Non-profit organizations deliver a wide range of meaningful resources to communities in such diverse areas as education, arts, social services, etc. However, compared to the private sector, their funding potential is much more limited. The increasing social and economic impact of the non-profit sector is a reason why there is a need to persistently enhance these opportunities. State contracts have the potential to be regarded as one of the most essential sources of funding for non-profit organizations in the social sphere. In Russia, recently passed laws ensure substantial benefits for 'socially oriented' non-profit organizations that participate in public procurement. Nevertheless, despite the existence of norms allowing socially oriented NPOs to be granted preference in tenders, the presence of the non-profit sector in the Russian public procurement market is still insignificant. This study seeks to analyze the peculiarities of Russian public procurement legislation. The main question of the study is why state procurement failed to become a driver for the development of the non-profit sector in Russia? To answer this question, firstly we consider the functioning mechanisms of socially oriented NPOs in the public procurement market. Then, we analyse the results of expert interviews, which let us identify the following barriers limiting the participation of NPOs in public procurement: economic, financial, social, and organizational. Finally, we draw the conclusion that, for the majority of non-profit organizations, state procurements are an optional source of funding in view of the barriers identified above. This study is relevant for government and public authorities as it can serve as a starting point for improving the mechanisms of attracting the non-profit sector to the sphere of public procurement.

The article considers normative requirements, organization procedure, legal forms of support by state authorities of the Chuvash Republic of socially oriented non-profit organizations that provide socially useful services to both the population as a whole and individual citizens. Emphasis is placed on the main forms of State support in the national region; in particular, we considered property, financial, information, support in the field of training, additional professional education of workers and volunteers (volunteers) of socially oriented non-profit organizations. The purpose of the study is to analyze regional measures of state support for socially oriented non-profit organizations in the social sphere within the framework of the current legislation. According to the results of the study, the authors believe that the current legislation should establish the volume and quality of socially significant services for various categories of the population provided by non-profit organizations, approve the criteria for maintaining a register of organizations that will receive state support, and develop a program of preferential loans for non-profit organizations.

The article provides an analysis of the formation of the social services market in the Volgograd region since the adoption of a federal law that introduced fundamental changes in the field of social services, allowing non-profit organizations to act as full participants in the social services market. A review of domestic publications addressing key issues is presented: economic and managerial aspects of access of non-profit sector organizations to the social services market, infrastructure support, the formation of a state support system, successful regional practices. The role of non-governmental suppliers in the social services market is shown, the specifics of the modern institutional structure of the social services market are described. The current state of the social services market is characterized, the data of the report of the Ministry of Economic Development of Russia for 2018 on the implementation by the constituent entities of the Russian Federation of measures to ensure access to non-profit organizations to budgetary funds are presented. The main quantitative indicators of the social services market of the Volgograd region are highlighted. The results of a sociological study showed that the majority of the population does not use the services of non-profit organizations, the popularity of their services is low, and free services are most in demand. The possibilities of non-profit organizations when entering the social services market of the Volgograd region were identified: extensive experience in providing services, the availability of proven social technologies, targeted nature of assistance, customer focus. Despite the creation of conditions for expanding the access of non-governmental organizations to budget financing, there are barriers to accessing the social services market: delayed cost recovery when services are completed, economically unjustified tariffs, insufficient compensation to non-state suppliers, unnecessarily bureaucratic reporting procedure of non-profit organizations for services provided. To develop the demand and supply of non-profit organizations, it is necessary to inform the beneficiaries in more detail about the quality of the services provided, tariffs, increase the level of public confidence, introduce successful experience in other regions. Creating favorable social and economic conditions, consolidating the efforts of all interested parties can create an effective system of social services in the Volgograd region on the principles of interagency cooperation.

Summary In democratic societies, citizens join as volunteers in the management of various areas of the social sphere. They do this by engaging in non-profit organizations’ activities. People are the basis for the functioning of these entities, so it is possible to use appropriately adapted HRM methods and tools. The important part of the social workforce of non-profit organizations is young people (up to the age -of 26). The article presents the results of research on the experiences of young volunteers - the characteristics of their involvement and their participation in personnel processes. The purpose of the article is to identify the number and types of third-sector organizations, which young people have been involved in, as well as the characteristics of work performed by them in those subjects. Moreover, the article’s aim is to diagnose of personal processes that these persons have been engaged in and to ascertain how do they evaluate their work experience in the organizations, which were analyzed.

The article discusses the process of interaction between non-profit organizations and public authorities in the area of the development of talented children and youth, and the role of this process in the formation of family policy. A comprehensive system of measures is proposed to support the development of talent of children and youth, and recommendations for all participants of cooperation: state authorities, non-profit organizations, social protection agencies, talented children and youth, their mentors and parents. The necessary measures are shown to ensure the practical implementation of family policy for State authorities on the basis of the socio-economic potential of the regions and the fundamental role of the third sector of the economy, which implements social services in the field of development of talent of children and young people, is considered. The article proposes recommendations to managers for the introduction into the state family policy of activities to support families where talented children are raised, recommendations to increase the effectiveness of non-profit organizations in the field of family policy. Special attention is paid to the need to create a single information platform, which will focus information on the activities of non-profit organizations of different directions in one information context so that all participants of the interaction can learn about their activities and opportunities: talented children and youth, mentors, parents and state authorities.

It has been established that, for many years, special legal entities of state and municipal forms of ownership were created as characteristic of the social protection of citizens. In the modern period of development of organizations, the designated relations are associated with the transfer of state functions to legal entities, regardless of their form of ownership and to individuals. This tendency manifests itself in the creation of a system within which small and medium-sized businesses are also involved in the provision of social services. The article presents an analysis of social services from the standpoint of the systemic construction of relations. It is proposed to understand the social service system as the elements resulting in the provision of social services, these relations are regulated by public and private norms. It is concluded that such services are provided by a special subject composition of organizations and individual entrepreneurs, as well as by state-authorized bodies that coordinate these relations, decide to classify citizens as needy. A comparative analysis of the legislative concept “social service system” and its differences from the “system of social services” is offered. Through the analysis of the convergence of private and public principles, the tendency of convergence of the norms of social security and civil law is revealed. It is proposed to consider the types of social services through the features of social services as a special type of service. A comparison of social service legislation and provisions on social entrepreneurship is given. Identifying trends in the development of law, the author concluded that the legislator, by transferring part of the authority to provide social services to subjects of social entrepreneurship, determines the area of responsibility of each subject of relations, develops a mechanism for providing services through a competitive basis of providers of social services. Social media technologies have the potential to be powerful knowledge sharing and community building tools for both corporate and non-profit interests. This pilot study explores the social media presence of a group of forty-six Alberta-based non-profit organizations (NPOs) in this information rich space. In this paper we look at the pattern of presence of NPOs using social media and relationships with staffing structures.Les médias sociaux ont la capacité d’être de puissants outils de partage de la connaissance et de rassemblement communautaire pour les organisations à but lucratif et sans but lucratif. Cette étude pilote explore la présence dans les médias sociaux d’un groupe de quarante-six organisations sans but lucratif (OSBL) albertaines dans cet environnement riche en information. La communication portera sur les modèles de présence des OSBL dans les médias sociaux et les liens avec les structures organisationnelles.
