The authors study two basic approaches to modeling human behavior that have a long history. The first one is connected with shaping desired behavior models. Such models can be found in sacred books of many religions. The second approach is connected with characterizing behavior by means of a certain associative image. The authors present a comparative characteristic of both approaches and reveal their methodological difference. The article describes the problems that arise while using associative models of employees’ behavior in a modern organization. At the same time the authors point out the increasing for many countries significance of the approach connected with shaping desired employees’ behavior models. So they use system basis to structure the basic tasks of shaping desired employees’ behavior models. It helps an organization to find a necessary number of employees’ behavior models. They will facilitate achieving the organization’s objectives, solving its tasks, effective exploitation of the resources and achieving the results. The attention is mainly paid to minimization of the increasing threats of the external environment, particularly to neutralization of the influence of those organizations and individuals whose values do not meet the interests of a certain society and business entities. The authors reveal strategic and current relevance of shaping desired employees’ behavior models for organizations and state, and suggest the way to solve this task. The central place is given to government agencies and the leader’s personal example. The article contains a list of major works to be done within a national project on neutralization of the increasing negative influence of the external environment. There is also a list of conditions for harmonic combination of both approaches to modeling employees’ behavior in practice to obtain additional managerial effect. The authors insist that government regulation of shaping desired employees’ behavior models in organizations is inevitable historically. Delays will only increase the lost profit and the costs for compensating the growing damage.

The development of Ukraine’s economy is followed by the transformation processes that create certain challenges for business entities in the machinery industry, since it is characterized by a long operational and financial cycles that triggers investment risks and hampers the reproduction processes as well as provides barriers to ensuring the relevant level of science and technology development in the sector. Apparently, the external environment tends to damper the product quality in the machinery manufacturing industry. The lack of relevant economic background to enhance the implementation of innovative means of production hinders both the process of supplying enterprises in other industries with their own means of production and their productive forces development. Economic stability of enterprises is critical for ensuring the effective functioning and development of industries in the national economy as well as for attaining current and perspective goals which are largely affected by the competition level within domestic and foreign markets. The paper focuses on studying the external business environment dynamics in the machinery industry to ensure its economic stability. The methodological framework of the paper covers the study of classical economics research, scholarly publications of scientists and specialists in enterprise management, along with application of combined research methods: analysis and synthesis, theoretical and logical generalization and modelling. The research findings on exploring the external environment effects on enterprise performance in the machinery sector have revealed the current reasons for the decline in their economic stability. Rationale is provided for the need to implement the mechanism of economic stability management in the machinery industry under the dynamic settings of the modern economy which is an important tool in building and managing the overall enterprise economic security strategy. The research results might have significant implications for further development of the theory and practice of economic security management in the area of enhancing the capacity of machinery industry enterprises.

Radical changes in the domestic economy, structural changes associated with the development of market relations, have contributed to the introduction of information technology, which has significantly changed the conditions of enterprises in various industries. This poses new challenges for companies - to seek effective development strategies aimed not only at implementing social functions, but also to find effective mechanisms for management decisions. Regarding the theoretical and methodological principles and areas of management R. Fatkhudtinov proposed an alternative classification of approaches [289]: complex, integration, marketing, functional, dynamic, reproducible, normative. But their separate practical use is impractical. It is necessary to integrate them into established approaches to enterprise management and management decisions. F. Taylor is considered to be the founder of the concept of scientific management [274]. He was the first to conclude that management work is a specialty and that an organization will benefit if each group of employees does the job it can best do. At the same time, the world of industrial production became an arena of rapid change. These and other factors have led management representatives to become more aware of the existence of external factors in relation to the organization. For this purpose, new approaches to the study of management science and practice were developed: system, process, resource, situational approach, and the result of scientific research of domestic and foreign scientists in the field of management theory and practice was the emergence of synergetic and reflective approach. At the heart of the systems (cybernetic) approach, there is an assumption that any system (object) is a set of interconnected elements that has an input, output, communication with the external environment and feedback. The development of a systems approach, which gives the specialist new opportunities for the study of management, today is a synergetic approach. The given analytical review of the basic approaches to management and acceptance of administrative decisions in economic systems has shown, that there is no uniform generally accepted theory of management. Moreover, there is an increasing differentiation of research on management problems. At the same time, the tendency of mutual integration of different schools and directions on the basis of separate common concepts is clearly manifested.

There are highlighted the key problems of the public procurement development in Russia, their nature and origins. There are also discussed the issues of the procurement digitization as well as the possibilities of applying procurement tools in order to spur digitization of public governance and national economy. The author highlights the key strategic options for the Russian public procurement development, offers its target (desirable) future image, and discusses the ways to reach it.

Subject. This article discusses the issues of reflection of information on settlements with equity construction investors both on off-balance and balance sheet accounts of the developer. Objectives. The article aims to determine the extent of the transition to project financing of housing construction using escrow accounts, explore options for accounting for incoming funds of equity construction investors, and develop a methodology that helps avoid tampering with the balance sheet total of developers. Methods. For the study, we used induction, deduction, analysis, synthesis, and the calculation and graphic, monographic, and accounting and analytical methods. Results. In some cases, the findings have revealed significant discrepancies the way funds available to escrow accounts get accounted for. An analysis of the causes of these deviations confirms the need to develop an off-balance sheet accounting methodology. Conclusions and Relevance. The updated methodology is structured in such a way that the investors' funds are accounted by the developer in one account, another account is used for settlements with the equity construction investors, and the funds placed by the bank on the escrow accounts are reflected in the off-balance sheet of the developer, without misrepresenting the balance sheet total. The results can be used in the theory and practice of construction companies in the process of accounting and reporting by business entities of various forms of ownership, as well as for further scientific developments and practical applications.

