The article describes the mechanism of state support for the implementation of state programs in the sphere of education in the territorial entities of the Russian Federation. These programs are aimed at developing of general education quality assessment procedures through the provision of subsidies from the federal budget within the framework of the Federal Target Program for the Development of Education for 2016-2020. The main procedural elements of the getting subsidy are specified. The problems encountered by the territorial entities of the Russian Federation in the implementation of activities aimed at technological support of the general education quality assessment procedures are described. The best regional practices of human resources development and effective examples of developed regional assessment tools are presented.

Introduction. The trend of teaching staff aging in secondary schools is evident in many countries. A negative consequence of this is the growing gap between the personal resources of teachers and the requirements of the profession. Solving the problem of maintaining an optimal age structure involves studying its dynamics and forecasting its development in order to develop measures for personnel planning. The present paper presents the results of the analysis of the current age structure of teachers in the regional context (in the subjects of the Russian Federation) and develops a forecast for its development.The aim of the current research was to present the results of the development of a medium-term (until 2024) forecast of the age structure of teachers in the subjects of the Russian Federation.Methodology and research methods. The research was based on a general scientific methodology applying a systematic approach and the methods of statistical analysis, comparison, generalisation, systematisation, structuring, interpretation, extrapolation, forecasting, and graphical representation of data. The authors analysed the data in official statistics of the Russian Federation and the Organisation for Economic Cooperation and Development. The provisions of normative and legislative documents in the field of strategic regulation of education in the Russian Federation, scientific publications of Russian and foreign researchers in the Scopus, Web of Science, and Science Index databases were investigated as well.Results. The authors identify and highlight the factors, which have the most significant impact on the current state of personnel support for educational activities in the world. The analysis of age-specific teacher characteristics in cross-country comparison is performed. The assessment of age structure of general education teaching personnel in Russia as a whole and at the regional level is carried out. The forecast for its development for the period up to 2024 is developed. Scientific novelty. The conceptual feature of the present study lies in the view of the trends in the development of age cohorts in homogeneous groups. The approach employed allows for increasing the accuracy of forecasting of teacher demand, taking into account the specifics of regional demand.Practical significance. Taking the specifics of the regions into consideration, it will be possible to improve the quality of education. The results of the research can be used by specialists in the course of conducting international research, planning teacher training, and developing measures to enhance the prestige of teaching profession and to stimulate the influx of young personnel to schools at the Federal level and in the regions of the Russian Federation.

The article is devoted to the problem of patriotic education of the younger generation on the historical heritage of the Great Patriotic War. It provides a critical analysis of the state of knowledge of this topic. Special attention is paid to acute and debatable issues related to the interpretation of this most important event in our national history. The analysis of legal regulation in the field of education in the Constitution of the Russian Federation (Adopted by popular vote on December 12, 1993 with amendments approved during the all-Russian vote on July 1, 2020) and the formation of the Russian Federation. The article examines the issues of patriotic education and the formation of national self-awareness of youth on the examples of the heroism of the Soviet people, captured in the literature about the Great Patriotic War. A line is drawn of the conceptual significance of the successive transmission of the traditions of the heroic past of our country to subsequent generations. The experience of general education institutions of the city district of Nalchik on the organization of patriotic education of students is generalized. The article highlights traditional and innovative forms and means of forming civic values of youth.

The article is devoted to the problems of learning national languages in general education (comprehensive) institutions of the republics of the Russian Federation as viewed by parents and students, according to a survey in the republics of North Ossetia — Alania and Tatarstan. Taking into account the possibility of studying the national language at schools, discussions about the scope of its use have taken place. The search for answers to questions that have arisen led to an understanding of the specifics of learning national languages in the republics of Russia in the maximum number of possible aspects. It was important to understand how the process of teaching the mother togue is carried out. The study is aimed at identifying problems in the study of national languages, civic and ethnocultural education and the teaching of the mother tongue in general educational (comprehensive) institutions. The article examines educational organizations of basic general and secondary general (comprehensive) education and the corresponding educational standards, according to which the learning of national languages is carried out. It was important to identify the problems of learning national languages as viewed by students in basic general and secondary general education institutions and their parents. The authors tried to find out whether there is a way of learning the national language that would be suitable for everyone. It is also important to understand whether there is a difference in the attitude towards learning the national language at school among those who speak this language as their mother tongue and those who do not. The idea mentioned above also became the purpose of the study. The findings let the authors to conclude that parents with a strong sense of ethnic identity were interested in their children speaking their mother tongue, while the children themselves showed little interest in learning it.

