Purpose: the work covers the issues of organizational, methodological and instrumental support of the processes of diversification of organizations and enterprises of the Russian defense industry complex. Based on an analysis of the reasons for the low efficiency of federal targeted programs for the conversion of enterprises and the organization of the military-industrial complex in 1993-1997, proposals for its improvement were formulated. Methods: the methodological basis of the approach considered in the article is to assess the effectiveness of diversification, including both parameters of the use of production capacity and the main results of the production activities of economic entities. Results: the article proposed and justified: 1) the principles of diversification of enterprises and defense industry organizations; 2) tools for assessing the economic consequences, based on justifying calculations of the use of production capacity, determining the need for resources, the volume of capital investments and production areas; 3) action plan (“roadmap”) for the development and production of high-tech civilian products. Conclusions and Relevance: Diversification of enterprises and organizations of the defense-industrial complex of the Russian Federation in most cases (except for dual-use products) requires an investment of a considerable amount of funds. In order to ensure the minimization of the resources required for its fulfillment (amount of capital investments, production space and labor force), the use of the production potential load factor is proposed as a criterion for evaluation of conversion efficiency of military production.

The main objective of the article is to substantiate a systematic approach to the introduction of all types of innovations in the development of the military-industrial complex of the Russian Federation. The relevance of the study is due to the fact that in the modern world it is especially important to ensure the national security of the country and the defense industry plays a crucial role in this. At the same time, one cannot but note the importance of the defense industry in the production of high-tech civilian products and dual-use products, which enhances the country's competitiveness in the world market. In addition, the relevance of the topic is due to the presence of rather serious problems in the Russian defense industry, which require immediate resolution. The article uses the methodology of structurally functional analysis, the institutional approach and the method of comparative assessments. The authors conclude that technological innovation alone will not be able to achieve strategic results for ensuring national security, only in conjunction with organizational, product, social and marketing innovations, the domestic defense industry is able to solve its tasks.

In the context of the systemic reform of the Russian economy, there is a tendency to the emergence of corporations in various sectors of the national economy. The military-industrial complex is no exception. The article deals with the specifics of property management of corporations of the military-industrial complex in the production of high-tech products. To achieve the strategic goals of the corporation, it is necessary to develop a strategy based on objective forecasts of the development of the arms market, taking into account potential external and internal risks, as well as an analysis of the strengths and weaknesses of the corporation. Corporate governance is based on the existing norms in the field of financial activities, securities, labor relations in the labor market, contractual obligations, and contractual activities between enterprises. It is proved that the adaptive development of corporations of the military-industrial complex directly depends on the competent organization of financial activities, as well as within its framework of credit and investment activities. The article presents the balance sheet model of financing of the defense industry corporation, which allows to form the budget of the defense industry corporation, based on the allocation of financial resources for the operation and development of the main activities of the defense industry corporation. One of the most important tasks of managing the property of corporations of the military-industrial complex is to provide opportunities for scientific and technological development, which, after commercialization, can create key strategic competitive advantages for enterprises of the defense industry corporation.

The study is devoted to the problem of financial regulation of the defense industry and the provision of troops, as the escalation of the military conflict in eastern Ukraine has revealed shortcomings in this area. A comparative analysis of NATO and Ukraine’s defense spending was conducted and differences in the cost structure were identified. The tendency of Ukraine’s defense spending to gradually approach the structure of NATO defense spending is pointed out, but the insufficient level of this approach is also taken into account. The analysis allowed to identify problematic issues and inconsistencies in the financial regulation of the defense industry. The state of export of defense equipment and technologies as a possible source of financing of defense enterprises is analyzed. The existence of two opposite trends in the financial regulation of military logistics has been identified: both an increase in funding in absolute terms and a reduction in the share of the total amount for the implementation of the unified logistics system of the State Armed Forces Development Program. The developed mathematical model of supply of military units is suitable for use in information systems of logistical support of troops.

Nowadays, leading world companies widely use methodology, standards, and project management tools in many areas of project-oriented activities, including investment, innovation, and information projects. Last years the implementation and functioning of the country’s enterprises’ project management system have been actively discussed in Kazakhstan. This work aims to identify critical processes of project management planning that affect the effectiveness of projects at the enterprise of the military-industrial complex of Kazakhstan. For this purpose, a survey of top managers of defense industry companies was conducted. A total of 28 respondents were interviewed, working at 18 enterprises of the military-industrial complex of the Republic of Kazakhstan and directly participating in the implementation of projects. Data were personally collected by a questionnaire survey conducted during 2019. To verify the formulated model’s assumptions and success, correlation analysis, and other relevant tests were used. Using the model of project management planning quality (PMPQ), process efficiency has been assessed, and critical factors for the effectiveness of defense industry projects have also been identified. The results show that the Republic of Kazakhstan’s defense industry complex projects has a low level of efficiency and an average score for the use of project planning processes. Project efficiency evaluation has also revealed critical knowledge areas for defense projects like human resource management, schedule development, and define scope. The research expands knowledge in PM, revealing the importance of planning processes for the defense industry that need more focus to achieve top-level success and effectiveness of projects. AcknowledgmentThis study is the second part of grant AP05134488 that has been funded by the Ministry of Education and Science of the Republic of Kazakhstan.

