On May 4, 2020, the 30th anniversary of the restoration of Latvia’s national independence was celebrated, and the 160th anniversary since the birth of the first President of Latvia, Jānis Čakste (1859–1927), was remembered on September 14, 2019. In 1917, even before the establishment of the Latvian state, Čakste published a longer essay in German, entitled „The Latvians and Their Latvia” (Die Letten und ihre Latwija), in which both the ethnic and geopolitical history of the Baltics was presented to communicate the public opinion and strivings of that time internationally. The essay also reflected economic relations in the predominantly Latvian-inhabited territory, demonstrating the political convictions and the culture-historical background of the era. The article aims to characterise the history of writing and publishing the essay in German, and its translation into Latvian (1989/90), and the translation’s editions (1999, 2009, 2014, 2019). Part of the article is devoted to analysing the culture-historical aspects, which in the authorial narrative have been expressed in the interethnic environment of the territory and the era.

Victor Konstantinovich Menshikov on the occasion of the 30th anniversary of his scientific, pedagogical and medical activity. The fostering of the hero of the day gathered a crowded audience. VK was warmly greeted by representatives of government agencies, public organizations of Kazan, the University Board, the Faculty of Medicine, representatives of the university clinics, the Institute for Advanced Medical Studies, numerous students, colleagues and patients. In addition, a number of IVs responded to the anniversary. Union institutions, as well as individual scientists from different cities of the USSR and from abroad (Germany)

The article provides a substantiation of the essence of the concept of «development of professional mobility of the manager of a secondary education institution». It is provided that the process of development of professional mobility of a school manager will be effective on the basis of its organizers and the public understanding the connection of such mobility, self-development of the specialist during life and professional mobility to strengthen the intellectual and educational environment of Ukrainian secondary education institutions. The purpose of the study was to find out the possibilities of identifying and influencing the educational manager's self-development traits by analyzing publications of scientific pedagogical journals made by different groups of authors in order to improve the professional mobility of the manager by means of training at a pedagogical university and institute of postgraduate pedagogical education. The article is empirical and is based on a secondary analysis of significant theoretical positions of Ukrainian and foreign authors. The research is based on the author's method of content analysis of pedagogical publications of two Ukrainian scientific journals with the addition empirical (questioning, observation, expert evaluation) and statistical (computer quantization of content, mathematical quantitative and qualitative data analysis) methods. The study concludes that the proposed approach to the study of the content of pedagogical publications and the use of this data to improve programs for the development of professional mobility of managers of secondary education institutions, the construction of individual trajectories of their self-development.

30th MONTREAL WORLD FILM FESTIVAL Amidst speculations as to its presence and particularly its future, Montreal World Film Festival (24 Aug-4 Sept, 2006) opened the curtain with optimism and pride to celebrate its 30th anniversary. Gone were the star-studded days, lavish parties and long queues in front of the theatres, but the aficionados were still there, rain or shine, and the program, true to its commitment, was diverse and explorative, with evident partiality to the lesser known cinemas. Over two hundred features from at least 76 countries - from Haiti to Afghanistan with a good dose of French films - stirred up the curiosity of the public habitually fed on Hollywood products. The multi-ethnic and multi-cultural make-up of Montreal was evident in the diversity of the languages spoken in the corridors, especially in the way many people were trying to see a film from their own country that perhaps...

The relevance of the article is that any physical or social phenomenon is characterized by external visible to all and deep hidden from the general public provisions. If the first can be seen and evaluated by any inquisitive person, the second can be identified and analyzed only by a highly competent professional. All this fully applies to the problem of administrative and legal support of higher legal education in Ukraine. Hundreds of thousands of citizens who are more or less involved in the process of obtaining higher legal education have certain opinions about it. However, only a small part and this is primarily scholars of law can understand the deep internal factors of the analyzed issues. As is known from philosophy, the internal aspects of any philosophical matter are most aptly characterized by the gutter of essence. In today's conditions, legal education in Ukraine is experiencing a period of positive renewal on the basis of the Euro-Atlantic community. However, in the process of carrying out this activity there are both certain legislative inconsistencies, as well as conservative resistance of some scientific and pedagogical orthodoxy. What needs, as a doctrinal essential further improvement of administrative and legal support of higher legal education in Ukraine. The article reveals and generalizes the essence of administrative and legal support of higher legal education in Ukraine. These are the most important in-depth connections regarding the public administration of higher legal education in Ukraine. It is of universal value, socio-cultural phenomenon and scientific-pedagogical process on the basis of realization of the synthetic concept of education and student-centric direction of administrative activity of subjects of educational and upbringing process on subjects of public administration. It is concluded that the essence of administrative and legal support of higher legal education in Ukraine is the most important deep connections in public administration of higher legal education in Ukraine as a universal value, socio-cultural phenomenon and scientific and pedagogical process based on the synthetic concept of education and student-centered administration. activities of subjects of educational and upbringing process on subjects of public administration.

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.

In many respects, the least important part of the 1999 elections were the elections themselves. From the beginning of General Abdusalam Abubakar’s transition program in mid-1998, most Nigerians who were not part of the wealthy “political class” of elites—which is to say, most Nigerians— adopted their usual politically savvy perspective of siddon look (sit and look). They waited with cautious optimism to see what sort of new arrangement the military would allow the civilian politicians to struggle over, and what in turn the civilians would offer the public. No one had any illusions that anything but high-stakes bargaining within the military and the political class would determine the structures of power in the civilian government. Elections would influence this process to the extent that the crowd influences a soccer match.
