Analyzing Relationship between Teachers’ Competencies and Basic Education Management- A Nigerian Perspective

This research aims to (i) examine the effectiveness and the efficiency of primary education management with regards to the service user satisfaction within 29 primary schools in Thailand, subject under provincial administrative organization (PAO), and their counterparts, which are under the authority of the Office of the Basic Education Commission (OBEC), (ii) to conduct a comparative study concerning the effectiveness and the efficiency generated from the selected schools by specifically handpicking, from each province, one school from the PAO and two from the OBEC, amounting to the total number of 3 schools representing each province. The selected samples can be categorized into those containing similar numbers of students and the ones with certain amounts of operating unit cost (OUC), which are essentially contributing to the sum of 87 schools. The data collection was carried out by drawing samples from the students, the parents, and the members of the concerned communities. Each group comprised 812 subjects, leading to the total number of 2,436 study subjects. The gathered data is analysed using average mean and t-test. The findings indicate that the level of user satisfaction, in general, towards the primary education management of the PAO schools, which is marked as  x= 4.34, is lower than those listed under the supervision of the OBEC. Such result is consistent for either cases where the sample schools contain similar students numbers ( x= 4.41) or the case where the amount of OUC is relatively equal ( x= 4.41). Upon considering and assessing each group, it was found that while the user satisfaction level, as produced from the students and the community members, did not have significant differences, on the other hand, the level of satisfaction that was generated by the parents reveals that the parents’ perception towards primary education management under the PAO authority ( x= 4.36) was placed lower than those of OBEC, which was also applicable to both cases where similar number of students were present ( x= 4.49) and where the OUC was somewhat equivalent ( x= 4.48).

The basic education in the new period has changed quickly, and all kinds of education departments have strengthened safety education by various approaches; however, the students' safety accidents across the country have still happened frequently, so the people have spontaneously paid attention to and reflected on the students' safety education issue, especially the safety education in the elementary schools where the students are younger. In this paper, the village elementary schools in the counties have been taken as the research object, and the research methods such as documentary method and interview method have been adopted to analyze the current situation of safety education in the village elementary schools in Nanxian County from the aspects such as safety education management, safety education content, safety education awareness, safety education effect and safety education approach.

Abstract The purpose of this exploratory sequential mixed methods research is to (1) analyse research on the problems in music education management in Thailand in the past 5–10 years and (2) explore the current resources of music education in Thai institutions under the Office of The Basic Education Commission (OBEC). The study found that (1) the problems regarding music education in Thailand were lack of experts, lack of music curriculum, lack of musical instruments and proper classrooms, administration systems, lack of budget, lack of music-related activities and disagreement in the perceptions of school directors and teachers; and (2) under the OBEC, there were 30,112 schools in total with 6,781,130 students in the 2018 academic year. As for music teachers, the majority, 68.9%, possess an educational background in music or music education. Overall, most of the schools of all sizes tend to lack Thai, Western and Thai folk musical instruments.

One of the things implied by the education decentralization policy is to run independent school education management in different perspectives according to the conditions of each region. Decentralization is no longer seen as a concept but should be implemented at all levels of management, not least on the institutional arrangements, systems and educational units, both in the formal and non-formal education channels. New patterns of management education in the form of School Based Management, is actually giving ample space for the community that any decision made by the local government is more "grounded" and provide quality education to the younger generation. In this context, education decentralization implies an effort to bring the community to the decision making on local needs, so that the development of education in accordance with the peculiarities of the region, on the other hand the potential can be utilized. In the end, the real implementation of the School Based Management is on the order of the institution is expected to improve the quality of basic education and excellence in the area of human resources.

This article discusses the model of adab education management in MIN Demangan, Madiun City with research findings that the management model of adab education strategy for children of basic education is as follows: 1) Using stages of planning and setting adab; 2) The implementation begins with organizing, coordinating activities so that integration and support by all school stakeholders. (3) The stage of strengthening madrasa culture in adab education is control and evaluation. 4) At the follow-up stage an inventory of advantages and obstacles is carried out in the implementation and also analyzes the cultural form of madrasas in adab education that has been well implemented or that is difficult to realize.

The objective of the research was to propose that some socio-demographic factors: gender, economic level and parents' education; basic education factors such as the department and type of secondary education management and mainly undergraduate and postgraduate factors measured by the characteristics of the university-career explain the insertion of university graduates in the Peruvian labour market. The quantitative, theoretical and explanatory approach study consisted of the analysis of information received from the Ministry of Education, a sample of 8072 graduates from 2014-2017 from a total of 15 private universities and 35 state universities. We found 50% of graduates employed with adequate hours, wages and tasks, 21% with inadequate employment and the remaining 29% unemployed. Using the multinomial logistic regression model, it was shown that engineering degrees have 4 times the employment opportunity, while graduating from a university in the first places in the Research Ranking favours employment by around 50%, gender, department, family income and the mother's level of education are also factors that condition employment insertion.

The article considers the main aspects and problems of transforming an educational network in the current context of decentralization.  Reference is made tothe urgent need of restructuring the responsibilities in education management between the center and regions providing the latter with independence in finances, organization and management at the regional level. It is emphasized that extending powers of the local executional bodies in management of educational institutions is the primary purpose of decentralization process. There was examined a pattern of decentralizing the basic education in Poland, according to which it was recommended to oblige the local self-government bodies to implement the education politics according to the local needs, finding the school administration and continually appraise the quality of education. It has been observed that currently the essential functions of state in education are assigned to the regional state administrations, regional and local educational departments. The local authorities are burdened with responsibilities of financing and providing the social security for children, defining the network of training institutions, maintaining their records and performing control over their activities. The author points out that at present the local and regional authorities duplicate the functions of the Ministry of Education and Science of Ukraine, which is non-effective. The author believes that the local government officials are able to perform political management well up to the officials of educational departments and administrations. However, prior to assignment of new obligations, it is necessary to develop and implement an effective retraining program for personnel and staff of the municipal structures. There have been reviewed the results of the pilot project: «Decentralization: education reforms at the local level», which experts had been analyzed the consistency of educational network. It pointed to the major areas of concern for the education reforms in local communities, namely a significant expense side of budget for education financing, low level of education in rural students according to the data obtained from the independent external assessment, and lack of subject oriented teachers. The author makes a conclusion that the purpose of decentralization in education should be an overall improvement of educational services and be based upon the following basic principles: students’ right to have a free choice of educational institution, equal access to good-quality education services, decent conditions to develop their abilities, improving the quality and efficiency of the educational process, effective use of types of resources.
