Professional Information Needs of Library Specialists in Russia

The article is devoted to the comprehensive study of the professional information needs (IN) of specialists of the central libraries of the subjects of the Russian Federation. The rapid development of high technologies in the field of accumulation, transmission and processing of information, the creation of modern telecommunications systems have led to the emergence of fundamentally new opportunities for organizing the information process. This, in turn, led to the qualitative growth of IN specialists, including those employed in the field of library activities. The specific features of IN library specialists are determined by their place and role in the modern process of cultural activity, industry orientation, nature of work and specialization. During 2018—2019, the Centre for Research of Problems of the Development of Libraries in the Information Society of the Russian State Library carried out research aimed at comprehensive study of the information needs of cultural workers employed in the library sphere. At the first stage of the research, there was comprehended the existing experience of studying professional information needs in the national library science. At the second stage, using the method of questionnaire survey, information needs of library specialists were studied in order to identify the most rational forms and methods of providing them. The analysis of the survey results made it possible to identify the sources of professional information, to reveal information resources that have the greatest importance and characterize specific features of librarians’ information needs.The author concludes on the need to expand the access to full-text databases and electronic versions of periodicals for library staff. The creation of integrated information centre could help providing library professionals with professional information. Currently, the function of such a centre is performed by the National Electronic Library, which includes the professional section for library specialists. The results of the study form theoretical and methodological basis for the rational use of resources and potential of libraries in providing information to professional information needs of library specialists and determine the prospects for further research related to improving the forms and methods of information service for this category of users.

The article presents an overview of the history of study of reading and information needs in Russia based on the analysis of publications in the professional press. The author highlights the main stages of development in this research area and notes the achievements of librarians who have made the greatest scientific contribution to the development of theory of information needs. The author shows that even before the emergence of the term (in the mid-twentieth century), the phenomenon of information needs was studied indirectly — through the analysis of reader’s interests and preferences. The article focuses on the formation and development of the methodology of studying information needs, considers the practice of using various research methods, including special ones: quantitative, qualitative, complex and computer. The author notes the role of the founder of bibliopsychology Nikolai A. Rubakin, who for the first time compared the qualitative and quantitative characteristics of reading with the social status of reader, and the significant contribution to the development of theory of information needs made by S.D. Kogotkov, who described the mechanisms and stages of their formation based on the activity approach. The article highlights the large-scale projects for studying reading of various social groups, implemented in the 1960s and 1980s. At the turn of the 20th and 21st centuries, the interest to the problem of information needs and its various aspects raised again. Research issues expanded mainly due to the increase in the number of works on the transformation of information needs in the electronic environment, professional reading, including specialists in the library sphere. The article shows the process of identifying the problems of information needs in the independent scientific direction of library science. It is concluded that despite the intensive research in recent decades, the scientific potential of the problem of information needs is far from exhausted, due to the complexity of the phenomenon being studied. The author believes that the priority task of library science in the near future should be research aimed at studying the peculiarities of the formation of professional information needs of specialists with the emphasis on the subjective component and involvement of modern methodological tools.

Paradigma baru perpustakaan yaitu perpustakaan adalah sesuatu yang hidup, dinamis, segar menawarkan hal-hal yang baru, produk layanannya inovatif, dan dikemas sedemikian rupa, sehingga apa yang ditawarkan oleh perpustakaan akan menjadi atraktif, interaktif, edukatif, dan rekreatif bagi pengunjungnya. Untuk mendukung terciptanya layanan prima yang sesuai dengan tuntutan paradigma baru perpustakaan, kepuasan pengguna harus tetap menjadi target layanan. Agar tujuan tersebut dapat tercapai maka penerapan manajemen modern dalam pengelolaan perpustakaan menjadi suatu kebutuhan. Wujud manajemen modern dalam pengelolaan perpustakaan kini diantaranya adalah konsep ‘information commons’/ informasi umum dan Perpustakaan 2.0 (library 2.0). Library as an institution that is in charge for managing information has undergone change of paradigm. The new paradigm is more lively, dynamic, fresh and offers new things, innovative service product which is packed in such a way that anything offered by the library will be attractive, interactive, educative, and recreational for its users. In order to support the realization of excellent service which conforms to the demand of the new paradigm, users satisfaction should remain become the target of servicing. To achieve the goal, the application of modern management in managing a library is necessary. This is manifested through the concept of information commons and library 2.0. Abstract In the interest of developing relevant information services for ECD practitioners in Ekurhuleni Metropolitan Municipality (EMM), as ECD is one of the national priorities, a study was conducted to ascertain their information needs and information-seeking behaviour. Using Leckie, Pettigrew and Sylvain’s General Model of the Information Seeking of Professionals (GMISP) as the theoretical framework, and situated within interpretivist paradigm, the study took a qualitative approach to collect data, with the results based on group discussions and an interview with a key informant. The research focused on establishing Grade R practitioners’ information needs, with information sources they often consulted, actions and strategies used when seeking information, as well as challenges they face when seeking information. Grade R practitioners need information to increase their knowledge for optimum performance of their duties. To satisfy the demand for information, it is recommended that the EMM libraries and Gauteng Department of Education school libraries should consider a coordinated and accessible library and information service (LIS) that supports ECD practitioners. The plans and design of LIS in the EMM should accommodate the information needs expressed by the Grade R practitioners.

