Subject. This article deals with the issues of functioning of the region as a system. Objectives. The article aims to identify the problems of the region's functioning as a system, develop methodological tools to monitor the sustainable development of the Siberian Federal District territories, and determine the the impact of socio-economic and environmental factors on the sustainable development of the region as a whole. Methods. For the study, I used the methods of theoretical, statistical, and empirical analyses taking into account an integrated approach. Results. The article reveals the impact of some individual components of regional development on the sustainability of the territorial system as a whole. Relevance. The results of the study can be used to analyze the sustainability of regions' development.

Introduction.The article is devoted to the study of the regional manufacturing industry of the Siberian Federal District from the standpoint of economic security. The purpose of the article is to analyze the manufacturing industries on the basis of the proposed indicators group and in the context of ensuring economic security of the Siberian federal district.Materials and methods.The scientific methods of logic, comparison, as well as the method of the statistical materials’ analysis are used in the research. The analysis of the manufacturing industry was carried out in two groups of indicators:1)            indicators determining the socio-economic importance of the manufacturing industry for the region;2)            indicators of the export potential of the regional manufacturing industries, contributing to the development of the region.Results.The main results of the study are in identifying the regions of the Siberian Federal District, in which the manufacturing industry is the most important component in supporting the development of the region and maintaining its economic security. Moreover, special attention is paid to the contribution of manufacturing industries to the socio-economic stability of the Omsk region.The paper touches upon the theoretical and methodological provisions related to the study of the role of manufacturing industry in the development of the country and its regions and in improvement of methods for assessing regional economic security. The author proposes the group of indicators that allow more accurately reveal the impact of manufacturing industry on the socio-economic condition of the region.Discussion and conclusion. The conducted research allows supplementing the existing scientific directions with the approach, which clarifies the assessment of the manufacturing industry with an analysis of its export potential indicators, in order to expand the comprehensive understanding of the most problematic points of regional development from economic security point of view.

The article presents the results of the analysis of the impact of new technologies and human capital on the contribution of new technological modes in the economy of the Siberian Federal District. Econometric estimates of the impact of new technologies and human capital on the contribution of new technological modes in per capita GRP in the Siberian Federal District`s regions of the Russian Federation were obtained. Elasticity coefficients of the contribution of new modes in per capita GRP due to new technologies evaluated with the capital labor ratio with fixed assets and the use of human capital evaluated with the share of employees having higher education were estimated. The use of new technologies is the most effective in Irkutsk region, Tomsk region, Novosibirsk region, Omsk region and Krasnoyarsk territory. The use of new technologies is inefficient in Trans-Baikal territory, Republic of Buryatia and Republic of Altai. The use of human capital is the most effective in Tomsk region, Irkutsk region and Krasnoyarsk territory. The use of human capital is inefficient in Republic of Buryatia, Republic of Tuva, Republic of Altai, Altai Territory and Trans-Baikal territory. The value of elasticity coefficients determines the necessity of increasing investments in the region either in fixed assets or to increase the share of employees having higher education.

The article discusses and comparatively analyses the dynamics of the level of intellectual capital and indicators of economic development of the Altai Region and the regions of the Siberian Federal District based on the author’s approach to the assessment of intellectual capital as a factor of economic development. A decrease in the competitiveness of the Altai Region in the field of education, research and development, innovation activity across the Russian Federation and the Siberian Federal District was found. Criteria of the effective transformation of regional intellectual potential into regional intellectual capital and regional innovation activity, as well as criteria of the effective use of intellectual capital as a factor of regional economic development are proposed. The deferred (time lag) effects of the impact of intellectual capital on the economic development of the regions of the Siberian Federal District are evaluated.

