The article considers the main aspects and problems of transforming an educational network in the current context of decentralization.  Reference is made tothe urgent need of restructuring the responsibilities in education management between the center and regions providing the latter with independence in finances, organization and management at the regional level. It is emphasized that extending powers of the local executional bodies in management of educational institutions is the primary purpose of decentralization process. There was examined a pattern of decentralizing the basic education in Poland, according to which it was recommended to oblige the local self-government bodies to implement the education politics according to the local needs, finding the school administration and continually appraise the quality of education. It has been observed that currently the essential functions of state in education are assigned to the regional state administrations, regional and local educational departments. The local authorities are burdened with responsibilities of financing and providing the social security for children, defining the network of training institutions, maintaining their records and performing control over their activities. The author points out that at present the local and regional authorities duplicate the functions of the Ministry of Education and Science of Ukraine, which is non-effective. The author believes that the local government officials are able to perform political management well up to the officials of educational departments and administrations. However, prior to assignment of new obligations, it is necessary to develop and implement an effective retraining program for personnel and staff of the municipal structures. There have been reviewed the results of the pilot project: «Decentralization: education reforms at the local level», which experts had been analyzed the consistency of educational network. It pointed to the major areas of concern for the education reforms in local communities, namely a significant expense side of budget for education financing, low level of education in rural students according to the data obtained from the independent external assessment, and lack of subject oriented teachers. The author makes a conclusion that the purpose of decentralization in education should be an overall improvement of educational services and be based upon the following basic principles: students’ right to have a free choice of educational institution, equal access to good-quality education services, decent conditions to develop their abilities, improving the quality and efficiency of the educational process, effective use of types of resources.

It is studied that decentralization as a multifaceted phenomenon that determines the centrifugal processes in the state, is both a principle and a method and a feature of public administration. It provides for the transfer of powers and responsibilities from the central government to the lower levels of government and to the private sector. In addition, decentralization presupposes the delegation of certain powers and responsibilities to subordinates, giving them greater freedom of will and, with it, greater responsibility. In the context of the transformation of social processes, the decentralization of management of Ukrainian society is an important factor in stimulating the democratization of education. Occasionally, foreign experience in decentralizing education management and improving its quality at various stages of the educational process should be used. The article emphasizes the possibility of using in Ukraine the following achievements of the Polish experience of decentralization of basic education management: at the national level – on approaches to funding at the local government level, public policy in the field of curricula, textbooks, teacher training, transparent mechanisms for quality control of education (inspection service, external evaluation, education quality monitoring system); at the level of local governments – on the financing of schools and the implementation of educational policy in accordance with local needs, community involvement in education, monitoring the quality of education at the local level; at the level of educational institutions – to involve the public in school development planning, conducting self-assessment of school work. It is determined that the decentralization of public administration, as evidenced by international experience, is a significant incentive for democratization of education, and thus better meet the educational needs of each person, effective use of local resources in education and socialization of education, which is reflected in the spread of new tools of public influence on the education system, increasing the autonomy of educational institutions and their role as public institutions.

The article analyzes possible directions of using the digital footprint in the higher education system of the Russian Federation. The author considers the phenomenon of a digital footprint as an array of information, large data (Big Data) left by subjects of the educational process (primarily students and teachers) in a global information network that can be analyzed, processed and used to improve the educational space and improve the quality of teaching. The main research methods are analysis, systematization and modelling. On their basis, the author identifies three promising areas of applying digital footprint technology in the educational context, which are interdependent: ensuring continuity and integration of educational levels; organization and management of the educational process; management of the educational system as a whole (education management).

This article attempts to analyze the problem of social partnership in educational sphere, based on the results of the experiment of the People's Ukrainian Academy on the formation and development of social partnership as an effective factor in ensuring the stability and prospects of education. The demand for the idea of social partnership in educational sphere as an effective factor in ensuring stability and further development of educational systems has been substantiated. The potential of classical sociological theories in the study of social partnership is revealed, the main theoretical aspects of the implementation of social partnership in educational sphere are determined. The directions of the research developments of domestic scientists on the state and trends in the development of social partnership, reforming higher education based on the consolidation of efforts of stakeholders, technologies of social partnership, stakeholder relations, problems of trust in educational sphere are presented. The analysis of theoretical developments and practical implementation of intermediate results of research and experimental work within the framework of the experiment is presented. Attention is drawn to such types of social partnership in education, which define partnership as a system of relationships between the subjects of the educational process and the educational institution; partnership as a level of the organization of relations between an educational institution and external social structures. The effective principles of joint activities are highlighted such as: consistency; voluntariness; trust; interrelation and interdependence of actions of stakeholders; flexibility and mobility; continuity, common values. Organizational and coordinating forms of social partnership have been determined, which have already proven their effectiveness. Among them, the following can be found: a board of trustees, an advisory board on financial and investment issues, a resource center for social partnership at the regional level; resource center for social partnership on the basis of an educational institution; a council of partners of the educational institution. Priority directions for further implementation of the experiment have been determined.

