The article presents the author’s approach to understanding the main problem of national resource supply through the prism of choosing the fundamentals and directions that can move the situation from the dead point, highlighting conceptual ideas and placing emphasis on the development of the country’s economy. Assuming the idea of multiplying, increasing the national wealth of the country, the author considers the availability and structure of resources, the correlation of resource use, income generation and distribution. Countries rich in natural resources are perceived and assessed ambiguously, and in this connection the concepts and concepts of the «curse of resources» and «Dutch disease» appeared in science, the importance of which is reduced to the state management of the economy and resources. The ideas of development can be very different. The statesmen need to make a strategic choice between eroding national sovereignty within the framework of deepening integration into a single world civilization, building up the power and dominating the country as an empire, with a hyper-egoistic orientation only to increase the welfare of ruling elites or dynamically improve the quality of life of Russians with the recognition of the value of each individual at the state level. And this task is not only a constitutional guarantee, but an ideological development, a socio-economic ideology and a worldview. The emergence and adoption of a search strategy for the best solution in the allocation, combination of resources and structuring of the economy, in determining an exceptional resource-technological path for the benefit of the country and the people is extremely relevant. The optimistic scenario is related to synergetic processes in the innovation economy, as in space and time transformations take place in the worldview, creativity and activity, in understanding the role of man in the resource environment, in applying new methods and technologies for managing natural and economic resources, taking into account environmental safety and technological development. Depending on the chosen path, idea, development stage, different resources can be involved, but the development goal should be understood clearly, implemented systematically and in a complex manner.

The article considers managerial discourse in the communicative interaction of the state and society. It is determined that in the structure of managerial discourse there are two radically opposed roles in the system of executive management bodies – the subject and object of management or the addressee and recipient of information, since the communication process itself can be traced from these two angles. A number of specific features of management discourse that distinguish it from other types of organizational and managerial activities are clarified, the main ones being impersonality, stability, high level of regulatory regulation, loyalty and state level of responsibility. Managerial discourse, which acts as a link between the state and society, is often identified with the state in the understanding of the general public. Managerial discourse is transformed under the influence of changes in society, but changes in the state and state management bodies are decisive in this process. It is proved that the functions of managerial discourse in the communicative interaction of the state and society are defined by the boundaries of publicity and privacy. The public sphere space can be considered as a management sphere. The boundaries of private space are usually narrowed and localized in a specific location. It is much more correlated with the personality of the individual. Also, management discourse is presented in four component planes: the environment, which means the situation, the type of social event, its purposefulness, ideological and social conditions; the social subject, which is determined by the role relationships, social status, social activity of participants, as well as their personal relationships; the content, including goals and intentions, worldview positions, knowledge of norms and rules of communication, the general fund of knowledge; text from the point of view of such parameters as the topic of speech communication, compositional construction of utterances, attribution to any language genre, and the specifics of the selected language elements for speech interaction).

The global information technology revolution is promoting the development of new economy at the core of big data, and the big data industry has become the strategic commanding point in competition among countries. Development of the large data industry in the state-level Nanchang Economic and Technological Development Zone has a brilliant future. The state-level Nanchang Economic and Technological Development Zone should focus on the development of big data services, which are related to the ‘3 + X’ industry system and big data products manufacturing. At the same time, the state-level Nanchang Economic and Technological Development Zone should plan the implementation path, focusing on the implementation of infrastructure construction, industrial training, strengthening the ranks of personnel, investment and six other projects. Finally, state-level Nanchang Economic and Technological Development Zone should put forward and carry out measures from the following five perspectives: perfecting organisation mechanism, reinforcing policy assurance, improving the supporting industries and optimising the investment environment.   Keywords: State level, big data, industry, opportunity, countermeasures.

The development of the Oyu Tolgoi copper-gold mine, located in Mongolia's South Gobi province, promises to rebuild the nation after two decades of economic and social instabilities following the 1990 revolution. While the company promotes the mine as the teleological solution to Mongolia's development, the state and public remain ambivalent, as concerns about a resource curse and Dutch Disease loom. In this paper, I argue that Oyu Tolgoi remains contested due to tensions between corporate and state actors as well as public concerns about the potential negative political, economic, and environmental effects of mining. Debates over the Oyu Tolgoi investment agreement negotiations and the immediate repercussions of the agreement signing reveal how the dual teleologies of building mineral nations crystallize in the neologism “Mine-golia.” This paper begins to fill a gap in the literature on mineral nations which privileges the role of the state, leaving how corporations engage in nation-building underexamined.

This paper will provide the school-based speech-language pathologist (SLP) with an overview of the federal requirements for Medicaid, including provider qualifications, “under the direction of” rule, medical necessity, and covered services. Billing, documentation, and reimbursement issues at the state level will be examined. A summary of the findings of the Office of Inspector General audits of state Medicaid plans is included as well as what SLPs need to do in order to ensure that services are delivered appropriately. Emerging trends and advocacy tools will complete the primer on Medicaid services in school settings.

The purpose of the article. The article considers the Blockchain technology asan innovative tool. In particular, the essence and background of the developmentof blocks, the principles and specifics of the functioning of the system, as well asthe scheme of its work, are determined. The article presents the prospects forusingdistributed registry technologies (blockchain) in various socioeconomic spheresrelated to state administration. Provided examples and forecasts of the use ofblockchain technologies in the provision of state and municipal services forindividuals and legal entities in the following areas: formation of a unified registercontaining the history of the placement of the state, municipal order, as well asprocurement of corporations with state participation and / or control; registers ofdocuments (diplomas, certificates, lost and disavowed passports, policies for movableand immovable property insurance, health, etc.); database of court decisions andexecutive proceedings; public participation portals for citizens of Ukraine district- city – country. The fact that the blockchain technology is, first of all, theprinciples, and not the only possible way of implementing them, allows us to counton maximum openness and multivariate application in a dynamically changingchanging«digital world». Methodology. The research methodology is to use a combinationof methods: analytical, historical, comparative. The scientific novelty. The priorityof state blockchain systems introduction in stationary and distant voting, distributeddocument circulation, medical data registration, land resources registration,electronic auctions (auctions) in Ukraine was grounded. Conclusions. Already today,blockchain systems can change the role and participation of citizens in the conductof the state-management process, by raising the responsibility level, from thetransparent will expression in the elections to regulating the government serviceactivity in the society’s digitization conditions. The main advantages blockchainsystems using by public authorities that will increase the level of citizens trust todigital technologies using in general, namely: reliability and reliability of datastorage, transparency of transactions and virtually absolute protection of informationfrom distortion and unauthorized removal (relocation), are determined. In furtherscientific research it is proposed to consider the promising areas of the blockchaindigital technology usage: service activities of public authorities, legal proceedings,property rights management, implementation of migration control, verification ofgoods and services, registration of data on passing qualifying tests, patenting,intellectual property, digital identification, logistics , taxation, accounting ofbudget funds movement.
