Abstract The construction industry is generally known to be resistive to change and reluctant to embrace new technologies. Innovation, which might be described as the successful exploitation of new ideas, is usually seen as the key to unlocking the industry’s potential. Although there is no doubt that some progress has been made, construction innovation still occurs in a random manner, not as a systemic and managed process. Regardless of the growing number of studies on construction innovation management, there is still a lack of research that identify, compile, classify, and summarize the innovation enablers in construction. Thus, based on a Systematic Literature Review (SLR), this paper aims to provide a holistic understanding of the key elements that enable systemic innovation in construction from a firm-level perspective. The review incorporated data from 38 articles to establish a set of 15 enablers of innovation in construction firms, such as innovation culture, external collaboration (open innovation), knowledge management, and upper management support. The enablers were classified into five different aspects of innovation management: strategic, organizational, human, processual, and financial. The review also sought to identifypractices, routines, methods, or tools that can be adopted to increase innovation activity in construction firms.

The article considers the system of criteria for evaluating innovation activity in the system of public management of socio-economic processes. It is offered to use not exact values of this or that characteristic, and their indistinct analogues for the description of processes in social systems. It is determined that new knowledge and innovations determine the pace of scientific and technological progress, the viability of enterprises and the competitiveness of economies. This necessitates the search for strategies to stimulate innovation activity in the field of public administration, focused on the formation of a comprehensive system of motivations, the creation of a modern organizational and economic model of activity, the introduction of monitoring and evaluation technologies. At the same time, there is a lack of a systematic approach to the assessment of innovation activity in the public administration system, which is accompanied by an increase in the risks of innovation and negatively affect the introduction of new technologies. In this regard, the problem of selection and implementation of an effective system for monitoring and rating construction is relevant. Existing in theory and practice approaches to innovation management and assessment of the level of its development do not contain clear, unambiguously interpreted criteria for choosing a strategy, as well as tools and methods to stimulate innovation. In addition, insufficient attention is paid to the organizational aspects of the implementation of innovation strategies. The list of the main characteristics for classification of innovative activity and construction of rating monitoring is resulted. Each of the subsystems is characterized by its fuzzy index. Thus, a combination of indexes describing various aspects of system operation is a universal code that can be used to classify and rank. The principles of analysis of quantitative indicators are also used as a methodological basis in the formation of the methodology for assessing innovation activity. Indicators should be used in the development of further strategies and the introduction of rating technologies to monitor the use of modern management techniques, the use of managerial innovations, digitalization of public administration, etc.

Construction is a complex activity, characterized by high levels of capital investment, relatively long delivery durations, multitudinous risks and uncertainties, as well as requiring the integration of multiple skills delivering a huge volume of tasks and processes. All of these must be coordinated carefully if time, cost, and quality constraints are to be met. At the same time, construction is renowned for performing poorly regarding sustainability metrics. Construction activity generates high volumes of waste, requires vast amounts of resources and materials, while consuming a significant proportion of total energy generated. Digitalization of the construction workplace and construction activities has the potential of improving construction performance both in terms of business results as well as sustainability outcomes. This is because, to put it simply, reduced energy usage, for example, impacts economic and “green” performance, simultaneously. Firms tinkering with digitalization, however, do not always achieve the hoped-for outcomes. The challenge faced is that a digital transition of construction firms must be carried out at a strategic level—requiring a comprehensive change management protocol. What then does a digital strategy entail? This study puts forward an argument for the combined economic and sustainability dividends to be had from digitizing construction firm activities. It outlines the requirements for achieving digitalization. The elements of a comprehensive digitalization strategy are cataloged, while the various approaches to developing a digitalization strategy are discussed. This study offers practitioners a useful framework by which to consider their own firm-level efforts at digitalization transition.

