The paper presents an overview of the problems faced by the enterprise of the military-industrial complex in the process of diversification when identifying market needs, searching for directions and opportunities for the promotion and sale of civilian and dual-use products. One of the key constraining factors of diversification is the lack of market competencies of the personnel of defense industry enterprises. In the current conditions, the skills of market segmentation and positioning of goods and enterprises, management of trademarks and brands, creation of intangible market assets, formation of business partnerships that allow entering the markets with competitive goods in a short time, ensuring the flexibility of enterprises and reducing the time to enter the markets of civil products become relevant. The condition for the successful implementation of the diversification strategy is the formation of market competencies: strategic analysis and market research, product portfolio management, the formation of product, price, service policy, the implementation of competitive strategies, the development of marketing services: the creation of divisions focused on working with the markets of civil and dual-use products, the development of new functionality for marketers, ensuring the interaction of production, technological and marketing services within the framework of meeting market needs. The development of market competencies will make it possible to realize the production and technological advantages of defense industry enterprises in the process of diversification and ensure: access to new markets for civil and dual-use products; targeted actions in existing markets; increasing the competitiveness of civil and dual-use products and defense industry enterprises in the markets; increasing the degree of adaptability and mobility of defense industry enterprises in the markets of civil and dual-use products to environmental conditions, reducing the response time to market requirements; solving socio-economic problems through broad integration with the high-tech civilian sector of industry.

The main objective of the article is to substantiate a systematic approach to the introduction of all types of innovations in the development of the military-industrial complex of the Russian Federation. The relevance of the study is due to the fact that in the modern world it is especially important to ensure the national security of the country and the defense industry plays a crucial role in this. At the same time, one cannot but note the importance of the defense industry in the production of high-tech civilian products and dual-use products, which enhances the country's competitiveness in the world market. In addition, the relevance of the topic is due to the presence of rather serious problems in the Russian defense industry, which require immediate resolution. The article uses the methodology of structurally functional analysis, the institutional approach and the method of comparative assessments. The authors conclude that technological innovation alone will not be able to achieve strategic results for ensuring national security, only in conjunction with organizational, product, social and marketing innovations, the domestic defense industry is able to solve its tasks.

В монографии рассмотрены отдельные инновационные аспекты производства товаров и технологий двойного назначения высокотехнологичными предприятиями оборонно-промышленного комплекса России. Акселерометры и гироскопы, в настоящий период времени, используются как при производстве продукции военного назначения, так и для производства роторно-управляемых систем в крупных компаниях нефтегазового комплекса. Основной целью производства товаров и технологий двойного назначения является конкурентоспособность отечественных высокотехнологичных предприятий ОПК и импортозамещение готовых продуктов для нефтегазового комплекса. Научные выводы авторов монографии подкреплены математическими моделями и испытаниями проведёнными при помощи современных программных продуктов, которые помогают отечественным учёным решать сложные математические и технические задачи. Исследования, представленные в монографии, будут полезны аспирантам, магистрантам, преподавателям и научным сотрудникам.

Purpose: the work covers the issues of organizational, methodological and instrumental support of the processes of diversification of organizations and enterprises of the Russian defense industry complex. Based on an analysis of the reasons for the low efficiency of federal targeted programs for the conversion of enterprises and the organization of the military-industrial complex in 1993-1997, proposals for its improvement were formulated.Methods: the methodological basis of the approach considered in the article is to assess the effectiveness of diversification, including both parameters of the use of production capacity and the main results of the production activities of economic entities.Results: the article proposed and justified: 1) the principles of diversification of enterprises and defense industry organizations; 2) tools for assessing the economic consequences, based on justifying calculations of the use of production capacity, determining the need for resources, the volume of capital investments and production areas; 3) action plan (“roadmap”) for the development and production of high-tech civilian products.Conclusions and Relevance: Diversification of enterprises and organizations of the defense-industrial complex of the Russian Federation in most cases (except for dual-use products) requires an investment of a considerable amount of funds. In order to ensure the minimization of the resources required for its fulfillment (amount of capital investments, production space and labor force), the use of the production potential load factor is proposed as a criterion for evaluation of conversion efficiency of military production.

