The legislation on aircraft noise in Brazil recognizes the DNL metric as the only tool to perform noise airport zoning. This paper examines the importance of adopting an auxiliary metric to characterize the impacts of aircraft noise at a specific building sensitive to noise, especially in analysis of speech interference and sleep disturbance. A complementary measure, LAeq, associated with the Brazilian standard for controlling noise pollution, NBR 10151 (Assessment of noise in inhabited areas, for Community comfort), was used in this work. A control curve based the LAeq and on the standart was created and the buffer area between the control curve and DNL 65dB (A) was the object of study of this work. The results showed a high number of people who are affected by aircraft noise and are despised by the public authorities, only at Congonhas airport this number reaches the mark of 596,808 people. The adoption of complementary metric is intended to assist decision makers in identifying people highly annoyed by aircraft noise, allowing the creation of mitigation measures in the affected areas.

Governments faced with the spread of COVID-19 pandemic are adopting strict and severe mitigation measures to influence people’s behaviors. Public perception of health risk plays a key role in the adoption of these actions, in people’s feelings, and in their daily habits. To support decision makers from international to local levels to face with future sanitary emergencies, this study aims at investigating Italian public perceptions of health risk. To this purpose, a questionnaire was designed and administered within the period of Italian COVID-19 lockdown and quarantine to almost 9000 citizens in Italy and abroad. The obtained results highlight a significative influence that mass media play on both the level of knowledge and the feelings of the respondents. The findings also point out future variations of some perceived behaviors consequent to the COVID-19 outbreak.

Italy is a country with high seismic hazard, however since the delay in the seismic classification of the national territory, most of the existing building heritage does not comply with the current technical standards for buildings. The seismic events that have hit different Italian regions in recent years have highlighted the complexity of the challenge for the public bodies both in the emergency management and post-event reconstruction and in the planning of effective risk prevention and mitigation measures to be implemented in ‘peacetime’. These difficulties concern, in particular, the capacity to properly manage the financial and technical resources available and to identify the intervention priorities throughout the entire emergency cycle. For correct management, the priority is to quantify and localize, through simulations, the quantification of probable damages and to evaluate in terms of cost-benefits the possible alternative strategies for mitigation, also taking into account the potential, in terms of cost-effectiveness, of integrated measures for seismic and energy retrofitting. In this framework, the project CAESAR II (Complementary Analyses for Emergency planning based on Seismic Risks impact evaluations) has been developed as a Decision Support System for Public Authorities in charge of developing Disaster Risk Reduction plans, with the possibility of programming mid to long-term investments for public and private properties, as well as defining custom financial support mechanisms and tax incentives.

The second issue of volume 12 of The Romanian Journal for Baltic and Nordic Studies continues to reflect the academic discussions occasioned by the Eleventh Conference on Baltic and Nordic Studies of May 2020. Prof. Radu Carp was one of the keynote speakers of the conference and his address on Combining soft power with the geopolitical approach – how difficult is it for the EU to change its attitude? elicited a great interest among the presenters and attenders of the scientific event. As in any such scholarly event, especially an international gathering with a critical focus on the construction/reconstruction of Europe in vital moments of its past and recent past aspirations, the viewpoints of the participants, including the analysis of Prof. Carp on the current challenges of the EU are passed on to the wider community of fellow researchers, the public and decision-makers. The call for stepping up to a new level of integration and geopolitical power projection is dissected both in its soft and hard power dimension without eschewing the focus on democracy, climate change mitigation measures or cybersecurity.

