Abstract. The article examines the impact of information and communication support on the process of making quality management decisions aimed at achieving sustainable development of higher education institutions in the context of Ukraine’s integration into the European educational space. The essence of sustainable development of higher education institutions and the specifics of its achievement within competition of educational services in the market, which is especially acute in the conditions of European integration, are considered. The necessity of using effective information and communication support in the development of high-quality management decisions aimed at achieving sustainable development of higher education institutions is determined. The process of making managerial decisions is considered and the quality of making managerial decisions is characterized. The organizational aspects of making quality management decisions are determined. The sequence of actions on the decision of the problems arising in the course of activities of the higher education institutions is offered. The approaches to be considered in the course of accepting qualitative administrative decisions directed on the achievement of sustainable development of higher education institutions on the basis of management of information and communication maintenance of their activity are considered. The influence of people who make management decisions on their quality and effectiveness is determined. The requirements to the quality criteria of managerial decision-making, which are put forward in the development of economic and mathematical models of managerial decision-making aimed at achieving sustainable development of higher education institutions, are studied. Quality has become an increasingly important and critical success factor at higher education institutions, particularly universities. Numerous discussions have been held about education quality in the context of sustainable development. However, the quality of that education strongly depends on the overall quality of the management system which operates at schools. The principal aim of this article is to present the approaches to the quality management systems’ development and their assessment at universities, and share some lessons learned from this area of research. Some possibilities of the ISO 9001 standard’s implementation, as well as the application of excellence models as a response to community demands, will be discussed, especially in the context of the recently-introduced Act No. 111/1998 Coll on Higher Education Institutions, which requires quality assurance and quality evaluation. A case study from The VSB-Technical University of Ostrava shows approaches, results and effects of the quality management system implementation.

The aims this study to know the reality of  the role for Total Quality Management (TQM) to need of Algerian Higher Education Institutions(AHEI) in apply the Total Quality Management (TQM) to promote the Comprehensive Development (CD), and this approach to enhance their roles in the comprehensive development, the efficiency of the training process, global changes and their needs to adopt a new educational policy in line with the global transformation competition, and the requirements of sustainable development, in this study was used a questionnaire composed of (75) items distributed on (08) areas, This is for confirmation the need to adopt philosophy of Total Quality Management (TQM) as a strategy imposed by the nature and  the stage experienced for Algerian Higher Education Institutions(AHEI), And deal with the nature of the changes and challenges imposed by certain factors such as Globalization and the knowledge revolution, through all this inevitably to  apply the Total Quality Management (TQM) in our  Algerian Higher Education Institutions(AHEI).

Everything rapidly changes in economic, political, social, and cultural terms during this information and communication era. In this context, higher education institutions need to improve and renew their educationtraining systems and administrative mentalities to meet today’s and future necessities. Therefore, Total Quality Management (TQM), which is meeting the necessities of internal and external stakeholders with the participation of all employees under increasing competitive pressure, has lately started to be included in the administrative mentalities of higher education institutions. In this regard, accreditation processes become part of sustaining the quality by improving and auditing its compliance with various standards and rules. This study examined accreditation perceptions of students of the Advertising program that was in the process of accreditation, and Public Relations and Publicity Program accredited by the ILEDAK, the authorized organization in the accreditation evaluations of the communications faculties in Turkey. This study aimed to compare the accreditation perceptions of students from two different departments, one of which was accredited within the scope of TQM and the other wasn’t. Since accreditation processes in the communication faculties just started a few years ago, no manuscript was written on the perception of accreditation in this field. This study is one of the first studies conducted on Public Relations and Advertising Programs in Turkey, making it authentic and more important compared to other studies. This study was based on the data of a questionnaire performed on 261 students reached through the convenience sampling method. Accreditation perceptions of the students studying in Public Relations and Publicity program that was accredited were higher compared to students of the Advertising program that was not accredited, and surprisingly, Advertising students had higher awareness related to this subject.

The provision of high-quality educational services is a mandatory objective for Higher Education Institutions (HEIs) nowadays. Consequently, HEIs implement Quality Management System (QMS) process frameworks. A core managerial activity conducted in these QMS is decision making, which impacts the overall quality of the provided HEI's educational services. This managerial context found in HEIs demands an adequate and reliable managerial decision-making support. In this article, we elaborate a new Process-Task-Decision scheme for HEIs based on a relevant international QMS process framework (ISO 9001 IWA 2:2007), and we survey selectively DMSS and HEI literature in the 1996-2016 period. We found that DMSS have been used in a variety of Process-Task-Decision situations in HEIs from early periods to the present, but their utilization is still scarce and partially deployed. Thus, open opportunities to apply them in HEIs and relevant knowledge gaps still exist to be further researched.

Housing and communal services – a complex system which in the changing social and economic conditions is not capable to adapt to them flexibly. Therefore use of new administrative mechanisms, including with application of information and communication technologies is necessary. The conditions promoting their application and the factors constraining effective functioning are analyzed an assessment is given to the prospects of development of housing and communal services with application of information and communication technologies for real improvement of quality of life of the population, considering inquiries. High-quality integration of management decisions with application of information and communication technologies, will allow the region to achieve sustainable development.

The article considers the essence and content of the process of making managerial decisions in the activities of higher education institutions. It is determined that a quality management decision in the context of higher education institutions is the result of analysis, forecasting, economic justification and choice of alternatives from a variety of options aimed at achieving sustainable development of higher education institutions. The essence of the intelligent recommendation system of management decision support is described, the use of which allows managers to combine their own subjective advantages with machine analysis of the situation in making recommendations in the management decision-making process aimed at achieving certain goals of higher education. The advantages of an intelligent recommendation system in comparison with traditional automated management decision support systems are determined. The main functions of the intelligent recommendation system to support management decisions are considered, including: situation analysis; generation of possible management decisions to solve the tasks; evaluation of generated scenarios and selection of the best; ensuring constant exchange of information on the status of the decision and coordination of group decisions; modeling of decisions; computer analysis of possible consequences of management decisions; collection of data on the results of implementation of management decisions and evaluation of their results. The main ways to improve the quality of management decisions in the activities of higher education institutions to ensure their sustainable development are identified. The expediency of using an intelligent recommendation system of decision support to improve the quality of management decisions in the activities of higher education institutions in order to achieve sustainable development is substantiated. It is proposed to combine the knowledge and experience of managers with automated support of this process to improve the quality of management decisions in the activities of higher education institutions and to achieve sustainable development, which will increase the validity of management decisions through the use of intelligent recommendation system to support management decisions.
