Author investigates the essential characteristics, manifestations of globalization as a determinative law of world development and the planetary tendency for the integration of mankind. The relationship between globalization and geopolitical values and processes is clarified. It is noted that globalization reflects the geopolitical heterogeneity of the world, which gives a certain direction the international relations development. The unity of geopolitical processes with the approval of the new world order is analyzed.

The article examines the foreign policy concept of the «new world order» of George Herbert Walker Bush, which he put forward during the Gulf War (1990-1991). Despite its short duration, the Middle East conflict has become a symbol of the transformation of international relations initiated by the crisis of the bipolar system and arising of the United States as the main military and political world power. Consequently, Washington sought to rethink its role in the world arena. This task was intended to solve by the concept of a «new world order». The main sources for this article were the memoirs of the former American president and James Addison Baker III (U.S. Secretary of State), documents of White House’ administration, as well as publications of «Foreign Affairs» – the most influential journal on international relations in the United States. The research methodology includes the space-time analysis of Fernand Paul Achille Braudel, historical-descriptive and historical-genetic methods. It is noted that the foreign policy concept of a «new world order» was in the centre of public attention and caused a heated discussion in the United States, as a result of which was rejected its main element – reliance on allies and the rule of international law. The attempts of Russian diplomacy to propose a corrected interpretation of the concept of a «new world order» did not meet the understanding overseas. Washington took a course towards sole leadership in the world that triggered the deterioration of the state of affairs in the world arena in the long term.

International relations research has examined the relationship of the United States and Russia using a theoretical framework of reciprocity. The reciprocity research has subsumed the attributional characteristics of these actions and events that have shaped this relationship. This study evaluates the relationship between the United States and Russia. This dyadic relationship is examined by a reconceptualization of the character of reciprocal interaction between the United States and Russia. Reciprocity and attribution theory provide a heuristic to elucidate the transition to a New World Order. The international relations research on reciprocity reveals the general case for reciprocity between the United States and Russia. Attribution theory permits the decomposition of the perceptual and behavioral states of dyadic interactants.

Today, the question of how the modern world will develop is one of the most vital problems of international relations. Therefore, I want to once again prudently refer to the books by J. John Ikenberry and Acharya Amitav on the American World Order (AWO)? Both books represent a lucid, intelligent, and thought-provoking analysis of tectonic transformations in the world as well as a subtle foresight of certain trends.

Abstract When planning China’s future revolution, Sun Yat-sen at one time used the model of the West. Since China is after all a part of Asia, however, and as his understanding of the corrupt and critical state of the Western system of capitalism grew, he eventually looked once again to Asia. He advocated collaborating with Japan, and approved of allying with various oppressed peoples in Asia. He planned to join forces with other Asian nations in order to stop Western encroachment in Asia. He divided the world into two major categories: the oppressors and the oppressed. He sought independence, equality, prosperity, and power for the oppressed, and proposed a new world order of peace and justice. He considered nationalism to be the basis of cosmopolitanism. Only by restoring national equality to the oppressed nations would those nations be able to move toward cosmopolitanism. For Sun, societies should deal appropriately with the relationship between cosmopolitanism and nationalism, both of which necessarily were to endure profound, universal judgment from people around the world. Humankind was to reawaken and rally together to help their own respective cultures. China’s traditional morality was to spread to merge with the morally good elements of every country in the world, creating the foundation for building a new world citizen morality.

<p><em>Global ethics is the universal aspiration of the citizens of the world towards minimum common values, standards, and basic moral attitudes, shared by all for a better world order. While ethics is the rational justification of the principles of right and wrong. </em><em>Contrary to the view that the emerging new world order is the intensification of international relations, globalization, or the advent of a cryptoclastic secretive world government conspiring to rule the world, this paper believes that the emerging new world order is a result of human effort to subjugate nature to the laws designed by human reason. It is the attempt of human beings to create themselves and their own laws. It is this effort to manipulate nature to give answers to human problems, which has produced the kind of modern technologies that has turned the world into a global village and made easier international relations. In this process, African traditional values will either be rejected as irrelevant, trans-valued to higher levels, or Africans are deemed to acquire some completely new values to regulate their affairs. However, contemporary society faces peril if it ignores some of these basic African values like, respect for life, the environment, and nature.</em></p>

The central idea of Henry Kissinger's latest book, The Global System, is that the world desperately needs a new world order, otherwise geopolitical chaos threatens the world, and perhaps chaos will prevail and settle in the world. According to Kissinger, the world order was not really there at all, but what was closest to the system was the Treaty of Westphalia, which included about twenty Western European states for almost four centuries.

The world is in a state of profound changes. One of the most likely forms of the future world pattern is polycentrism. The article deals with such categories of carnivalization as a free familiar contact, eccentricity, profanation, carnival ambivalence, crowning, and debunking the carnival king. Taking these categories to the analysis of B. Vasilyev’s story «Tomorrow Was the War» into consideration allows not only to reveal the features of the carnival poetics of the work, but also to understand more deeply the atmos-phere of total Stalinist terror reigned in the country on the eve of the war. Turning to the theory of carnivalization helps to draw a conclusion about how heavy was the atmosphere of suspicion, informers, and unjustified repression created by the NKVD with the support ofthe state machine. B. Vasi-lyev makes the reader wonder whether the new world order that is being estab-lished can be considered better than the old one that has been swept away by the revolution. Thus, the main goal of the carnival is realized in the story–to turn inside out the usual ideas about the world as a reasonable hierarchical system, to turn the usual order of things upside down, to ridicule everything familiar and frozen, so that through denial, ridicule (symbolic death) to promote the re-vival and renewal of the world.

During the World War II incarceration of Japanese Americans, visions of a peaceful new world order led mainline Protestants to manipulate the worship practices of incarcerated Japanese Americans ( Nikkei) to strengthen unity of the church and nation. Ecumenical leaders saw possibilities within the chaos of incarceration and war to improve themselves, their church, and the world through these experiments based on ideals of Protestant ecumenism and desires for racial equality and integration. This essay explores why agendas that restricted the autonomy of racial minorities were doomed to fail and how Protestants can learn from this experience to expand their definition of unity to include pluralist representations of Christianity and America as imagined by different sects and ethnic groups.

This paper presents an analysis of the role and significance of Expo2020 Dubai for UAE soft power in connection with the current and future global strategic challenges. The New World Order that emerged after the fall of the Soviet Union, when President Bush Sr proclaimed a “new world order” at the time of the Gulf War in 1991. Now, we have a stage of global political and economic chaos with no grand winners and a greater number of losers. Fast forward 30 years later, in 2021, we need connecting minds, creating a future that frees the world of wars and political strife, and its promises to eradicate poverty, disease and hunger. The plethora of initiatives may have a positive impact on Asia, but there is also the risk that fierce competition may result in unprofitable projects, while the economic slowdown could cause a decline in funding. Expo2020 Dubai is a great soft power tool, as well as a contribution to the newly emerging international system. Therefore, the researcher put the main question: what is Expo2020 Dubai’ role and significance for UAE soft power strategy and dynamics of international relations. The accepted hypothesis is that Expo2020 Dubai has a great opportunity to be added value for building a new global order.In order to conduct scientific research, the author used many theoretical methods and tools, including the use of neorealist theory, analysis of constellations of interests, or neo-institutional theory. In addition, due to the researcher’s participation in many of the processes studied, the work is also based on personal experience.