For almost 20 years, research on firm level innovation have relied upon [Lawson and Samson (2001). Developing innovation capability in organisations: A dynamic capabilities approach. International Journal of Innovation Management, 5(3), 377–400] concept of innovation capability (IC). Of note, these authors stated that this concept needs to be ‘refined, validated and tested using other research methods’ [Lawson and Samson (2001). Developing innovation capability in organisations: A dynamic capabilities approach. International Journal of Innovation Management, 5(3), 377–400], p. 396. To date, empirical studies heeding this call have been challenging to find. By researchers relying on this untested concept, they risk not attaining comprehensive insights into the firm level mechanisms underpinning the transformation idea and knowledge into innovations. This paper proposes a rethinking of the IC concept. The analysis is based on survey data of 69 firms involved in the Australian maritime industry using exploratory factor analysis (EFA) and confirmatory factor analysis (CFA). The results suggest that the IC concept might be refined from seven dimensions, initially conceptualised, to three dimensions. The three dimensions are renamed as institutionalising innovation, implementing innovation and stimulating innovation.

Abstract The majority of Czech managers are aware that the long-term competitiveness of the company depends primarily on the use of innovative technical solutions and investments in new technologies. Despite awareness of the importance of innovation, many companies do not know how to manage, implement, and evaluate them. Empirical research showed that most innovation firms implement, but do not systematically manage the implementation of innovative projects and the allocation of funds. There is a contradiction between companies’ ability to orientate themselves in the approaches available in the area of innovation management and the existence of a large number of approaches that can be used to address a particular type of innovation problem. A set of innovation concepts has been created to solve those challenges. Practical steps of the decision-making mechanism for selecting innovation concepts have been proposed. The decision-making mechanism is based on the analytic hierarchy process (AHP) and serves primarily for managers of medium and large enterprises.

In a knowledge-based economy, it has become increasingly important to better understand critical aspects of the innovation process such as innovation activities beyond R&D, the interaction among different actors in the market and the relevant knowledge flows. Using a sample of 431 textiles and apparel manufacturers, this paper explores the dynamics of firms’ innovation activities by analyzing their innovation behavior, the extent and types of innovation, the resources devoted to innovation, sources of knowledge spillovers, the factors hampering technological innovation and the returns to innovation for three years, 2013–15. Our results show that 56 percent of the surveyed firms introduced technological and/or nontechnological innovations, while 38 percent introduced new products, these innovations were generally incremental as the majority of innovations were new only to the firm. Furthermore, the innovation rate increases with firm size; large firms have an innovation rate of 83 percent, followed by medium firms (68 percent) and small firms (39 percent). Technologically innovative firms spent, on average, 10 percent of their turnover on innovation expenditure in 2015. Acquisition of machinery and equipment is the main innovation activity, accounting for 56 percent of innovation expenditures. Large firms consider foreign market sources (clients and suppliers) and small firms consider local market sources their key source of information and cooperation. 63 percent of technological innovators cite improving the quality of goods as their most important objective. Lack of available funds within the enterprise is the single most important cost factor hampering innovation, followed by the high cost of innovation. Our results show that 67 percent of the turnover among product innovators in 2015 resulted from product innovations that were either new to the market or new to the firm.

