In his presentation, the author discusses the events that occurred in the summer and fall of 2021, which may have an impact on the nuclear policy of the People's Republic of China and generate a response from the United States and consequences for arms control. The paper considers the discovery of new silo fields in China and the supposed test the PRC of a fractional orbital bombardment system with a hypersonic glide vehicle by the PRC. The speaker concludes that these changes are largely a consequence of the US nuclear policy and are likely to provoke a new round of the arms race and have a negative impact on the prospects for nuclear disarmament.

Military planners, security-minded intellectuals and Secretary of Defense James Schlesinger himself have been reexamining current nuclear strategy in light of the Strategic Arms Limitation Talks. As always, caution and skepticism are advisable in appraising new proposals for military strategy and even for arms control, since such proposals often encourage the arms race to continue unabated in new, more volatile areas.Because of Schlesinger's public / announced intention to modify American nuclear policy, one strategic proposal receiving attention is Bruce Russett's suggestion, published two years ago in Worldview (“Short of Nuclear Madness,” April, 1972), and in his contribution to The Military-Industrial Complex: A Reassessment, edited by Sam C. Sarkesian and Charles Moskos, that the United States should replace a countercity nuclear strategy with a counter-combatant strategy.

The volume of disputes heard by United States (US) courts containing a China element continues to be robust even against a backdrop of political rhetoric concerning an economic ‘de-coupling’ of the US and China. These cross-border disputes often involve Chinese parties and special issues, some of which concern Chinese business culture, but many of which involve interpreting questions of Chinese law. How is proving Chinese law accomplished in these cases and how have US courts performed in interpreting Chinese law? This article first discusses the approach to proving Chinese law in US courts. While expert testimony is often submitted and can be valuable to a US court, the applicable US rule offers no standards by which these opinions are to be judged. And, in the China context, without specific guidance, it can be challenging for a judge, unaccustomed with China or the Chinese legal system to determine which version of the law to believe. Moreover, under the applicable rule, the US court can simply ignore competing Chinese law opinions and conduct its own Chinese law legal research, presumably using English language sources. This can lead to interesting interpretations of Chinese law to say the least. The article anchors its discussion in an examination of those recent cases which have interpreted Article 277 of the Civil Procedure Law of the People’s Republic of China. This is the legal provision of Chinese law that can be implicated in certain situations involving cross-border discovery, and there are now numerous Article 277 cases among the reported US decisions. The article analyses Article 277 by placing it within the larger context of Chinese civil procedure and argues that the language used in the provision has a special meaning within Chinese evidence law that has been obscured in those US case decisions interpreting it, leading to erroneous results. The article concludes by offering judges and practitioners some suggestions for interpreting Chinese law in future US cases. This study intends to explore the rise of Donald Trump to the White House. Why was Donald Trump considered a populist leader, and how did his populist rhetoric and actions impact the contours of American domestic and foreign policies? The study adopted qualitative exploratory and explanatory research techniques. Specific methods utilised to conduct the study remained political personality profiling. It finds that the populist leaders construct the binaries in the society by dividing the nation into two groups: �us� the people, against �them� the corrupt elite or other groups presented as a threat to the lives and livelihood of the nation. Though populism as a unique brand of politics remained active through most of the US history, yet these were only two occasions that populists were successful in winning the American presidential elections � Andrew Jackson in 1828 and Donald Trump in 2016. Structural and historical reasons became the biggest cause behind the election of Donald Trump, who successfully brought a revolution in American domestic and foreign policies. And if structural issues in the United States are not addressed, there is a clear chance that Trump � who is not withering away � will come back to contest and challenge any competitors in the 2024 presidential elections.

This chapter reviews Chinese Communist Party (CCP) and People’s Republic of China (PRC) interactions with the United States since the 1940s, and it reveals a general pattern of the United States at the very top of China’s foreign priorities. Among those few instances where China seemed to give less attention to the United States was the post-2010 period, which saw an ever more powerful China advancing at US expense. However, China’s rapid advance in economic, military, and diplomatic power has progressively alarmed the US government, which now sees China as its main international danger. Looking forward into the future, deteriorating US-China relations have enormous consequences for both countries, the Asia-Pacific region, and the world.


Subject Creation of the US Space Force. Significance President Donald Trump on February 19 signed a directive ordering the Pentagon to draw up legislation establishing a Space Force as the sixth branch of the US military, alongside the Army, Navy, Air Force, Marine Corps and Coast Guard. Impacts A separation of air and space budgets could positively affect future military space modernisation and development programmes. Creation of the Space Force could ultimately move the United States closer towards openly putting weapons in space. If China and Russia perceive it this way, it creates the risk of an arms race in space.

The article deals with the policy of the United States of America, Peoples’ Republic of China (PRC) and the Russian Federation in the Asia-Pacific Region. Leadership ambitions of the countries became evident in political, economic, military, technological and space spheres especially over the last few years. The purpose of the article is to analyze American-Chinese and Russian-Chinese relationships in the Asia-Pacific and identify reasons for their foreign policy course. Both countries, China and the USA are eager to play leader’s part in the regional politics. The relationships between the PRC and the United States significantly deteriorated, especially during D. Trump presidency. The author draws attention to the US policy and its attempts to strengthen its own positions in the region as well as to China’s economic activity reflected in transport projects, for instance – One Belt, One Road initiative, perceived by Washington as a challenge to its leader’s position. Tensions between two countries increased due to aggressive regional policy of China which claimed sovereignty over few small islands in the South China Sea. Beijing and Washington compete for leadership in the sphere of technology where China is ahead of the USA.

