This paper analyses the entrepreneurship practices in the small and medium enterprises in Sylhet. In this study forty- five samples have been surveyed under nine different categories of Small and Medium Enterprises (SMEs) operating in Sylhet. The categories were –retailing, tailoring, boutique shop, flowers shop, pharmacy, restaurant, mobile servicing shop, fast food shop and phone and fax shop. Both structured and unstructured questions were used in the questionnaire to collect the data and also some published materials are studied to find out the business constraints and potentiality of SMEs in this region. This study reveals that SMEs are contributing as engines of economic growth to a large extent in this region. The finding of the study reveals that, besides possessing a high potentiality, SMEs are facing a lot of problems like inadequate capital, raw materials collection, high cost of operating, financing and marketing, insufficient support facilities, unstable political situation, etc. An attempt has been made to identify major obstacles and potentially of doing business by using SMEs and recommend some policy measures for overcoming the constraints.

An important engine of economic development of the country is the development of small and medium enterprises. At the same time, small and medium-sized businesses, being elements of the economic system, have a significant impact on the overall economic growth of the country. Thus, there is a mutual influence of economic units on the economy as a whole. The purpose of the article is to study the impact of small and medium-sized enterprises of small and medium-sized enterprises on the gross domestic product on the example of Eastern European countries. Methods: analysis, description, observation, comparison, generalization, induction, deduction, grouping, systematization, tabular and graphical representation. Results: The level of ease of doing business in Eastern Europe was analyzed according to the Ease of doing business ranking and it was found that the Czech Republic and Poland are among the 40 countries in Eastern Europe ranked 40th and 41st out of 190 possible. It is established that the subjects of small (including micro-enterprises) and medium-sized enterprises belonging to the non-financial sector, in the structure of all enterprises of the non-financial sector of each of the studied countries occupy more than 90%. It was found that a significant share in the structure of small and medium enterprises in Eastern Europe is occupied by micro-enterprises, while the share of medium-sized enterprises is the lowest. The results of regression analysis to determine the impact of small and medium enterprises on the economic growth of countries obtained by establishing the dependence of GDP on Turnover of the non-financial business economy by size class of employment. Revealed a high dependence of GDP Turnover of the non-financial business economy by size class of employment in all surveyed countries in Eastern Europe.

The article presents the results of the analysis of economic indicators of economic entities of the regions with raw materials specialization, from the perspective of the goals and capabilities of medium and small-sized businesses. In modern conditions, due to the achievements of scientific and technological progress, the goals of the activity, and the potential of small and medium-sized businesses, the authors identify and analyze possible directions of diversification and modernization of the economy of these regions. The towns of commodity regions are located mainly in areas of adverse environmental conditions away from large industrial and cultural centers and in many cases depend on the performance of one or two large town-forming companies. Thus, the prospects of maintaining the attractiveness of doing business for small and medium enterprises in the towns of these regions as well as the attractiveness of these towns for the population were revealed and analyzed. As measures to maintain this attractiveness, the authors consider the possibility of diversifying and modernizing the economy of such towns by supporting the activities and development of small and medium enterprises, as well as implementing measures aimed at introducing the technologies of the “Smart City” concept. It is assumed that to diversify and modernize the economy of the commodity regions, it is necessary to create conditions for the revitalization of many areas of activity. In particular, it can be achieved through the implementation of “Smart City” projects in these regions. This should stimulate the process of activating the most technologically advanced and innovative areas of activity and have a positive impact on the development of small and medium-sized businesses involved in these areas. In turn, the stable and efficient functioning of such enterprises is one of the most significant tools for such transformations and can speed and intensify the efficiency of the implementation of these processes. At the same time, the use of “smart” technologies for making “smart” decisions, in the process of modernizing the urban economy included, will increase both the efficiency of functioning of small and medium-sized enterprises, and the mechanisms for supporting their activities and development.