The rapid development of complex virtual worlds (most notably, in 3D computer and video games) introduces new challenges for the creation of virtual agents, controlled by artificial intelligence (AI) systems. Two important subproblems in this topic area which need to be addressed are (a) believability and (b) effectiveness of agents’ behavior, i.e., human-likeness of the characters and high ability to achieving their own goals. In this paper, the authors study current approaches to believability and effectiveness of AI behavior in virtual worlds. They examine the concepts of believability and effectiveness, and analyze several successful attempts to address these challenges.

Student’s magister is one of user library university of Indonesia those who need information regarding duty as carried out college.  With different backgrounds students as, made they need facilities sources of information easy and efficient. The library University of Indonesia the provision of information service, including service online reference to access the international journal address URL through: http: // remote-lib.ui.ac.id (EZProxy to access international journals). This service is facilities remote access, connected with resource at a network central from one location. Students can access journal electronic wherever and anytime simply by making log-in through single sign on.  Synthesis a problem in this research is to find how the facility of an EZProxy ui by student magister library and science university of Indonesia? For the purpose to get the facility of a remote lib ui to access the international journal of student magister library science. The result of this research can be a useful tool as input to student’s library science to develop study would check in the field of library services. Research locations in university Indonesia, election student magister library science, because have a background various activity. With a population of consists of 25 students. And techniques the sample collection by using non probability of sampling with the methods purposive sampling. The sample in this research were informants ever use the service of EZProxy (http: // remote-lib.ui.ac.id) at least once. The majority of informants interviewed 4 people with distribution 2 men and women 2. Technique the data collection was done in two ways that is observation and interview. The next step is to analyzed data. Analysis of data done by means of transcrip the results of interviews, then the data reduced, presentation of data and the withdrawal of conclusion. This research result indicates that the utilization of EZProxy to access international journals by student magister library of science university of Indonesia based on (1) ease in search of articles the international journal, (2) are provided free of charge by a library university of Indonesia so it is more efficient. (3) Can be accessed wherever and anytime, (4) the utilization is very easy, not convoluted (5) Simple, summarized in one online database. So users not get confused.

The topicality of the article is determined by the fact that it examines the specifics of modern digital content in the context of the transformation processes, which take place in modern media in the context of transmedia that influence the formation of digital etiquette. The rapid development of the technical and technological components of communication contributes to the constant transformation of digital etiquette and this is one of the problems of modern transmedia space, which actualizes the identification of the content features of digital content, the role of the axiological component of modern media materials, the definition of effective ways of their representation that corresponds with the needs of the modern digital audience. The aim of the research is to describe the key characteristics of digital content in modern media that promote the formation of digital etiquette. The novelty of the article is in the concept analysis of print media, television and radio broadcasting in the context of transmedia according to the approach of the general key characteristics of the current digital content that contribute to the formation of digital etiquette and have the prospect of further research. The methodological basis was the scientific works of media theorists in Russian and foreign scientific communities. During the work on the article in the field of researching the content of modern mass media and the transformation processes that take place in the media, the author used the methods of analysis and comparison, the synthesis method was applied in terms of discussing the research results, formulating conclusions. The results of the research show that today not only adaptation in the digital environment is required but also close integration with all processes of the digital development of society is necessary for the successful functioning of modern media. The typical key features for modern digital content, which are the environment for the formation of digital etiquette, were identified during the research. It includes the ability to consume content through various gadgets; creation of interactive materials that satisfy the demands of a certain audience and give the right to participate in the creation of content and to choose it; the creation of complex multi-component materials that are endowed with the features of the project and also the transmedia narrative pattern. The article represents the interest to practicing journalists, as well as to researchers in the sphere of development of digital journalism, transmedia storytelling, digital content features and digital etiquette. The relevance of scientific research on the specifics of the institutional environment for the development of the Institute of Science in the Russian Federation is associated with the rapid development of the digital economy, in which the development of science is becoming the most important factor in ensuring Russia's competitiveness on the world stage. The author conducted a comprehensive study of the specifics of the institutional environment of the development of the Institute of Science in the Russian Federation. The article studies the stages of formation and development of science as a certain social institution. The paper presents the criteria of institutionalization and it is established that the Institute of Science meets them. The study highlights the purpose and functions of science as a social institution. The paper also proposes the institutional environment for the functioning of the Institute of Science, taking into account the state and the individual as an integral part of successful development. The author concludes that science as a social institution is a self-organizing, self-regulating and self-developing system based on the realization of human potential through special tools of scientific activity and special organizations and aimed at the production and dissemination of scientific knowledge.