Grounded in open system theory this chapter covers the primary contributions to our understanding of organization change since the early work of Kurt Lewin in the 1930s and 40s. Two areas of interest represented the theory and practice back then and since—what to change and how to change organizations. Most models of organizations covered both. Regarding the what models, the organization’s external environment, its strategy, culture, and structure are examples of what has been included. The how models developed mostly from practice with learning coming from experience about stages of the change process such as gathering data, diagnosis, developing a vision and communicating it, etc. The latter part of the chapter brings organization change thinking up to date with three articles that have reviewed considerable literatures. These reviews provide significant information regarding organization change that is evidence based, the importance of an organization’s history in terms of its relevance to effective change, and how leadership has a direct impact on organization change.

The article is devoted to the problem of digitalization, which currently occupies a central place at the global level, since in today's rapidly changing world, accelerated rates and changes in the field of technology can be taken into account not for years, but for months. Today, the main goal of digitalization of education in the republic is to improve the quality of education, the formation of digital competencies of students based on the creation of a unified educational information environment using digital learning technologies. In this regard, the modern education system of the country can be considered as a dynamically developing system aimed at harmonious integration into the world educational space. This, in turn, is accompanied by changes in the content structure of the teaching technology and significant changes in the pedagogical theory and practice of the educational process, which contribute to mastering the constantly dynamically developing didactic capabilities of ICT and the harmonious entry of the child from primary school into the developing information environment. Observation, research of the work of students and teachers and the responses received to the survey prove that the rational use of digital educational resources in everyday practice contributes to improving the efficiency, effectiveness and productivity of the learning process. In addition, digital technologies help to improve relationships, increase the responsibility of students and teachers for learning, achieving success. The authors, analyzing the course of the transition from the period of informatization to the current period of digitalization, by introducing the first computer technologies into the educational process of primary classes, tried to reveal its positive and negative aspects, to determine the readiness of primary school teachers to plan the content of education in the information educational environment. Along with providing the author's position on the basis of an analytical analysis of research works of domestic and foreign scientists on the topic of research, the objective and subjective factors influencing the transition from informatization to digitalization of modern primary schools are revealed.

The article describes the essence and basic approaches to the concept of "innovation", formed the author's concept of innovative development of the enterprise; in the process of studying the specifics of the aeronautical sector of Ukraine considered and analyzed the components of innovative development of the aircraft industry, identified the main negative trends that characterize the state of innovative development of the aircraft industry of Ukraine caused by economic crises and the problem of import substitution; analyzed the dynamics of enterprises engaged in the production of aircraft and spacecraft and related equipment, and in particular those that are innovative, based on which it was concluded that the level of development of innovation in the domestic aviation industry is quite low and has a declining trend. confirmed by the low level of implementation of technological innovations and the reduction in the number of aircraft companies engaged in innovative activities; It is established that the innovative development of domestic aircraft industry is currently extensive, as the increase in innovation is more than 80% through the purchase of machinery, equipment and software from third parties at a constant level of the existing technical basis of production and almost no own research and development; a system of measures aimed at forming an updated paradigm of development of innovative activity of the aviation industry of Ukraine is proposed, which provide for: integration of higher educational institutions, scientific institutions, international scientific organizations into the innovation process; development of the system of financial and credit support for the implementation of scientific, technical and innovative programs; technological re-equipment and structural restructuring of production; improving the organizational structure of business entities; technology transfer; development and stimulation of scientific and inventive potential of enterprises; introduction of effective mechanisms of state support of innovative activity of enterprises.

Significant institutional weaknesses of the formation of the management structure of an industry cluster are revealed, the possibility of engineering new structures of governance based on the principles of innovative management is identified. Feature of industrial clusters is the need and necessity of innovation that permeates all structures of the cluster management and all the processes of cluster management and, in turn, creates the preconditions for the formation of business entities the ability to successfully overcome a crisis situation. The purpose of the work is to develop the improved construction of innovational sectorial clustering with the use of effective centralized system of management of cluster business processes, based on diffusion of innovational technologies and their production embodiment. A typical structure of sectorial cluster management does not allow determining goals, tasks, tools, and mechanisms of innovational development of sectorial cluster’s enterprises. Drawbacks of the typical structure of sectorial cluster management are as follows: lack of representation of the scheme of cooperation between cluster members and external environment, format of development of interrelations between cluster’s elements in the sphere of information exchange, movement of material flows and financial resources, lack of formed areas of responsibility and matrices of competences of cluster members in various scenarios of development of external environment. The “structural imbalance” in the system of management of sectorial cluster is determined, which consists in elaboration of production and functional structure and “fuzziness” of responsibility for cluster activities efficiency. The use of the improved innovational construction of sectorial cluster management will eliminate structural imbalance in the process of management of sectorial clusters and increase effectiveness of their activities under the conditions of turbulent development of external environment.