The purpose of this work was an empirical study of assessing the quality of inclusive education in the regions of the Russian Federation. The article presents the results of monitoring the quality of the implementation of inclusive education in general educational organizations of the regions of the Russian Federation. The criteria for a comprehensive assessment of the quality of inclusive education are highlighted. Discrepancies in assessments of the quality of individual parameters of inclusive education in the regions were revealed, ways of increasing its effectiveness were outlined.

The article is devoted to the development of the Muslim community of the Republic of Tatarstan (RT) at the end of 2018 and 2019. Here the author continues a series of publications exploring the Muslim community of Tatarstan in 2000s and 2010s. The leadership of the Muslim Spiritual Administration of the Republic of Tatarstan (DUM RT) is based on its own version of “traditional Islam”, where Sufism and the Maturidite ‘aqidah of the Hanafi madhhab occupy the principal place. In the Republic of Tatarstan, as well as all in other republics within the Russian Federation, the role of Islam in spiritual, educational and cultural spheres is growing due to the abolition of compulsory studying of titular languages in secondary schools. The spiritual administration of Muslims of the Republic of Tatarstan (DUM RT) continues to maintain a monopoly among Muslim organizations in the Republic of Tatarstan. Nevertheless, the activity of representatives of radical organizations banned in the Russian Federation is still to observe in the Republic. Law enforcement agencies are actively fi ghting with them; it leads to the elimination of their cells in the Republic of Tatarstan, arrests and sentencing with real terms.

The article reveals the contents of the digital model in the field of general education in the Bryansk region in order to form personnel within the federal program "Digital Economy". The practices implemented in the territory of the Bryansk Region by the Office of the Bryansk City Administration, the Department of Education and Science of the Bryansk Region, the Office of Information Technology of the Department of Economic Development of the Bryansk Region and the Russian Federation on conducting digital lessons are reflected. The main features of the digital model of competencies of students of the new digital school, within the frames of which frames of the future are created, are also identified.

The article presents the results of economic and statistical study assessing the implementation of the principle of decent wages for employees in general education. According to the author, at present, determining the amount of funding for teachers’ salaries is caught in the trap of using the basic criterion defined as the «average salary in the region», which does not allow a significant part of specialists to receive decent remuneration for their work and provokes a high staff turnover. In order to eliminate negative trends, the author proposed adjusting the principle for payment of salaries for school teachers, with an emphasis on increasing the minimum wage rather than the average wage. The study proposes a modified method for calculating the leading coefficient. This indicator makes it possible to correlate the growth rates of teachers' salaries with the basic (starting) conditions prevailing in the regions at the beginning of the implementation of the Decree of the President of the Russian Federation No. 597 of 7 May 2012 «On Measures for the Implementation of State Social Policy» and also takes into account the uneven distribution of the salary fund for school teachers (by comparing the achievement of the May decree target in regions with the number of specialists receiving a minimum salary or less). The modified methodology was tested on statistical data for 83 constituent entities of Russia. The approbation showed that in 2019 11 constituent entities of the Russian Federation could not provide even the minimum conditions for a decent salary for all school teachers (in 2015, they included 3 territories, in 2017 – 13). All the necessary conditions for the implementation of the principle of decent salaries are created only in three constituent entities of the Russian Federation. The conclusion summarizes possibilities of practical use of regional experience in the implementation of the «All included» model (based on the establishment of a single salary for all professional activities in the school) to improve the planning of teachers' salaries in the constituent entities of the Russian Federation.
