Abstract Over the years, the socio-cultural structures, architectural compositions of Istanbul have changed gradually. Unavoidably, Istanbul's urban places have been affected as they have gained new faces through the wrong-driven, top-down, controversial changing processes. Especially since the 1990s, the changes have gained momentum, many controversial modifications have occurred in the heart of Istanbul. Istiklal Street has turned into a symbol of the transformation that Istanbul has been going through. The process brought about the rapid disintegration of the Street's unique, hybrid constitutions and distinctive qualifications. Nearly all the characteristic landmarks that made Istiklal Street special have disappeared one by one and the area is converting into a place that has lost its spirit. To understand how the Street has shaped historically and what has lied at the behind stages, the study begins with a qualitative discussion on the formation of the area since the 1900s. But the focus of the narrative is based on the period from 1990 until today with an explanatory approach to criticise by which mechanisms and actions the area transformed and come today. The study stresses that the potentials of the urban probabilities, socio-spatial compositions, tangible and intangible features are responsible for the future of this place.

AbstractThe set of 30 stimulating commentaries on our target article helps to define the areas of our initial position that should be reiterated or else made clearer and, more importantly, the ways in which moderators of and extensions to the SIMS can be imagined. In our response, we divide the areas of discussion into (1) a clarification of our meaning of “functional,” (2) a consideration of our proposed categories of smiles, (3) a reminder about the role of top-down processes in the interpretation of smile meaning in SIMS, (4) an evaluation of the role of eye contact in the interpretation of facial expression of emotion, and (5) an assessment of the possible moderators of the core SIMS model. We end with an appreciation of the proposed extensions to the model, and note that the future of research on the problem of the smile appears to us to be assured.

This concluding chapter asks how health policy needs to change character in the light of the transitions and tensions reviewed in the book. The emphasis in health policy has to move more decisively from a delivery model to a deliberative model of healthcare; or, in other words, from an assumed model of ‘top-down’ service provision towards a more diffused and democratic model. Moreover, the philosophical transition explored in the book should, in part, be seen as a transition towards philosophy, because philosophical questions are now manifestly at the centre of healthcare debate and activity. The chapter then presents some substantive conclusions about the key balancing acts that need to be struck in shaping the future of healthcare, including the balance between the responsibilities of policy makers and professionals, on the one hand, and the collective responsibility of patients and publics, on the other.

The cities, despite the huge size reached by some and the problems by which they are sometimes afflicted, continue to attract people and pose epochal sustainability challenges to which policy makers and planners have decided to respond with a top-down functionalist approach aiming at transforming the cities in “smart cities”. The purpose of this paper is to present a critical analysis of such approach highlighting its limitations as far as education systems are concerned. The hope is to contribute to arise awareness and foster a timely and necessary redefinition of the functionalist approach to appropriately face an unavoidable transformation of the education system (space, strategies, processes and methods) that in turn will require the future learners to widen their skills to become smart enough to lifelong learn within and from smart territories.

This article examines the evolution of planning education in China in response to rapid social and economic changes, the growth of planning schools and students, and curriculum design development in various planning schools. It argues that the legacy of the planned economy still influences planning education, which means top–down, elite-driven, and blueprint-style planning that lacks a wide social foundation. With the advent of rapid urbanization and explosive economic growth, further changes to planning education in terms of values, approaches, and targets will be needed in the future.

Little is known about how changing climates will affect the processes controlling fire ignition and spread. This study examines the effect of climate change on the factors that drive fire activity in a highly heterogeneous region of south-central British Columbia. Future fire activity was evaluated using Burn-P3, a simulation model used to estimate spatial burn probability (BP) by simulating a very large number of fires. We modified the following factors in the future projections of BP: (1) fuels (vegetation), (2) ignitions (number of fires), and (3) weather (daily conditions and duration of fires). Our results showed that the future climate will increase the number of fires and fire-conducive weather, leading to widespread BP increases. However, the conversion of current forest types to vegetation that is not as flammable may partially counteract the effect of increasing fire weather severity. The top-down factors (ignitions and weather) yield future BPs that are spatially coherent with the current patterns, whereas the changes due to future vegetation are highly divergent from today’s BP. This study provides a framework for assessing the effect of specific agents of change on fire ignition and spread in landscapes with complex fire–climate–vegetation interactions.

Once set the mitigation of greenhouse gases in the National Policy on Climate Change (NPCC) with the National Program for Production and Use of Biodiesel (NPPB) in Brazil, this paper aims to estimate the need for biodiesel blended with petroleum diesel to 2020, taking into account the expansion limits of diesel. To estimate the future demand for diesel and CO2 emissions, the Box-Jenkins methodology and top-down were used respectively. The results show that the mixture in Brazil is expected to reach between B31 (31% of blend) and B67 (67% of blend) in 2020, to meet the objectives of the NPCC.