We give a brief analysis of the results of the development of the domestic defense industry in recent years in its relation to communities of issues and problems of development of Russian industry in general and mechanical engineering segment in particular. The process of diversification in the defense industry enterprises, besides ensuring the loading of high-tech equipment, first of all, calls for the technological independence of the country, capable of developing under conditions of instability in international relations. The aim of the study is to identify a successful large-scale experience of diversification in the international arena (using the example of the United States, China and Germany), and to formulate specific packages of measures and formats for overcoming stagnation in cooperation between the defense industry and the fuel and energy complex in the Russian Federation. The methodological basis of the study assumes using a systemic and synergetic approach, which in general approximation boils down to enhancing the mutual beneficial effect of its elements. Also, when writing the article, the author applied a quantitative analysis of statistical data, historical and descriptive methods, a comparative method. As the main result, he proposed the formats of interaction between the military and industrial complex and fuel and energy complex, aimed at more efficient use of the potential of the defense industry to meet the needs of organizations in the fuel and energy complex, increasing the volume of output of products at the defense industry enterprises and expanding its range. More active interaction of the defense industry works with organizations of the fuel and energy complex will allow them in the near future to set up producing the new types of civilian products and technologies, and fuel and energy companies to obtain competitive high-tech products.

In the context of the systemic reform of the Russian economy, there is a tendency to the emergence of corporations in various sectors of the national economy. The military-industrial complex is no exception. The article deals with the specifics of property management of corporations of the military-industrial complex in the production of high-tech products. To achieve the strategic goals of the corporation, it is necessary to develop a strategy based on objective forecasts of the development of the arms market, taking into account potential external and internal risks, as well as an analysis of the strengths and weaknesses of the corporation. Corporate governance is based on the existing norms in the field of financial activities, securities, labor relations in the labor market, contractual obligations, and contractual activities between enterprises. It is proved that the adaptive development of corporations of the military-industrial complex directly depends on the competent organization of financial activities, as well as within its framework of credit and investment activities. The article presents the balance sheet model of financing of the defense industry corporation, which allows to form the budget of the defense industry corporation, based on the allocation of financial resources for the operation and development of the main activities of the defense industry corporation. One of the most important tasks of managing the property of corporations of the military-industrial complex is to provide opportunities for scientific and technological development, which, after commercialization, can create key strategic competitive advantages for enterprises of the defense industry corporation.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

In this paper, digital technologies development was analyzed as the basis for the so-called “fourth industrial revolution” with the potential for the qualitative transformation of the Ukrainian economy based on EU countries’ experience. Industry 4.0 is a new control chain over the entire chain of creating value throughout the product lifecycle. When developing an economic policy, it is important to pay attention to Industry 4.0. It increases productivity, produces new, better, and individualized products, and implements new business models based on “undermining” innovations. A comparative analysis of national initiatives I4.0 with their characteristics according to the main dimensions, including funding, focus, direction, was conducted. Particular attention was paid to considering deterrents to the successful implementation and enforcement of the I4.0 initiative in European countries. The factors of successful implementation of I4.0 initiatives in the EU countries were analyzed. Drawing on the analysis of the European experience of digital transformations in industry and national economies in general, the necessity of critical focus of such transformations in Ukraine was highlighted, and the need for state support of industrial transformation was substantiated. The emphasis was placed on the cooperation development between stakeholders within the implementation of Industry 4.0 – it is necessary to create national and regional 4.0 platforms, following the example of EU countries, which would bring together government institutions, businesses, and academics. The successful positioning of the Ukrainian modern industrial complex on the world markets depends on the high level of the interconnected system providing factors that characterize its development process. Considering the influence of a list of inhibiting factors on implementing the country’s industry accelerated development, a set of measures needed to transform Ukraine’s industry based on European experience was substantiated.
