The research was conducted on the basis of the analysis of the current legislation, statistical data of the state authorities of Ukraine and program documents containing strategies of development of electric power industry of Ukraine and Poland. The purpose of the work is to determine the directions of developing the public mechanisms of financial support in electricity of Ukraine and Poland within cross-border cooperation. The study is logically built in terms of coverage of three areas, in particular, the analysis of the domestic electricity market of Ukraine (which conducts a critical analysis of the structure and volume of electricity in the UES of Ukraine); analysis of the compatibility of the principles of Ukrainian electricity legislation with the principles of the third EU energy package (which focuses on maintaining certain elements of non-market pricing that distort competition in the new model of the electricity market of Ukraine) and the imperative of cross-border cooperation between Ukraine and Poland which outlines them main tasks in the field of law and economics, the solution of which is necessary to create a transnational exchange market of Ukraine  and Poland in the implementation of the Energy Strategy of Ukraine in the context of integration of the UES of Ukraine with the European energy system). The results obtained allow to determine the effective directions of public administering financial support of cross-border cooperation between Ukraine and Poland in electricity and possible forms and directions of its implementation.

AbstractBased upon the idea that debates regarding the “public sphere” have paid insufficient attention to the notion of multiple publics and the movement of texts across state borders, this article explores how print culture provided ways of promoting transterritorial publics. It does so by revisiting the vexed notion of the “British problem” in the seventeenth century and relations between Scottish Covenanters and English parliamentarians, and by emphasizing the need to consider print culture in tandem with state formation. It demonstrates that a significant volume of printed material––produced both in England and Scotland, and sometimes collaboratively––reflected and promoted cross-border cooperation, thereby fostering a nascent Anglo-Scottish public. It also emphasizes that the practices involved were intimately linked to attempts to establish federal political institutions that both responded to the existence of a “British” public and necessitated its further development. Ultimately, however, the need to address and maintain such a public led to printed texts being used to navigate tensions between Covenanters and parliamentarians, to the point where Anglo-Scottish interests gave way to national interests, where resistance grew to the legitimacy of using print as a cross-border device, and where print helped to undermine cross-border cooperation.

The former post-socialist countries have become examples of the institutional transformation of public administration systems. An indispensable element of optimising public administration is intensification of cross-border cooperation and implementation of joint sustainable development programmes in the cross-border regions. It has been found that an efficient cross-border cooperation model in Slovakia was introduced after joining the European Union. The financial support within the Interreg EU programme, implemented during 2007–2013 (Interreg IV) and 2014–2010 (Interreg V), has played an essential role. It has been proved that the most effective model is the cross-border cooperation model in Trnava Region, territorially implemented with the neighbouring regions of Austria, Hungary and the Czech Republic. It has been determined that the main directions of cross-border cooperation in the Trnava self-governing region are realization of joint socio-economic programmes (strategies of economic growth and regional employment, cultural and educational projects, transport system, etc.) as well as cooperation between municipal administrations on the issues of administrative systems optimization. It has been proved that the vast share of European financial resources (for instance, the European Regional Development Fund), aimed at the development of regional cooperation, should, above all, bridge the administrative resource gap between urban and rural areas and ensure that local communities have free and equal access to administrative resources. The traditions of effective cross-border cooperation between the Trnava self-governing region and respective cross-border regions of the Czech Republic, Austria and Hungary have been prolonged in the format of the European Interreg V Consolidation Programme for the period of 2014-2010. Cross-border projects are usually implemented for a period of 1–2 years, being aimed at fortifying intercultural ties on the neighbour territories. In Trnava Region it is strategically important to intensify cross-border cooperation in order to increase inter-institutional cooperation at the level of municipal administrations as well as strengthen cross-border ties at the level of population. The correlation of strategic goals with the outcomes of cross-border cooperation with Euroregions, while retaining substantial financial support from the EU structures, is among the priority tasks.

