Introduction. The trend of teaching staff aging in secondary schools is evident in many countries. A negative consequence of this is the growing gap between the personal resources of teachers and the requirements of the profession. Solving the problem of maintaining an optimal age structure involves studying its dynamics and forecasting its development in order to develop measures for personnel planning. The present paper presents the results of the analysis of the current age structure of teachers in the regional context (in the subjects of the Russian Federation) and develops a forecast for its development.The aim of the current research was to present the results of the development of a medium-term (until 2024) forecast of the age structure of teachers in the subjects of the Russian Federation.Methodology and research methods. The research was based on a general scientific methodology applying a systematic approach and the methods of statistical analysis, comparison, generalisation, systematisation, structuring, interpretation, extrapolation, forecasting, and graphical representation of data. The authors analysed the data in official statistics of the Russian Federation and the Organisation for Economic Cooperation and Development. The provisions of normative and legislative documents in the field of strategic regulation of education in the Russian Federation, scientific publications of Russian and foreign researchers in the Scopus, Web of Science, and Science Index databases were investigated as well.Results. The authors identify and highlight the factors, which have the most significant impact on the current state of personnel support for educational activities in the world. The analysis of age-specific teacher characteristics in cross-country comparison is performed. The assessment of age structure of general education teaching personnel in Russia as a whole and at the regional level is carried out. The forecast for its development for the period up to 2024 is developed. Scientific novelty. The conceptual feature of the present study lies in the view of the trends in the development of age cohorts in homogeneous groups. The approach employed allows for increasing the accuracy of forecasting of teacher demand, taking into account the specifics of regional demand.Practical significance. Taking the specifics of the regions into consideration, it will be possible to improve the quality of education. The results of the research can be used by specialists in the course of conducting international research, planning teacher training, and developing measures to enhance the prestige of teaching profession and to stimulate the influx of young personnel to schools at the Federal level and in the regions of the Russian Federation.

The problem of transformation of the higher education system in the Russian Federation in terms of developing scientific and pedagogical potential is quite acute. Copying the Bologna system without adapting to the Russian reality led to the formation of destructive consequences for the system of reproduction of scientific and pedagogical personnel of the country. Negative trends in the number of higher education institutions, demographic waves accompanied by a decrease in the number of students, changing market requirements for the value of higher education and its formalization have led to a reduction in the need for research and teaching staff. Among other things, the prestige of the higher school teaching profession has significantly decreased in society, which has become an additional factor for reducing the interest of talented young people in the teaching profession, and without the influx of talented creative personnel into the research environment, the country's human resources potential in general also falls, as well as its innovative potential. Many scientists negatively assess the reformation in the higher education system of the Russian Federation, focusing on criticism of changes that forced higher school teachers to work to achieve rating indicators, rather than developing their own intellectual potential and teaching. They negatively assess the Western experience in implementing generalized education standards, which, first, in Russia were not adapted to the country's original culture, and secondly, led not to solving problems in the higher education system, but to their aggravation.

The article is devoted to the problems of increasing the effectiveness of the realization of constitutional norms on the accessibility and quality of education in the Russian Federation as a social state.The basis of relevant scientific discussions is the search for the best directions in the realization of the norms of the Constitution of Russia, which in Art. 43 fixes the right to education (part 1), guarantees "the general accessibility and free of preschool, basic general education and secondary vocational education in state or municipal educational institutions and enterprises" (Part 2), fixes the possibility "to receive free higher education in the state or municipal educational institution and at the enterprise on a competitive base "(part 3).The authors of the article attempt to substantiate the relevance of the objective identification of the evaluation of educational activity on the part of: the scientific community (primarily as a constitutional value); trainees (their legal representatives), potential trainees and teaching staff - in the part of systematic improvement of its legal regulation.

This article covers selected results of economic and statistical analysis of the dynamics of teaching staff’s remuneration in 12 regions of the Russian Federation, the territory of which completely belongs to the Far North and equated areas as of 01.01.2019. The growth tendencies in remuneration of teaching staff at two levels of the educational system preschool and general education (including as compared to Russia as a whole) were revealed, as well as problems encountered in 2013-2018 in connection with the implementation of Presidential Executive Order No. 597 of May 7, 2012 «On Measures to Implement the State Social Policy».The authors argue the need for widespread use of the average annual absolute value of one percent growth, which allows to correctly validate the final rating of the country’s regions by average wages level. The indicator «advance coefficient» is proposed, which allows to highlight the main factors of fulfillment or nonfulfillment of the 2012 May Decree of the President of the Russian Federation in certain regions of the country. The article states that the achievement of the salary targets for each year of the period under review is determined by a combination of two factors: the level of implementation of the target indicator in the base year and the advance coefficient, which is the ratio between the growth rate of teachers’ salaries and the growth rate of the Presidential Decree of 2012’s target indicator. According to the authors, improved methods of economic and statistical analysis shall improve forecast estimates accuracy, which in turn is necessary to outline concrete steps to implement social tasks of national importance concerning each of the regions under consideration.