Due to the Covid 19 pandemic, Indonesia's economic growth in the first quarter of 2020 has fallen to 2.97; it recorded -5.35 in the second quarter and -3.49 in the third quarter (Mulyani, 2020). This decline in growth has undoubtedly shaken micro, small and medium enterprises (MSMEs). According to the Ministry of Cooperatives for Micro, Small and Medium Enterprises (2020), 18.83% of MSMEs suffered hampered production, 22.9% experienced decreased demand, 18.87% faced difficulties in obtaining raw materials and 20.01% encountered hampered distribution. MSMEs in Indonesia contribute 60.4% of GDP and 97% of employment (Economic Indicator, 2019). However, they were severely affected by the Covid 19 pandemic. Therefore, examining the performance of MSMEs during the period of COVID 19 pandemic is crucial. Moreover, the pandemic has resulted chaotic economic conditions and changes in social order. Economic chaos and changes in social order could either strengthen or weaken the resilience of MSMEs. According to Tencer & Cadoso (2014), innovation arises because of chaos and unhealthy market domination. Ivanus & Repanovici (2016) mentioned that MSMEs need to have clear innovation strategy, adjust to market demand, make changes in production costs and show product quality in order to increase the economic growth. As supported by Christensen et al. (2018), MSMEs innovate to ensure their business continuity is maintained. Thus, innovation is particularly important for business survival in the era of Covid 19 pandemic. However, Martinez-Vergara and Vall-Pasola (2020) found that some businesses did not innovate. As such, there is a need to scrutinize further on the influence of business owners' characteristics on innovation and its effect on performance. This paper seeks to investigate Small and Medium Enterprises as a veritable tool in Economic Growth and Development. A survey method was used to gather data from 200 SME/Entrepreneurial officers and Managers from five selected local government in Nigeria namely; Ijebu North, Yewa South, Sagamu, Odeda and Ogun Waterside Local government. Data was collected with a structured questionnaire and analyzed with several descriptive statistics to identify the perception of the roles of SMEs in Nigeria. The results of the study therefore reveals that the most common constraints hindering small and medium scale business growth in Nigeria are lack of financial support, poor management, corruption, lack of training and experience, poor infrastructure, insufficient profits, and low demand for product and services.  Hence, it therefore recommends that Government should as matter of urgency assist prospective entrepreneurs to have access to finance and necessary information relating to business opportunities, modern technology, raw materials, market, plant and machinery which would enable them to reduce their operating cost and be more efficient to meet the market competitions.

The Implementation of regional development in the autonomy era is in accordance with Law Number 23 RI of 2014 concerning Regional Government based on regional capacities and initiatives. Where there are several development problem faced. Especially in Ternate City, when viewed from the perspective of population welfare, the problem of poverty and unemployment are still considered quite high. Therefore, strategic efforts are needed to deal with the problem in question. This paper aims to, 1) Describe the government’s efforts improved the regional economy through micro, small, and medium enterprises in managing local wisdom products in Ternate City, North Maluku Province; 2) Describe the factors that influenced efforts improved the regional economy through micro, small, medium enterprises in managing local wisdom product. The approach of this study was qualitative and descriptive method. The theory used to analyzed the main focus was The of Manpower Creation by Mansour Fakih. To saw the factors that affect the productivity of micro, small and medium enterprises used the concept proposed by Wilantara and Susilawati. The data sources were primary data and secondary data. Data collection techniques were obtained through interviews, observation and documentation carried out in Ternate City by involving the government and micro, small and medium enterprises by selecting a number of samples based on the snowball method. The results of this study indicate that the efforts made by the Local Government of Ternate City to improve its economy through micro, small, medium enterprises based on local wisdom potentiality are considered quite effective, because able to encourage and maintain productivity of business actors. These efforts generally take the form of development, fostering and provision of business capital that are regulative, service, facilitative and evaluative  roles. Although, there are several obstacles that are quite prominent and influential, including the lack of business capital, product marketing, inefficiency of bureaucratics services, low human resource capacity for technology and limited raw materials. Therefore, it is recomended that there be improvements in term of increating business capital, marketing creativity, supply of raw materials and increasing the latest technology-based education and training activities.

Upaya mempercepat laju ekspor Indonesia melalui peningkatan ekspor dari sektor usaha kecil dan menegah (UKM) merupakan pendekatan yang strategis. UKM telah terbukti sebagai sektor yang mampu bertahan dalam situasi krisis ekonomi domestik dan global. Namun demikian, UKM menghadapi beberapa kendala dalam menembus pasar internasional. Trading House dapat menjadi salah satu solusi dalam mengatasi kendala tersebut. Penelitian ini bertujuan untuk menyusun kriteria prioritas produk potensial ekspor dan sekaligus menentukan produk prioritas ekspor UKM yang akan dimasukkan dalam Trading House. Data yang digunakan adalah data sekunder yang berasal dari BPS dan data primer yang berasal dari FGD. Metode yang digunakan adalah metode Analytical Network Process (ANP). Metode ANP diharapkan dapat memberikan hasil yang lebih bagus mengingat kemampuannya dalam memperhitungkan interaksi dua arah antar elemen dan kluster dalam kerangka penelitian. Hasil analisis menunjukkan bahwa kriteria prioritas untuk menentukan produk Trading House adalah pangsa ekspor, impor dunia dan ketersediaan bahan baku lokal. Produk prioritas Trading House adalah perhiasan dan aksesoris, furnitur, makanan olahan, produk tekstil dan garmen, minyak atsiri (produk spa aromaterapi). Pemerintah perlu segera membangun Trading House yang komprehensif dan mensosialisasikan fungsinya kepada pelaku usaha terutama UKM. One of the efforts to accelerate Indonesian exports can be done through increasing small and medium enterprises (SMEs) which is a strategic approach. SMEs are able to survive in the domestic and global economic crisis even though they experienced some obstacles in getting an access to international market. Trading House could be a solution in overcoming the SMEs difficulties. This study aims to establish priority criteria of potential export products as well as priority of export products of SMEs through Trading House. This study utilized both secondary data coming from BPS and primary data from Focus Group Discussion (FGD), and used Analytical Network Process (ANP) method. The ANP is aimed to give the best solution of the problem since it considers two way interactions between elements or clusters (feedback). The results show that the priority criteria for determining Trading House products include the share of exports, world imports and the availability of local raw materials. Trading House priority products are jewelry and accessories, furniture, processed foods, textile and garment products, essential oils (aromatherapy spa products).The government must immediately build a comprehensive Trading House and socialize its functions to business players, especially SMEs.