<p>Analysis of the incidence of the Statute of Introduction to the Rules of Brazilian Law (in the writing given by Act 13.655/2018) on the interpretation of public law rules: interpretative operations and general principles of administrative law</p><p> </p><p>O presente trabalho pretende analisar as inovações legislativas produzidas pela Lei nº 13.655/2018, bem como suas consequências jurídicas. Tal Diploma Legal modificou o Decreto-Lei nº 4.657/1942, denominado de “Lei de Introdução às Normas do Direito Brasileiro”. Para tanto, o trabalho se dividiu em seis eixos teóricos: primeiro se disserta sobre as modificações legais que traçam parâmetros interpretativos com foco no “consequencialismo” e o “realismo” da interpretação do direito público. Por conseguinte, analisam-se as disposições relativas à segurança jurídica. Em um terceiro plano, confere-se ênfase aos mecanismos legais que franqueiam maior participação e consenso entre a administração pública e o cidadão. Ainda, tratar-se-á de analisar a reponsabilidade das autoridades públicas e dos agentes que atuam na função consultiva. Também a eficiência administrativa será objeto de estudo, percebendo o que a legislação mencionada inovou no tema. Por fim, será demonstrado como a motivação das condutas administrativas, já merecedora da devida importância, dado seu status de princípio constitucional, restou ainda mais prestigiada pela Lei nº 13.655/2018. Analisar-se-á dissertativamente tal legislação, essencialmente em relação aos aspetos relativos à aplicação da Lei de Introdução às Normas do Direito Brasileiro (na redação dada pela Lei nº 13.655/2018) no que concerne à interpretação e aplicação de normas de direito público e, muito particularmente, ao modo como, nessas operações interpretativas, se enformam certos princípios gerais de direito administrativo, a fim de se perceber analiticamente as mudanças e potencialidades feitas pela edição da recente norma.</p><p> </p><p>The present work intends to analyze the legislative innovations produced by Legal Act nº 13.655/2018, as well as its legal consequences. This legislation modified Legal Act nº 4.657/1942, called “Statute of Introduction to the Rules of Brazilian Law”. In order to do so, the work was divided into six theoretical axes: first, it discusses the legal modifications that draw interpretive parameters with a focus on “consequentialism” and the “realism” of the interpretation of Public Law. Consequently, the provisions on legal certainty are examined. In a third plan, emphasis is placed on the legal mechanisms that lead to greater participation and consensus between the Public Administration and the citizen. Also, it will be a question of analyzing the responsibility of the public authorities and of the agents that act in the advices function. Also the administrative efficiency will be object of study, realizing what the mentioned legislation innovated in the subject. Finally, it will be demonstrated how the motivation of administrative conduct, already deserving of due importance, given its status as a constitutional principle, remained even more prestigious under Legal Act nº 13.655/2018. Such legislation will be analyzed, essentially in relation to the aspects related to the incidence of the Statute of Introduction to the Rules of Brazilian Law (in the wording given by Legal act nº 13.655/2018) regarding the interpretation of norms of Law Public and, in particular, to the way in which, in these interpretative operations, certain general principles of Administrative Law are formed, in order to understand analytically the changes and potentialities made by the edition of the recent norm.</p>

Introduction Nowadays noise remains the third largest cause of environmental pollution on Earth. It appears that despite the existing noise control legislation the issue deserves further supervision by the public authorities so that the ceilings established for the various activities are observed. People exposed to noise are more likely to develop numerous auditory and non-auditory problems directly impacting persona family and working life. Objectives The objective of this study is to research and consequently understand how the population of students of a youth and adult school in Curitiba perceives noise pollution as well as look into the actions that the school adopts in order to guide the students on the topic. Method We applied a structured questionnaire to 120 individuals and assessed the following variables: characterization of the place of residence occupation leisure health and perception of soundscapes. We also applied a closed questionnaire about educational actions for noise pollution to the school's geography teacher. Results Questionnaire responses show that people perceive noise in the most diverse environments they frequent and are able to identify the source of the noise but this perception proved fragile as the majority does not take measures to prevent or mitigate these noises. At school there are no actions aimed at environmental education on the subject studied. Conclusion The studied group does not perceive the noise as a harmful agent and does not prevent themselves from it and the school not work contents related to noise pollution leaving a significant gap in the awareness process of this population.

