Abstract. Today there is an intensification of activities and the associated increase in the dynamics of change in all sectors of the economy, including the agrarian sector, in Ukraine and throughout the world. This makes it urgently necessary for agricultural enterprises to adapt to such conditions in order to ensure the efficiency of their activities and long-term competitiveness. The most effective way to address this issue is to introduce development management of agricultural enterprises. The article considers the concept of «development» and «enterprise development», clarifies the meaning of the concept of «enterprise development management», and defines the purpose of such management. In accordance with the content and the proposed definition of the concept of «enterprise development management», the study highlights its characteristic features. It analyzes the main indicators of development of the agricultural enterprises in Ukraine, which demonstrated deterioration in the dynamics of their performance. The findings show the importance of development management of agricultural enterprises. To find a solution, the article suggests an algorithm for development management of agricultural enterprises that is developed, substantiated and based on the tools of strategic management. Adherence to such an algorithm will contribute to the effective realization of the potential of enterprises, rapid adaptation to changes in the external environment, the formation and implementation of effective development strategies, which will ultimately ensure economic, social and environmental efficiency and long-term competitiveness. The proposed algorithm is typical for agricultural enterprises of different organizational and legal forms of management, size, specialization, etc. and at the same time flexible to take into account the peculiarities of certain types of enterprises, which enables to achieve maximum efficiency of enterprise development on the basis of specification of its certain stages. The article is devoted to the analysis of some problems of organizational and legal forms of management in the agricultural sector. The main tendencies of development of organizational and legal forms of Ukraine in the aspect of deregulation of entrepreneurial activity and opening of the market of agricultural lands are determined. The role and significance, types, legislative and doctrinal approaches to determining the organizational and legal form of agricultural production are highlighted. On the basis of the analysis of legal literature, national legislation and practice of its application the problems of separate organizational and legal forms of conducting agricultural production (farms, collective agricultural enterprises, etc.) are analyzed. It is concluded that the principle of equality of ownership and management in agriculture is violated in Ukraine. One of the priority strategic tasks of state policy is the formation of an effective competitive agro-industrial production, which becomes possible if there is the necessary financial support for agricultural enterprises. The financing process in this case is the basis for solving this problem. The article examines the process of financing an agricultural enterprise as a special process that includes financial support and the use of capital. Financial support plays a special role for an agricultural enterprise, since the use of capital is predetermined by the specifics of the activity. One of the ways to finance the agro-industrial complex is self-financing, this allows you to cover current costs, but in the long term does not allow you to increase profits due to an increase in cost. It is economically justified to use debt financing. The peculiarities of agricultural activities lead to the need for financial support from the state. The article discusses the most relevant form of support, namely, subsidizing interest rates on loans.

To ensure the development of agricultural production in modern conditions, it is necessary to pay more attention to nontraditional spheres of activity and production. One of these forms is viticulture. In the article the present state of grape production development in agricultural enterprise sisconsidered. Focuse dattention to there levance of the issue under investigation and itssignifican cein the agricultural production system. The maintendenciesof development of are asundervineyards, productivity and grosscollection of grapesin agricultural enterprises are determined. It is noted that agricultural enterprises devote much less attention to the development of grape production and horticultureprivate households and users of other categories.It has been established that the area of vineyards are decreasing (even without taking into account producers of the Autonomous Republic of Crimea), the yield is low. Reducing of land area under vineyards in agricultural enterprises and reducing their productivity has led to a reduction in the volume of grape production.One of the reasons of this situation is that viticulture is a highly capital intensive industry that requires significant investments. For the last years there was a rise in prices, a depreciation of the national currency and some other negative factors that negatively affected the ability of commodity producers to effectively provide the need for funds to carry out the production program. Consequently, enterprises reduced the use of productive resources, which negatively affected the yield of grapes.The main problems for solving this problem are the high capital intensity of the industry, significant amounts of initial investment for the production of grapes, obsolete production technologies, difficulties with the marketing of the resulting products.To ensure the effective development of grape production, it is necessary to pay more attention to the improvement of the organization of the system of sales of the ready products. There are two important problems in grape production sphere – low buying ability of most consumers and competitiveness of grape production. On the basis of the researches, the directions of effective development of grape production are offered. The solution of these issues requires attention from the governmental authorities: the development of appropriate support and development programs, the full or partial compensation of the cost of laying vineyards, the purchase of the necessary equipment for the care, harvesting and processing of grapes. The combination of efforts of state institutions and agricultural producers will ensure the sustainable development of viticulture in Ukraine.The research was carried out using a number of economic, mathematical and statistical methods. With the help of the dialectical method, the current state of development of grape production was explored and illuminated; the economic and statistical method is used to assess the dynamics of the industry's development; method of expert assessments and abstract-logical – in substantiating the main directions of ensuring the effective development of grape production in agricultural enterprises. The paper is focused on the performance measurement of the Support and Guarantee Fund for Farmers and Forestry (SGFFF) as the main instrument of capital reinforcement of Czech agricultural enterprise development. Its principles as well as the function from the point of view of agricultural enterprises, restructuring and allocation of resources and the reason why the subsidies of the supported loans’ interest rates have been employed are cleared up there. The results are discussed upon an analysis of the Fund’s activity. According to them, it can be claimed that the Fund has became an important part of supports for the agricultural sector development in the last ten years. From the point of view of the criteria of supported loans allocation, it was ascertained that the level of support has not been derived from the different natural and soil qualities primarily. The economic results and a high level of the prosperity have been evaluated as the main criteria for the decision-making system regarding an effective restructuring of agriculture and improving its competitiveness.

