The purpose of the International Scientific-Practical Conference Innovations in Autism Interventions: Research and Practice of DIRFloortime® is to share the experience of helping children with ASD using the DIRFloortime® model. This article describes the conference results and its significance for dissemination of modern technologies and various approaches to helping children with autism in Russia: 425 professionals and parents from 32 constituent entities of the Russian Federation and 6 foreign countries took part in this conference, 357 of them received certificates confirming the DIR 101 course training.

Attention to the issue of children with ASD in our country is growing steadily. Since the release of the new Law «About the education in Russian Federation», where for the first time this category of children was secured by state guarantees, all normative acts and basic solutions are focused on the development of comprehensive care for children with ASD and their families. Official initiatives are in many ways supported with the activity of community organizations and parental associations, representing the interests of families. Experience of many years becomes the basis for efficient solutions and social problems analysis of the identification, education and support of people with autism. Also it becomes platform for social and psychological support of their families. Currently, in the Russian Federation, domestic model for providing comprehensive medical and social, psychological and educational assistance for children with autism just begin to develop. However, the policy, conducted by the government for individuals with disabilities, including children with ASD, confirms state structures readiness to take the main measures of comprehensive rehabilitation and habilitation. The article describes the experience of creating integrated care systems for children with ASD in Russia. The example of project realization involving three of the Russian Federation states, which is aimed at ensuring high quality of life of children, is shown .

In the city of Krasnoyarsk on November 26-28, 2020, the IV International Scientific and Practical Conference «Ethnic Migration in Central Siberia in the XX-XXI Centuries: Experience and Prospects» was held, in which more than 250 participants (together with Internet users) from different regions and foreign countries. Among the participants are representatives of the scientific and expert community, government bodies and national and cultural associations. During the discussions, the most acute issue was the need for the prompt adoption of laws in the field of socio-cultural adaptation and integration of foreign citizens of the Russian Federation.

Goal. Analysis of the development of rehabilitation infrastructure in the Russian Federation, including organizations of various departmental affiliations and forms of ownership, providing rehabilitation services to children with autism spectrum disorders (ASD). Methods.Analytical: the level of primary child disability due to mental and behavioral disorders, including ASD, was studied in the Russian Federation for 2017-2019. according to the official statistics of the Ministry of Labor of Russia. The work of 1,788 organizations providing rehabilitation measures to children with ASD is analyzed based on Federal Resource Center for the Organization of Comprehensive Support for Children with Autism Spectrum Disorder (as of October 2019). Rehabilitation infrastructure for children with ASD is grouped by Federal Districts and presented in the diagrams. The data of the Federal Resource Center for the Organization of Comprehensive Support for Children with Autism Spectrum Disorder (as of October 2019) were used. Results. The data were obtained on the growth of the level of primary disability among children with mental and behavioral disorders, including autism, in the Russian Federation. Rehabilitation activities for children with ASD are provided by organizations of various departmental affiliations: education (91%), social protection (3%), healthcare (0.5%), culture and sports (0.6%), non-profit organizations (5%). The most developed rehabilitation infrastructure for children with ASD has developed in the education system. For coordination and methodological guidance, 23 regional resource centers for people with ASD were created, of which 87% are in the field of education, 13% in the social protection system. Conclusion.In modern Russia, there is an increase in the disability of children with mental and behavioral disorders, including autism, in this regard, the rehabilitation infrastructure for children with ASD is intensively developing. At the same time, the network of regional resource centers needs to be developed. There is a need for a unified comprehensive approach to assessing the condition, identifying needs and implementing rehabilitation measures for children with ASD, which is applicable both in departments and at the interdepartmental level. The International Classification of Functioning, Disabilities and Health (WHO, 2001) is such a universal language for interdepartmental and interdisciplinary interaction.

The results of the 2020 All-Russian Monitoring of the state of education of students with autism spectrum disorders (ASD) are presented. Monitoring held by the Ministry of Education of the Russian Federation in collaboration with the Federal Resource Center for the Organization of Comprehensive Support to Children with Autism Spectrum Disorders of the Moscow State University of Psychology & Education. The total number of students with ASD in 2020 compared to 2019 increased by 43% and amounted to 32,990 individuals. Most children with ASD (69%) are enrolled in primary, basic and secondary general education. The percent of children with ASD attending general education (inclusive) classes using the “Resource Class” model is 7%. Homeschooling students with ASD make up 37% of the total number of students with autism. The problem of human resources, needed to maintain the educa- tion and support for children with ASD remains: 66% of children receive speech therapist services, 55% — a special teacher, 80% of students with ASD receive support from educational psychologists, only 19% of children with autistic disorders are provided with tutor support. In 43 constituent entities of the Russian Federation, 52 regional resource centers have been created

Subject. The article investigates the program-targeted planning methodology, which is implemented in the Russian Federation and leading foreign countries, for high-tech industry development. Objectives. The aim is to identify the specifics of program-targeted planning for the development of high-tech industries, to shape programs and plans for innovative development in the Russian Federation and leading foreign countries. Methods. The study employs general scientific methods of systems analysis, including the statistical and logical analysis. Results. I reviewed methods of program-targeted planning, implemented by the world’s leading countries (the Russian Federation, United States of America, France, Great Britain, Netherlands, Norway, Japan, Canada), in the interests of the development of various high-tech sectors of the economy. The study established that the methodology of program-targeted management is an effective tool for resource allocation by various types of economic activities in accordance with national priorities. I developed proposals by priority areas for improving the methodology for program-targeted planning and management in the Russian Federation in modern economic conditions. Conclusions. The findings and presented proposals can be used to improve methods for program-targeted planning to develop high-tech sectors of the economy; to design various long-term programs and plans, reducing the risk of their implementation; to determine the ways and methods of sustainable socio-economic and innovative and technological development of the world's leading economies.
