This paper presents the author’s approach to the assessment and analysis of regional intellectual and innovation activities and its components: regional intellectual and innovation potential, climate and capital. The assessment of regional intellectual and innovation activities and its components was made by the example of the regions of the Central Federal District and the Siberian Federal District. The influence of intellectual and innovation activities on regional socio-economic development is considered.

Subject. This article explores the various aspects of the concept of Spatial Development. Objectives. The article aims to develop a conceptual basis for the spatial socio-economic development of the collaborating regions. Methods. For the study, I used the methods of comparative and statistical analyses. Results. The article shows how cooperation between the subjects of the Russian Federation increases the potential of economically united regions. Conclusions. When preparing national strategic planning documents, it is necessary to take into account the specifics of regions, their capacity, available resources, and focus on the relationship between regions.

The strategic planning features of Russian regional socio-economic development in modern conditions are shown. The issue includes the use of strategic planning tools at various economic development levels of the country and its methodological development lack has been revealed. Indicators for determining the gender reserve of labor potential for the regional economic and social sphere are proposed. Indicators for the index of the gender balance in Irkutsk region and the constituent territories of the Siberian Federal District have been calculated. On the basis of the structure of the gender balance index for the constituent territories of the Siberian Federal District, the priorities of the areas of regional social development have been hilighted.

The subject of the research is the population decline and, as a result, a drop in the labor potential in the Far East. The relevance of the problems under study is due, firstly, to the low population density in this area, secondly, negative values of the natural movement of the population, thirdly, migration of working-age people to other regions, fourthly, relatively low indicators of standards and quality of life of citizens living in the Far East. Together, the negative factors identified in the area carry a geopolitical threat and impede the desired strategic socio-economic development of Russia. The purpose of the paper was to reveal the factors contributing to the growth of the labor potential in the Far Eastern Federal District based on an analysis of ongoing processes and existing regularities of critical interrelationships. The study is based on the analysis of changes in the population of the Far East regions, migration growth/decline indicators, life expectancy factors in the gender context, trends in loss/growth of budget incomes per capita as well as the per capita cash income. An integrated approach to increasing the labor potential of the population in the regions of the Far Eastern Federal District is proposed based on the analysis of the interrelationships of demographic, cultural, economic and social processes taking into account the concepts of self-protective behavior, human capital, and social clusterism. It is concluded that this approach can be used by government agencies in the implementation of the plan of the long-term socio-economic development of the Far East.

The article analyzes the impact of COVID-19 pandemia and caused by it quarantine measures on social and economic development of certain regions of the Central Federal district of the Russian Federation, i. e. Bryansk, Voronezh, Ivanovo, Smolensk and Tula. Special attention is paid to small and medium business. The authors provide findings of the anonymous social survey carried out in the format of on-line questioning in the mentioned regions, which show public feelings in respect of restriction measures and steps of state support for business and relative expectations concerning prospects of regional entrepreneurial activity. The results of the survey showed that small and medium business suffered serious losses as a result of the pandemia. Economy restoration will be slow and long, according to respondents. Business of some respondents was ruined. The authors provide recommendations aimed at minimizing COVID-19 after-effects.

Officially published statistics on socio-economic development of the regions implies significant disadvantages such as considerable time delay and insufficient validity. Analysis of banking indicators greatly contributes to easing the problems. Indicators on payment dynamics, changes in payment and settlement infrastructure, the structure of the bank resources, and lending to various loaners successfully complement and verify findings based on the traditional economic data on the real sector of the economy and the financial condition of citizens. In the Central Federal District, data on the banking sector activity confirms the official economic growth rates. During research no relations were found between the average per capita income and the amount of bank savings of individuals. We revealed the dominance of mortgage lending in the debt structure of individuals. Share of mortgage lending is larger in the most depressive regions. We figured out the inverse relationship between the growth of debt load and overdue debt in Central Federal region. The large companies contribute to the development of the most successful regions the way more than small and medium-sized business. Digitalization is a sequence of economic growth.

The article discusses the mechanism of complex development of the territory, organized through the creation of Priority Socio-Economic Development Areas (PSEDA). The purpose of the article is to study the features of PSEDA in the Siberian part of the Russian Federation, the object of the study is the Baikal region and the regions of the Siberian Federal District and their settlements that received this status. The relevance is determined by the fact that PSEDA are created in order to solve the problems of monospecialized cities: to diversify their economy and reduce dependence on city-forming enterprises, it is assumed that they will become points of economic growth, improve the investment climate. The basis of the work was the statistical information of the regions of the Siberian Federal District, information resources of federal and regional authorities and directly territories with this status. The article summarizes these territories, investment projects within the PSEDA, areas of activity that receive support under this mechanism in Siberia. In the Siberian regions on the territories of PSEDA, investment projects prevail in a wide range of industrial production: wood processing, food, light industry. Many projects have not yet begun implementation or are at the stage of infrastructure construction. In the case of successful implementation of these projects, the development of manufacturing industries in resource regions, in which investment projects are implemented mainly in the field of natural resource extraction, will take place. Prospects for the study is related to a further comparative analysis of the socio-economic dynamics of the region and settlement with a fully functioning PSEDA: how much do the parameters of regional development improve after the formation of PSEDA, does the growth of socio-economic indicators occur.

The article actualizes the need to determine the sustainability of regional development as the main indicator of the balance of economic, social and environmental indicators that reflect the development of territories. The authors calculate the stability index of the subjects of the Central Federal District, carry out their comparative analysis, identify trends and determine the main directions for increasing sustainability in the future.