Management accounting and management of an agricultural enterprise includes strategic planning and regulation of financial flows. Therefore, at the present stage, the development of measures to develop management accounting and improve the management of financial flows of agricultural enterprises is a significant problem. Management accounting and management of financial flows is the management of cash (financial) flows arising in the process of promotion of tangible and intangible assets. Besides, in the process of management accounting there is a purposeful distribution of financial resources in the logistic financial system of an agricultural enterprise. Management of financial flows is carried out both for the internal environment of the agricultural enterprise and for the external environment. The aim of the article is the justification of theoretical provisions and development of organizational and methodical approach to management of financial flows of agricultural enterprises in the system of management accounting. Objectives of the research: to determine the main components, directions and mechanism of development in the management accounting of financial strategy; to develop a method of management accounting for management of financial flows of developing enterprises, planning to expand their activities in the long term.

The efficiency of agricultural enterprises in the market environment depends on the level of their competitiveness. Competition encourages producers of agricultural products to implement the results of scientific and technological progress, the use of new unique technologies and products, and ensures the active development of agricultural production. Since competitiveness is one of the main indicators of the state of enterprises, its increase becomes one of the main strategic tasks of ensuring their stable development. The study of theoretical and practical issues of increasing the competitiveness of enterprises was carried out by many domestic and foreign scientists. The article presents their theoretical approaches to defining the concept of «enterprise competitiveness». Since the activities of enterprises in the agricultural sector have characteristic features associated with the specifics of agriculture, the essence of the concept of «competitiveness of agricultural enterprises» is defined. The competitiveness of enterprises in the agricultural sector depends on a number of factors that are of different nature, origin and level of impact. For effective management of the competitiveness of economic entities in the agricultural sector, a classification of their factors is proposed. Among them, natural-geographical, scientific and technical, social, organizational, financial and economic, environmental and political factors are highlighted. The article presents the scientific substantiation of the above factors and analyzes their impact on the activities of enterprises in the agricultural sector. Taking these factors into account will increase the production of high quality products, make a profit, and will help accelerate the industry's recovery from the financial crisis. The article presents a mechanism for increasing the competitiveness of agricultural enterprises and describes its stages: analysis of the competitive positions of an agricultural enterprise, the formation and implementation of the mechanism. The measures and priority directions of increasing the competitiveness of the subjects of the agrarian market are proposed.

The effective development of an enterprise depends on the effective management of this development. Management of enterprise development is based on known paradigms and concepts of management, which change depending on changes in the business environment. Accordingly, the conceptual aspects of enterprise development management change depending on the changing business environment. The article aims at forming the concept of managing the diversification and integration development of enterprises in the conditions of neo-technological reproduction. The peculiarities of modern conditions of enterprise development, characterized by manufacturability, innovation, and creativity, are analyzed. The main priorities in enterprise management in this environment are analyzed. It is proved that the activities of modern enterprises take place in the conditions of neo-technological reproduction. It is established that diversification and integration development is an effective direction of development for enterprises in the specified environment. The elements and the necessity of applying the corresponding aspects of the concept of managing the diversification and integration development of enterprises in the conditions of neo-technological reproduction are outlined. The article suggests a sketch of the concept based on the delimitation and identification of objective trends in the interaction between the following economic categories: "business process reengineering", "management innovation" and "resource allocation." The author takes into account the multidisciplinary paradigm of spreading creative ideas taken from scientific theories, and the results of successful implementation of specific knowledge into various aspects of society activity. The concept is aimed at providing the successful development of an enterprise, taking into account the main external and internal incentives for such development. It is proved that the proposed concept forms a theoretical and methodological basis for improving the management system of diversification and integration development in terms of neo-technological reproduction, as its observance provides the ability to produce cumulative neo-technological effects, and to activate qualitative and quantitative changes. As a result, it promotes the effective development of an enterprise and forms the innovative development management through the prism of three conceptual areas: the technological effectiveness of the process, knowledge creativity, and resource innovativeness.

