The presented study aims to examine the current state and development prospects of self-regulation in the Russian construction industry.Aim. The study aims to conduct a comprehensive analysis of the current state and development prospects of self-regulation as an institution of public administration, identify the problems of self-regulation in the construction industry, and formulate proposals on solving the identified problems.Tasks. The authors complete the following tasks to achieve the set aim: examine the regulatory framework of the activities of self-regulatory organizations in the construction industry — construction, design, and engineering surveying; analyze the current state and positive trends of self-regulation in the field of construction; identify problems in the activities of self-regulatory organizations in the construction industry — construction, design, and engineering surveying — and development prospects of the examined alternative to government regulation.Methods. The methodological basis of the study comprises the fundamental provisions of the modern economic theory, theories of public and municipal administration and legal sciences. The information base includes regulatory and legal acts of the Russian Federation on self-regulation in the construction industry, data from the State Register of Self-Regulatory Organizations, and statistics in the field of construction.Results. At the current stage of development of self-regulation in the construction industry, the most efficient mechanism for this institution involves guaranteed compensation for damage caused due to shortcomings in the works and services during construction, renovation, capital repairs of construction objects, engineering surveying, design. The victims should be compensated not out of insurance payments under civil insurance contracts, but rather out of the compensation funds of self-regulatory organizations.Conclusion. This study makes it possible to assess the institution of self-regulation in the construction industry — construction, design, and engineering surveying — as an efficient institution for proper protection of the interests of consumers of construction works and services and those of the government.

Since 2008 the economies of highly developed countries have not been able to get out of the financial crisis in twelve years, and have been in a state of depression and teetered on the brink of deflation. This crisis coincided in 2020 with the onset of the global recession in real gross domestic product (GDP) caused by the Covid-19 pandemic. The state of the economy in Ukraine requires looking for ways and tools to overcome the crisis in the decline in GDP in the face of population decline and the ongoing global crisis. The growth of the Ukrainian economy is constrained by the tax burden, external debt and insufficient investment in productive capital. To ensure the stable development of the country’s economy, government regulation of the expanded reproduction of capital, which is available and which works in the manufacturing sector, is necessary. The main source of investment in the manufacturing sector is depreciation deductions from capital involved in production. With investments that are less than depreciation, only a narrowed reproduction of capital is possible, that is, capital is consumed. Anyone who uses depreciation deductions for other purposes destroys their own production. Investments in excess of depreciation charges are possible if there is a net investment. The government should regulate net investment at the rate of net income through incentive taxation. The capital that operates in the manufacturing sector can be regulated by the coefficient of consumer demand through existing incentives. With expanded reproduction of capital, inflationary self-regulation of market equilibrium through the central bank’s money circulation system and the rate of tax on production income, which is not more than the optimal rate, ensure constant growth of real GDP. Achieving the goal of overcoming the recession with the subsequent stable growth of GDP is possible with a state policy based on the current laws of the economy and private property rights.

Malaysia is experiencing high economic growth which requires the construction industry to fulfill development demands. Building Information Modelling (BIM) had been widely publicized by the government in order to increase the industry’s productivity by instigating numerous initiatives aimed to spearhead its progression. In contrast with the aspiration, architects as key players of construction industry are still facing issues in adopting BIM into practice. Previous researches had broadly covered about BIM in construction industry, but few concentrations in specific to the local architect thus imposing gap of knowledge. In addressing the issues, the research aim to probe the current state of BIM implementation, primarily on the challenges that hinders its adoption. The BIM factors which covers people, process, policy and technology were derived and investigated through the use of 322 questionnaires distributed to architects at management and operational level. The study revealed the key barriers that contributes towards the problem is within the people factor, where majority highlighted the lacked of skilled and experienced BIM workforce which contributes towards steep learning environment as well as high cost of applying BIM. Consequently, several key strategic solutions had been indicated through both external and internal factors in addressing the challenge of BIM. Results suggested that there is a need of further support from the industry’s professional bodies, development of legal instruments, BIM enforcement, specific BIM education as well as BIM R&D programs.