In the world economic space there is a complex transition from industrial technological system to postindustrial, in which the high tech, informatization and knowledge economy takes on the dominating role of the driving forces of development. Naturally, for such a turn of events, economic science was not well prepared, and today there is a certain gap between the practice of accelerated changes and the scientific provision of these processes. First of all, it concerns the development of a strategy and mechanisms for the development of the country's economy and identifying opportunities for realizing its innovative potential by doing innovative management. The researchers consider innovative management in their work in a number of aspects: science and art of innovative management (I. Dichkivska, P. Zavlin); kind of administrative activity in making decisions on innovations (I. Balabanov, M. Yon, V. Stadnik,); management of innovations (N. Kruglov, A. Porshnev); a system of rules of principles, norms, values orientations that regulate various spheres of innovation activity (V. Vasilenko, L. Oholova). In innovative management, the methods of socio-psychological series, heuristic and collegial (I. Ansoff, B. Gates, L. Karuushkha, A. Morita) prevail. There is a change in the general functions, structure and objectives of management (L. Danilenko, L. Oholova), there are special means and forms of organization of innovation activity (V. Vasilenko, L. Vashchenko).The study of literary sources and their generalization shows the importance of this issue, and requires a more in-depth study and analysis of international experience in implementing innovative measures. The research objective. The main purpose of this study is to analyze measures to stimulate innovation development in the countries of the world, assessment of their effectiveness, as well as consideration of the directions on the basis of their activation of innovation activity in Ukraine. The article reveals the essence of the concept of "innovative management", analyzes the international experience in implementing and stimulating the innovation process. Thus, to summarize, it can be concluded that the experience of leading countries in stimulating innovation usually involves quite similar measures, namely: subsidies, tax cuts or, in some cases, tax holidays, payment of a share of R & D expenditure. The following organizations are created: informational, technical, financial support for business engaged in innovation activities. This article aims to prove the working hypothesis, as well as determine and analyze the peculiarities of the network model of open innovation activity in biomedical sector in the context of protection of intellectual property in Russia and abroad, based on examination of the real projects implemented within the framework of this strategy by the organizations (for example, Structural Genomics Consortium) and companies (Bayer, AstraZeneca, FabRx, Biogen, Vertex Pharmaceuticals). The article employs the methods of induction and deduction, formal and dialectical logic for revealing the benefits of network cooperation and open innovation strategy, which substantiates the objective need for the business strategies, methods and mechanisms for the production and protection of scientific information and results of intellectual property in the context of development of new technologies (such, blockchain), which are discussed in the article. The relevance, theoretical and practical importance of the conducted research lie in the fact that the network “open” and traditional “closed” methods of production of the new scientific knowledge have their merits and flaws that may influence the scientific progress and innovation-driven growth. The experience of foreign institutes, scientific centers, and companies can be valuable in seeking the answers to the analogous questions associated with the development, substantiation, and recognition of collaborations based on the open innovations of the Russian Federation. The results acquired by the author are also reflected in the ideas that in the sphere of biotechnologies, the projects implemented in within the open innovations strategy may have different configurations (domestic and supranational), however pursuing a single goal –  to create a more effective specific therapy for various diseases, which would promote network collaboration, and by common consent, can be achieved via three vectors of research, while legal certainty and security can be ensured by blockchain technology.

In the XXI century, the key to rapid socio-economic development is to have an effective innovation policy, aimed at introducing high "disruptive" technologies, new ways to organise and manage work, advanced inventions, and the means to progress scientific and technical achievements.The formation of an innovative economy in Kazakhstan is a complexity of economic, social, and political issues. An effective use of research findings and developments in the real economy is most important in terms of Kazakhstan’s successful competitiveness, assurance for high economic growth, improved quality of life, and to help realize other innovative priorities. In these circumstances, innovation management and development is becoming more relevant as the basis for developing Kazakh companies, by way of a defined set of relevant technical, operational, organizational, marketing, and financial operations.The purpose of this study is to identify characteristics and practical recommendations for the development and further improvement of management mechanisms relating to the innovative activity of enterprises in Kazakhstan. The study used a systematic approach of comparison, scientific abstraction, data collection, analysis and synthesis, applied expertise, and statistical methods. The core value of the work was to support the feasibility of a system for Kazakh enterprises to promote innovative activity and the development of high technologies.

Demand for green hospital buildings is increasing. While some hospital buildings were designed and constructed as green buildings, many hospital buildings have been upgraded to comply with the green requirements. Green hospital buildings require green maintenance practice. In comparison, procuring green buildings is easy as compared to green maintenance. Through unstructured interviews involving 3 hospitals, this research investigated the complications in the implementation of green maintenance in hospital buildings. The research found that lack of awareness, financial constraints/government support, new technologies, and top management support were the major obstacles toward the implementation of green maintenance. The results also confirmed that the maintenance of hospital buildings is corrective, reactive, and cost-driven. The salient finding from this research is that the maintenance organizations have a poor understanding of the concept of green maintenance practices. Saving energy costs are the main purpose of implementing green maintenance in hospitals. From an ontological point of view, the main findings of this research on the constraints of the implementation of green maintenance are generalizable to other types of buildings in and outside of Malaysia.
