In this article there is given the problems which are solved with the geo-information systems. There is a huge number of GIS programs and tools that are successfully used and help in solving various technical problems. The solution of these forecast tasks, in our opinion, is very difficult without creating an automated information system for forecasting territories, which contains all of the above information that allows you to make the right management decisions and implement them. The highest modern technologies are available, gradually evolving and being introduced everywhere by confident steps.

The technology of reengineering of specialized information systems is offered, which allows determining the option of reengineering of automated working places, which will maximize the effect of specialized information system, namely, completeness and reliability of information support of business processes, in a limited budget.The article analyzes the existing approaches to reengineering of information systems, methods and models used to form a rational version of design solutions, identifies the features of reengineering of specialized information systems, formed the technology of reengineering of specialized information systems. The proposed technology of reengineering of specialized information systems can be used to improve the performance of the organization, which depends on the completeness and reliability of information support of business processes.

The article provides a legal analysis of the conditions of civil liability for damage caused by the adoption and implementation of state management decisions taken during the operation of digital state information systems. An approach to assessing the guilt of the state in taking a harmful management decision in the context of digitalization, consisting in the analysis of the actions of the entire state appa-ratus as a whole, rather than a single individual body that failed, for example, to resist com-puter attacks, is proposed. The features of tort liability of the state for breach of confidentiality of digitally represented data and for harm caused by inaccurate (irrelevant) information of information systems have been considered. The principle of public reliability has been suggested as a general rule for state information systems. The opinion has been expressed that it is necessary to define unambiguously which information systems are characterized as publicly trustworthy. The paper touches on the problem of tort liability in case of breach of electronic identifi-cation and authentication rules. The author has argued that both the certification centres which violated the procedures of qualified electronic signature keys issue and public law entities when authorities and officials caused damage can be considered as a tortfeasor if there are reasons to do so. An analysis was made of judicial practice of appealing against actions and decisions of public authorities taken on the basis of applications signed with fictitious qualified electronic signatures. A special attention was paid to the tort liability associated with the activity of agents involved in the processes of adoption and implementation of state management decisions using information systems (MFC, certification centres etc.). Business entities contributing to the processes of information systems maintenance and engaged by the state bodies are suggested to be called "information systems agents". The peculiarities of civil responsibility of the state for damage caused by a management decision promoted by an information system agent were considered. It was suggested to con-sider the state as a proper subject of tort liability, the guilt of which in this case was specific and consisted in failure to take measures for control over the corresponding agent. The legal analysis of the grounds of vicarious liability of public-law entities for damage caused by information system agents was carried out. The opinion about independent liability of information system agent is argued if the harm is not in causal connection with actions (inactions) of public legal entity or if there is no guilt of public legal entity. On the basis of the practice of the European Court of Human Rights it is proposed de lege ferenda to fix the responsibility of the state for the torts committed by the persons entrusted by the state to perform public functions.

В данной статье рассматривается проблема планирования проведения консультационных дополнительных занятий со студентами вуза. Основным фактором, определяющим необходимость разработки автоматизированной информационной системы, является отсутствие на рынке программного обеспечения, позволяющего использовать его в качестве решения проблемы. В публикации приведен тщательный и детальный анализ: рассматриваемой проблемы организации занятий существующих автоматизированных систем по составлению расписаний программного обеспечения, необходимого для разработки системы, а также средств обеспечения информационной безопасности. В результате анализа предложена автоматизированная информационная система планирования проведения дополнительных занятий со студентами вуза, которая позволит студенту в электронном режиме произвести запись на консультацию, а также отслеживать динамику изменения в графике учебного процесса, что повысит качество подготовки студентов. This article discusses the problem of planning additional consultative classes with university students. The main factor determining the need to develop an automated information system is the lack of software on the market that allows it to be used as a solution to the problem. The publication provides a thorough and detailed analysis of: the issue of the organization of classes existing automated scheduling systems software necessary for the development of the system, as well as information security tools. As a result of the analysis, an automated information system was proposed for planning additional classes with university students, which will allow the student to electronically record a consultation, as well as track the dynamics of changes in the schedule of the educational process, which will improve the quality of students preparation.

