The effectiveness of destruction of air objects (AO) largely depends on the excellence of radar devices, which are called radar homing heads (RHH) of the guided weapons systems (GWS). In the process of GWS AO development, several generations of RHHs were created: semi-active RHHs with a pulsed or continuous target illumination signal; RHHs providing combined guidance; RHHs, providing realization of inertial guidance with radio correction from the weapon control system of the GWS carrier, active guidance, a combination of semi-active and active modes, combined guidance, in which inertial guidance with radio correction, passive and active homing are consistently implemented. Currently, there is a need for an analytical generalization of information about the GHHs, published in various open scientific and technical sources of information. In the course of the analysis, it was found that the main directions for improving the RHHs are: the development of new, more flexible non-stationary homing methods and their information support, which provide the ability to intercept new types of AO in complex signal-jamming multipurpose situations. This predetermines the need to achieve a high level of RHHs protection from natural and intentional interference, the use of trajectory control of observation when aiming at radio-emitting and group objects, improvement of situational awareness, RHHs intellectualization and digitalization, improvement of RHH antenna systems.

Classification of air targets by rank of importance is the basis for ensuring situational awareness of pilots (crew members) of military aircraft, therefore, the problem of increasing the reliability of target classification is very urgent. The requirement to provide the pilot (crew) with full situational awareness means providing him with complete and reliable information about tactical, electronic, navigation situations and the technical condition of on-board systems. It should be noted that when classifying air targets according to the rank of importance, dangerous, favorable for attack and non-dangerous targets are currently usually distinguished. Specific tasks of classifying air targets by importance rank belong to the class of object recognition tasks. In modern aviation radio-electronic complexes, the classification of air targets according to the rank of importance is usually carried out according to the data of on-board radar systems, as well as electronic intelligence systems and optoelectronic systems. It should be noted that one of the main information modes of functioning of modern and future radar systems is the multipurpose tracking mode, in which an airborne radar can simultaneously track a large number of targets in its area of responsibility. In the conduct of hostilities, ensuring one's own security is a priority task for aircraft of various purposes. In this case, the role of dangerous air targets can be not only targets belonging to the opposing side, but also their own aircraft in dangerous encounters, in which a collision can occur between them. Therefore, the problem of preventing dangerous encounters and preventing aircraft collisions with each other becomes one of the key problems in group operations of military aviation. It should be noted that by now there are various methods of assessing goals according to the degree of their danger, but there is no systematic presentation of them. An attempt is made in the article to give a systematized presentation of new methods for solving this problem, based on a two-stage decision-making on the predicted minimum distance of closest approach and the time to reach it. Based on this approach, the following are considered: the method of subjective reduction of private indicators; procedures for determining the hazard indicators of air targets in the antenna coordinate system; rules for making decisions on the degree of danger of targets, taking into account their possible maneuver; – the composition of information support for solving this problem has been determined.

The current state and problems of agricultural advisory organization in Ukraine on the basis of historical analysis of the evolution of the formation and development of agricultural knowledge and information in the world and in modern Ukraine, the involvement of peasants in the active use of innovative solutions in agricultural production, storage and processing of agricultural products was highlighted. The basic principles of the organization of agricultural advisory activity, features of interaction of advisory services with agrarian business, the government, a science and education were formulated. Forms of scientific-consulting and information support of the processes of transfer of innovative technologies in agro-industrial production were given. Ways to improve the organization of agricultural advisory activities in Ukraine using the potential of the National Academy of Agrarian Sciences of Ukraine were proposed. The edition is recommended for specialists of agricultural advisory services, scientists, teachers and students of agricultural education institutions, participants of the system of training and retraining of personnel of the agro-industrial complex of Ukraine.

The article considers the current state of the Russian language. Information technologies in the twenty first century present diverse forms of linguistic knowledge and modalities of knowledge quantisation in a linguistic sign. The Russian language develops from a standard, direct expression of thoughts to a nonstandard, psychologically complex, associative deep statement of thoughts. In the early nineteenth century, during the democratisation of the Russian language, a national genius, Alexander Pushkin, emerged. Thanks to him, the unique informational, cultural, and artistic evolution of the language took place. Nowadays, while democratisation and globalisation, processes which resemble the language evolution 200 years ago, are occurring. These processes suggest some patterns: overcoming stylistic disparity, changes in linguistic sign boundaries and semantic extension.

