Erasmus+ project “Integrated Doctoral Program for Environmental Policy, Management and Technology – INTENSE” (586471-EPP-1-2017-1-EE-EPPKA2-CBHE-JP) stated in 2017. The project addresses such root causes of environmental problems in Mongolia, Ukraine and Vietnam, as poorly formulated policies, inadequate selection of management actions and the lack of suitable technology, by building capacity for academic excellence in doctoral training in environmental studies in partner countries (PCs) and beyond. Consortium consists of universities and research institutions from Ukraine, Estonia, Austria, Latvia, Mongolia and Vietnam.
Subject. This article deals with the simulation technologies based on the principles of stochastic optimization. They can bring a significant financial effect in the planning of investment development of both individual innovation and industrial clusters and federal districts of the country.
Objectives. The article aims to investigate the mechanisms of inter-cluster cooperation within a single district.
Methods. For the analysis, we used a stochastic optimization model in view of economic, financial, information, and logistics inter-cluster cooperation within a single federal district.
Results. The considered stochastic optimization model of economic, financial, information, and logistics inter-cluster cooperation shows that the increase in fixed investment does not always cause population growth in the federal district regions.
Conclusions. The use of a digital twin mechanism of inter-cluster cooperation can help avoid premature unreasonable public policy management decisions regarding the further development of innovation and industrial clusters.
Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy.
Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions.
Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation.
Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016.
Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.
The article analyzes the national legislative base of regulatory legal acts in the field of environmental safety, which adequately regulates not only the powers of state authorities, but also creates conditions and guarantees for the real protection of individuals and the environment from disasters and accidents