The article analyzes the impact of the uneven socioeconomic development of the regions of the Siberian Federal District on the migration loss. Using the GRP (gross domestic product) indicator, the author demonstrates significant differences in the level of the socioeconomic development of Siberian regions. The trend towards a decrease in natural increase in Siberia that has emerged in recent years is exacerbated by an increase in migration loss, which has covered a number of regions of the Siberian Federal District. The article contains an overview of modern trends in the field of migration movements, identifies the features of these movements in Siberian regions. On the example of Omsk Oblast, which has demonstrated the most profound migration loss in recent years, the leading factors of influence on migration processes are identified: the fiscal capacity of the region; low wages in the region, the share of the population whose cash income is below the minimum subsistence level; environmental woes; the opportunity of continuing education, obtaining future-oriented professions; conditions for the development of small and medium-sized businesses; the stability of the regional economy; and climatic conditions. Using the methods of quantitative and qualitative analysis, the author assesses the manifestation of each factor in the indicators of migration loss in Siberian regions. The study did not show a direct relationship between the fiscal capacity of the region, the level of wages, and the indicators of migration growth. At the same time, the connection between migration loss and the state support of regions in the educational sphere or the developing assistance to small and medium-sized businesses is more clearly visible. The special role of youth migration is emphasized. The analysis of the identified trends shows that the growing differences between regions will contribute to depopulation trends in some regions and to the loss of complexity in the reproduction of macroregional socioeconomic ties. The author emphasizes that the fiscal capacity of the region should remain the main criterion for federal support, and the state system of budgetary incentives should be implemented in accordance with the needs of the regions and the characteristics of the territorial labor market. In the final part, the measures to improve the spatial strategy of Russia at the present stage are proposed. The idea of macroregional development presented in the strategy should be supplemented by the prescribed mechanisms of interaction between business communities registered in different subjects of the federation, within the framework of promising cluster formations.

When Russian construction companies switch to project financing they face a number of problems which have a negative impact on their operations. While a company is able to influence internal factors (such as resources, capital, their utilization efficiency etc.) it is virtually impossible to control external factors (inflation, unemployment, government policy etc.). These factors make a company less stable financially. One of manifestations of financial stability is resistance to external environmental disturbances. External factors influence corporate financial stability, they are mortgage rate, price increase index etc. Defining the extent of influence of external factors will help to mitigate the impact of external environment, alleviate the consequences. This makes the topic of the research relevant and increases the significance of analysis of external factors which influence corporate operations.In this paper we conducted content analysis of the financial stability definition; evaluated financial stability of 50 construction companies of the Siberian Federal District; selected statistical information by constituent entities of the Siberian Federal District which influences construction companies’ operations; assessed influence of the selected factors on financial stability of construction companies applying the binary choice model (logit model). The research showed that mortgage rate, consumer price index and nominal average salary influence construction companies of the Siberian Federal District. If influence of these factors is taken into consideration when planning and managing construction companies’ resources they will be able to resist the impact of external environment and improve their financial stability.

The paper focuses on the impact of recession on the population life quality and aims at its quantitative assessment in the regional (e. g., the regions of the Siberian Federal District) and temporal aspects (analytical database includes 2003 - 2013). The authors also consider the possibility of delay (lag) of the individual indicators and areas of life quality in response to the recession. The research methodology is based on a graphical analysis of dynamic trends of the statistics (27 quality of life indicators and 8 economic indicators). The results showed that the sagging economic and social indicators are not always synchronous and proportional to each other, on this basis it is possible to differentiate between the regions of the Siberian Federal District. Furthermore, the reaction of individual indicators of the quality of life and spheres occurs with time delays of different durations. It is necessary to take into account the regional authorities in the policy aimed at maintaining the quality of life in times of recession Keywords: quality of life, the crisis, the impact of regional policy, time lags.

The development of small and medium-sized businesses, shaping the market structure of the economy, ensures the growth of production of goods and services, their saturation of the market, and solves a number of social problems. Under certain prerequisites, small and medium-sized businesses can become a driver of sustainable economic development and an increase in the “stratum” of the middle class, which predetermines its state support. Despite the importance of SMEs for the national economy, this sector of the economy remains the most vulnerable and subject to the influence of the external environment. For example, many small companies, which traditionally have weak immunity to negative market fluctuations, barely withstood the impact of the COVID-19 pandemic. As part of the study, an assessment of the influence of external factors on the volume of activities of small and medium-sized businesses in the Siberian Federal District was given, monitoring and timely response to changes in which will allow managing to provide timely support for small businesses.

The assessment of regional intellectual and innovation activities and its components was made by the example of the regions of the Central Federal District and the Siberian Federal District. The influence of intellectual and innovation activities on regional socio-economic development is considered.