Purpose of the study: To answer the two existing controversies regarding attention and consciousness as brain processes. 1) Can one be aware of objects or events without attending to it? 2) Can one attend to objects or events without being aware of it? And also how top-down attention and awareness have opposing functions. Methodology: This article is a systematic review of the relationship between visual attention and awareness. An extensive elaborate study on concepts relating to attention and consciousness dissociation has been done. In this article we also narrow it down to experimental design that requires independent manipulation of each. Which include top-down attention and awareness aspect of consciousness? Main Findings: Many researches have been put forward supporting the independent nature of attention from awareness using sophisticated experimental and physiological shreds of evidence. On the other hand, some researches still stick to the contemporary common-sense notion of no awareness no attention. Our evaluation suggests an independent nature of attention and awareness. Application: This article intends to give a clear perspective of the ongoing debate on the relationship between attention and consciousness. Simplification of both umbrella terms will give basis for building more empirical evidence. Novelty: Further, this article put forward studies on both sides of debate aiming to bridge the gap to get a conclusive outlook in the future.

Executive Summary: The central research question of this study is to investigate if there is a case for the inclusion of adaptive sport in the NCAA. This study is important because of issues of equity, the sociocultural perceptions of disability and adaptive sport, the physical, social, psychological, and societal benefits of sport participation, and recent education and employment-population ratio statistics in the United States. Supporting this central question are five inquiries (the dependent variables of the study): What are the barriers and challenges for collegiate adaptive sport? What are the growth opportunities for collegiate adaptive sport? What are goals for the future of collegiate adaptive sport? What are integration strategies for collegiate adaptive sport in the NCAA? Is sport a major life activity? Based on the literature, four themes stand out regarding the advancement of collegiate adaptive sport. First, there are legal aspects such as Title IX, the Rehabilitation Act, and Americans with Disabilities Act that shape the current landscape of collegiate adaptive sports. Second, the greatest momentum for change in the NCAA could come from institutions and conferences taking a leadership role in championing change and pressuring the interdependent network of the NCAA. Third, the experience of females in collegiate athletics could be used to understand some of the challenges for adaptive sport and the top-down initiatives that could help the growth of adaptive sport. Fourth, the advancement of adaptive sport will require change in the current system and the critical change factor model by Fay (1999) can be used as a framework to understand what change factors could be effective. The research question was examined through qualitative interviews with stakeholder groups affiliated with the landscape of collegiate adaptive sport. These groups included collegiate adaptive sport athletes (A), collegiate adaptive sport staff (B), athletic department staff (C), and external organizations (e.g. national governing sport bodies) (D). The interviews were thematically analyzed to yield key themes and recommendations as they pertained to the dependent variables. There were 38 participants in the study with 3, 21, 8, and 6 people from groups A through D respectively. NCAA status for adaptive sport was found to be a desirable goal for the future and there are frameworks that can make it possible (e.g. the ECAC Inclusive Sport model). However, there must be a critical mass of adaptive sport athletes, a growth of and greater concentration of programming at the collegiate level and more purposeful and effective support from the top-down. Recommendations for how stakeholders could collaborate to grow adaptive sport at the collegiate level include: • Invest in K to 12 adaptive sport programming • Educate senior leaders of institutions and organizations about disability and adaptive sport • Create a resource guide for NCAA institutions for adaptive athlete recruitment and training • Develop an “Emerging Adaptive Sports” program in the NCAA • Create a Senior Disability or Inclusion Administrator designation for athletic departments • Expand on the ECAC Inclusive Sport Principles 1 through 3 to other conferences • Implement able-body inclusion and consider coed teams in collegiate wheelchair basketball Recommendations for future research include examining effects of K-12 programming on participation levels in adaptive sport, adaptive athlete perceptions of able-body participation in adaptive sport, the appropriate number of sponsors for an “Emerging Adaptive Sports” program, the qualitative and quantitative impact that collegiate adaptive sports programs have on their institutions, further research on sport as a major life activity, adaptive athlete experiences on coed teams, and key leader perceptions (e.g. Athletic Directors) of disability and adaptive sport.

Since 2006, the Rwandan government has been implementing policies to modernise the agricultural sector in a top-down manner. Small-scale subsistence farmers, making up the vast majority of Rwandans, are compelled to leave their traditional farming behind, form co-operatives and take up ‘modern’ farming techniques based on irrigation and state-approved crops. For my interlocutors in a Rwandan village, this policy resulted in reduced crop yields, difficulties in putting food on the table and a visible degradation of their lives. Yet people complied. They did not rise up in protest. They sought to meet the authorities’ demands. Although ‘government authoritarianism’ explains much of the lack of open resistance, Rwandans had their own ideas, values and practices which at times overlapped with oppressive state projects and ended up supporting the state’s agricultural modernization scheme. Here, compliance is part of how villagers wanted to project themselves to others and to themselves and how they pursued their aspirations for the future.
