UiB-NORSAR EIDA Node: Integration of Seismological Data in Norway

Abstract Although Norway has had an open data policy for seismological data for a long time, access to a good portion of the data required the use of nonstandard tools. This changed with the establishment of a dedicated European Integrated Data Archive (EIDA) node that is operated jointly by the UiB (University of Bergen)-NORSAR. This now gives access to 139 stations and currently 12.1 Tb of data. The archive continues to grow with new data from permanent stations that are added in near-real time, the backfilling of archives from permanent networks and providing access to temporary deployments. The software behind the EIDA node is SeisComP, and access to data and metadata is through standard International Federation of Digital Seismograph Networks (FDSN) and EIDA webservices. Quality metrics are computed through the EIDA WFcatalog tools and in addition Modular Utility for STAtistical kNowledge Gathering metrics are computed with Incorporated Research Institutions for Seismology System for Portable Assessment of Quality. The added value from the new UiB-NORSAR EIDA node is that it integrates data from high-quality single and array stations from the Norwegian intraplate region into the common European system.

Purpose – The purpose of this paper is to provide a comprehensive cross-national comparative framework to compare open data policies from different countries and to derive lessons for developing open data policies. Open data policies guide the opening and stimulate the usage of public data. However, some countries have no or less developed open data policies, in this way missing the opportunity to reap the benefits of open data. Design/methodology/approach – Literature review and case studies were conducted to extend an existing comparison framework, and the framework was used to compare open data policies of the UK, the USA, The Netherlands, Kenya and Indonesia. Findings – The comparison of open data policies highlighted several lessons that can be learned, including actions regarding a robust legal framework, generic operational policies, data providers and data users, data quality, designated agencies or taskforces and initiatives and incentives for stimulating demand for data. National policies should also be focused on removing barriers on the operational level and policies for stimulating the release and use of data. Research limitations/implications – There is hardly any research systematically comparing open data policies. The comparative framework provided in this paper is a first analytical basis for cross-national comparison of open data policies and offers possibilities for systematic cross-national lesson-drawing. Practical implications – The authors found two waves of policy-making. The first wave of policy is focused on stimulating the release of data, whereas the second wave of policy is aimed at stimulating use. The comparison can be used to learn from other policies and help to improve open data policies. A third wave of open data policy is expected to materialize focusing on realizing added value from utilizing open data. Social implications – Improving a country’s open data policy can help the country to reap the benefits of open data, such as government transparency, efficiency and economic growth. Originality/value – Open data are a recent phenomenon and countries are looking for ways to obtain the benefits. This research can be used for developing and evaluating open data policies.

The objective of the chapter is to identify some barriers to accessing public data through the study of one of the pillars of Mexico's national open data policy, the Open Mexico Network. Based on the exploratory analysis of the “Mexico Abierto network” and the description of a case study in northern Mexico, an attempt is made to answer the following question: Does Mexico's national open data policy generate timely data and have efficient access to data? and the final question, Is it easy for citizens to obtain? The study identifies major problems from the design of the national policy of open data, such as not having foreseen the creation of positive incentives for local governments to update the databases in the “México Abierto network.”

Access to data is a critical feature of an efficient, progressive, and ultimately self-correcting scientific ecosystem. But the extent to which in-principle benefits of data sharing are realized in practice is unclear. Crucially, it is largely unknown whether published findings can be reproduced by repeating reported analyses upon shared data (“analytic reproducibility”). To investigate, we conducted an observational evaluation of a mandatory open data policy introduced at the journal Cognition. Interrupted time-series analyses indicated a substantial post-policy increase in data available statements (104/417, 25% pre-policy to 136/174, 78% post-policy), although not all data appeared reusable (23/104, 22% pre-policy to 85/136, 62%, post-policy). For 35 of the articles determined to have reusable data, we attempted to reproduce 1324 target values. Ultimately, 64 values could not be reproduced within a 10% margin of error. For 22 articles all target values were reproduced, but 11 of these required author assistance. For 13 articles at least one value could not be reproduced despite author assistance. Importantly there were no clear indications that original conclusions were seriously impacted. Mandatory open data policies can increase the frequency and quality of data sharing. However, suboptimal data curation, unclear analysis specification, and reporting errors can impede analytic reproducibility, undermining the utility of data sharing and the credibility of scientific findings.