Electricity market of regions and Ukraine in the context of modernization changes The article considers the importance, structure and electricity in the fuel and energy complex of the country and regions. It was found that in the production of electricity used (TPP), hydraulic (HPP) and hydroaccumulative (PSP), nuclear (NPP) stations. The connection of electric power industry with industry is shown. The largest power plants of the regions of Ukraine were inspected. The mechanism of operation of condensing and thermal power plants is clarified. The defining principles of development and location of electric power of Ukraine are noted. The place and role of nuclear power plants in ensuring the principles of energy security of the country are described. The peculiarities of the problem of the electric power industry are highlighted, which are primarily the use of low-risk nuclear reactors, as well as the still current import of uranium ores as raw materials from Russia. Utilization of NPP waste remains an unresolved problem. Large power plants have been structured into integrated power systems, which locally form a unified state energy system. Alternative power plants are listed as centers of economic electricity, their advantages in comparison with traditional types of energy are highlighted, and the disadvantages are also emphasized.

AbstractThe execution of the reform in the public administration and its foundation on the democratic principles of the rule of law is an essential element of the economic-social reform in Romania. For this we have at hand the legal regulations of the European Charter from Torremolinos (May 20, 1983, Spain) and the Territorial Agenda of the U.E. (Leipzig, May 24-25, 2007). Those consist that territorial cohesion envisages a more special type of relationship, based on solidarity, such as solidarity between territories and regions, or between local and regional. This, according to the aforementioned regulations, should involve ensuring better living conditions and quality of life, oriented towards local and regional potential, regardless of where people live - either in the area of central Europe or on the outskirts of Europe. In this paper, we will start from Europe’s model, from its regions, from the possible cohesion between its territories, and we will focus mainly on the resources available to the cohesion of the inhabited areas of Romania. That is why, this paper attempts to present how, using the principles of organizing local authorities and authorities, means of cross-border cooperation can be established that will lead to a harmonization of interstate.

Over the last two decades, Australia and Indonesia have built a remarkable partnership in the fight against terrorism and other transnational crimes. Common Enemies: Crime, Policy, and Politics in Australia–Indonesia Relations is the first in-depth study of this partnership, examining both its successes and its failures. Drawing on over 100 interviews and extensive archival material, the book tells the inside story of the joint police investigation into the 2002 terrorist bombings in Bali, the extradition of Indonesian corruption fugitive Adrian Kiki Ariawan, the public campaigns in support of Australians detained in Indonesia for drug trafficking, and the 2013 spying scandal that led to a freeze in cooperation. It also investigates many cases that never made the headlines in an effort to understand the conditions that promote criminal justice cooperation between these two very different countries. The book reveals a tension between parochial politics and policy ambition at the heart of the bilateral relationship, and explores how politicians, bureaucrats, and private actors animate this tension. It also considers how various ‘wars on crime’ since the 1970s have shaped the relationship, and the importance of reciprocity in maintaining the relationship. Based on this analysis, it identifies strategies for enhancing cross-border cooperation to combat crime. The mix of engaging case studies and novel theorizing in Common Enemies will appeal to both practitioners and scholars of transnational policing, international relations, regulation, and global governance.

Abstract Innovations, innovation potential and innovation transfer are very actual topics in many fields of people’s activities. This problematic intersects very broad spectrum of disciplines, from regional development crossing economy to much specified business management and engineering. In the geographical studies this theme appears most often in the connection to social economic situation, internal or external potential and regional development on different hierarchical levels. This paper summarizes the results of research (questionnaires and interviews), which was carried out in the same time on both sides of the border (in the Usti region and in the Central Saxony1). It was held under the cross border project “Innovation potential as a factor of increasing of the competitiveness of the Czech-Saxon borderland” (INPOK). Target respondents were on both sides the same: subjects from practices (companies), research and development institutions (high schools, universities, research institutes), then the public administration (above all the municipalities) and the regional actors (for example the economic chambers). We have focuses on analyzing the general framework conditions of the Czech-Saxon borderland, its strengths and weaknesses in the connection with active cross border cooperation above all between the research and practice field with the stress on the innovation behaviour in the study area.

The development of energy storage systems allows us to consider their usage for load profile leveling during operational planning on electricity markets. The paper proposes and analyses an application of an energy storage model to the electricity market in Russia with the focus on the day ahead market. We consider bidding, energy storage constraints for an optimal power flow problem, and locational marginal pricing. We show that the largest effect for the market and for the energy storage system would be gained by integration of the energy storage model into the market’s optimization models. The proposed theory has been tested on the optimal power flow model of the day ahead market in Russia of 10000-node Unified Energy System. It is shown that energy storage systems are in demand with a wide range of efficiencies and cycle costs.
