Потребность в комплексной объективной оценке экономико-экологического состояния Приарктического Норильского металлургического кластера обосновывается существенной значимостью указанного района для целей экономического развития Российской Федерации и реализации крупных арктических инвестиционных проектов. В этой связи в рамках данной публикации авторами представляется методический подход, позволяющий интегрировать результаты анализа производственной и непроизводственной деятельности предприятий кластера и экологической составляющей с целью получения обобщающего оценочного суждения. The need for a comprehensive objective assessment of the economic and environmental status of the Arctic Norilsk Metallurgical Cluster is substantiated by the significant significance of this region for the purposes of the economic development of the Russian Federation and the implementation of large Arctic investment projects. In this regard, in the framework of this publication, the authors present a methodological approach that allows integrating the results of the analysis of the production and non-production activities of cluster enterprises and the environmental component in order to obtain a generalized value judgment. For this purpose, the authors successively solved the following problems:

Purpose: the purpose of the research is to evaluate proposals on the formation of a fundamentally new support and zonal structure for managing the development of the Russian Arctic and related changes in the regulatory and legal support for this development.Methods: research is carried out with the use of interdisciplinary methodologies which integrate specific tools of research of economic, sociological, political science, ecological, legal and other issues of spatial systems’ functioning.Results: there is an active modernization in the production, infrastructure and defense spheres on the territory of the Russian Arctic, the accelerated development of which can be considered a prerequisite for solving the social and economic problems of the integrated development of the whole macroregion. At the same time, the gradual modernization of the institutional and legal bases for the development of the Arctic zone of the Russian Federation (AZRF) began. An additional impetus was given to it by the adoption of Decree №1064 of the Government of the Russian Federation of August 31, 2017 on a new state program for the development of the Arctic that made significant adjustments to earlier decisions on public administration and legal support for the development of the Russian Arctic.Conclusions and relevance: the authors showed that one of the main reasons for the slow implementation of the justifiably ambitious intentions of the country's leadership on the complex socio-economic re-development of the Russian Arctic was the underestimation of the importance of modernizing the institutional and legal bases for the re-development of the Russian Arctic. The modernization of the institutional and legal bases of spatial development is becoming an important factor in the stable functioning of not only the state, regions and municipalities, but also for the implementation of any investment projects. The data on innovations in the structure of the institutes and legal regulators of the development of the Russian Arctic confirms the undoubtedly positive potential for modernizing the institutional and legal bases for the spatial development of the Russian Arctic and the need for experimental verification of the decisions taken so that that potential could be fully realized.

The objects of bioindication of the ecological state were 3 channels of the Volga Delta, located both directly in Astrakhan and in the Astrakhan region. The aim of the work was to conduct a comparative bioelectronic diagnosis of the ecological state of the selected channels with different local anthropogenic loads, both by type and size, based on assessments of the functional state (health) of the bivalve mollusks Anodonta anatina living in them, estimated on the basis of an analysis of their cardiorhythm, measured using an original fiber-optic bioelectronic system. It was found that shellfish selected from different water areas, after 1hour functional load, restore the original heart rate for different times, but in the range from 117 to 166 minutes, which is typical for shellfish living in significantly polluted reservoirs of the same ecological status - "Bad". This characteristic of the water areas completely coincides with the characteristic of the ecological state of the channels of the Volga River Delta specified in the State Report "On the state and on Environmental Protection of the Russian Federation in 2017". The authors proposed and justified the possibility of using the water area of the Gandurino River as a conditional reference for the Volga Delta region. In this case, according to the value of the environmental quality coefficient EQR, the channels of the Urban Branch and the Small Channel can be attributed to the regional environmental status - "Good".

Industries are able to have the considerable impact on the environment. In this regard in modern conditions, when environmental friendliness is so relevant, the considerable attention is paid to the innovative development of the industrial enterprises. But investments into innovations in turn demand the careful analysis of the innovative projects. According to the authors, the methods, widespread in practice of the investment projects assessment can be used for the assessment of innovative projects in industries, but they need some adaptation. Besides, the majority of techniques of assessment consider only separate criteria of the selection of projects for realization. But the specifics of innovative projects demand another approach; they demand a complex research of appeal of the innovative project, including not only financial performance, but also technical quality, environmental safety, economic and budgetary effectiveness, social effect, risk analysis and also the analysis of reliability and appeal of the enterprise, initiating the project. Thus, the purpose of this article was to present the algorithm of the complex analysis of the innovative project. The received results and the made recommendations can be used by potential investors as a technique of assessment of the investment attractiveness of the innovation projects in the industry.

In the most general case, the assessment of the risks of investment projects is carried out on the basis of a single standard methodological approach, sufficiently adapted to a large number of industry structures. However, new projects implemented in order to expand and radically modify the infrastructure of railway transport in the Russian Federation require clarification of the principles and provisions of existing approaches for their reasonable implementation. The reason for this lies in the sectoral features of the projects: the return on investment is longer than in other sectors; the social importance of new infrastructure facilities; attraction of budgetary resources to finance new transport construction projects. The article discusses the main prerequisites for the formation of a methodological approach to the analysis and assessment of the risks of construction of infrastructure facilities of railway transport. The author's approach to assessing the risks of projects for the construction of infrastructure facilities is proposed from the standpoint of their relationship with the characteristics of project stakeholders, which determines the directions of risk analysis at the current stage of project implementation and the consequences of the previous stages.

Economics and ecology, being one of the main components of a complex territorial economic system, are characterized by close interdependence and interdependence. Changes in the economy entail transformational processes in nature management and changes in the ecological state. And depending on how well these components and their connections are balanced, the further socio-economic development of the territory and the living conditions of the population will depend. Based on the analysis of the ecological and economic situation in the regions that make up Pacifi c Russia, the main factors forming the environmental situation in them are identifi ed, and a possible environmental component is considered when developing the natural resource potential and implementing major investment projects in the Pacifi c Of Russia.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

Subject. This article explores the economic relations of economic entities concerning effective investment activities, combining elements of investment control and assessment of related risk. Objectives. The article aims to analyze and logically substantiate the stages and types of investment activities of enterprises and investment projects in-progress, as well as define a methodological approach to assessing project risks. Methods. For the study, we used a structural and logical analysis, and deductive reasoning. The methodological base of the study is based on the principles of the theory of finance, investment and risk management. Results. The article defines stages of assessing the financial condition of enterprises and proposes a methodological approach to assessing certain risks of an investment project based on the risk ranking by degree of probability and significance of an event through applying the expert assessment method. The article also presents a practice-oriented risk map for investment projects and clarifies the concept of Investment Control. Conclusions. The results of the study can help address the significant for the Russian economy issue of stimulating and developing investment activities at enterprises, as well as implementing and evaluating the effectiveness of investment projects at the micro-and macro-levels of the country's economy.