In 2016, the National Book Council, the ISBN agency for Malta, released its ISBN database online. A few months later, the ISBN database was enhanced with an open-data feature that enables users to download the search results in a single file with read and write access. The database includes all the ISBN data of Malta except for some records and data that were lost during the period before 2013 when paper data storage of ISBN records was the common practice. The implementation of an ISBN electronic database now ensures that no data go missing and facilitates the preservation of metadata. As added value, the open-data system provides access to all of the ISBN records as listed in the database, which means that virtually all of the ISBN data elements can be downloaded from the database. Researchers, publishers, authors, and booksellers all stand to benefit from this open ISBN data system.

Quality healthcare delivery is the bedrock to exponentially accelerate the development of a country. Unfortunately, in Pakistan healthcare has been neglected since a long time, with the common man bearing the brunt of this acute situation. There are critical challenges in health care, with paucity of trained human resource and deficit of regulated infrastructure and service delivery being the predominant dilemmas. Primary and secondary healthcare are in an unseemly state, to say the least. Maternal and child health care, accident, and emergency departments and mental health are among the most undermined and forsaken areas of healthcare, primarily in the far flung Gilgit Baltistan region of Pakistan. The only way forward is if the political regime, administration and the medical personnel work in concurrence to revise the health infrastructure of the country.

Background: Over the past five years, the cold atmospheric plasma-activated solutions (PAS) have shown their promissing application in cancer treatment. Similar as the common direct cold plasma treatment, PAS shows a selective anti-cancer capacity in vitro and in vivo. However, different from the direct cold atmospheric plasma (CAP) treatment, PAS can be stored for a long time and can be used without dependence on a CAP device. The research on PAS is gradually becoming a hot topic in plasma medicine. Objectives: In this review, we gave a concise but comprehensive summary on key topics about PAS including the development, current status, as well as the main conclusions about the anti-cancer mechanism achieved in past years. The approaches to make strong and stable PAS are also summarized.

Societies are entering the age of technological disruption, which also impacts governance institutions such as parliamentary organizations. Thus, parliaments need to adjust swiftly by incorporating innovative methods into their organizational culture and novel technologies into their working procedures. Inter-Parliamentary Union World e-Parliament Reports capture digital transformation trends towards open data production, standardized and knowledge-driven business processes, and the implementation of inclusive and participatory schemes. Nevertheless, there is still a limited consensus on how these trends will materialize into specific tools, products, and services, with added value for parliamentary and societal stakeholders. This article outlines the rapid evolution of the digital parliament from the user perspective. In doing so, it describes a transformational framework based on the evaluation of empirical data by an expert survey of parliamentarians and parliamentary administrators. Basic sets of tools and technologies that are perceived as vital for future parliamentary use by intra-parliamentary stakeholders, such as systems and processes for information and knowledge sharing, are analyzed. Moreover, boundary conditions for development and implementation of parliamentary technologies are set and highlighted. Concluding recommendations regarding the expected investments, interdisciplinary research, and cross-sector collaboration within the defined framework are presented.

By the 1230s Latins and Greeks were riot short of issues for debate or polemic, but the topic of purgatory did have a novel feel about it. The doctrine seems to emerge on the common agenda fairly suddenly, finding no place, for example, in the wide-ranging list of 104 points of divergence drawn up by the Byzantine prelate, Constantine Stilbès, in the wake of the cruel sack of Constantinople by the Latins in 1204. The subject did, however, establish itself as a hardy perennial, and it is proposed to trace its main ramifications up to the death of Emperor Michael viii in 1282, and then to concentrate on the Council of Ferrara–Florence (1438–9). Without a doubt the debates and the constant attempts at reunion were not conducted in isolation from wider cultural, political and military considerations, the kind of considerations that in 1400 would lead the Byzantine emperor to journey as far as England. But here the emphasis will fall on the theological aspects. Moreover, there were also in play forces of inertia, ignorance and mutual incomprehension difficult to assess rationally. The thirteenth-century friar, Humbert of Romans O.P., in discussing what would make for reunion with the Greeks noted how a schism might be continued simply because it had existed for a long time, just like the feud between Guelf and Ghibelline.

The Oberg, Manske and Tonkin (OMT) Classification of congenital anomalies of the hand and upper limb uses dysmorphological terminology, placing conditions in one of three groups: Malformations, Deformations and Dysplasias. The main group, Malformations, is further subdivided according to whether the whole of the limb is affected or the hand plate alone, and whether the primary insult involves one of the three axes of limb development and patterning or is non-axial. The common surgical diagnoses, such as thumb duplication and thumb hypoplasia, are then placed within this framework. Recently the International Federation of Societies for Surgery of the Hand Scientific Committee for Congenital Conditions approved the OMT Classification as a timely and appropriate replacement of the previously accepted Swanson Classification. This review charts the development of and modifications to the OMT Classification and its current status.
