Objectives: At present, affected by the coronavirus pandemic, the global industrial chain and logistics chain have been hit, and the international trade security and facilitation order have encountered unprecedented challenges. As a supervisory authority for the entry and exit of a country, customs plays a pivotal role in global economic exchanges. The customs management system is also considered one of the core issues affecting international trade, and the customs clearance link is the crucial link in the ongoing international trade. Customs clearance efficiency, import and export procedures, import and export time, import and export costs, and transparency of border management and other issues related to trade time and trade costs are closely related to customs. In the WTO’s trade facilitation agreement, 90 per cent of the content is directly related to customs. At the same time, certain specific powers possessed by the customs as a government department also make it shoulder the obligations of the times entrusted by the sovereign state, this includes safeguarding normal international trade and combating the smuggling of tobacco and frozen products. Achieving adequate supervision and promoting trade facilitation are the main contradictions and challenges faced by customs in various countries under economic globalization. Facing the new international environmental changes, the customs of all countries need to spare no effort to overcome barriers and join together.

At present, major changes have taken place in the international trade situation, policies and formats. These new changes put forward new requirements for the construction of international trade. Teaching must keep pace with the development of the times and personnel training must be consistent with social needs. In this context, the school of economics and trade of GDUFS will closely cooperate with enterprises and improve the course system of international trade. Through the construction of three platforms, we will build a high-quality course and a single window Laboratory of international trade to provide reference for innovative application-oriented international trade personnel training.

AbstractThe isotopic composition of land snail shells was analyzed to investigate environmental changes in the eastern Canary Islands (28–29°N) over the last ~ 50 ka. Shell δ13C values range from −8.9‰ to 3.8‰. At various times during the glacial interval (~ 15 to ~ 50 ka), moving average shell δ13C values were 3‰ higher than today, suggesting a larger proportion of C4 plants at those periods. Shell δ18O values range from −1.9‰ to 4.5‰, with moving average δ18O values exhibiting a noisy but long-term increase from 0.1‰ at ~ 50 ka to 1.6–1.8‰ during the LGM (~ 15–22 ka). Subsequently, the moving average δ18O values range from 0.0‰ at ~ 12 ka to 0.9‰ at present. Calculations using a published snail flux balance model for δ18O, constrained by regional temperatures and ocean δ18O values, suggest that relative humidity at the times of snail activity fluctuated but exhibited a long-term decline over the last ~ 50 ka, eventually resulting in the current semiarid conditions of the eastern Canary Islands (consistent with the aridification process in the nearby Sahara). Thus, low-latitude oceanic island land snail shells may be isotopic archives of glacial to interglacial and tropical/subtropical environmental change.

Na era globalização, a economia mundial tem vivenciado um processo de reestruturação produtiva, intensificando os fluxos nos territórios inerentes às interações espaciais de recursos, de bens e de serviços que circulam entre os mercados nacionais e internacionais. O objetivo deste trabalho é analisar as dinâmicas socioespaciais dos fluxos de comércio internacional do estado de Minas Gerais por meio da logística das redes de importações e de exportações de frutas, no período de 2000 a 2017. Como resultado, identificou-se que, no mercado externo de frutas, Minas Gerais se relaciona comercialmente com 88 países, sendo 52 nas redes de exportação e 36 na rede de importação. Na operacionalização dos fluxos no comércio global, a logística de transportes foi realizada através dos modais rodoviário, marítimo e aéreo, configurando-se como um elemento geográfico, visto que as transações comerciais demandam o gerenciamento da fluidez, do planejamento e da organização dos diferentes territórios.PALAVRAS-CHAVE: Logística, Comércio Internacional, Fruticultura. ABSTRACTIn the era of globalization, the world economy has undergone a process of productive restructuring, intensifying flows in the territories inherent to the spatial interactions of resources, goods and services that circulate between national and international markets. The objective of this work is to analyze the sociospatial dynamics of the international trade flows of the state of Minas Gerais through the logistics of import and export fruit networks, from 2000 to 2017. As a result, it was identified that in the market Minas Gerais has a commercial relationship with 88 countries, 52 in export networks and 36 in the import network. In the operationalization of flows in global trade, transport logistics was carried out through the road, sea and air modalities, being configured as a geographic element, since commercial transactions demand the management of the fluidity, planning and organization of the different territories.KEYWORDS: Logistic, International Trade, Fruticulture.

AbstractBritish perceptions of the United States in Indochina between 1957 and 1963 were cautious and constructive. This article examines the perceptions of policymakers in Prime Minister Harold MacMillan's government and public opinion as expressed in the Times of London. British policymakers had basic doubts regarding American policy in Indochina, but Britain remained involved in the region after 1954 and agreed with the United States on defining the problem and on the broad methodological approach to the crisis. London wanted to ensure that Washington pursued the “right” policy in Indochina, that Britain utilized its expertise in post-colonial and counter-insurgency, and that the Anglo- American alliance maintained its importance for both countries. The study of these perceptions reveals some concerns which we would anticipate, but also shows that Britain respected the United States as a leader in the region and that it agreed with the United States on core issues.

This paper presents a review of electronic data exchange and Single Window concept in international trade, transport and seaports. The theoretic framework of international trade, trade facilitation, Single Window, transport sector, maritime transport and seaports is provided, as well as the definition of electronic data exchange and standards for data exchange. The time and cost (excluding tariffs) associated with documentary compliance procedure (exporting and importing a shipment of goods) are shown in order to better understand the complexity and the importance of simplifying administrative processes. The importance of stakeholder connectivity in the transport sector (with special emphasis on seaports) is demonstrated, and factors which affect the successful electronic data exchange in seaports are shown. The advantages of smoother electronic data exchange are provided through the analysis of several Single Window examples, which present regional best practices.

This paper presents an empirical analysis of the impact of trade facilitation on international trade, as well as the effects of two dimensions: hard and soft infrastructure. Using 18 primary variables, we constructed four indicators of 30 lower-middle-income and 33 upper-middle-income countries over the period 2011-2017. After applying the system-generalised method of moments (GMM), the main finding is that all trade facilitation indicators have a significant effect on exports. However, improvements in physical infrastructure are more likely to increase exports than the efficiency of borders, transport, information and communication technologies (ICTs) and institutions, from the most significant to the least significant. It is also found that the effect of hard infrastructure on exports is virtually the same as that of soft infrastructure. Hard and soft infrastructure must therefore be considered at the same level, as the effectiveness of international trade depends on both.

The advantages of genetically modified food are gradually highlighted because of the rapid development of modern transgenic technology. The trade proportion of genetically modified food in international trade products is increasing. Till now, legal regulations concerning the international trade of genetically modified food are still contradictory and conflicting, and a series of initiated legal issues about the international trade of genetically modified food becomes more acute. As a great power of transgenic crops planting, China should fully learn from the trade disputes of genetically modified food, perfect laws such as the safety management, approval and identification of import and export, accelerate the development of transgenic technology, and strengthen the mutual benefit and collaboration of the developing countries, thus to gain a strong competitive position in international trade and maintain the fundamental interests of China better.
