AbstrakPesatnya perkembangan ilmu pengetahuan dan teknologi pada abad ke-21 yang menimbulkan banjirnya informasi telah menyebabkan perubahan-perubahan dalam segala aspek yang berkaitan dengan informasi, mulai dari jenis dan bentuk sumber informasi, teknik pengelolaan informasi, serta kebutuhan dan kelompok pengguna informasi.Perpustakaan sebagai salah satu lembaga yang bertugas mengelola informasi mengalami perubahan paradigma. Paradigma baru perpustakaan yaitu perpustakaan adalah sesuatu yang hidup, dinamis, segar menawarkan hal-hal yang baru, produk layanannya inovatif, dan dikemas sedemikian rupa, sehingga apa yang ditawarkan oleh perpustakaan akan menjadi atraktif, interaktif, edukatif, dan rekreatif bagi pengunjungnya. Untuk mendukung terciptanya layanan prima yang sesuai dengan tuntutan paradigma baru perpustakaan, kepuasan pengguna harus tetap menjadi target layanan. Agar tujuan tersebut dapat tercapai maka penerapan manajemen modern dalam pengelolaan perpustakaan menjadi suatu kebutuhan. Wujud manajemen modern dalam pengelolaan perpustakaan kini diantaranya adalah konsep ‘information commons’/ informasi umum dan Perpustakaan 2.0 (library 2.0). Kedua konsep tersebut berupa sistem layanan perpustakaan yang melibatkan partisipasi pengguna/ user centered, serta memanfaatkan bantuan teknologi informasi dan komunikasi. Kata Kunci : Perpustakaan, Sistem Layanan informasi, paradigma baru AbstractThe rapid development of science and technology in the 21st century which leads to the rapid flow of information has brought some changes to every aspect related to information, from type and form of information, information process technique, to the needs and groups of users. Library as an institution that is in charge for managing information has undergone change of paradigm. The new paradigm is more lively, dynamic, fresh and offers new things, innovative service product which is packed in such a way that anything offered by the library will be attractive, interactive, educative, and recreational for its users. In order to support the realization of excellent service which conforms to the demand of the new paradigm, users satisfaction should remain become the target of servicing. To achieve the goal, the application of modern management in managing a library is necessary. This is manifested through the concept of information commons and library 2.0. Both concepts are applied in the library service system which involves users participation (user centered) and utilize assistance from information and communication technology. Keywords: library, information service system, new paradigm

Safety problem is one of the most attention and concern of driving. IntorductionWith the development of science and technology and the improvement of people's living standard, Car popularity rate is high, it's hard to believe, families has two or three car. Whether it is the bus or private car is such rapid development, this will bring a lot of problems in road traffic, such as traffic congestion, traffic accident. These problems affect the normal life and travel, it is necessary to carry out management and provide information service for road use advanced technology. Using mobile phone GPS positioning module can obtain the vehicle speed and the basic information, through processing and optimization of information service system, the analysis of data useful, so as to divert traffic, both for the convenience of the user, but also improve the expressway management ability.

The article is devoted to the comprehensive study of the professional information needs (IN) of specialists of the central libraries of the subjects of the Russian Federation. The rapid development of high technologies in the field of accumulation, transmission and processing of information, the creation of modern telecommunications systems have led to the emergence of fundamentally new opportunities for organizing the information process. This, in turn, led to the qualitative growth of IN specialists, including those employed in the field of library activities. The specific features of IN library specialists are determined by their place and role in the modern process of cultural activity, industry orientation, nature of work and specialization. During 2018—2019, the Centre for Research of Problems of the Development of Libraries in the Information Society of the Russian State Library carried out research aimed at comprehensive study of the information needs of cultural workers employed in the library sphere. At the first stage of the research, there was comprehended the existing experience of studying professional information needs in the national library science. At the second stage, using the method of questionnaire survey, information needs of library specialists were studied in order to identify the most rational forms and methods of providing them. The analysis of the survey results made it possible to identify the sources of professional information, to reveal information resources that have the greatest importance and characterize specific features of librarians’ information needs.The author concludes on the need to expand the access to full-text databases and electronic versions of periodicals for library staff. The creation of integrated information centre could help providing library professionals with professional information. Currently, the function of such a centre is performed by the National Electronic Library, which includes the professional section for library specialists. The results of the study form theoretical and methodological basis for the rational use of resources and potential of libraries in providing information to professional information needs of library specialists and determine the prospects for further research related to improving the forms and methods of information service for this category of users.

In this contemporary era, the forms of public service in Indonesia have become increasingly practical and instant. Conditions like this to illustrate how the phenomenon of McDonaldization began to plague into public service systems, one of which is with the public service system e-Filing DJP Online. E-Filing DJP Online is an application of public services based on information and communication technology implemented by the state tax execution agency to provide easy access to services for the Taxpayers in Indonesia. The purpose of this study is to see how the principles of McDonaldization are applied in the public service system of tax agencies through the DGT Online e-Filing system. The theory approach used is McDonaldization Theory by George Ritzer, and the concept of Public Service. The method used is qualitative descriptive, with literature review approach. The results show that the DGT Online e-Filing system applies the principles of McDonaldization in the form of its services, namely: efficiency, quantified and qualified services, predictability, control, and ultimately the rationale for irrationality of service.Keywords: McDonaldization, Public Service, Tax, e-Filing

The evolution of Mobile Networks and Internet of Things (IoT) architectures allows one to rethink the way smart cities infrastructures are designed and managed, and solve a number of problems in terms of human mobility. The territories that adopt the sensoring era can take advantage of this disruptive technology to improve the quality of mobility of their citizens and the rationalization of their resources. However, with this rapid development of smart terminals and infrastructures, as well as the proliferation of diversified applications, even current networks may not be able to completely meet quickly rising human mobility demands. Thus, they are facing many challenges and to cope with these challenges, different standards and projects have been proposed so far. Accordingly, Artificial Intelligence (AI) has been utilized as a new paradigm for the design and optimization of mobile networks with a high level of intelligence. The objective of this work is to identify and discuss the challenges of mobile networks, alongside IoT and AI, to characterize smart human mobility and to discuss some workable solutions to these challenges. Finally, based on this discussion, we propose paths for future smart human mobility researches.