Beijing explains its firm unwillingness to join the United States and Russia in nuclear arms control talks by the fact that China’s nuclear arsenal is incomparable with respective potentials of the world’s two leading nuclear powers. China urges Russia and the U.S. to go ahead with the nuclear disarmament process on a bilateral basis, and promises it will be prepared to consider the possibility of its participation in the negotiations only when its counterparts have downgraded their arsenals approximately to China’s level. Washington finds this totally unacceptable and demands that China either join the existing Russian-U.S. strategic New START treaty right away or agree to enter into a trilateral nuclear arms control format. This article studies the prospects of China’s involvement in nuclear arms talks and analyzes the true reasons behind Beijing’s desire to avoid any nuclear disarmament deals at this point. The working hypothesis of this paper is that China’s stance on the above issue is by no means far-fetched or propagandistic, and that it is driven by fundamental political, military and strategic considerations. Disregard for this factor and further forceful efforts to bring China to the negotiating table to discuss nuclear arms control will lead to failure.


At the present stage of development of international economic relations special attention is paid to the study of the relations between the countries that are the world leaders in terms of GDP and foreign trade – the USA and China. This is due to the fact that in recent years the US have introduced a number of measures to counteract the growth of Chinese exports, which has led to backlash from China. The subject of the study is the foreign trade relations of the USA and China. The goal is to analyze the influence of protectionist measures applied by the US and China on the development of their foreign economic relations. The following objectives are set: to determine the level of economic interdependence of the USA and the PRC, to investigate their impact on mutual trade flows and to analyze the dynamics of bilateral trade of countries under restrictive measures. The following methods are: comparative analysis, systematization and generalization, construction of regression models. The results of the analysis revealed that the US and PRC current accounts show reverse dynamics: the United States demonstrates stable deficit, while China has had surplus for many years. Moreover, the structures of the current accounts do differ a lot as well: the US is totally services-oriented country, whereas China is a major exporter of goods. It can be observed that both countries have experienced a recession of foreign economic activity since 2018, as far as their current account balances decreased substantially, which is likely to be the consequence of tariff barriers imposed by the US and PRC. Furthermore, due to trade confrontation, bilateral trade between these countries declines significantly as well, so that now China and the United States are forced to look for new export markets. The results of the regression models allow concluding that import from China is indeed having a negative impact on US exports, which has led to the US restrictions on imports from China. However, the introduction of mutual restrictions did not lead to an improvement of the US foreign trade.

The US economy is one of the richest and most diversified economies in the world and keeps its leadership in the global economy for the past 100 years. The United States is a global leader in computer technology, pharmaceuticals and the manufacture of medical, aerospace and military equipment. And although services make up about 80% of GDP, the US remains the second largest producer of industrial goods in the world and is a leader in research and development. President Donald Trump was elected in November 2016, promising a big gap with his predecessor’s regulatory, tax and trade policies. Therefore, the current socio-economic status of the USA and the possible ways of its development in the future are interesting for studying the impact on other economies, in particular, on the Ukrainian economy and the search for new and optimal ways of developing relations between the United States and Ukraine. Key macroeconomic indicators of the US economy in 2011–2018 are analyzed, demonstrating the influence of Donald Tramp’s new policy on changes in the indicators of the economy, the labor market, trade, etc., as well as possible ways of development in the coming years. The review of key macroeconomic indicators gives grounds for classifying the American economy as healthy one. Rates of GDP growth will remain in the range of 2 to 3%. These rates of growth in the world’s largest economy are callable to ensure a substantial increase in the global activity. But uncertainties in the politics may hinder global growth and have clearly negative impact on the investment growth in developed and developing economies.

The article researches the US foreign policy towards the PRC during Gerald Ford presidency in 1974-1977. It describes the reasons, course and consequences of the intensification of the US foreign policy strategy in the Chinese direction during the investigated period. There was explored the practical realization of the “Pacific Doctrine”by Washington. The role of various groups in the American establishment in the question of the formation of the Chinese White House policy has been analyzed. The specific foreign policy actions of the administration of the US president Gerald Fordon the PRC in 1974-1977 are analyzed. The chief results of the foreign policy of the administration of the President of the United States Gerald Ford (1974-1977) concerning the PRC, which resulted from the real political steps taken by the leaders of both countries, was the establishment of systematic and reliable channels of bilateral ties, expansion of economic, scientific and cultural contacts, the beginning of a systematic exchange of views on the most important issues of international relations. In the second half of the 70’s of the twentieth century this dialogue ensured the continuity of China’s policy in Washington, which was based on the concept of a “balance of power”, while China played a complementary role in the foreign policy strategy of the White House. These factors formed the “Pacific Doctrine” of G. Ford, which gave Beijing the status of an American partner in maintaining a balance of power in the Asia-Pacific region and consolidated a positive assessment of the place and role of the People’s Republic of China in Asian politics in the United States of America. The return of American political thought to the ideas of the combination policy occurred in the formation of US-Soviet strategic parity and awareness of the ruling circles in the United States, due to the defeat in Vietnam, the limited resources of force influence on the international situation. Started in the United States the study of China’s behavior in the international arena and its power parameters made it possible then to draw a preliminary conclusion that the People’s Republic of China can fill the place of the missing link in the “triangle” of the global scheme – a place of counterweight to the USSR; this required the removal of a US-Chinese confrontation. However, the socio-political and ideological contradictions that were pushed to the foreground on the initial stage of the Chinese policy of the administration of G. Ford and the process of normalization of bilateral relations, again made themselves felt at a later stage. Their injection was promoted by the logic of the development of bilateral US-China relations, as well as by a number of internal objective and subjective reasons, as in the People’s Republic of China (a sharp increase in the struggle for power connected with the illness and death of Zhou Enlai and Mao Zedong), and in the United States (Gerald Ford made certain curtseys towards the American right-wing conservative forces and began to intensify approaches to Beijing and Moscow, and also the presidential campaign of 1976).