The article examines the features of control in the development of education systems. It is concluded that in order to increase the efficiency of education management depending on the level of development of the education system, control in it should be implemented on the basis of differentiated participation in the control activities of public structures involved in the educational process. In a rigid education system, control is exercised by the management of the institution almost without the participation of public structures. In the system with delegated managerial powers, it is advisable to involve the self-governing bodies of the educational institution in the implementation of certain micro-functions of control in educational subsystems. In a «soft» education system, the self-governing bodies of an educational institution can be involved in the implementation of individual micro-functions of control in the education system or in the implementation of control functions in its subsystems as a whole. In the system with network interactions, it is expedient to transfer control functions to self-governing bodies of the institution both in the education system as a whole and in its subsystems; other public structures included in the educational process may be involved in the implementation of certain micro-functions of control in the subsystems of the educational system. In the synergetic education system, it is expedient to delegate control functions in the educational system and its subsystems to the self-governing bodies of the institution; public structures involved in the educational process may be involved in the implementation of individual micro-functions of control in the education system or in the implementation in its subsystems of control functions as a whole. That is, the article substantiates that depending on the level of development of the educational institution, it is advisable to control it on the basis of differentiated participation in control measures of concerned public structures, ensuring the implementation of differentiated participatory control in the system. At the same time, further research requires into the use of optimal methods of control, the choice of which may also largely depend on the level of development of the education system.

Las relaciones intrafamiliares constituyen un aspecto fundamental en la vida formativa de todos los estudiantes, en tanto que son un apoyo vital para los procesos educativos de todo centro de estudio. En este trabajo investigativo se pretende revelar la problemática que afecta a las relaciones intrafamiliares de los estudiantes en torno a su proceso formativo. Tuvo como objetivo establecer una valoración de las relaciones intrafamiliares entre estudiantes del décimo año de la Unidad Educativa “Alicia Vélez Velásquez” de la Ciudad de Portoviejo y su incidencia en los comportamientos de estos. El proceso metodológico seguido para este trabajo consistió en indagaciones y diálogos con estudiantes de la institución educativa y profesores.  De este modo, se buscó detectar los principales factores relacionados en torno a las relaciones padres-hijos en el entorno educativo y familiar. Los resultados de esta primera fase investigativa permiten distinguir sensibles aspectos que precisan ser abordados de manera inmediata. Se muestra una problemática que gira en torno al fracaso y abandono escolar, el maltrato físico y verbal, la carencia afectiva y la baja autoestima. INTRAFAMILY RELATIONSHIPS IN BASIC EDUCATION STUDENTS OF ALICIA VÉLEZ VELÁSQUEZ ELEMENTARY SCHOOL ABSTRACT The intrafamiliar relations constitute a fundamental aspect in the formative life of all the students, as much as they are a vital support for the educational processes of every study center. This research study intends to reveal the problems that affect the intrafamiliar relationships of students around their educational process. The objective was to establish an assessment of intrafamiliar relations among students of the tenth year of Alicia Vélez Velásquez elementary school in Portoviejo and its impact on their behavior. The methodological process followed for this study consisted of inquiries and dialogues with the parents, students of the educational institution, also teachers and professors. On this way, we sought to detect the main factors related to parent-child relationships in the educational and family environment. The results of this first investigative stage allow distinguishing sensitive aspects that need to be addressed immediately. It shows a problem that revolves around failure and school dropout, physical and verbal abuse, emotional deprivation and low self-esteem. In modern conditions, there is a competitive struggle among educational institutions for applicants in the educational space. Success is achieved only by an educational institution that has its own brand, based on high-quality education and the demand for its graduates in the real sector of the economy. Can increase your competitiveness by improving the quality of the educational process. This is possible through regular improvement of the educational process, introduction of new pedagogical technologies, and improvement of teachers pedagogical skills.The main directionsfor improving the quality of the educational process are work in the audience and work in the outside audience with students, as well as the activation of their scientific activities. It is possible to improve the quality of education by increasing the interest of students in the profession they are learning, so they will have internal motivation for better mastering the material and activating their educational and scientific activities. But to do this, the teacher must use modern pedagogical techniques and constantly develop himself. The article is written on the basis of the author’s own pedagogical experience. The article systematizes the directions of quality assessment, which can be used both for the organization of mechanisms for internal and external assessment of the quality of the educational process. Examples of experience in organizing the educational process are given.