The recognition, by public authorities, of the shared nature of urban places and the extent and variety of disabling conditions associated with the emergence of phenomena of social exclusion and a steadily ageing population has motivated the creation of new legislation and strategic tools under the umbrella of inclusive design and accessibility for all. This study aims to show how the use of a new interactive accessibility instrument—the System of Accessible Itineraries (SIA)—can help decision-makers, municipality services and citizens to develop pedestrian-friendly networks in their cities. An in loco analysis of the main features, weaknesses, and potential of public spaces was undertaken within a selected survey area in the city of Porto, with the aim of improving the inclusiveness of public spaces. The integration of several concerns and regulations, pertaining to inclusiveness in the design of public spaces, into an easy-to-understand summary specific to this territory constitutes an important first step towards changing the existing paradigm. Apart from the inherent advantages to citizens with reduced mobility, the SIA also has the ability to inform urban planners concerning areas in need of intervention, prioritizing the execution of corrective actions within the public space. Additionally, due to the morphological similarity of the consolidated urban fabric of most Portuguese and European cities, the adopted interactive framework also reveals a considerable potential for comprehensive replication in many city centres, reducing the physical barriers, in a more integrative land strategy.

It shows how a small but ideologically coherent and socially cohesive group of determined political agents used the contingency of 9/11 to outflank a sceptical foreign policy establishment, military brass and intelligence apparatus and provoked a war that has had disastrous consequences.

Our conference is the first project of Student Science Association, which was restored in our University in 1998. The main peculiarity of the conference is the student organizing committee. The conference was attended by representatives of Russia, Belarus, Sweden, Poland, Bulgaria, Armenia, Azerbaijan, Czech Republic, Lithuania, Latvia, Georgia, Iran, not mentioning hundreds of Ukrainian participants. We’re happy with the fact that our conference allows students to discover new information, which they wouldn’t find in training courses manuals; contrariwise businesses and organizations can get direct access to young and qualified staff. We believe that events like our conference are useful for the young scientists and also for the public authorities and businesses. Conference "Ecology. Human. Society "is a part of feedback between universities and market participants. The conference has overgrown limits of being simple educational process element. Today, it is a serious recruiting resource for state institutions and businesses - an important part of a mutually beneficial dialogue.

Subject. This article discusses the issues related to public finance. Objectives. The article aims to identify the determinants, indicators, and priorities of the public finance flow in contemporary Russia. Methods. For the study, I used the methods of statistical, neural network, and cluster analyses, and the systems approach. Results. The article identifies and describes the determining indicators of the main aggregates and balances of public finance, sources, and the use of funds. It establishes a link between the main aggregates and balances of public finance, defining the form and content of Russian capitalism. Conclusions. Understanding the issue and problem of public finance flow in contemporary Russia helps identify the reasons for the inability to transit to a capitalist socio-economic formation. The provisions of the study expand the scope of knowledge and develop the competence of public authorities to make management decisions on the distribution and redistribution of the value of a public product and part of the national wealth.

The article is devoted to research of theoretical problems of the concepts of the subject and object of public marketing. The definitions of these concepts are considered in the article, the evolution of their development is studied. The article provides an analysis of the main approaches to the notion of subjects and objects of public marketing, their relationship and role in the processes of public marketing. The authors proposes concrete approaches to their systematization. These approaches allow us to identify specific types of public marketing and their main characteristics. Relying on the analysis of the concept of “subject of public (state) management”, it is concluded that as bodies of state marketing, most often act as executive bodies of state power. In this case, the following levels of marketing subjects in the system of public administration are allocated: the highest level of executive power; Branch central bodies of executive power; Local government bodies; Separate government agencies. It is noted that the diversity of subjects of public marketing is explained, first of all, by the dependence on the tasks of the state and municipal government, the possibilities of introducing the marketing concept of these subjects and certain characteristics of the said objects of state marketing. It is noted that the concept of “subject of public marketing” is not always the identical notion of “subject of public administration”. First, not all public authorities are subjects of state marketing. In some cases, this is not appropriate, for example, in the activities of the Ministry of Defense of Ukraine or the Ministry of Internal Affairs of Ukraine. Secondly, state marketing is just one of many alternative management concepts, which is not always the most effective in the public administration system.
