The objects of bioindication of the ecological state were 3 channels of the Volga Delta, located both directly in Astrakhan and in the Astrakhan region. The aim of the work was to conduct a comparative bioelectronic diagnosis of the ecological state of the selected channels with different local anthropogenic loads, both by type and size, based on assessments of the functional state (health) of the bivalve mollusks Anodonta anatina living in them, estimated on the basis of an analysis of their cardiorhythm, measured using an original fiber-optic bioelectronic system. It was found that shellfish selected from different water areas, after 1hour functional load, restore the original heart rate for different times, but in the range from 117 to 166 minutes, which is typical for shellfish living in significantly polluted reservoirs of the same ecological status - "Bad". This characteristic of the water areas completely coincides with the characteristic of the ecological state of the channels of the Volga River Delta specified in the State Report "On the state and on Environmental Protection of the Russian Federation in 2017". The authors proposed and justified the possibility of using the water area of the Gandurino River as a conditional reference for the Volga Delta region. In this case, according to the value of the environmental quality coefficient EQR, the channels of the Urban Branch and the Small Channel can be attributed to the regional environmental status - "Good".

The author offers mapping and geoecological analysis of the Russian Federation regions presence in the state program “Environmental Protection”. The unequal distribution of the program’s targets and activities in different regions is revealed. A considerable number of relevant environmental problems for several mentioned regions have not been reflected in the program. It is important to increase the area of specially protected natural areas for a significant number of subjects of the Russian Federation. The status “part of the territory occupied by specially protected natural territories of Federal value in the total area of the subject of the Russian Federation” is recommended to be assigned all regions of Russia. Identification and elimination of objects of accumulated environmental damage that threat to the Volga river is relevant, at least for all the regions in which the Volga flows. Not all regions with a high level of air pollution and/or large masses of air pollutants have the indicator “reduction of total emissions for the reporting year”. It is necessary to increase the Program of measures for the protection of rare and endangered species of plants and to expand the list of regions in which it is planned to protect rare and endangered species of animals.

The paper studies the ecosystem of the Eastern Sivash in the context of natural and anthropogenic influence. The data collected during the expedition of the Azov-Black Sea Branch of the FSBSI “VNIRO” conducted in early summer 2020 were used as original empirical evidence. Specific features of hydrological and hydrochemical conditions, as well as species composition, distribution, and abundance of ichthyoplankton were indicated. It was shown that the values of pH, nitrates, nitrites, and phosphates did not exceed MPCs established for fishery water bodies within the entire water area under study; the range of dissolved oxygen content was wide: 3.63–9.13 mg/dm3 . By comparison of the environmental status of the biocoenoses during early summer 2020 with the data collected during a similar survey in 2019, it was found that the water temperature at site 4 is lower by 1.9–2.7 °C. Further salinization of the Sivash was recorded: the lowest salinity in 2019 ranged within 32–38 ‰ and the highest one ranged within 83–86 ‰; in 2020, these values were 36–43 ‰ and 91–97 ‰, respectively. In terms of spatial distribution, the range of the increase in salinity was 4.36–16.69 ‰, with the highest value being recorded at site 2 (11.51–16.69 ‰) and the eastern part of site 3 (13.22 ‰). To a lesser extent (by 4.36–6.26 ‰), an increase in salinity was recorded at site 4 and the western part (5.27 ‰) of site 3. The results of plankton net surveys showed that ichthyoplankton was represented almost exclusively by larvae of big-scale send smelt, which had the densest distribution at site 1 at a salinity of 89 ‰, and on the border between sites 2 and 3 at a salinity of 74 ‰. The upper limit of salinity at which this fish reproduction is possible lies within the range 75–90 ‰. The absence of so-iuy mullet eggs and juveniles at a salinity higher than 32–36 ‰ in May – June of 2019–2020 during the peak of so-iuy mullet spawning does not provide a reason to include the Sivash Bay among the Azov Sea areas important for reproduction of this fish species

