Our conference is the first project of Student Science Association, which was restored in our University in 1998. The main peculiarity of the conference is the student organizing committee. The conference was attended by representatives of Russia, Belarus, Sweden, Poland, Bulgaria, Armenia, Azerbaijan, Czech Republic, Lithuania, Latvia, Georgia, Iran, not mentioning hundreds of Ukrainian participants. We’re happy with the fact that our conference allows students to discover new information, which they wouldn’t find in training courses manuals; contrariwise businesses and organizations can get direct access to young and qualified staff. We believe that events like our conference are useful for the young scientists and also for the public authorities and businesses. Conference "Ecology. Human. Society "is a part of feedback between universities and market participants. The conference has overgrown limits of being simple educational process element. Today, it is a serious recruiting resource for state institutions and businesses - an important part of a mutually beneficial dialogue.

In 2016, following the election of President Donald Trump, dozens of Twitter accounts emerged, purporting to represent a network of resistance within the U.S. government. These alt- and rogue- Twitter accounts, known as Rogue Twitter, shared tweets aiming to rebuke the administrations new information restrictions on federal agencies. Using established social movement theories, we investigated if Rogue Twitter is an online social movement. We qualitatively analyzed 43,569 original tweets from 102 Rogue accounts. We evaluated the tweets on three dimensions: Their attempts to challenge state institutions (macro-level), their organizing and mobilizing strategies (meso-level), and their shared understandings (micro-level). We found that the Rogue Twitter Movement exemplifies how online social movements engage in coordinated contentious activity via an online platform. Members of this network collectively framed as their main grievance the State’s control of information. Accordingly, their mobilization repertoire focused on calling the attention of the State and the public by openly criticizing the new information control policies. They strategically released controlled scientific information and demonstrated dissent by satirizing Trump. Moreover, they supported off-line political activity by promoting protests like the Science March. This study shows how incorporating multidisciplinary approaches yields nuanced understandings of protest in Internet platforms like Twitter.

Just as in the private sector, the public communication activities of state institutions have gained increased weight and significance in our media society. In contrast to the public relations of private institutions, however, the communications of public authorities are subject to severe constitutional restrictions. Promotional activities by state institutions can pose a serious threat to the free process of forming a political opinion in a democratic society. At the same time, public authorities are facing increased demands for transparency and increasing difficulties in gaining acceptance for their decisions, which has been underlined in particular by recent protest movements. Against this background, this thesis, which was supervised at the University of Frankfurt, analyses the informal communications of state institutions and public acceptance of their decisions from a constitutional point of view. It identifies the legal scope within which public institutions are justified in promoting their decisions by means of public communication activities.

The paper represents the author’s view on the development trends and issues of digital transformation in the field of PR activities of government bodies. The author reveals and substantiates the need for active development in the Internet space of balanced communication of the authorities with the citizens. The author proceeds from the assumption that for a PR-service employee, the Internet is a new information reality that has a significant impact on the mechanisms of public opinion management. An open dialogue, built on a constant and improving basis, in parallel with the development of Internet technologies, is the basis for a balanced and most effective communication between the authorities and the public. Based on the study, the author comes to the conclusion that the conservative system of civil service needs to adapt to the information needs of the audience, offering an adequate list of convenient interactive services, easy messages and formats of interaction.

Transaction costs in the public sector are an understudied topic that can improve the understanding of governance processes within the public authorities and provide criteria for evaluating their effectiveness. The purpose of this study is to outline a certain theoretical framework, in particular the essence and types of transaction costs in the public sector. It is done in order to provide a basis for later empirical research. The author uses the analogy method of transferring existing theoretical findings from the context of the firm to the context of public authorities; the synthesis method in the process of transforming various theoretical concepts that consider the relationship of the state and transaction costs into three basic models of the perception of public authorities; the method of analysis in the process of identifying the various structural components of the transaction costs of public authorities. The results of the investigation allow us to distinguish state and municipal transaction costs within the concept of public transaction costs. All of them contain political, economic and institutional transaction costs. It is proposed to consider internal (constitutive transaction costs and costs of exploitation of the public system) and external (regulatory) transaction costs within the framework of institutional transaction costs. The well-known classifications of transaction costs, which were mainly proposed in relation to the private sector, but can be used in other areas, in particular in relation to public power, are considered: ex ante and ex post costs; explicit and implicit transaction costs; measurable and unmeasurable. It is also suggested to introduce the concepts of single and integral transaction costs. This section provides a new approach to the process of evaluating transaction costs, not only for the public sector, but also for the private sector. The classification of public transaction costs proposed in this study is the basis for later discussions of this topic in academic circles and in the educational process, as well as the basis for quantitative and qualitative evaluation of public transaction costs.