The presented study aims to examine the current state and development prospects of self-regulation in the Russian construction industry.Aim. The study aims to conduct a comprehensive analysis of the current state and development prospects of self-regulation as an institution of public administration, identify the problems of self-regulation in the construction industry, and formulate proposals on solving the identified problems.Tasks. The authors complete the following tasks to achieve the set aim: examine the regulatory framework of the activities of self-regulatory organizations in the construction industry — construction, design, and engineering surveying; analyze the current state and positive trends of self-regulation in the field of construction; identify problems in the activities of self-regulatory organizations in the construction industry — construction, design, and engineering surveying — and development prospects of the examined alternative to government regulation.Methods. The methodological basis of the study comprises the fundamental provisions of the modern economic theory, theories of public and municipal administration and legal sciences. The information base includes regulatory and legal acts of the Russian Federation on self-regulation in the construction industry, data from the State Register of Self-Regulatory Organizations, and statistics in the field of construction.Results. At the current stage of development of self-regulation in the construction industry, the most efficient mechanism for this institution involves guaranteed compensation for damage caused due to shortcomings in the works and services during construction, renovation, capital repairs of construction objects, engineering surveying, design. The victims should be compensated not out of insurance payments under civil insurance contracts, but rather out of the compensation funds of self-regulatory organizations.Conclusion. This study makes it possible to assess the institution of self-regulation in the construction industry — construction, design, and engineering surveying — as an efficient institution for proper protection of the interests of consumers of construction works and services and those of the government.

Современное состояние и развитие уголовно-исполнительной системы Российской Федерации диктует необходимость овладения будущими специалистами комплексом определенных знаний, умений и навыков, позволяющих им эффективно решать служебные задачи. Одним из путей повышения профессионального уровня специалистов является формирование и развитие профессиональной культуры. Проведенный в статье анализ понятия «профессиональная культура» позволяет констатировать сложность его содержания, что связано с особенностями профессиональной деятельности сотрудников УИС, многообразием решаемых задач. Автором подробно исследуется процесс формирования профессиональной культуры в вузах ФСИН России, рассматриваются особенности работы в данном направлении профессорско-преподавательского состава, командиров строевых подразделений, сотрудников отделов по работе с личным составом, приводятся возникающие при этом проблемы и предлагаются возможные пути решения. Отмечается, что успешность формирования профессиональной культуры курсантов зависит от их профессионализма, дисциплинированности, инициативности, настойчивости и личного примера сотрудников. В заключение подчеркивается, что высокий уровень профессиональной культуры сотрудника УИС является условием успешной служебной деятельности и целью дальнейшего профессионального самосовершенствования.The current state and development of the criminal Executive system of the Russian Federation dictates the need for future specialists to master a set of certain knowledge, skills and abilities that allow them to solve official tasks effectively. One of the ways to improve the professional level of specialists is the formation and development of professional culture. The analysis of the concept of «professional culture» in the article allows us to state the complexity of its content, which is associated with the peculiarities of professional activity of employees of the UIS, the variety of tasks to be solved. The author studies in detail the process of formation of professional culture in the universities of the Federal penitentiary service of Russia, examines the features of work in this direction of the teaching staff, commanders of combat units, employees of departments for work with personnel, presents the problems arising in this case and suggests possible solutions. It is noted that the success of the formation of professional culture of cadets depends on their professionalism, discipline, initiative, perseverance and personal example. In conclusion, it is emphasized that the high level of professional culture of the employee is a condition of successful performance and the purpose of further professional self-improvement.

Deep Learning (DL) has contributed to the success of many applications in recent years. The applications range from simple ones such as recognizing tiny images or simple speech patterns to ones with a high level of complexity such as playing the game of Go. However, this superior performance comes at a high computational cost, which made porting DL applications to conventional hardware platforms a challenging task. Many approaches have been investigated, and Spiking Neural Network (SNN) is one of the promising candidates. SNN is the third generation of Artificial Neural Networks (ANNs), where each neuron in the network uses discrete spikes to communicate in an event-based manner. SNNs have the potential advantage of achieving better energy efficiency than their ANN counterparts. While generally there will be a loss of accuracy on SNN models, new algorithms have helped to close the accuracy gap. For hardware implementations, SNNs have attracted much attention in the neuromorphic hardware research community. In this work, we review the basic background of SNNs, the current state and challenges of the training algorithms for SNNs and the current implementations of SNNs on various hardware platforms.
