One of the priority strategic tasks of state policy is the formation of an effective competitive agro-industrial production, which becomes possible if there is the necessary financial support for agricultural enterprises. The financing process in this case is the basis for solving this problem. The article examines the process of financing an agricultural enterprise as a special process that includes financial support and the use of capital. Financial support plays a special role for an agricultural enterprise, since the use of capital is predetermined by the specifics of the activity. One of the ways to finance the agro-industrial complex is self-financing, this allows you to cover current costs, but in the long term does not allow you to increase profits due to an increase in cost. It is economically justified to use debt financing. The peculiarities of agricultural activities lead to the need for financial support from the state. The article discusses the most relevant form of support, namely, subsidizing interest rates on loans.

One of the measures of the Sectoral Operational Programme Agriculture and Rural Development is focused on the diversification of agricultural activities. The analysis of the measure showed the greatest interest in financial support among the subjects aimed at agritourism and rural tourism. The field of tourism dominates also among the number of the approved projects. The share of other diversification activities is very low. The analysis of other profitable activities in the Farm Structure Census and Farm Structure Survey by the type of activities shows that the total number of agricultural enterprises with other profitable activities decreased in 2005 compared to 2001 and 2003. The total amount of agricultural enterprises with other profitable activities in the Slovak Republic reached 3 219 in 2001, 4 465 in 2003, and 2 066 enterprises in 2005. In 2005, the number of the enterprises increased in the field of craft industry, wood processing, fishery, generating energy from renewable resources and contracted work.

Abstract The article is about formulating a framework of actions for agrarian enterprises financial support provision on the base of researching managerial aspects of its implementation and its connection with nature management sphere. Analysis of the structure of agrarian enterprises financial resources sources proved the fact that the main emphasis of the financial resource’s formation is from their own sources. It is proved that financing the activity of agrarian enterprises is based on the specifics of its functioning and on the basis of it it’s determined evaluation indicators of agricultural enterprises strategic cost management effectiveness with the aim of indicating the structure of their financial resources sources. It is determined implementation impact of using principles of CALS in the agrarian enterprises management system. It is investigated open supply chain platform that covers several areas: financing agro bank; distribution of seeds, plant protection products and fertilizers; purchase of grain; logistics; agrotechnologies; providing IT and financial advice; export sales. Comprehensive assessment of the resource potential of the regional agro-industrial complex is calculated. Obviously, the activity of agrarian enterprises affects not only the production area but also the whole system of economics organization and functioning.

In agro-industrial complex in most agricultural enterprises the expenses connected with production often exceed indicators of revenues of branch. Our researches have shown that there are some opportunities of change of this situation and, first of all, this introduction in production of effective, low-cost ways of processing of the soil. they significantly reduce potential contamination of an arable layer of earth, negatively don’t influence processes of formation of efficiency of culture, provide increases in level of profitability and net income against the background of saving of diesel fuel on one third. As the proof stated by us long-term field experiments in the conditions of a steppe zone of Kabardino-Balkaria are made (the item. Skilled the Tersky Region of KBR) 2009-2011 in these researches it is shown influence of ways of the main processing on potential contamination of the soil, productivity and economic efficiency of production of grain of corn.

The paper is focused on the performance measurement of the Support and Guarantee Fund for Farmers and Forestry (SGFFF) as the main instrument of capital reinforcement of Czech agricultural enterprise development. Its principles as well as the function from the point of view of agricultural enterprises, restructuring and allocation of resources and the reason why the subsidies of the supported loans’ interest rates have been employed are cleared up there. The results are discussed upon an analysis of the Fund’s activity. According to them, it can be claimed that the Fund has became an important part of supports for the agricultural sector development in the last ten years. From the point of view of the criteria of supported loans allocation, it was ascertained that the level of support has not been derived from the different natural and soil qualities primarily. The economic results and a high level of the prosperity have been evaluated as the main criteria for the decision-making system regarding an effective restructuring of agriculture and improving its competitiveness.

Management accounting and management of an agricultural enterprise includes strategic planning and regulation of financial flows. Therefore, at the present stage, the development of measures to develop management accounting and improve the management of financial flows of agricultural enterprises is a significant problem. Management accounting and management of financial flows is the management of cash (financial) flows arising in the process of promotion of tangible and intangible assets. Besides, in the process of management accounting there is a purposeful distribution of financial resources in the logistic financial system of an agricultural enterprise. Management of financial flows is carried out both for the internal environment of the agricultural enterprise and for the external environment. The aim of the article is the justification of theoretical provisions and development of organizational and methodical approach to management of financial flows of agricultural enterprises in the system of management accounting. Objectives of the research: to determine the main components, directions and mechanism of development in the management accounting of financial strategy; to develop a method of management accounting for management of financial flows of developing enterprises, planning to expand their activities in the long term.