The article describes the main factors of the development of civil society in Ukraine. Civil society as an independent and self-governing institution can and must play a powerful transformative and protective role in periods threatening for the state. It is thanks to civil society institutions that the state has a chance to escape from the threat of authoritarianism and disintegration through the development of volunteer, charitable and voluntary movements and the example of the Ukrainian state in recent years is another confirmation of this. Interaction of civil society and state institutions should be based on partnership, mutual interest in achieving the goals related to the process of democratization of all spheres of public administration and public life, socio-economic and spiritual progress, and comprehensive protection of the rights and freedoms of man and citizen. It is the state of development of relations between local executive authorities, local self-government bodies and structural entities of political parties, civil society institutions that demonstrates the democratic and publicity of processes and the realism of the steps of the formation of civil society in the regions of the country. An important part of this process is the creation of effective mechanisms for coordinating the communicative efforts of public authorities, which will enable united efforts in solving common problems, avoid duplication of functions, and simplify organizational structure. However, the article analyzes the principles of interaction of civil society organizations with state authorities and their influence on the development of the rule of law, identifies a number of problematic issues regarding cooperation between the authorities and the public, as well as suggests ways of solving problems in the interaction of civil society institutions with state authorities.

AbstractAll stakeholders involved in the academic educational process (e.g. students, universities, organizations, state institutions) have a direct interest in developing appropriate skills among students aimed at increasing their employability chances on the very competitive labour market and in the same time lessening the transition from school to professional life. Qualitative internship programs are considered a useful instrument which can be used in order to achieve the aforementioned objective. In the last years in Romania this field boomed, many internship programs emerged and were developed and tailored according to specific needs of certain domains. This growth was triggered of one hand side by the initiatives of the socio-economic environment but also by incentives offered by the public sector in form of financing the development of such programs in universities. Which are the main characteristics of internship programs? How are they identified and structured? Which are the factors that influence their quality from students’ perspective? What strategies and measures can be adopted in order to improve the quality of internship programs? The present paper aims at addressing the above questions by analysing the responses of over 450 students which were surveyed within a questionnaire based research conducted in the Bucharest University of Economic Studies in Romania. Various research methods – starting with the analysis of descriptive statistics and continuing with factor analysis and regression analysis- were used in order offer an overview – as comprehensible as possible- of the situation of internship programs in various sectors in the field of business, economics and administration. The outcomes of the study can be of interest for several groups of stakeholders and can be taken into consideration when formulating and proposing improvement recommendations of the policies, regulations and operational measures in this field.

Since 1991, Ukraine has become a direct recipient of international financial assistance (ITA) in the form of grants, soft loans, investments, international technical assistance, etc. According to the latest data of the Cabinet of Ministers of Ukraine, the volume of international assistance to Ukraine during the years of independence amounts to 44 billion dollars and more than 15.6 billion euros. However, no Ukrainian agency provides generalized data on which channels, in which periods and how much international assistance was transferred to Ukraine. And there are no concrete results of using such assistance in Ukraine. This article analyzes the results of the effectiveness of the use of international technical assistance in Ukraine. The purpose of the analysis: assessment of administration, involvement, accounting, transparency, efficiency of use, organizational support of the use process, implementation of state control and further consequences for Ukraine from the received international technical assistance for the period 1991 - 2020. Subject of analysis: agreements on the provision of international technical assistance; reports on the implementation of agreements by the participants in the implementation of the agreement on ITD in Ukraine (donor, beneficiary, recipient, executor) during 1991-2020; information from any sources on the implementation of ITD projects; data from the unified register of projects implemented in Ukraine using the resources of international financial organizations and international technical assistance; available results of monitoring (current and final) implementation of international technical assistance agreements on projects implemented on the territory of Ukraine. Objects of analysis: Ministries and other state institutions and agencies of Ukraine, which are beneficiaries, recipients or executors of the agreement on attracting international technical assistance in our country in the period 1991-2020. Criteria used during the analysis: achievement by public authorities of the results of the obtained ITD results of social, economic, technical nature, etc., in accordance with the planned objectives specified in the application for international technical assistance; availability of reporting for the phased or overall implementation of the agreement on international technical assistance by project participants: donor, beneficiary, recipient, executor; mechanisms for monitoring the implementation of international technical assistance agreements on projects implemented on the territory of Ukraine by public authorities; methods of state, public or other control over the implementation of international technical assistance projects in our country by law enforcement, regulatory, other government agencies and the public; identified abuses during the implementation of ITD projects in Ukraine; further social effect from the implementation of the international technical assistance project in Ukraine; Methods of data collection: analysis of existing in the register of implemented agreements on the provision of international technical assistance in Ukraine during 1991-2020; analysis of reports on the implementation of agreements by the participants in the implementation of the ITD agreement in Ukraine (donor, beneficiary, recipient, executor) during 1991-2020; analysis of indicators of publicly available financial, budgetary and statistical reporting of public authorities and local governments as participants in the implementation of the ITD agreement in Ukraine (beneficiary, recipient, executor) during 1991- 2020; analysis of data from the resources of international financial organizations donors of international technical assistance projects; analysis of the available results of monitoring (current and final) implementation of international technical assistance agreements on projects implemented on the territory of Ukraine; analysis of information from any available information sources on the implementation of ITD projects in Ukraine during 1991-2020.