The article considers and theoretically substantiates the necessity and feasibility of the implementation  of  tutor support during the organization of independent work of foreign students in the higher technical educational institution. The basic ways of construction and improvement of elements of independent studying of educational material in the context of self-improvement of professional skills of a personality are determined. The main factors influencing the successful performance of independent work by foreign students in technical universities are analyzed. The specific pedagogical means of organization and management of independent activity of foreign students in higher technical educational institutions are studied. The interpretation of the concept of “tutor” in the domestic and foreign pedagogical practice is considered. The content of the tasks of the tutor-teacher, who works directly with foreign students, is analyzed in detail. It is proved that a tutor at a higher technical educational institution creates an educational sphere that allows a foreign student not only to acquire knowledge and skills, but also to solve real problems in his educational activity, to create a comfortable and convenient mode of work for him, especially during the initial stages of adaptation. The author emphasizes that this new method of successful cooperation between the teacher-tutor and foreign citizens who are students of Ukrainian universities is quite optimal and effective in terms of reforming the educational process in higher education, although it requires improvement and some adaptation to the system of higher education in Ukraine.

The authoritative International Data Corporation (IDC) estimates that by 2023, global spending on public cloud services and infrastructure will be more than double, mainly due to the introduction of digital transformations. Globally, the cloud market is becoming a field of increasingly fierce competition between the world's leading IT corporations. Modern education is rapidly evolving due to teachers who in recent years have introduced cloud services in their professional activities. There was an urgent question about the formation of information and educational environment for cooperation, collaboration, communication and learning mobility. This study is devoted to the analysis of the methods peculiarities of designing the information and educational environment of the discipline with the help of GoogleServices. The authors reviewed Google Services for designing open and closed information and educational environments, which are free, so they can be actively used in the educational process. The advantages of open and closed information-educational environment of the discipline as environments for the organization and management of the educational process are described. In the study, the authors identified the following characteristics of the information and educational environment: openness (support for modern standards, Internet / Intranet technology); scalability (increasing the number of services provided in the environment; the amount of information that can be processed); expansion of databases and knowledge (does not lead to the need to reconfigure the system); integration (the ability to organize a single educational environment to expand the tasks associated with the development and design of educational and methodological support of the educational process); adaptability (dynamic adjustment to the needs of both a particular educational institution and an individual user).

This paper is intended to describe how religiosity management in improving the professionalism of teachers. Religiosity is not synonymous with religion. It should be a religious person it is at once a religious person, too. But a lot happens, the adherents of a religion that is persistent, but with a motivated or career advancement. Educational institutions require professional management in order to provide education to walk dynamically, competetif, and productive. This is done for education in the process should lead to the approach to God and human perfection, directing people to achieve his life goal is a happy afterlife. Management includes planning, execution, control, and monitoring of the (human resources, learning resources, curriculum, funding and facilities) to achieve educational goals effectively and efficiently. Educational planning has an important role and are at an early stage in the process of education management, which serve as a guide for implementation, control, and supervision of education. The essence of planning is a decision-making process that is systematic, relating to future plans, and to achieve certain desired objectives. And to overcome the limitations of the ability, willingness, and its resources in achieving educational goals needed organizing in education. Implementing an educational institution is the key of success of an educational institution. Teachers as professional educators have a good image in the community if it can demonstrate to the public that he is worthy of being a role model or example of the surrounding community. Teacher behavior patterns associated with it will be discussed in accordance with the objectives, namely the teachers' professional attitude towards laws and regulations, professional organizations, colleagues, students, work place, leadership, and work. A teacher not only reflects a profession, but a representation of different positions which is very noble. Teacher is a hero selfless, unsung hero, a hero of science, goodness hero, heroes education, human builders, the builders of civilization, culture bearer, piorir, reformer and reliable, and etc.