Today the Chinese economy has rapidly begun the transition to a new stage of development. Its basis is high-tech production and national breakthrough technologies. This process happens due to the transformation of the government strategy in the direction of scaling up innovation through the inclusion of small and medium enterprises. China has been able to raise venture investments for its new development plan. However, since 2016, the rapid growth of the Chinese venture market has raised many concerns. The purpose of the study was to analyze and assess the current state of China's venture capital market. The research proved that, despite signs of overheating, it is still premature to talk about the formation of a “bubble” in the Chinese venture market. The article concludes with a discussion that China is transforming itself again and that the next wave of innovation and private entrepreneurship will be the wave of the future, with substantial global consequences.

The article is aimed at researching the current state and peculiarities of the Ukrainian M&A market. The market of mergers and acquisitions in Ukraine began to form in the 90s of 20th century, that is, the market is relatively young, but already has its own history, which consists of a consistent four stages: privatization; post-privatization; corporate and speculative. The domestic M&A market is characterized by the formation of a tendency to increase the value of agreements. During the research period (2013–2020), the most expensive M&A agreements in Ukraine were most often concluded in such sectors of the economy as communication and media, financial sector, agriculture. The level of transparency remains low, that is, in Ukraine more than 40% of agreements were concluded without disclosing the cost. Ukrainian investors practically do not participate in the purchase of foreign assets within the framework of mergers and acquisitions agreements. Until 2013, the main investor in the Ukrainian M&A market was Europe, now it is the CIS countries, and the participation of American companies is also growing. The COVID-19 pandemic has had a negative impact on all countries of the world. Ukraine’s GDP decreased by 4.4%, which was the largest drop since 2013–2014. Also in Ukraine significantly decreased the number of agreements on the M&A market (decreased by 15%, and the total value of agreements decreased by 62%). A negative characteristic feature of the domestic M&A market is the presence of raider seizures, which hinders the development of this market. Using the data of the Unified State Register of Court Decisions, we determined that from 500 to 700 raider attacks are recorded annually in Ukraine. Thus, during the research period (2013–2020), 3,242 raider seizures were recorded in Ukraine. In this regard, the government of the country has developed measures to overcome this phenomenon. Thus, in 2020, the Law of Ukraine «On Amendments to Certain Legislative Acts of Ukraine on Countering Raiding» came into force, which will contribute to the improvement of the investment attractiveness of the country, will ensure the growth of the domestic market of mergers and acquisitions.

This article analyzes the current state of the construction industry of the Russian Federation at the federal and local (for example, the Republic of Tatarstan) levels. The features and trends of the construction industry of the Russian Federation (RF) are considered, taking into account the changes in the legislation affecting this industry. The authors analyzed the statistics of housing commissioning, the dynamics of lending and debt of construction organizations, in addition, the analysis of statistics of bankruptcies of companies. The key players in the construction market of the Republic of Tatarstan were studied, and their reliability rating was presented. Based on the results of the analyzed material, certain conclusions were formulated. Based on the findings, it was determined that in the Russian Federation the construction industry is experiencing some difficulties that require special attention from the state. However, at present the government is already taking certain steps towards improving the current situation. As it was revealed, in the Republic of Tatarstan, the construction industry has had a positive development dynamics over several years. In recent years, there has been an increase in housing commissioning. In addition, the government annually invests in the construction industry. Despite this, in Tatarstan there is a high percentage of bankruptcies of construction companies, the reasons for which are identified in this article.