The article is devoted to the separation of specific features of the internal and the external agrarian financial relations. It is proved that the peculiarities of the first group of legal relations are conditioned by the organizational and legal form of legal entities in which they arise, change and interrupt. These features are established in the legislation governing the legal status of these entities. In particular, it determines the procedure for the formation of property funds of agricultural enterprises, the distribution of financial results (profits) among the founders and participants (members) (for example, payment of dividends (in companies), dividends and patronage dividends (in agricultural cooperatives), also contributions to this fund. At the same time, enterprises accept internal documents on the basis of which such distribution is carried out. In addition, the procedure for exercising control over their financial and economic activities is regulated. The procedure of payments with members (participants) in case of termination of the business entity or withdrawal from its members (participants) is also specific. The opinion is substantiated that the peculiarities of external agrarian financial legal relations are caused, as a rule, by the nature of the business entity activity. Therefore, these relations are regulated by agrarian legislation in field of the state financial support of agriculture and rural social sphere; implementation of certain types of agricultural activities; insurance and lending of the agricultural producers. Such legal relations, according to the author, include: payment legal relations; credit relations (including financial leasing relations); insurance legal relations; relations with the state and local budgets (regarding the payment of taxes and other obligatory payments and fees; receipt of state financial support); investment relations. The development of the agricultural sector, like any other sector of the economy, depends significantly on funding. Insufficient funding is holding back a significant increase in the efficiency of agro-industrial enterprises. Information on the importance of agricultural enterprises in the development of Ukraine's economy is given. The article analyzes the results of the budget program PCECC 1201150 "Financial support of agricultural producers" in 2020, the current state and trends in lending to agricultural enterprises. Analyzing the attraction of soft loans by businesses in the agro-industrial complex in 2020, it was found that most agricultural enterprises need funds to replenish working capital, and long-term loans are in demand due to the need to upgrade fixed assets and construction and reconstruction of production facilities. Some programs confirm that the priority areas of state support for agricultural producers in 2021, as in previous years, are the development of animal husbandry, horticulture, farming, as well as cheaper loans and purchase of agricultural machinery. The results of the state program "Affordable loans 5-7-9%" are presented, according to which agricultural enterprises received almost half of the total amount of loans issued. The specific features of the agro-industrial complex presented in the article are the factors holding back their lending, so we believe that it would be appropriate to consider the creation of a specialized agricultural bank that would lend to small and medium-sized agricultural enterprises. The services of commercial banks that they offer for enterprises in the agricultural sector are analyzed. The variety of services and programs is due to the desire of banks to attract as large a range of enterprises in the agricultural sector to provide them with funds for further development.

The issues for improving the efficiency of state agriculture management on the basis of investment activity stimulation taking into account modern measures of financial support for agricultural enterprises have been considered. The main reasons and factors that determine the need to strengthen measures of state financial support for investment activities in the agrarian and industrial complex have been presented. The analysis of the amount, dynamics and structure of sources of capital investments financing has been carried out, the place and the importance of some definite state financial support forms in investment processes have been shown. The existing problems for increasing the efficiency of state investment policy in agriculture in modern conditions have been revealed. The conclusion on inadmissibility of reducing the state support level for the branch, the necessity for its further improvement in order to maintain and increase the achieved rates of agricultural production development in Russia has been made.

Abstract. Today there is an intensification of activities and the associated increase in the dynamics of change in all sectors of the economy, including the agrarian sector, in Ukraine and throughout the world. This makes it urgently necessary for agricultural enterprises to adapt to such conditions in order to ensure the efficiency of their activities and long-term competitiveness. The most effective way to address this issue is to introduce development management of agricultural enterprises. The article considers the concept of «development» and «enterprise development», clarifies the meaning of the concept of «enterprise development management», and defines the purpose of such management. In accordance with the content and the proposed definition of the concept of «enterprise development management», the study highlights its characteristic features. It analyzes the main indicators of development of the agricultural enterprises in Ukraine, which demonstrated deterioration in the dynamics of their performance. The findings show the importance of development management of agricultural enterprises. To find a solution, the article suggests an algorithm for development management of agricultural enterprises that is developed, substantiated and based on the tools of strategic management. Adherence to such an algorithm will contribute to the effective realization of the potential of enterprises, rapid adaptation to changes in the external environment, the formation and implementation of effective development strategies, which will ultimately ensure economic, social and environmental efficiency and long-term competitiveness. The proposed algorithm is typical for agricultural enterprises of different organizational and legal forms of management, size, specialization, etc. and at the same time flexible to take into account the peculiarities of certain types of enterprises, which enables to achieve maximum efficiency of enterprise development on the basis of specification of its certain stages. The article deals with the sources, specific features and mechanisms of state capitalism in the Republic of Belarus. The analysis is based on the elements of the theories of economic transition, as well as those of public finance and administration. The author explains the factors that pushed independent Belarus to prefer the model of state capitalism. These include: Soviet Union heritage of planned economy and centralized public administration (that helped the Republic to successfully revive from the devastative consequences of fascist Germany’s occupation in 1941–1944), decisive role of big and rather modern industrial and agricultural enterprises in the national economy, public demand for building up a welfare state, well-established traditions of extensive financial support to the enterprises. State capitalism in Belarus identifies through budget consolidation, level of taxation and state-owned enterprises. The key instruments of this economic model are state-owned and private enterprises, commercial banks, Development Bank, Sovereign Wealth Fund. The author’s conclusion is, however, that relative efficiency of the Belarus’ model of state capitalism should not be overestimated. It works only with continuation of extensive public and financial support. Still, the main sources of the state capital are the market instruments. Thus, the existing model can be successful only in the short-term period. It mobilizes economy but limits its flexibility, So far, there is a high probability that Belarus faces a great risk to fall into a long-term institutional trap of conservation of its economic structure and steadily falling international competitiveness.
