The impact of Information and Communication Technologies (ICTs) on learning remains one of the most controversial topics among scholars. There are experts who see them as the cornerstone of a revolution in education but others consider that ICTs have been overrated, as it was the case with radio and television in the twentieth century. This study attempted to analyze the potential and actual value of ICTs on learning and cognition, based on a qualitative content analysis that allowed to contrast the results of 150 research articles published between 2006 and 2021, with international reports and scholars’ contributions to the topic in discussion.

The paper considers the problems consider the problems of enterprises digitalization. Based on the research of the scientific literature, it is established that enterprises in the modern world need the active introduction of information and digital technologies to ensure the competitiveness of production and active development in the future. The analysis and assessment of the use and development of communication and information technologies by domestic enterprises is carried out. According to its results, it is established that the main areas of information and communication technologies implementation in domestic enterprises are cloud computing services, sources of "big data" for the analysis of "big data", 3D printing, external links to the Internet, own websites and electronic trade via the Internet, etc. It is determined that due to the rather intensive growth of the number of enterprises in the information and communication industry, the use of their developments in production is rather insignificant. Only 5% of enterprises during the study period used all the above information technologies in their activities. Based on the analysis, the problem areas of the process of implementation and development of communication and information technologies at domestic enterprises are identified and recommendations for improving the efficiency of information and communication technologies are provided. The MatLab Statistic Toolbox built into MatLab is used to determine the trends of the impact of digital innovations and the number of information and communication enterprises on GDP.

In recent years, information and communication technologies have become a source for democratic innovations, for example, the submission of electronic petitions by citizens allows drawing the attention of the authorities to the problem issues in society. These tools of e-democracy allow us to improve defined forms of traditional democracy and to maintain a systematic dialogue between the authorities and society. Electronic petition is one of the most effective tools of e-democracy, because other electronic discussion platforms do not provide such fast and reliable results. Petitions allow us to express dissatisfaction with the law passed or proposed by parliament, administrative decisions of the executive power or absence of urgent actions; express views on the results of a separate state policy. The uniqueness of petitions lies in the fact that the initiative takes place from the «bottom» of civil society to the «up» of authorities, government should only provide a platform for this. The additional benefits of using electronic petitions are the stimulation of increased interest in various state issues; publicity of their consideration, which creates a sense of solidarity in the community during the execution of a civil obligation. This tool extends the powers of citizens, further legitimizes actions of state authorities by explaining the impact of government policy on public life, maintaining close interaction between citizens and elected officials, and increasing responsibility and accountability of the government. Problem. Information and communication technologies (ICTs) have become an integral part of modern society in the 21st century. The impact of these technologies on the development of humanity is ambiguous and assessed by experts from very positive to very negative often based on the same facts. The use of ICT in education is the subject of basic and practical research. Goal. The aim of the work is to analyze the requirements and develop a prototype curriculum for young children, which includes analysis of the task and the audiovisual component, development of the prototype at the level of the framework program, whose content may vary depending on the task. Methodology. The analytical methods of research were used for the development and application of training software. Results. The means for the implementation of a development application for young children were analyzed, taking into account the age characteristics of the perception of audiovisual content. The cognitive abilities of children of different age categories were analyzed. Based on the analysis of requirements, the architecture of the training application was developed and its prototype was implemented for working on mobile platforms. The set of IDEF0-diagrams for training applications for children from 2 up to 8–10 years of  age was obtained. The prototype of training application was tested by a common task. Originality. All results were obtained based on the research of children’s learning problems. Practical value. The prototype of mobile software can be used for making specified applications not only for children.

The article simulates the impact of the digital technologies’ development on economic growth, which makes it possible to find ways to improve the quality of various spheres of life and identify areas of the economy, the accelerated digitalization of which will ensure an increase in gross domestic product (GDP). The research used groupings of economic activities that directly influence the development of the digital economy. Using the data of regression models, the coefficients of GDP elasticity from the development of the studied sectors were calculated and used to forecast GDP under the development influence of the studied sectors while maintaining the existing trends. The dynamics of the e-commerce market development in Ukraine, the dynamics of production volumes of products (services) of the main types of economic activities in the field of digital transformation of the economy in Ukraine, the dynamics of financial results of enterprises in the information and telecommunications sector in Ukraine, the dynamics of capital investments in the field of information and communications of Ukraine, the dynamics of foreign investment in the development of the type of economic activity “information and telecommunications” in Ukraine, the dynamics of the development of the main areas of digitalization of the Ukrainian economy in 2010-2018 and the dynamics of GDP in actual prices were revealed. A correlation and regression analysis of the impact of the main indicators of the digital technologies sectors development on Ukraine's GDP is also carried out. The forecast extrapolation trend of production growth volumes of products and services in the information sector of Ukraine was built. A forecast of GDP growth in Ukraine has been constructed, taking into account the processes of digitalization of the economy in accordance with certain trends. The forecast dynamics of changes in GDP under the influence of the IT sector development until 2023 was also illustrated. It was found that Ukraine lags significantly behind most developed countries in terms of the level of industrial production development of information and communication technologies and equipment, Ukraine is completely import-dependent in this area. It has been proved that stimulating the development of information and communication technologies has significant prospects for activating digitalization processes in all spheres of the economy and society and increasing GDP.
