic of Bashkortostan, the Republic of Sakha (Yakutia), the Republic of Tatarstan, based and updated in accordance with the requirements of the Federal Law of the Russian Federation of June 28, 2014 No. 172-FZ «On strategic planning in the Russian Federation». Regions have significant differences in geographical location, raw materials, infrastructure, and income level. The presence in the regions not only of an invariant, but also of a selective list of directions and tasks was revealed. A tool is proposed to reduce the spatial socio-economic asymmetry of the regions of Russia, selected taking into account the experience of the subjects in implementing strategies to smooth out spatial inequality in socio-economic development: a scheme for the development and distribution of productive forces (Voronezh Region): a strategy for the development of economic zones and agglomerations (Republic of Tatarstan ); development strategy of municipal districts and urban districts (Voronezh Region, Republic of Tatarstan); public-private partnership projects (Voronezh Region, Krasnoyarsk Territory, Republic of Tatarstan); geographic information system (Voronezh Region, Republic of Sakha (Yakutia), Republic of Tatarstan). The proposed strategies will make it possible to increase the effectiveness of measures implemented by the authorities of the constituent entities of the Russian Federation.

Community-based tourism is one type of tourism that involves community participation to achieve the goal of sustainable tourism development. The purpose of this study is to determine the tourism potential to be managed by the community based on people's perceptions of the existing tourism potential, as well as identifying people's perceptions of national, regional, and also traditional policies in tourism. This research was divided into several data collection, internal-external factor analysis, data analysis and development strategy analysis using the SWOT matrix. The conclusions of this study are (1) Natural resources in Labuan Bajo which can be used as tourist attractions that have not been managed and developed properly. Those are Ara Mountain, Ina Mountain, Namong Island, Kelaki Island, Kima Island, Komodo, wild horses and buffalo, savannah, Rangka Cave, Gosong, Pasir Timbul, Mangrove and several underwater object such as Manta and coral reefs. (2) Based on a quantitative strategy, the development strategy that is suitable to be carried out in Labuan Bajo is the S-O Strategy which is carried out by utilizing the strength needed to achieve the opportunities that exist. (3) Based on a qualitative strategy, a suitable strategy to be carried out in Labuan Bajo is related to the improvement of public facilities, partnerships with universities, improvement of the people's economy, and the improvement of regional and group economies. Ayunan Village has a variety of tourism potentials, which are worthy of being developed as an attractive tourist destination in the future. To achieve this, an appropriate management strategy is needed to develop the tourist area of the Ayunan village.  The objective of this research was: 1) Exploring and assessing local resources in Ayunan village, 2) Identify and analyze community perceptions about the development of tourist villages, 3) Formulating a local resource-based tourism village development strategy. The research method was used observation, interviews, and questionnaires. SWOT analysis is used to determine the tourism village development strategy and Quantitative Strategic Planning Matrix (QSPM) analysis was used to rank development priorities.  There are eight alternative strategies to develop Ayunan village as a tourist destination: a) Destination planning, b) Development of tourist attractions, c) Development of tourist facilities, d) Travel promotion or marketing, e) Community approach, f) Mapping tourism potential, g) Establishment of Tourism village community groups, h) Increase in human resources. The priority strategies base on QSPM analysis were: rank 1st was marketing or promoting. The Rank 2st Approach to the community to participate in supporting the development of tourism villages. Rank 3st Planning tourist destinations and rank 4th were increasing human resources.

The research objective was to describe the potential for waterfall tourism in Sambangan Village and to analyze strategies to develop the tourist attraction of the waterfall in Sambangan Village. Collecting data by means of observation, interviews, and document recording was analyzed with qualitative analysis to describe the potential for waterfall tourism in Sambangan Village and SWOT analysis to formulate a waterfall tourism development strategy. The results showed (1) classification of waterfall tourism potential in Sambangan Village, namely the classification of low tourism potential (Barak Wall Waterfall), medium tourism potential classification (Changing Waterfall, Dedari Waterfall, Cemara Waterfall), and high tourism potential classification ( Aling Aling Waterfall, Kembar Waterfall, Kroya Waterfall, Pucuk Waterfall) and (2) A strategic plan for developing a waterfall tourist attraction, namely by developing and improving various components including tourist attractions, accessibility, facilities, institutions, and preservation. environment to increase tourists to the waterfall in Sambangan Village.