The article is devoted to the study of issues related to the identification of production and economic activity of agricultural enterprises of various organizational and legal forms of management at the regional level, as well as coverage of proposals for the formation of an effective system of strategic directions for their sustainable operation. The article analyzes the dynamics of the average annual growth rate of gross crop and livestock production in agricultural enterprises of the Chernihiv region, which is the ninth-largest agricultural region in the country. It is determined that in 2019 in the region operated more than 1,300 agricultural enterprises, of which there are more than 650 farms, 311 companies, and 117 private enterprises. It is established that the main problems that are constantly faced by domestic producers are: the imperfection of the tools of regulatory regulation of agricultural entrepreneurship; high-interest rates on bank loans; lack of financial, logistical, human resources; inefficient system of information support of business activity; unsatisfactory business support infrastructure; inefficient business management. The analysis of research revealed key factors influencing the development of organizational and legal forms of domestic agricultural enterprises, which included economic, environmental, social, legal, organizational, and informational. Based on the conducted researches measures on the formation of strategic directions of effective development of the agricultural enterprises of the Chernihiv region are offered. These areas combine economic, organizational, legal, informational, and innovation-investment components. It is determined that the defining condition for the implementation of these areas is a systematic approach, which in the future will provide a synergistic effect in improving the efficiency of economic entities.

Abstract. The article studies the state and trends of agricultural development in Ukraine. Agriculture today is one of the leading sectors of the Ukrainian economy, as well as that agricultural products are the main ones regarding its foreign trade. At the same time, there are a number of problems that hinder the effective development of agriculture, ranging from outdated material and technical base at enterprises to a significant share of imported agricultural products, that are present on the market, and the prices of which are lower than of the Ukrainian products. The findings of the article prove that in 2019, compared to other years, the share of unprofitable agricultural enterprises increased. In addition, there was a decrease in the level of profitability for all types of agricultural products. It is noted that practical implementation of effective management tools allows enterprises to reduce the size of possible losses and the likelihood of emerging crisis situations, to improve the adaptability of enterprises and to strengthen their competitive positions in the market.  The study identifies that the activity of agricultural enterprises is complicated by competition, which requires the production of products that are in demand. In order to prevent crisis, enterprises should use marketing management that involves managing all general and individual functions of the enterprise, as well as all its units on the basis of marketing. In addition, marketing management involves the orientation of the entire management system of the enterprise to pleasure the needs of consumers. It is established that commercial efficiency and social impact will be achieved as a result of effective use of marketing management in the activities of agricultural enterprises. The list of procedures, with the help of which marketing management at the enterprise can be formed, is investigated. The guidelines for marketing management at agricultural enterprise have been developed, which together will help meet the needs of consumers, gain new competitive advantages, and, as a consequence, increase the profitability and competitiveness of the enterprise.   Keywords: marketing management, agricultural enterprises, crisis, profitability, competitiveness. Introduction. The functioning of agricultural enterprises in a competitive and natural environment causes the existence of specific threats, overcoming which necessitates the creation of an economic security mechanism. The Purpose. The purpose of the article is to identify problems of agricultural enterprises functioning, to protect producers from the effects of destructive influences, to ensure stable and maximally effective development of enterprises in the future. Results. It is established that the structural composition of the economic security system is formed by intra-production and non-production components. The plural of non-production components of economic security of agrarian enterprises are given, which include market and information. The basic components of agricultural enterprises economic security developed by scientists are summarized: their essence is defined and the services responsible for them are specified. The group of principles of the system construction of agricultural enterprises economic security is presented: legality, systematic construction, economic feasibility, effectiveness of managerial decisions, efficiency, cost optimization, validity, complexity, balance, timeliness, continuity, constant monitoring, activity, coordination and interaction, centralization, interaction focus on strategic goals, objectivity, responsiveness and dynamism, variability, responsiveness, adaptability, flexibility of management, development and improvement, promotion and responsibility. Conclusions. It is determined that the economic security of an agricultural enterprise is a state of its economic resources that provides a rational branch-organizational structure of the enterprise, taking into account the geographical location and natural and climatic conditions of its activity, under which it is able to effectively counter the possible threats to the internal and external environment, as well as to achieve the set goals and objectives based on the implementation of its chosen development strategy.
