In the article the influence innovative development of the resources framework on the efficiency growth of operating effectiveness of the system environmental safety of the gas chemical complex is investigated. Conceptual positions of rational functioning of gearing of the resources framework under present-day conditions are grounded. The estimation set of resource-saving systems generating, as a factor of perfecting the company expenses’ management is presented.

The present study is focused on the potential to reduce economic losses due to waste products generated in the utility and construction complex. The scientific research approach is based on the application of comparative, contrastive, quantitative and expert analysis methods. Domestic and foreign studies on the application of secondary resources in a closed economic cycle, as well as environmental safety require-ments at all stages of the secondary resource treatment, are analysed and systematised. The results of the authors’ own research in the field of assessment and analysis of the waste resource potential are presented. According to the obtained results, a low level of resource saving in the construction and utility sector is indi-cated due to the impossibility of characterising technological processes of these areas as non-waste or low-waste. A classification of secondary resources from the processed waste generated in the considered areas of economic activity is presented. The majority of waste materials from construction, repair, demolition and maintenance of immovable property isshown to be applicable for reuse in the production and economic cycle for both finished and semi-finished products. A set of organisational and technical measures, aimed at the reduction ofhazardous properties for such wastes and expansion of their further use in the form of secondary resources, is defined and substantiated. The organisational and technical measures presented in the study contribute to ensuring environmental protection from the negative impacts of industrial activity in the form of anthropogenic objects, such as construction and utility waste facilities, as well as to expanding the applica-tion of their resource potential.

The modern building materials market places high demands on heat-insulating and heat-insulating structural materials. In this connection, the issues of developing high-quality building materials obtained on the resource-saving technologies basis allowing to solve two interrelated problems are topical. The first problem is the industrial waste generated and existing stocks disposal. The second is associated with a decrease in the traditional raw materials deficit [1]. These problems solution, combining rational technological solutions, is based on the scientific research achievements in this area, in particular in the foam glass production. The priority scientific research areas in the foam glass materials production are the developments related to the study, the new raw materials use and the production of foam glass mixture compositions on their basis, which provide, along with the necessary performance properties, high environmental safety requirements [2, 3].

The unsystematic use of mountain pastures with overgrazing of grasses has led to a change in the ecological balance of agrolandscapes, in which 80-85% of the Central Caucasus lands have turned into a state of varying degrees of degradation. In these cases, an important measure in the restoration of degraded mountain forage lands is the sowing of perennial grasses into sparse grass and on bare soil, which increases stiffness. Therefore, the development and creation of a seeder for targeted seeding of grass mixtures in solving the problem is relevant. The authors of the article have developed a new resource-saving way to improve mountain forage lands using a modernized seeder. Tests and studies were carried out at a mountain hospital, located on the southeastern exposition of the Dargavs depression of the North Ossetia-Alania, at an altitude of 1650 m above sea level. It was found that at a concentration of 17.2 MJ of energy in 1 kg of dry matter of feed, the total collection in the control plot was 29.7 GJ, and in the seeded experimental field 85.3 GJ. At the same time, the formation of a dense sod with the accumulation of 104.2 c / ha of root mass is the main factor in the environmental sustainability of mountain agrolandscapes, ensuring environmental safety

Current trend in the last decade is the creation of resource-saving technology for production of composite materials. Purpose of the research, the results of which are presented in this paper is to develop on the basis of their material science, technology and other methods to ensure fracture toughness of the composite material on the basis of the waste timber for a predetermined period of operation of products, including railway sleepers, collapsible panels for forest transportation roads. The results of theoretical and experimental research to identify the influence of physical factors on the fracture toughness, the monolithic of structure of the composite material are given measures to protect it from the action of water are considered. The analysis of the two variants of stress and strain state in a cube of wood was made, the value of the principal stresses are found, through the direction, cosines of position of the main provisions are defined, and then the principal values of the relative deformations. An experiment to detect resistance of specimens of composite beams of the base composition, immersed in water was hold, which are then tested in pure bending. The advantages and disadvantages of the possible components of polymer matrix KM on the basis of wood were considered from positions of including them into its structure in order to increase water resistance, limiting tensile strength and environmental safety. The substantiation of the choice of the components of water-resistant composition of the matrix of the composite was given and the manufacturing techniques of its products for the transportation construction - railway sleepers, for example, in the existing shops of sleep-cutting; prefabricated slabs for logging roads is developed.

Purpose. The purpose of the study is to: generalize scientists' interpretation of the concept and essence of innovation; providing their author's definition; assessment of the development level of agro-industrial business in Ukrainian enterprises by technological structures; theoretical and methodological substantiation of the principles and development of practical recommendations aimed at the objective necessity of innovative activation development and increase of competitiveness of the agro-industrial business enterprises in the conditions of economy globalization. Methodology of research. The basic principles of economic theory, scientific works of domestic and foreign scientists, legislative and normative acts of the state authorities of Ukraine on the issues of innovative development of agro-industrial complex became the theoretical and methodical basis. The following research methods have been used: the dialectical method of cognition – in the study of transformational changes in the process of innovative development of agribusiness; historical – in the study of the evolution of innovation and the formation of technological structures for economic development; theoretical generalization and comparison – to study scientists' interpretation of the concept and nature of innovation; monographic – for coverage of indicators by technological structures; abstract and logical – in the theoretical generalization of the essence, the author's interpretation of the concept of innovation in the agro-industrial business, coverage of the content of scientific work and the formation of conclusions and proposals from this study. Findings. The article describes the historical process of innovative development of national economies of the world. It is concluded that innovation is the main functional characteristic of doing business. The goal of the entrepreneur is to use new, resource-saving technologies to produce high quality products, increase their sales, income and profits, achieve economic and social effects. Historically, 7 major technological structures have been identified. Each technological structure is distinguished by the development of a certain set of basic knowledge-intensive industries and technologies, characteristics of the organization of production, and is reflected by the relevant indicators of the latest achievements of scientific and technological progress. In developed countries (USA, Germany, England, France, Japan, China, etc.), technologies of the 5th form (period of its dominance 1970-2010) prevail and technologies of the 6th technological structure (period – 2010-2040) are formed). The industry of Ukraine, so far, is characterized mainly by technologies of the 3rd and 4th technological structures, their share in industrial production occupies about 96% and the share of industrial production of the 5th and 6th technological structures – 4%. In Ukraine, both the volume of production and the investment of capital for technical re-equipment and modernization are mainly at the level of the 3rd technological structure. Therefore, domestic industrial and food products cannot be competitive in the global market. Originality. The author's interpretation of the concept of "innovation in the agro-industrial business" is proposed. It is the accumulation of new knowledge, materialized: in high-efficiency, resource-saving technologies, technological elements; new varieties and hybrids of plants, breeds and breed groups of animals; machines, equipment, working parts and mechanisms; new types of fertilizers, chemical plant and animal protection products; new progressive forms of organization of production and labour, types of services, etc., established in research institutions recognized as expedient for use in practice, ensuring the economic and social efficiency and competitiveness of agro-industrial production. Practical value. Scientific, methodological and practical recommendations have been proposed, which makes it possible to develop the basic organizational, economic and managerial aspects regarding activation of capital investment for technical re-equipment and introduction of innovative, resource-saving technologies in the components of agro-industrial business of Ukraine.