Objectives. The goal of scholarly research is to develop proposals for amendments in criminal law General and Special part of Criminal code of the Russian Federation governing self-defense. The scientific article identifies legislative gaps and contradictions that hinder the effective implementation of the necessary defense and require prompt solutions. Methods. The article analyzes such concepts as “self-defense”, “public assault”, “excess of limits of necessary defense”, “violation of the conditions of lawfulness of necessary defense”, “surprise assault”, “rights defending or other persons, interests of the state”. The use of logical and comparative legal methods allowed us to develop proposals for making changes to the criminal law norms that establish the necessary defense. Conclusions. The article shows the conflicts and gaps legislative recognition of self-defense and, in this regard, the complexity of its implementation in the articles of the Special part of the Criminal code of the Russian Federation and practical application. Changes are proposed to the criminal law norms regulating the necessary defense, both in the General and in the Special part of the Criminal code of the Russian Federation. Sense. The content of the scientific article can be used by the teaching staff of higher educational institutions when teaching the course “Criminal law”. The results of the work can be useful to persons who carry out legislative activities in the field of criminal law. The leitmotif of the article can be used in the preparation of dissertation research.

Современное состояние и развитие уголовно-исполнительной системы Российской Федерации диктует необходимость овладения будущими специалистами комплексом определенных знаний, умений и навыков, позволяющих им эффективно решать служебные задачи. Одним из путей повышения профессионального уровня специалистов является формирование и развитие профессиональной культуры. Проведенный в статье анализ понятия «профессиональная культура» позволяет констатировать сложность его содержания, что связано с особенностями профессиональной деятельности сотрудников УИС, многообразием решаемых задач. Автором подробно исследуется процесс формирования профессиональной культуры в вузах ФСИН России, рассматриваются особенности работы в данном направлении профессорско-преподавательского состава, командиров строевых подразделений, сотрудников отделов по работе с личным составом, приводятся возникающие при этом проблемы и предлагаются возможные пути решения. Отмечается, что успешность формирования профессиональной культуры курсантов зависит от их профессионализма, дисциплинированности, инициативности, настойчивости и личного примера сотрудников. В заключение подчеркивается, что высокий уровень профессиональной культуры сотрудника УИС является условием успешной служебной деятельности и целью дальнейшего профессионального самосовершенствования.The current state and development of the criminal Executive system of the Russian Federation dictates the need for future specialists to master a set of certain knowledge, skills and abilities that allow them to solve official tasks effectively. One of the ways to improve the professional level of specialists is the formation and development of professional culture. The analysis of the concept of «professional culture» in the article allows us to state the complexity of its content, which is associated with the peculiarities of professional activity of employees of the UIS, the variety of tasks to be solved. The author studies in detail the process of formation of professional culture in the universities of the Federal penitentiary service of Russia, examines the features of work in this direction of the teaching staff, commanders of combat units, employees of departments for work with personnel, presents the problems arising in this case and suggests possible solutions. It is noted that the success of the formation of professional culture of cadets depends on their professionalism, discipline, initiative, perseverance and personal example. In conclusion, it is emphasized that the high level of professional culture of the employee is a condition of successful performance and the purpose of further professional self-improvement.

Abstract The article deals with the trends of population size changes in the regions of the Russian Federation between 2002 and 2017 on the basis of data of all-Russian population censuses and current statistics. Components of population growth (natural and migratory movement of the population) are analyzed. In order to take into account the current situation of population size changes in the regions, which are largely of a “turning point” nature and partly inconsistent with the medium-term dynamics since the 2002 Census, the analysis is focused on the period from 2014 to 2017. The paper presents estimates of population size shifts at regional and macro-regional levels, identifies general and local growth centers and depopulation zones. Conclusions are drawn about general shifts in the proportions of population settlement over the territory of Russia and in certain macro-regions (federal districts). General conclusions about the trends of population redistribution across the territory of the country are given in the final part of the study.

The article is devoted to the problem of patriotic education of the younger generation on the historical heritage of the Great Patriotic War. It provides a critical analysis of the state of knowledge of this topic. Special attention is paid to acute and debatable issues related to the interpretation of this most important event in our national history. The analysis of legal regulation in the field of education in the Constitution of the Russian Federation (Adopted by popular vote on December 12, 1993 with amendments approved during the all-Russian vote on July 1, 2020) and the formation of the Russian Federation. The article examines the issues of patriotic education and the formation of national self-awareness of youth on the examples of the heroism of the Soviet people, captured in the literature about the Great Patriotic War. A line is drawn of the conceptual significance of the successive transmission of the traditions of the heroic past of our country to subsequent generations. The experience of general education institutions of the city district of Nalchik on the organization of patriotic education of students is generalized. The article highlights traditional and innovative forms and means of forming civic values of youth.