Subject. This article discusses the issues related to public finance. Objectives. The article aims to identify the determinants, indicators, and priorities of the public finance flow in contemporary Russia. Methods. For the study, I used the methods of statistical, neural network, and cluster analyses, and the systems approach. Results. The article identifies and describes the determining indicators of the main aggregates and balances of public finance, sources, and the use of funds. It establishes a link between the main aggregates and balances of public finance, defining the form and content of Russian capitalism. Conclusions. Understanding the issue and problem of public finance flow in contemporary Russia helps identify the reasons for the inability to transit to a capitalist socio-economic formation. The provisions of the study expand the scope of knowledge and develop the competence of public authorities to make management decisions on the distribution and redistribution of the value of a public product and part of the national wealth.

Este artículo es producto de una investigación que tiene como finalidad establecer la relación que tienen las TIC con el rendimiento académico de los estudiantes del Colegio Técnico Industrial “La Alborada” de la ciudad de Milagro, provincia del Guayas, Ecuador. Este estudio se enmarca dentro de las investigaciones descriptivas, correlacionales, ya que por medio del análisis, observación, comparación y descripción de las variables, se establece el escaso uso de las herramientas tecnológicas en el proceso educativo. Los datos estadísticos se obtienen de los resultados por la aplicación de instrumentos a los estudiantes y docentes de la institución. Se utilizaron los métodos deductivos, inductivos y teóricos para el desarrollo del proceso. La propuesta requiere un fortalecimiento en el uso de las nuevas tecnologías de la Información y Comunicación, siendo importante que los docentes conozcan el uso adecuado de las mismas y las integren en sus horas de clases, porque mejorará el rendimiento académico de los estudiantes por su nueva forma de explicar las clases que serán más interactivas y divertidas. Es necesario realizar un Plan de capacitación en el uso de las herramientas e- learning que garantice una educación de calidad.   Palabras claves: TIC, rendimiento académico, proceso educativo.   ABSTRACT   This article is the result of a research that aims to establish the relationship of ICTs to academic performance of students in the Industrial Technical College “La Alborada” in Milagro, Guayas, Ecuador. This study is part of a descriptive, correlational research, since through analysis, observation, comparison and description of the variables, the limited use of technological tool sin the educational process is established. The statistics are obtained from the resultsof the application of tools for students and teachers of the institution. Deductive, inductive and theoretical process development methods were used. The proposal requires as treng then ing in the use of new information and communication technologies and it is important that teachers become aware of their proper use and incorporate them in their classes, because these will improve the academic performance of students in classes that are more interactive and fun. In order to codify the political and partisan activity in Iraq, after a difficult labor, the Political Parties Law No. (36) for the year 2015 started and this is positive because it is not normal for the political parties and forces in Iraq to continue without a legal framework. Article (24) / paragraph (5) of the law requires that the party and its members commit themselves to the following: (To preserve the neutrality of the public office and public institutions and not to exploit it for the gains of a party or political organization). This is considered because it is illegal to exploit State institutions for partisan purposes . It is a moral duty before the politician not to exploit the political parties or some of its members or those who try to speak on their behalf directly or indirectly to achieve partisan gains. Or personality against other personalities and parties at the expense of the university entity.