Introduction. Manzherok Lake is the only habitat of the Red Book endemic water chestnut (Trapa pectinata) in the Altai Republic. In the second half of the 20th century, its catchment area underwent significant anthropogenic transformations, increasing the degradation of the lake ecosystem. To stabilize the state of the reservoir, in 2017–2018, its central part was cleared of the bottom silt (sapropels). Methods. In 2019–2020, as part of monitoring the state of the lake’s water area, 11 rounds of water testing were conducted at six points on two profiles. In total, we collected 72 water samples and studied their chemical composition and, partially, microbiological parameters. The suspended matter content, turbidity and oxidability of water were determined on an ongoing basis. Results. We identified a trend for a consistent decrease in the content of suspended particles and other indicators of the ecological state of water. The forecast for 2020 to improve the quality of lake water was confirmed. We also revealed other positive changes in the ecological state of Manzherok Lake after its clearing. Conclusion. We determined features of lake ecosystem self-restoration after rehabilitation and made a forecast regarding the preservation of positive trends in the restoration of water quality for the next 1–2 years. It is shown that the lake clearing of the bottom silt did not solve the problem of its rehabilitation to the full.

Primary producers are an integral part of freshwater ecosystems. Phytoplankton forms the basis of the trophic pyramid, participates in the formation of water quality and acts as a sensitive indicator of the state of the reservoir. The ability of macrophytes to accumulate mineral and organic substances makes them active participants in the self-purification of natural waters. Higher aquatic plants are characterized by conservatism to short-term changes in the environment, but changes in vegetation over the years may indicate anthropogenic transformation of ecosystems. The contribution to maintaining the stability of the functioning and biodiversity of the ecosystem makes phytoplankton and macrophytes compulsory research objects aimed at studying the state of water bodies. The aim of the work was the study of primary producers as bioindicators of the ecological status of the Velikaya river delta in the summer of 2018. As a result, 127 phytoplankton taxa from 8 phylums were found: Chlorophyta, Bacillariophyta, Cyanobacteria, Euglenophyta, Chrysophyta, Dinophyta, Cryptophyta, Charophyta. The species richness was dominated by the Chlorophyta (42.5%), Bacillariophyta (25.2%), Cyanobacteria (11.1%). According to the ecological and geographical analysis of the delta algaflora, cosmopolitan, freshwater, planktonic forms of microalgae dominate, preferring neutral and weakly alkaline waters. Water quality assessment revealed the beta-mesosaprobic nature of the waters, which indicates moderate pollution of the water area. In the composition of macrophytes, 43 species from 3 phylums were identified: Magnoliophyta, Equisetophyta, Chlorophyta. By species composition, angiosperms dominated (95.3%), of which 46.3% were dicotyledons and 53.7% - monocotyledons. Hygrophytes (34.9%) and hydrophytes (32.6%) prevailed in terms of ecological structure. The leading role in the overgrowing of the delta belonged to high-grass helophytes and rooting hydrophytes with leaves floating on the water. A total of 37 saprobiont flora were found. The total index of saprobity was 277 points.

В этой связи в рамках данной публикации авторами представляется методический подход, позволяющий интегрировать результаты анализа производственной и непроизводственной деятельности предприятий кластера и экологической составляющей с целью получения обобщающего оценочного суждения. The need for a comprehensive objective assessment of the economic and environmental status of the Arctic Norilsk Metallurgical Cluster is substantiated by the significant significance of this region for the purposes of the economic development of the Russian Federation and the implementation of large Arctic investment projects. In this regard, in the framework of this publication, the authors present a methodological approach that allows integrating the results of the analysis of the production and non-production activities of cluster enterprises and the environmental component in order to obtain a generalized value judgment. For this purpose, the authors successively solved the following problems:

To solve the problem of information security management the method was proposed that allows determining the degree of importance of confidential documents of the organization. The urgency of the proposed algorithm was substantiated taking into account the requirements of the legislation of the Russian Federation in the sphere of information security. The stages prior to the formation of the list of confidential documents of the organization were described. A review of the main documents of the legal and regulatory framework was carried out including documents relating to the state regulation of relations in the sphere of information security. The classes of protected information for the accessing categories were considered. The criteria changes of the value of information in the process of time were represented. The algorithm of formation of the list of confidential documents of the organization based on the properties of information was offered. The algorithm is based on an expert method of pair comparison of alternatives. The result of the use of this method is a number of confidential documents, ranked in descending order of importance. For each document the weighting factor of importance can be calculated. The verification stage of the degree of expert consistency was included in the methodology to eliminate the use of erroneous expert data. The application of the methodology is illustrated by a calculated example.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.
