A problem that existed in the government of Pecalongan village, Bondowoso regency, namely service to Pecalongan village people who still adhered to conventional system. This makes the service in the village office less than the maximum, and also requires a relatively long time in terms of doing the service. In addition, in terms of data storage is still using paper that prone to damaged and lost. And also in terms of data search that can take a relatively long time. It is considered less effective and efficient if run in the modern era as it is today. The objective of the research is to design and build a Service Information System at village level to improve service quality for village officials and use of services for villagers. The benefit derived from this research is that this system can facilitate village officials in collecting data of villagers and facilitate the service of residents or citizens in the application of letters. This village service information system is based on website that can be used online, so the Village community can enjoy the Village service more quickly and easily because the service system can access from anywhere. It is expected that with this village information service system, it can improve the quality of service process to the community in Pecalongan village, Sukosari sub-district, Bondowoso regency.

At present, the development of rural culture is gradually rising. Under the promotion of the sense of freedom and democracy, mobile information system also plays an important role in rural cultural services. This paper uses edge algorithm to build mobile information system, combined with rural cultural service elements, to carry out information construction for the people’s needs of tourism, information, and belief culture in the development of rural China. In this paper, with the county or township service projects as the research content and 200 residents of a community as the research object, using the way of questionnaire to survey the respondents, online questionnaire feedback results received 186, the effective rate of 93%. This paper investigates the project support of mobile information system for rural cultural services and the satisfaction degree of residents’ demand for various cultural resources. Research shows that the rural cultural service system based on mobile information system can improve the scope of cultural services. From the survey results, 65.53% of the people think that the cultural service system can reduce people's dependence on special cultural services, so as to obtain resources from the diversified information service system. 35.63% of the people said that the efficiency of cultural service system could be improved by more than 50% compared to that of offline cultural service. Others said that the rural cultural service system could basically meet their living needs. Therefore, whether from the perspective of cultural service or information system, the current rural cultural service mode and service process need to be constructed from the perspective of cultural service supply system reform.

The development of mobile technology is currently widely used by android smartphone, especially the most widely used. The need to use this technology is very much needed as a mobile-based information service media. The information service system for students at Politeknik PGRI Banten is currently computerized by utilizing web-base technology not yet following the development of mobile technology. Therefore, the development of a hybrid android based mobile information system service was carried out with the aim of developing an existing service system into mobile smartphone-based system service. From the results of the study, the utilization of student information system techonlogy services based on hybrid android mobile and supported by pus notification in real time can help financial and academic departements in providing information related to lecture payments and information related to lecture schedules.

The public information service system, hereinafter referred to as the information system, is a series of activities that include the storage and management of information and mechanisms of delivering information from the organizers to the public and vice versa in the form of oral, latin, written in Braille, image language and / or local languages , And presented manually or electronically. In order to provide information support to the implementation of public services should be held information system that is National. To that end, the organizer is obliged to manage information system which includes: Operator Profile, Executor Profile, Service Standard, Service Notification, Grievance Management and Performance Assessment.The results of the research were conducted in Kampar Timur sub-district office that highlighted the application of public service information system, where the research result stated that the availability of service information system is still incomplete, as many as 14 (40,00) respondents gave their responses, as well as respondents who responded The implementation of information service system that is as much as 12 (34,00) respondents gave their responses, and respondents who gave enough response about the implementation of service information system that is 9 (26,00) respondents who gave the response.Selanjutnya in the implementation of service information system that has been held By Kampar Timur sub-district government, the presence of inhibiting factors is the provision of non-electronic data is still incomplete, tools and technology is still limited and human resources employees who are still less professional in carrying out tasks and His responsibility in carrying out the service to the community

AbstrakPesatnya perkembangan ilmu pengetahuan dan teknologi pada abad ke-21 yang menimbulkan banjirnya informasi telah menyebabkan perubahan-perubahan dalam segala aspek yang berkaitan dengan informasi, mulai dari jenis dan bentuk sumber informasi, teknik pengelolaan informasi, serta kebutuhan dan kelompok pengguna informasi.Perpustakaan sebagai salah satu lembaga yang bertugas mengelola informasi mengalami perubahan paradigma. Paradigma baru perpustakaan yaitu perpustakaan adalah sesuatu yang hidup, dinamis, segar menawarkan hal-hal yang baru, produk layanannya inovatif, dan dikemas sedemikian rupa, sehingga apa yang ditawarkan oleh perpustakaan akan menjadi atraktif, interaktif, edukatif, dan rekreatif bagi pengunjungnya. Untuk mendukung terciptanya layanan prima yang sesuai dengan tuntutan paradigma baru perpustakaan, kepuasan pengguna harus tetap menjadi target layanan. Agar tujuan tersebut dapat tercapai maka penerapan manajemen modern dalam pengelolaan perpustakaan menjadi suatu kebutuhan. Wujud manajemen modern dalam pengelolaan perpustakaan kini diantaranya adalah konsep ‘information commons’/ informasi umum dan Perpustakaan 2.0 (library 2.0). Kedua konsep tersebut berupa sistem layanan perpustakaan yang melibatkan partisipasi pengguna/ user centered, serta memanfaatkan bantuan teknologi informasi dan komunikasi. Kata Kunci : Perpustakaan, Sistem Layanan informasi, paradigma baru AbstractThe rapid development of science and technology in the 21st century which leads to the rapid flow of information has brought some changes to every aspect related to information, from type and form of information, information process technique, to the needs and groups of users. Library as an institution that is in charge for managing information has undergone change of paradigm. The new paradigm is more lively, dynamic, fresh and offers new things, innovative service product which is packed in such a way that anything offered by the library will be attractive, interactive, educative, and recreational for its users. In order to support the realization of excellent service which conforms to the demand of the new paradigm, users satisfaction should remain become the target of servicing. To achieve the goal, the application of modern management in managing a library is necessary. This is manifested through the concept of information commons and library 2.0.