Introduction. The state of the modern economic environment requires the introduction of control in the management of agricultural enterprises. The control is aimed at identifying potential or existing adverse economic situations in the enterprise. The purpose of scientific research is to develop application areas of prognostic tools for monitoring and control in the management of agricultural enterprises. Results. The reason for the emergence and implementation of the control concept in the activities of agricultural enterprises is determined. It is established that the control system is characterized by recording information about past events and focus on the future. The reasons that determine the need for control are described. The role of control in the agricultural enterprise management is substantiated. The essence of control information technology in enterprise management is determined. An expert assessment of the cost structure for the implementation of the automated information system project was conducted. The approach to the choice of the automated information system is substantiated. Features and advantages of the most widespread automated information systems are described. It is proved that control is one of the most modern and effective enterprise management systems. The potential possibility of control to improve the performance of domestic agricultural enterprises has been identified. The role of control in marketing activity of agrarian business subjects in the conditions of market relations is allocated. An overview of the main control tools in the agricultural enterprises management is given. The purpose of control in the context of operational and strategic plans is outlined. Objects of analysis for formation of information base of control are allocated. The main tasks of marketing control in the agricultural enterprises activities are described. Conclusions. The integration of control and monitoring tools is necessary to obtain the desired effect in any management subsystem. Such integration has a positive effect on the economic efficiency of agricultural entities and helps to increase the level of decisions validity. <p>Each year, research teams of organizations, institutions and enterprises from the sphere of the Ministry of Public Health (MPH) of Ukraine carried out more than 200 scientific research works (SRW), the results of which creates innovative products (new method, a technique, a compound device, and the like). Growth in the medical information obtained in the performance of SRW results in the need to speed up the processing and transfer of innovation activity agents. This problem can be effectively addressed through the use of automated information systems. Timely analysis of the incoming information, particularly at the planning stage of SRW, and forecasting its effectiveness permit to avoid mistakes in management decisions. In this regard, relevant and timely is the development of automated information systems and modern information technologies for collecting, processing and analyzing information.</p><p>The article presents the scientific basis of development and the creation of an automated information system for recording, monitoring and forecasting of the effectiveness of innovation. The basic principles to be met by the developed system are systemic, development, interoperability, standardization and efficiency, data security and reliability, agility, visibility and intuitive user experience, ease of use and minimal sufficient of information support.</p>

The right and appropriate information system is important in managing the company. Ameera Store is a company engaged in the distribution of baby products from various kinds of principles, marketing products on credit and cash to customers. Salesmen who work at the Ameera company have an important role in distributing a product to customers. In each order, the sales and admin records data twice. Customer data and visits can only be seen manually by sales. Therefore, it is necessary to process customer data, visit frequency, order goods and billing. Currently, there is no application for salesmen as reminders on every visit, this raises problems in the form of: frequent interchanges between bills and orders, so that visits are not on target and have an impact on reducing sales value and time effectiveness. Therefore, designing a sales visit information system becomes the basis for managing data. The method used is descriptive analytical method by means of interviews, observation and literature study. For the development of information systems applications using the waterfall methodology and modeling the business process information systems using Data Flow Diagrams (DFD). The research objective is to produce responsive web-based applications in the distribution process. The application of this system will greatly facilitate and benefit more parties, both sellers and buyers. One of the advantages for the seller or sales is that it is more time efficient because you don't have to go to the admin first to find out the schedule of visits that are adjusted to the status of the bill, whether the customer has made a payment or not. Thus, buyers also feel more helpful because sales visits are right on target. The meaning of right on target is a salesperson visiting because it's time for a bill and a new order is made by the customer or buyer.

Цель статьи - определение сущности процесса автоматизации при принятии управленческих решений в корпорациях с государственным участием, выявление экономических эффектов от внедрения информационных технологий, а также определение влияния роли функциональной структуры внедряемой информационной системы на возможность принятия грамотного управленческого решения. Научная новизна представлена разработанными методическими рекомендациями для проведения сравнительного анализа информационных систем и их выбора с целью последующего рационального внедрения в систему корпоративного управления. Автором также доказана потребность внедрения такого эффективного управленческого инструментария Currently, there is a demand for the automation of managerial decisions in corporations with state participation, which, in turn, face the need for competent allocation of resources in this area. The functional structure of the implemented system determines the economic efficiency of the system, the implementation result may be the benefits provided by information support from the entire complex of the information system. The object of the research is a tool for introducing the IT management system of a corporation. The author has formulated guidelines for a software comparative analysis of information systems for their rational implementation, and also proved the need for the implementation of effective management tools.

Management of complex distributed systems, at present, is carried out using information systems designed to collect and manage a large amount of heterogeneous information of an organization or institution. The technical component of such information systems is itself a complex distributed system, and information about the location and mutual arrangement of its individual components, as well as the location of the associated infrastructure and main users, is essential for its high-quality functioning. A method of spatial data mining that suggested in this paper, proposed for formalizing the process of creating specialized databases for the implementation (creation) of individual subsystems as part of complex distributed information systems. The results of the application of this method for the construction of one of the subsystems, namely, the subsystem of information support for the management of the technical component of the information system, as part of a complex distributed information system, are presented on the example of the geoinformation system of the Ufa State Aviation Technical University. The proposed approach to intelligent analysis and representation of spatial data, consisting in a formalized description of various thematic data applied to solving specific problems of information management support in complex distributed systems, can be applied to the construction of complex information systems in significantly distributed organizational and infrastructure.

Although a lot of information is available worldwide, getting the right piece of information is challenging. In addition, integrating information from different sources is still very complicated. To make the different information systems to interoperate, it is necessary to provide common knowledge structures. Ontologies have been developed for making the semantics of a domain explicit. However, using such formal structures is not straightforward and their benefits are not clear to the users. The work presented in this paper explores the use of an ontology for musical sound recordings in order to allow cataloguing and searching for such information. Therefore it investigates how the knowledge society can benefit from ontologies, with focus on the culture, more specifically the music domain. Some possible benefits and pitfalls are also described and a case study shows an evaluation of the proposed approach by users of this domain.