The digital development of construction is an important task, the achievement of which will lead to a more comfortable life for citizens, to an increase in the manufacturability of the construction business and more efficient management of urban planning activities by state bodies. The relevance of the introduction of digital technologies in construction is determined by a set of tasks that are set taking into account the development of the entire digital economy of the country. Currently, the government of the country has organized full-scale activities to achieve digital maturity of economic sectors. This article analyzes the digital transformation of the construction industry, examines state goals and tools to achieve them in the field of digitalization of construction. Problems of innovative development of the construction industry require the integrated implementation of digital technologies in solving various problems in the production of building materials, construction design and construction production itself. The main purpose of the study is to analyze the digital transformation of the technical customer's work at the stages of the life cycle of a capital construction object - pre-design, design, construction stage, overhaul, reconstruction, demolition, as well as separately the stage of restoration of a cultural heritage object. When analyzing the activities of a technical customer in the context of the digital transformation of the country's construction industry, at each stage of the life cycle of a capital construction object, the procedures and necessary services that have passed into electronic form are considered in relation to the conditions of the city of Moscow, and important tasks that require the fastest digitalization are highlighted.

The authors follow the traditional «general-particular» structure and present a systemic study of the problem of considering registers that support self-regulation in construction to be objects of crime (primarily, from the viewpoint of subjective and functional factors). They analyze the concept of a «unified state register» used in criminal legislation, single out and critically assess the «literal» and the «meaning-based» interpretative approaches. Besides, they prove the necessity of the immediate inclusion of a specific register as an object of crime in the Criminal Code of the Russian Federation and (or) in a special law; they also claim that the legal value of this register should be viewed as the most important criterion during such regulation. The object of a detailed study (its subject and maintenance procedure, contents and legal role, transparency and public authenticity, and others) is every register that supports self-regulation in construction. The authors also draw attention to the fact that only the state register of self-regulatory organizations is subject to the rules of Art. 285.3 of the Criminal Code of the Russian Federation. As for other — «conditionally public» — registers (register of self-regulatory organization’s members and national registers of specialists), the authors present arguments in favor of criminalizing most dangerous actions connected with the distortion of their data. They conclude that it is necessary to eliminate the ambiguity of interpreting the concept of a register as an object of crime. It is proven that the development of legislation in this area should be connected with the unification of terminology (and its agreement with the cate-gories of the Criminal Code of the Russian Federation) and the inclusion of a specific register in the Criminal Code of the Russian Federation and (or) a special law as an object of crime.

The current state and development of the quality management of the industrial infrastructure and construction industry in Russia are investigated. The relevance of the study is due to the rapid changes in environmental conditions, which complicates the process of organizing the construction of industry infrastructure and construction activities in general. The theoretical foundations of the building complex and its practical role in the formation of the national economic system of the Russian Federation are presented. The statistical materials of Rosstat are analyzed in order to determine the current trends in the development of the country’s construction market, the main factors that negatively affect the current stage of development of the industry infrastructure and the construction complex in Russia. An assessment of the implementation of the “Strategy for the innovative development of the construction industry of the Russian Federation until 2030” is given, and urgent problems that require immediate solutions are identified.

In 2003 the NZ Institute of Economic Research, in collaboration with Te Puni Kokiri, produced a report entitled Maori Economic Development. This report had the goal of bringing together different strands of analysis in a single overview of the Maori economy, and providing new insights on approaches to Maori development. The objective was to find a way to think about the Maori economy in the same way that we think about the New Zealand, or any other, national economy. As a result of preparing a series of research papers on different aspects of Maori economic development, the report is able to provide useful insights: • For Maori, on the things Maori organisations can do to enhance their economic development prospects - in particular, investment in high quality governance is the most critical next stage of development, which must be guided by Maori; • For New Zealand businesses, on the opportunities available to them to transact with, and invest in, the emerging Maori economy; and • For the Government , on the broad direction of policies which would enhance Maori economic development. In par ticular , the government's interest in Maori development is not just about social responsibility or Treaty of Waitangi risk management. Rather, it is a policy area with significant potential to enhance New Zealand's overall economic performance.