Russia and Germany use fundamentally different models of science funding. Russian government has inherited planning and distribution system’s principles in this sphere, when the development of the military-industrial complex was an absolute priority. The modern Russian model of R&D financing is also characterized by the predominance of the state research funding and insignificant business participation in R&D investment. The German model of science financing with the predominance of the business sector in the structure of investment in science shows more significant results and contributes more to the transformation of science into a real productive force. These fundamental differences directly affect the export performance of high-tech products (in Germany it is 20 times higher). The comparison of approaches to R&D financing and the results of their application lead to the conclusion that it is necessary to reform the Russian model of financing usage.

The article considers the evolution of the term «sustainable development» in the context of the United Nations (UN), identifies inaccuracies and contradictions. The paper investigates the reflection of the UN concept of sustainable development in the national legislation of Russia, reveals the high variability of the used combinations of the terms «sustainability», «development», and the lack of definitions, limiting the understanding and the possibility of application of the considered norms. It is proposed to consider people as an economic category separately from the factors of production, since such categories as labor; management, scientific, entrepreneurial, intuitive and creative abilities; goodwill – are unique characteristics of the person, due to socio-cultural, medical, biological and environmental factors. On the basis of consideration of interrelations in the system «biosphere-society-stateeconomy-industrial complex «the author's definitions of the terms» sustainable development of the militaryindustrial complex (MIC) «in the broad and narrow sense,»the mechanism of sustainable development of the MIC» are proposed. The term «sustainable development» in relation to the functioning of the military-industrial complex (MIC) is understood by us as the ability of the defense industry system to achieve its goals indefinitely, to develop integrity and improve, while having the ability to resist the external influence that prevents it. The mechanism of sustainable development of the military-industrial complex, including the algorithm of sustainable development and levels of sustainability. The absence of applicable to the military-industrial complex techniques, methods, criteria, measures and standards of sustainability of development is revealed, the system of characteristics is proposed. It is proposed to use predictive-corrective management method for sustainable development of the defense industry, as providing the highest quality. The necessity of transition to a new social paradigm of understanding the role of the economy in the considered system of interrelations.

The paper presents an overview of the problems faced by the enterprise of the military-industrial complex in the process of diversification when identifying market needs, searching for directions and opportunities for the promotion and sale of civilian and dual-use products. One of the key constraining factors of diversification is the lack of market competencies of the personnel of defense industry enterprises. In the current conditions, the skills of market segmentation and positioning of goods and enterprises, management of trademarks and brands, creation of intangible market assets, formation of business partnerships that allow entering the markets with competitive goods in a short time, ensuring the flexibility of enterprises and reducing the time to enter the markets of civil products become relevant. The condition for the successful implementation of the diversification strategy is the formation of market competencies: strategic analysis and market research, product portfolio management, the formation of product, price, service policy, the implementation of competitive strategies, the development of marketing services: the creation of divisions focused on working with the markets of civil and dual-use products, the development of new functionality for marketers, ensuring the interaction of production, technological and marketing services within the framework of meeting market needs. The development of market competencies will make it possible to realize the production and technological advantages of defense industry enterprises in the process of diversification and ensure: access to new markets for civil and dual-use products; targeted actions in existing markets; increasing the competitiveness of civil and dual-use products and defense industry enterprises in the markets; increasing the degree of adaptability and mobility of defense industry enterprises in the markets of civil and dual-use products to environmental conditions, reducing the response time to market requirements; solving socio-economic problems through broad integration with the high-tech civilian sector of industry.

Maintaining the current model of building a business in the military-industrial complex (defense industry) does not allow concentrating the resources of enterprises producing final products on key competencies: R & D, assembly, sales and service, that is, at the main stages of the full life cycle of products that bring the most added value. On the other hand, the low load of auxiliary units of these enterprises, due to the mismatch of existing excessive production capacities with the volumes of the declining state defense order (SDO), makes the property and legal separation of such units relevant in order to optimize their economy. At the same time, the long-term orientation towards the main customer — the Ministry of Defense of Russia — as well as the peculiarities of economic legislation in the field of defense industry led to a shortage of market competencies among the personnel of defense enterprises and the inability to work in conditions of competition in the civilian product market. These circumstances limit the competitiveness of products, not only civilian, but also military. As a result, there is a contradiction between the objective need to mobilize resources to maintain the potential of the defense industry by diversifying its enterprises, increasing the competitiveness of products and the state of their production subsystems, which hinders the solution of these tasks. The article considers the main provisions of the author’s concept of reforming the production subsystems of defense enterprises based on the wide use of the principles of industrial engineering with an emphasis on the content of the procedure for their transformations, carried out using one of the modern methods for finding optimal solutions embedded in the theory of constraints(TOC).