Micro, Small and Medium Enterprises (MSMEs) have been noted to play a significant role in promoting economic growth in less developed countries, developing and also in developed countries. Worldwide, the micro and small enterprises have been accepted as the engine of economic growth of any nation. Small and Medium Enterprises are the backbone of the economies, because it trigger employment, output, export, poverty alleviation, economic empowerment, economic development etc. in developed as well as in developing countries. It is more important to developing countries as the poverty and unemployment are burning problems. MSMEs have been playing a momentous role in overall economic development of a country like India where millions of people are unemployed or underemployed. Therefore, the growth of small sectors is essential for the growth in the GDP, employment generation, total manufacturing production and export. India, being one of the fastest growing economies of the world, needs to pay an honest attention for the utmost growth of MSMEs for its increased contribution in above areas.

The role of Small and Medium Enterprises (SMEs) is unquestionable in the European economies, while financial opportunities are still inadequate for them. The more than 20 million SMEs play a significant role in European economic growth, innovation and job creation. According to the latest EC Annual Report , SMEs are accounting for 99% of all non-financial enterprises, employing 88.8 million people and generating almost EUR 3.7 tn in added value for our economy. Despite the fact that there is plenty of EU funding available for these SMEs, for certain reasons these funds hardly reach them. But we have to see that the EU supports SMEs by various way, e.g. by grants, regulatory changes, financial instrument, direct funds. On the other hand, SMEs and decision makers realised that the environmental sustainability has to be attached to the economic growth, therefore more and more tools are available for these enterprises. Over the last few years, public institutions, the market, the financial community and non-governmental associations have explicitly demanded that firms improve their environmental performance. One of the greatest opportunities might lay in the Climate- and Energy Strategy till 2030 as 20% of the EU budget is allocated to climate-related actions, however the easy access to finance is still a key question. Does the EU recognise the actual difficulties? Is there a systemic reason behind the absorption problems? Is the EU creating a more businessfriendly environment for SMEs, facilitating access to finance, stimulates the green and sustainable growth and improving access to new markets? The paper analyses the current European situation of the SMEs and the effectiveness of some new tools, which are specially targeting SMEs. JEL classification: Q18

The research aimed to provide the solutions for the method of selecting product development strategies based on competitive advantage criteria including Quality, Cost, Delivery, Service, and Morale (QCDSM). The research was done in Micro, Small, and Medium Enterprises (MSMEs) of Ikat woven fabric in which the collecting data used questionnaires for the customers. The questionnaire was regarding the criteria for competitive advantage for MSMEs of Ikat woven fabric in Kediri. The analysis methods applied Importance-Performance Analysis (IPA) and Quality Function Deployment (QFD) based on the criteria of competitive advantage. The results show that the MSMEs of Ikat woven fabric should replace plastic materials into recyclable materials, ensure that raw materials do not contain dangerous and poisonous materials, choose coloring materials that do not contain dangerous and poisonous materials, choose the third parties to deliver products, weigh dye materials according to their composition and measurement, and utilize domestic raw materials.

 Abstract—PT Sarana Sulteng Ventura is one company that aims to provide loan capital is micro, small, and medium enterprises (UMKM) as a venture partner timed short or long to be able to stand on its own with loan capital that fits with the kind of effort that it takes for the customer. In providing venture capital loans, the company has some terms and conditions that apply. and the company still cultivate customer data manually so that it takes quite a long time. Then with this author makes the eligibility decision support system which will facilitate customer acceptance staff employees of PT Sarana Sulteng Ventura to pre-screen customer deserves a loan business capital to client or small medium enterprises. The researchers used a system that is web -based systems using the programming language PHP and MySQL into its data base processing and sublime text 2 as editor of programming languages. This research used the method of profile matching process to perform the calculation of assessments to help give the eligibility decision of acceptance the customer at PT. Sarana Sulteng Ventura city of Palu.