Rumah Atsiri Indonesia is located in Plumbon Village, Tawangmangu District, Karanganyar Regency, Central Java Province. This study aims to determine the potential and the development strategy of educational tourism at Rumah Atsiri Indonesia in the era of adapting to a new normal. This study used qualitative research method. The data collection technique was done by triangulation, namely a combination of observation, interview, and documentation from various accurate data sources. The data analysis technique used was SWOT analysis. The results of this study indicate that Rumah Atsiri Indonesia with the concept of educational tourism has natural and cultural potentials. The implementation of the CHSE Health Protocols at Rumah Atsiri Indonesia in the era of adapting to a new normal has run smoothly and has received the CHSE Certification label from the Ministry of Tourism and Creative Economy of the Republic of Indonesia. The development strategies of educational tourism at Rumah Atsiri Indonesia are as follows: (a) maximizing the various types of tourist attractions; (b) conducting digital tourism promotion of educational tourism at Rumah Atsiri Indonesia; (c) increasing the quality and quantity of facilities for the visitors; (d) Scheduling annual tourism activities; (e) adjusting the price of products and services with the service quality; (f) increasing the competence of tourism human resources; (g) introducing the various types of plants and their benefits for health; and (h) collaborating with various stakeholders from academia, business, government, community, and media.

The article describes the stages of development and analysis of the strategy of socio-economic development of Kazan until 2030 with the aim of structuring its content, the analysis of prospects of development of the capital of the Republic of Tatarstan, development objectives the city of Kazan, on the basis of their own capacities and competitive advantages, taking into account public priorities (representatives of the local community and businesses expressed in various discussion and project sites) for a focused «vision» of the future city Kazan, determining organizational and financial measures and tools that mobilize these resources and activity of society and the business community to achieve the goals. Also considered and structured priorities among the regulatory measures of the economic, investment and social policy, improvement of environmental situation and transformation of public spaces and architectural framework of the city. Positioned events, projects and programs, which are crucial for the effective implementation of the development strategy of Kazan and is aimed at minimizing economic risks, as reflected in the basic principle of formation of the strategy: orientation to improving the quality of life of citizens by 2030. Proven analytical way of per-item sync with the goals and objectives of the Strategy for socio-economic development of the Republic of Tatarstan till 2030, as well as harmonization with strategic planning documents: the Federal law of June 28, 2014 No. 172-FZ «On strategic planning in the Russian Federation» and the Law «On strategic planning in the Republic of Tatarstan» (March 16, 2015 No. 12-ZRT).

Foreign trade activity has a strong influence on the socio-economic development of the country. In turn, each of the constituent entities of the Russian Federation contributes, in accordance with the specifics of its location, existing on the territory of the natural resource potential. Due to the fact that the role of the regions in the implementation of the development strategy of the country’s foreign trade is increasing, it is necessary to investigate the problems of foreign trade regulation in order to achieve the required results. To assess the effectiveness of foreign policy conducted, the ranking of all Russian regions for 2010 – 2016 was carried out. in terms of the openness of the economy and the contribution of exports to the size of the gross regional product is estimated. The study analyzed the export activities of the leading regions in the growth of export quotas. Existing measures of state support of foreign trade in the Republic of Buryatia, Magadan region, Kamchatka, Primorsky and Khabarovsk Krai, Orenburg, Rostov, Arkhangelsk, Vologda, Murmansk and Kemerovo regions are considered. The article discusses the impact of government measures to support exports on regional development and suggests ways to adjust them. The study is based on general scientific methods of comparison, analysis and synthesis. As an information base, we used statistical data from state statistical bodies, a strategy for the socio-economic development of regions, and official data from the sites of regional state executive bodies.

Jembrana have a number of cultural potentials that can be developed as tourist attractions, one of which is the art of gamelan jegog musical instrument. Gamelan jegog made of bamboo and produce a beautiful tone. This study aims to identify the potential and constraints gamelan jegog as a tourist attraction, and to formulate an effective development strategy to be implemented. Data collection techniques used in this study were the observation, structured interviews with 11 informants from the community and the government that has insights of gamelan jegog. The method used is descriptive-qualitative and SWOT analysis. The results showed that the gamelan jegog potential can be developed into a tourist attraction in Jembrana by minimizing the constraints owned. Through SWOT approach then obtained jegog gamelan development strategy in the form of SO (strength-opportunities) strategy, namely the development of tourism potential in the district of Jembrana and increase cooperation and utilization of technology.
